The History of Electrical Industry

The first electrical application was invented by Thomas Alva Edison in 1879(through incandescent light bulb).

Electrical generation in Malaysia since 1894 for tin mining site near Kuala

Lumpur introduced by Loke Yew and Thamboosamy Pillai.

The Central Electricity Board (CEB) was established and came into operation on

1 September 1949.

On 22 June 1965, Central Electricity Board (CEB) of the Federation of Malaya

was renamed as the National Electricity Board of the States of Malaya (NEB).

The History of Harvesting Solar Energy

Solar energy is radiant light and heat from the sun harnessed using a

range of ever-evolving technologies such as solar heating, solar

photovoltaic, solar thermal energy, solar architecture and artificial

photosynthesis. (International Energy Agency. 2011, "Energy“ rsc.org)

“We have proved the commercial profit of sun power in the tropics and

have more particularly proved that after our stores of oil and coal are

exhausted the human race can receive unlimited power from the rays of

the sun”—Frank Shuman, U.S. inventor, engineer and solar energy

pioneer (New York Times, July 2, 1916)

The History of Harvesting Solar Energy

The first solar cell was constructed by Charles Fritts in the 1880s(Perlin, 1999, p. 147)

1931 Dr Bruno Lange (German), developed a photo cell using silver

selenide (“Magic Plates, Tap Sun For Power", June 1931, Popular

Science.)

1954 Gerald Pearson, Calvin Fuller and Daryl Chapin created

the crystalline silicon solar cell (Perlin, 1999, p. 29)

solar as well as utility-scale photovoltaic power started (Source: Solar:

Worldwide growth of photovoltaics has averaged 40% per year since

2000 and total installed capacity reached 139 GW at the end of 2013

with Germany having the most cumulative installations (35.7 GW).

Italy having the highest percentage of electricity generated by solar PV

(7.0%) (Source: "Photovoltaics: Overview of installed PV in 2013".

The History of Solar Power Plant In Malaysia

Solar power, as well as other renewable energy sources, feature prominently

in the Government's Economic Transformation Programme. Under the

energy Entry Point Programme, the target is for Malaysia to build solar

power capacity up to 1.25 gigawatt by 2020. The plan has also set a

renewable energy target of 5.5% of total capacity mix in 2015, from less than

1% of energy mix today (February 2011)

Solar Radiation

Solar radiation is defined as the energy originating from the sun but measured

on the earth’s surfaces.

Before solar radiation reaches the earth’s surface, it must pass through the

atmosphere where it get absorbed, reflected, refracted and otherwise changed.

Because the intensity of solar radiation outside the earth’s atmosphere is

essentially constant, the measures of solar radiation at the earth’s surface are

affected by the atmosphere.

Solar radiation is normally described as having two components; the beam

(also called direct beam) radiation and diffused radiation (Bahm, 1989).

Overview of SEDA

The Sustainable Energy Development Authority of Malaysia (SEDA Malaysia) is

a statutory body formed under the Sustainable Energy Development Authority

Act 2011 [Act 726]. The key role of SEDA is to administer and manage the

implementation of the feed-in tariff mechanism which is mandated under theRenewable Energy Act 2011 [Act 725].

Overview of the FiT System in Malaysia

Malaysia's Feed-in Tariff (FiT) system obliges Distribution Licensees (DLs) to buy

from Feed-in Approval Holders (FIAHs) the electricity produced from renewable

resources (renewable energy) and sets the FiT rate. The DLs will pay for

renewable energy supplied to the electricity grid for a specific duration.

By guaranteeing access to the grid and setting a favourable price per unit of

renewable energy, the FiT mechanism would ensure that renewable energy

becomes a viable and sound long-term investment for companies industries

and also for individuals.

History of FiT in Malaysia

The passing of the RE and SEDA Acts 2011 in April 2011 did not happen by

chance. Introduction of the feed-in tariff (FiT) to Malaysia began as early as

2004, and in 2011, the years of effort finally culminated in the passing of the two

laws related to sustainable energy. The result is the dawn of a new era for

Malaysia in a move towards achieving energy autonomy and mitigating climatechange.

RE Quota

In many countries where the FiT system is implemented, caps on RE installed capacities

are highly discouraged as these caps limit RE growth and constrain its impact. The

avoidance of such caps is possible in countries where electricity tariff is deregulated.

However, in a regulated electricity market such as in Malaysia, the funding source for FiT

is limited to a fixed percentage imposed on the utility’s electricity revenue. Therefore,

caps are essential to ensure that there will be adequate funds to make the FiT payments

to RE generators. Once the electricity market in Malaysia is deregulated, or when FiT has

been operating for a considerable period of time, then removal of the caps may be

possible.
