Life Board of ReviewLife Board of Review

At each Scout’s Life Board of Review, the Unit Advancement Chairman should direct the new Life Scout as to where he can download an “Eagle Scout Service Project Workbook” and an “Eagle Scout Rank Application”. www.grandtetoncouncil.org

The latest versions must be used! Online versions recommended.

He should be coached and have frequent follow up by his Advancement Chairman and Eagle Coach.

Note that a project where the Scout is given a “plan” or “detailed list” of the way the project must be done, by the organization to be served, does not qualify. The Scout must plan and develop the project – and show leadership.

The organization to be served probably does not know what constitutes a valid Eagle Scout Service Project. The Scout may need to educate them.

“Normally, “your community” would not refer to individuals, although a council or district advancement committee may consider scenarios in which an individual in need can affect a community. It is then a matter of identifying a source representing the “community” who will provide approvals”. See Guide to Advancement 9.0.2.5 page 53

Is the project available for all in the organization that want it?Organizations such as neighborhood associations, watch group, homeowners association.

“A project may not be a fundraiser. In other words, it may not be an effort that primarily collects money, even for a worthy charity.”

Fundraising is permitted only for securing materials and facilitating a project.

Fundraising may need to be approved by our Council. See Project Workbook

Size of Eagle ProjectSize of Eagle Project

“Significant Project” – much larger in scope than service done for Star & Life.

“The amount of time spent must be sufficient for the Scout to clearly demonstrate planning, organization, and leadership skills.” (No set minimum — however, keep in mind a National average of 149 man-hours)

The list of who worked and for how long, is a tool to

indicate to us that the project met national BSA standards and the above was clearly demonstrated.

OriginalityOriginality

The project does not have to be original (something you dream up that has never been done before), but it certainly could be.

Candidate may pick a project that has been done before, but he must accept responsibility for planning, directing, and following through to its successful completion.

It must be an individual project – two candidates cannot receive credit for working the same project.

Work with your assigned District Advancement Committee Member .

Units should also assign an Eagle Project Coach to work with all Eagle candidates: Someone who is readily available to the Scouts

Preferably Scout Committee Advancement Chairman Knowledgeable in what is required -- and what is not. Should establish a working relationship with District Advancement

Committee – trust and understanding This will help ensure consistency in expectations from Scout to Scout.

Don’t expect a Scout to please multiple adults, especially if the adults don’t fully understand the requirements. It is hard enough to please one.

Challenge the Scout to do his best, but accept what he is capable of doing. Be aware when learning has ceased and frustration sets in.

Leaders may not add or delete requirements for any rank (this applies to the Eagle Service Project as well).

Planning the ProjectPlanning the Project

May start immediately after Life Board of Review (but not before)

Not necessary to have earned all 21 merit badges first

Please start AT LEAST 6 months before 18th birthday!

Meet with an Eagle Coach -- to verify that idea is acceptable -- before doing much detailed planning or writing

Choose a motivating project you’ll enjoy

Meet with the benefiting organization -- discuss their needs, expectations, and possible financial help.

Must use the latest version of the Eagle Scout Service Project Workbook, to submit proposal for approval.

Note that on page BSA PID number (membership number) is required.

The “Project Coach” listed in the workbook is the same District Advancement Committee Member who approved the project for the District.

The complete proposal must be approved by the following before the project is started (get District Advancement Committee Member signature last):

1. Benefiting Organization Representative,

2. Unit Leader (Scoutmaster, Coach, Advisor),

3. Unit Committee member (Advancement Chair), – after meeting with Scout Committee for their approval.

4. District Advancement Committee Member.

Scout must have signatures/approval from ALL of the above BEFORE starting work!

In Person Certifier must be from outside boy’s unit Parent(s) in attendance (youth protection) + Planning of the young man Counseling with the young man If the project does not qualify, the District

Advancement Committee Member will suggest changes or additions to the project.

How long is approval good for? Until the Young Man turns 18 or someone else does the project.

After the Eagle Candidate has approval of the proposal, he goes home and works on the Project Plan. His Project Coach will schedule a time within a week for the young man to return with his Project Plan filled out.

The District Advancement Committee

member is also the Project Coach for the young man.

Working the ProjectWorking the Project

Perform the work as proposed - Take a lot of pictures USE THE WORKBOOK – fill in the blanks. Lead the team - Don’t do all the work personally

Don’t let adults lead the project (let them make lunch) Keep records of:

Who worked (name, date, times) Material, supplies, tools actually needed and used All additional purchases Problems encountered and how solved

New Council Requirement as of May 19, 2011

The Eagle Candidate is to return to the same District Advancement Committee Member who approved the Project who will review the Project to make he has fulfilled leadership requirements. He will sign at the bottom of Project Report Page C that the project meets the requirements.

If the project does not meet the requirements, he will guide the boy to help him finish.

Make sure you read and follow instructions! Here are a few tips.

Requirement 2 – Recommendations: Obtain a letter of recommend from these people.

The Guide to Advancement gives our Council the option of having the Board of Review contact each reference or using letters of recomend. Our Council has elected to use letters.

Suggest Scout give each of his references an envelope addressed to his Unit Advancement Chairman.

Have the references mail the letters or return the sealed envelopes to his Unit Advancement Chairman (or Scoutmaster). Scouts are not to see the letters. Religious Leader should be Bishop, Pastor, or Priest

Requirement 3 - Merit Badges: List the dates earned – not the dates received, and unit #.

Requirement 4 – Leadership Position: “While a Life Scout, serve actively for a period of six months in one or more of the following positions…” Check the list on Eagle Application Requirement #4 – do not list church positions.

Take the following paperwork to the Scout Office to check against BSA records: 1. Eagle Project Workbook, 2. Eagle Scout Rank Application, 3. Statement of ambitions & life purpose.

records. This can take up to 7 days. If there are any discrepancies, Unit Advancement Chairman or Leader will help Scout correct them.

The Eagle Candidate coordinates with his Unit Advancement Chairman and District Advancement Chairman to set up a time for his Board of Review. Unit Advancement Chairman conducts the Board of Review.

District Advancement Chairman should be be the same person who originally approved the project.

The Board is made up of at least three and not more than six members.

Anyone 21 years old who understands Scouting may serve on the Board except the Eagle Candidates current Unit leaders and relatives of the candidate.

The members of the board assemble 30 minutes before the candidate appears to review the application, reference letters, statement of life goals, and service project workbook.

The Board may visit briefly with the parents.

The candidate’s unit leader introduces him to the members of the Board but does not participate in the board of review.

“Eagle boards generally last 30 minutes or somewhat longer. This is the highest rank a Scout may achieve; there should be a discussion of his successes, experiences, and future plans, but rarely should one last longer than 45 minutes.”

It should be an enjoyable experience.

After the Board of Review, the candidate and his leader leave the room while the board members discuss the acceptability of the candidate. The decision must be unanimous.

The candidate & parents are then informed of the Board’s decision.
