Compensation and Benefits The District offers a competitive package of compensation and benefits. The salary for this position is $117,206 - $146,374 annually depending on qualifications. The District’s benefits package includes: Retirement: — CalPERS Tier II formula of 2% @ 55 (applicable to employees who are currently part of either the CalPERS retirement system or a reciprocal retirement system, or who are returning to the CalPERS system as a new employee with a break in service of less than 6 months). The employee pays 100% of the employee’s contribution, which is 7% of base salary. — CalPERS Tier III formula of 2% @ 62 (applicable to employees hired on or after 1/1/2013, and who are new to the California Public Employees Retirement System or who return to the CalPERS system with a new employer after a break in service of more than 6 months) The employee pays 100% of the employee’s contribution, which is currently 6.5% of base salary. Deferred Compensation Program: The District has a unique deferral program that allows employees to participate in both a 401(a) program and a 457(b) program simultaneously. Employee contributions are matched by the District up to 3.5% (Tier II) or 3.25% (Tier III). Employees can defer up to 25% of annual salary to the 401(a) program and up to the annual IRS limit to the 457(b) program. The District participates in Social Security. The Delta Diablo

Delta Diablo (District) is an innovative wastewater resource recovery agency providing wastewater, recycled water, street sweeping, and household hazardous waste services in the heart of the California Delta region, 50 miles east of San Francisco. The District was formed in 1976 and serves an estimated 200,000 residents and numerous businesses in the communities of Antioch, Bay Point and Pittsburg. The District service area encompasses 54 square miles with over 86 miles of underground pipeline systems. In 2013, the District treated 4.8 billion gallons of wastewater and is permitted for an average dry weather flow of 19.5 million gallons per day.

The District also operates a recycled water treatment and distribution system that supplied approximately 3 billion gallons of tertiary water to two power generation plants, two municipal golf courses, and a number of city parks and school sites in 2013. The District also oversees street sweeping services in its service area and operates a household hazardous waste collection facility for East Contra Costa County.

What distinguishes the District is its willingness to test the conventional way of doing business as a public agency. The District’s employees are committed to the vision of making the agency a national leader in “waste” water resource recovery. They are proactive and more interested in asking, “why not” rather than “why.” Delta Diablo, through its Strategic Planning process is pursuing both internal initiatives as well as developing new, and expanding existing regional partnerships that leverage environmental stewardship opportunities, further protect the public health, and explore new ways to recover resources by taking the “waste” out of wastewater. For example, the District spearheaded two regional partnerships to expand the use of recycled water and to explore biosolids to energy conversion.

The Organization

Delta Diablo is governed by a three-member Board of Directors, which includes the Mayors for the Cities of Antioch and Pittsburg, and the Contra Costa County Board of Supervisors member representing the Bay Point community.

The District has 78 FTE positions with an operational budget of approximately $22.9M, a capital budget in excess of $7.2M and a five year Capital Plan totaling $51M. The five core business areas include: Wastewater Treatment, Recycled Water, Regional Household Hazardous Waste Collection, Street Sweeping, and Collection System Operations for Bay Point. The largest program is Wastewater, which provides conveyance and treatment of wastewater for reuse and discharge.

The Position of Operations Manager and Ideal Candidate

The Operations Manager of Delta Diablo serves as a division level manager reporting to the Resource Recovery Services Director. The position, with a staff of 17 employees oversees the District operations and helps lead special projects related to recycled water production and delivery, wastewater resource recovery and the conveyance and collection systems.

The District is in a challenging yet enviable transition period resulting from both the recent rollout of its new Strategic Business Plan and the retirement of several division level managers. Organizationally, a key aspect of this role is to lead the effort in helping define and shape the operations and staff in this key area of the organization. This will include creating clear lines of responsibility and accountability for positions within the division, and the development of career enrichment and advancement paths for staff.

As a key member of the management team, a high priority will be staff mentoring and professional development. The need is for an effective and progressive leader with working knowledge in the field who can inspire and model the District’s core values of integrity, trust and teamwork. The expectation is to effectively engage employees through an active listening and communication style coupled with a sincere appreciation for the strengths and contributions of staff that can be integrated within the operation. Through this approach, the manager will strive to build a work atmosphere that fosters open communication, trust and mutual respect across various departmental work groups of multi-generational workers.

Operational priorities will provide exciting and progressive challenges. For example, in early 2015, a new FOG (Fats, Oils and Grease) intake facility will come online with delivery service from a single hauler contractor. The manager will lead evaluation and trouble-shooting efforts to ensure the facility is running at peak efficiency as a foundation to expand this service in the future. Additionally, the production and distribution of recycled water continues to be a key priority. With a capacity of 16.2 MGD, the District has one of the region’s largest recycled water operations and provides service to two Calpine power plants, two local golf courses and various municipal park sites. The ongoing goal is to identify and service new municipal and commercial applications.

The Operations division also plays an essential role in tandem with various internal and industry engineering and operational initiatives. A number of these initiatives relate to nutrient removal along with a pilot demonstration technology effort to seek out efficient, sustainable and renewable energy sources. These projects are especially timely as the District plans for the next NPDES permit cycle. The District is working in partnership with a number of research and development institutions and industries to develop pilot demonstration projects that may lead to the commercialization of advanced treatment and energy resource recovery technologies.

The successful candidate will have seven or more years’ experience in secondary wastewater treatment plant maintenance with at least four of those years in a supervisory or management role within a facility of comparable size and complexity to that of Delta Diablo. Living in close proximity to District to ensure ability to respond and/or report to duty within a reasonable period of time in emergency situations which may occur after hours, on weekends, and/or holidays is highly desirable. An AA/AS degree (or equivalent combination of education, experience, and training) in a related field and a Grade V Wastewater Treatment Plant Operator certification from the California State Water Resources Control Board is required.
