LETTER FROM THE SUPERINTENDENT

The 2018-2019 school year was certainly one for the record books! It was my first year as Superintendent of West Fargo Public Schools. Our taxpayers and stakeholders once again rallied around us to pass a $106.9 million bond referendum in September, which allows us to build a new middle school and high school in Horace, expand several elementary schools, put synthetic turf at all three high schools, and enhance our security systems. Perhaps most importantly of all, we began transforming the educational experiences that we provide for ALL students. While our growth is definitely a big part of our story, what happens INSIDE our school buildings is an even more impactful chapter of our story. Our teachers and support personnel are innovating and challenging students in ways beyond many can imagine. The challenge? To prepare today’s learners for tomorrow’s world. The outcome? Students who are choice ready, who will have the opportunity to enter a career, a post-secondary institution, or the military in a quest to follow their passions and live their best lives. Our district is moving towards personalized, competency-based learning (PCBL) practices in all schools across the district to meet the ever-changing needs of our students. Over the next four years, we will implement practices to:

• Increase student choice opportunities that are articulated in the Guaranteed Viable Curriculum (GVC) and organically in every classroom.

• Allow students to demonstrate their learning in multiple ways.• Engage students in higher levels of depth of knowledge and more creation.• Increase student voice by asking students for insight into their passions, thoughts, and reflections on the process.• Make a more deliberate connection to the purpose of learning and connect it to the real world.• Provide staff and students with opportunities to learn about and implement strategies to promote mental wellness. • Provide students with enrichment opportunities.• Utilize standards-based/referenced grading to provide students with meaningful, actionable feedback.• Foster the development of the key dispositions outlined in the profile of a graduate.• Utilize instructional tools that simplify the teaching and learning process.

West Fargo Public Schools began using the slogan “District of Choice” several years ago in reference to our ongoing and unprecedented growth. However, I believe West Fargo is also the District of Choice in our state because of our ability to recruit and retain the

finest educators, to partner with organizations like the North Dakota Department of Public Instruction to support the evolution of education in our schools, and of course, because of our supportive community. While 2018-2019 was the most exciting and rewarding of my 26 years in the district, I am energized to continue serving the students, staff, and parents in our community for years to come.

INITIATIVES

At the November 13 meeting, the School Board awarded bids to Hartley’s School Buses for the purchase of one Bluebird electric school bus for a net amount of $314,200. This will be the first all-electric school bus for the West Fargo School District and the state of North Dakota.The cost of an electric school bus is substantially higher than a traditional school bus. However, the district received additional support from regional agencies to help offset the upfront costs. Funds to support the electric school bus project were provided by the following:

• North Dakota Department of Commerce through the State Energy Program – $70,000• Coalition for a Secure Energy Future – $40,000• Cass County Electric in conjunction with Minnkota Power Cooperative – $40,000

While the new electric bus has a higher upfront cost, it is expected to be more cost effective than a traditional bus over the course of its lifetime. The district anticipates an annual savings of $2,500 in diesel costs and $1,800 in maintenance costs with the purchase of the electric bus.The school district will be comparing the costs of the electric school bus to two diesel-powered school buses that will be put into service at the same time. A long-term analysis of the operational and maintenance costs of the electric bus will provide data to assist future school bus purchasing decisions regarding the most cost-effective fuel sources for the district’s fleet.

TRANSPORTATION DEPARTMENT

SCHOOL SAFETY & SECURITY DEPARTMENTDuring the 2018-2019 school year, West Fargo Public Schools was asked by Cass-Clay Unified School Response (CCUSR) to create, and then pilot, a safety response program for students with special needs. The district’s two high schools, along with a specialty program at Freedom Elementary School, piloted the Additional Considerations for Special Populations program during the second semester. With feedback from special education teachers and parents, the district presented a final product to CCUSR that has been adopted as an official resource. This program will be rolled out at all schools in West Fargo during the 2019-20 school year. The goal is to more appropriately address the needs of all students, by filling gaps in current emergency response plans. To do this, we will be engaging with parents during their child’s annual IEP or 504 meeting to review the student’s response skills and establish a plan that clarifies their needs during a crisis. Administratively, each school will also be creating a site-based systematic approach to assist our special populations during a crisis. The plan that is developed with parent input will be shared with people that are critical to every child’s safety. The second big initiative from the School Safety & Security Department relates to new and upgraded camera systems at all 13 of our elementary schools, as well as four of our non-instructional facilities. The upgraded camera system allows for a higher-quality picture, a better suite of tools for investigating incidents, and the ability for the footage to be viewed off-site, by our district office, for example.

The Curriculum & Instruction Department worked with eighth grade teachers to define a scope and sequence with proficiency scales for each quarter of the year. These materials are the backbone of the movement toward standards-based grading and personalized learning opportunities for students. Eighth grade will utilize standards-based grading in 2019-2020. Tier-one curriculum scope and sequences for social-emotional learning were developed with counselors, social workers, and teacher teams, and will begin being implemented in grades K-8 in 2019-2020. The Curriculum & Instruction Department purchased a new resource for K-5 mathematics called Bridges; teacher training began in December and will continue throughout August. This resource is aligned to our Add+Vantage Math Recovery training, allowing teachers to best meet the needs of the students in their classrooms.In order to achieve our district’s mission and vision, it is essential for learners to have immediate access to mobile technology, enabling individual learners to acquire new knowledge and apply it through relevant learning experiences. Over the past three years, our middle schools had access to their very own digital learning device. In the fall of 2019, we will be extending our one-to-one program to all students at West Fargo High School and Sheyenne High School. Approximately 3,000 students will have one-to-one personal access to a digital learning device. In order to accomplish this goal, many educators were engaged in the planning, design, and implementation of this program throughout the 2018-2019 school year.

CURRICULUM & INSTRUCTION DEPARTMENT

PUBLIC RELATIONS DEPARTMENTThe Strategic Transition task force, with approval from the School Board, established the following process in selecting a mascot and school colors for the Heritage Middle School and West Fargo Horace High School system:

• Students in grades 4-7 from the new attendance area will be given the opportunity to submit two mascots (with rationale) and one color combination.

• A community committee will narrow down the student submissions for the Board (5-10 of each).• The Board narrows down the committee recommendations to two of each. • The students will vote on the two recommendations from the Board. The mascot and school colors will be selected

through majority vote of the students and then authorized at a Board meeting. Following the initial steps, the School Board selected the final two mascots (hawks, rams) and two color combinations (black and old gold, black and silver) from lists generated by a community committee. Those selections were given back to the 4th - 7th grade students from the Horace and Legacy attendance areas to make the final decision. Of the 413 votes, 306 votes were for the hawks and 226 were for black and old gold. On April 22, the School Board officially approved the school colors and mascot for West Fargo Horace High School as the black and old gold Hawks.

PCBLPersonalized, Competency-Based Learning (PCBL) is a North Dakota Department of Public Instruction initiative supported by KnowledgeWorks. Personalized learning, according to KnowledgeWorks, means meeting each student at their own level, challenging them with high expectations for academic achievement and growing student agency through:

• Instruction aligned to rigorous academic standards and social-emotional skills students need to be ready for college, career, and life.

• Customized instruction that allows each student to design learning experiences aligned to his or her interests.• Varied pacing of instruction based on individual student needs, allowing students to accelerate or take additional time based on

their level of mastery.• Real-time differentiation of instruction, supports, and interventions based on data from formative assessments and student

feedback to ensure every student remains on track to graduation.• Access to clear, transferable learning objectives and assessment results so students and families understand what is expected

for mastery and advancement.

In early 2018, West Fargo Public Schools was selected as one of five North Dakota school districts to lead the way in PCBL for the state. Over the course of the past year, district leaders have been working to clarify what PCBL means in our district. Part of that process was establishing our beliefs about education and vetting them through our principals, directors, coordinators, deans, teachers, and support staff:

1. As an educational system, we believe that teaching is both an art and a science.2. We believe in foundational knowledge and understanding, and the use of whole group direct instruction and gradual release,

modeling the thinking process and guiding students through practice as they move toward independence.3. We believe that relationships are critical among students, between students and teachers, among teachers, between teachers

and administrators, among administrators, and among our parents and community.

Through this five-year initiative, our district will receive guidance, personalized coaching, and technical support to transform our school district from traditional to personalized, competency-based learning. As we shift, we are looking to increase learner agency and help develop students who have internalized self-efficacy. We believe that students who take ownership of their learning and are engaged in the process are more likely to learn and achieve their goals. We believe this type of learner is what the future needs, and that a structure of school that supports our district mission to “Educate today’s learners for tomorrow’s world” is aligned to our values and beliefs.

CHOICE READYChoice Ready is a component of the state’s accountability system in analyzing the success of our high schools in producing students who are ready for the world upon graduation. The North Dakota Choice Ready framework establishes metrics intended to measure the growth of state high schools, as indicated by student readiness upon graduation. The ultimate goal is to identify every student as possessing essential knowledge and skills in one of the three post-high school paths: workforce, military, or post-secondary education. A student is considered to be Choice Ready within a path if he/she completes two or more components; along with life and career readiness skills, path components can range from academic achievement to community involvement to physical fitness.

ENROLLMENTWest Fargo Public Schools maintains the reputation as being the fastest growing district in the state of North Dakota. When comparing first day enrollment numbers to last day enrollment numbers, very little difference will be found. However, the district’s growth has historically occurred during the summer months, producing a year-to-year difference of 400-500 students. It is expected that this long-standing trend at West Fargo Public Schools will continue through the coming years, and quickly place the district in the ranks as the state’s second largest school district as early as 2019-2020.

STAFF RECOGNITION

Kristina Lindemann, a reading teacher at Legacy Elementary School, was named the 2019-2020 Professional/Licensed Staff Member of the Year for West Fargo Public Schools. Mrs. Lindemann has been a teacher at West Fargo Public Schools since 2005. She spent many years teaching fourth grade at South Elementary School and then transitioned into a position as a reading teacher. From 2014 – 2015, she was a reading teacher at South Elementary School before joining the Legacy Elementary School staff as a reading teacher when it opened in 2015.As this year’s award winner, Mrs. Lindemann was described by her nominators as “the true definition of a team player… she comes to school every day excited to share her knowledge with her students… [and] she goes out of her way to form meaningful relationships with students.” A colleague explained why Mrs. Lindemann’s dedication to the community also proves her worthiness for this year’s award: “Her love for all students in our community is evident by her continued work over the last 10 years with the Fargo Marathon Youth Run and her 14 years of involvement with Kamp KACE, which is a summer camp whose mission is to offer a memorable experience for children with cancer and their siblings.”

Lynda Krueger, paraprofessional at Eastwood Elementary School, was named the 2019-2020 West Fargo Classified Staff Member of the Year. Mrs. Krueger has been in her current position since she came to the district in 2001.As this year’s award winner, Mrs. Krueger was described by her nominators as “… an advocate for best practices in mathematics. She routinely engages teachers in conversation around mathematics. She knows exactly where her students are at and where they are going with their learning… Her attitude towards learning has given her strong mathematical knowledge and pedagogy. She goes above and beyond to prepare her lessons each day, to provide feedback to teachers, and help monitor progress. She often brings lessons home to revise, spends time outside of

work reading about math practices, and stays beyond hours to prepare for her work.”

BOND REFERENDUMWest Fargo Public Schools residents went to the polls in a special election on September 25 and voted to approve the $106.9 million bond referendum at a support rate of 70.68%.

The $106.9 million bond referendum package includes a new high school, new middle school, art and gifted/talented classrooms, security upgrades, addition/renovation at Harwood Elementary School, addition/renovation at Horace Elementary School, and turf at all three high schools. The culmination of these seven projects will address the challenges that the district and community continue to face related to student and staff safety, increasing enrollment, and equal opportunity measures.

With the passing of the bond referendum, the district is transitioning into a three feeder-system district, anchored by the three high schools: West Fargo High School, Sheyenne High School, and Horace High School (opening in 2021).

West Fargo High School is home to the Packers. The school’s primary color is dark green and the logo is a bull. Cheney Middle School, Eastwood Elementary School, Harwood Elementary School, South Elementary School, L.E. Berger Elementary School, Westside Elementary School, and Willow Park Elementary School are members of the WFHS Packer feeder-system.

Sheyenne High School is home to the Mustangs. The school’s primary color is blue and the logo is a mustang. Liberty Middle School, Aurora Elementary School, Brooks Harbor Elementary School, Freedom Elementary School, Independence Elementary School, and Osgood Elementary School are members of the SHS Mustang feeder-system.

Horace High School (opening 2021) is home to the Hawks. The school’s primary color is black and the logo is a hawk. Heritage Middle School (opening 2020), Horace Elementary School, Deer Creek Elementary School (opening 2019), and Legacy Elementary School are members of the HHS Hawk feeder-system.

The district’s Early Childhood Center, Community High School, Hulbert Aquatic Center, and West Fargo Sports Arena are considered district facilities and serve families from anywhere in the district.

West Fargo Community High School is an alternative high school operated by West Fargo Public Schools and located within the Clayton A. Lodoen Community Center. The school offers an adjusted schedule and curriculum for students to earn their high school diploma. While students do participate in state and national assessments, the school’s results are filtered into the results pool for West Fargo High School, leaving Community-specific results nearly impossible to gather. The school’s demographics, operations, and student requirements are significantly different than the district’s other two high schools. For instance, Community High School had 114 students walk through its doors this year, which is less than ten percent of the population at each of our other two high schools. With the school’s open exit and open entry system, not all 114 students maintained enrollment at the school. Its average student enrollment is 55 students, with 27 students graduating in 2018-2019.

The Early Childhood Center is home to three community programs: early childhood special education, SENDCAA Headstart, and the YMCA preschool program.The 2018-2019 school year was the first year that all three programs were available at the building, as West Fargo Public Schools partnered with the YMCA of Cass & Clay Counties to offer public preschool. To participate in the income-based public preschool program, children must be at least four years old and be a resident of the West Fargo School District.The ECSE program operates two sessions a day from 9:10AM - 3:30PM. The YMCA offers morning, afternoon, and evening childcare, with preschool sessions occurring from 9:00AM - 11:30AM. SENDCAA Headstart offers two sessions a from 8:00AM - 3:30PM.West Fargo Public Schools had 219 students enroll in early childhood special education, 68 students in Head Start, and 43 students in the YMCA public preschool program during the school year.
