Elliott Perry ( 1884-1972) was considered the dean of re searchers of nineteenth century U.S. postage stamps, from regular issues to carriers and locals . Hi s first articles (on U.S. revenue stamps) appeared in Mekeel 's We ekly Stamp News from 1916 to 1930 under the pseudonym "Christopher We st." In 1931 he began publishing his own journal, Pat Paragraphs, which ran until 1952. Following his death, Perry's journal was compiled and arranged by topic by George T. Turner and Thomas E. Stanton, and (with additional material by the compilers) was published in 1981 as Pat Paragraphs by Elliott Perry. Although he wrote extensively in all areas of U.S. stamps, much of his published work was devoted to U.S. carriers and locals. With Arthur G Hall, Perry co-authored The Chatham Square Po st Office and Swarts City Dispatch Post (1941) and One Hun- dred Years Ago: 1842 - Centenary of the First Adhesive Postage Stamp in the United States ( 1942). The American Philatelic Research Library maintains two extraordinary collections in its non­circulating holdings: the manuscript and corre­spondence files of Elliott Perry and Dr. Cyril Franklin dos Passos.

Elliott Perry ( 1884-1972) was considered the dean of researchers of nineteenth century U.S. postage stamps, from regular issues to carriers and locals . His first articles (on U.S. revenue stamps) appeared in Mekeel 's Weekly Stamp News from 1916 to 1930 under the pseudonym "Christopher West." In 1931 he began publishing his own journal, Pat Paragraphs, which ran until 1952. Following his death, Perry 's journal was compiled and arranged by topic by George T. Turner and Thomas E. Perry announced plans to produce three additional works - on carriers, U.S . locals, and U.S. independent mail (with Hall)- but none were published in his lifetime, although his extensive notes and partly written sections on U.S. carri­ers were edited and published posthu­mously in Robson Lowe's The Philatelist (from October 1973 to December 1974), and continued in the U.S. Philatelic Clas­sics Society's The Chronicle of U.S. Classic Postal Issues (from February 1982 to August 1986).

Elliott Perry received the Luft Award for Exceptional Contributions to Philate­ly in 1944 and was elected to the Ameri­can Philatelic Society Hall of Fame in 1973.

Dr. Cyril Franklin dos Passos (1887-1986) was a renowned specialist and researcher on a variety of challenging and controversial philatelic subjects. He wrote prolifically on many topics, includ­ing the 10-cent and 24-cent (1861-67) first and second issues, all of the grills (notably the rare B-grill), and all of the Bank Note issues (especially the 15-cent secret markings and the 10-cent and 24-cent varieties).

His works were published mainly in The American Philatelist, the Essay­Proof Journal, the SPA Journal, and in the books of the American Philatelic Congress. He had an exceptional collec­tion of U.S. locals, with a highly special­ized collection of the Boyd's locals. He collaborated closely with Elliott Perry on this and other philatelic subjects.

His library contained numerous important research documents. In partic­ular, dos Passos owned a typescript orig­inal of the work on U.S. locals written by the controversial Henry C. Needham.

Both dos Passos and Perry had published information proving that Needham had tampered with covers and published false information.

Cyril dos Passos was elected to the American Philatelic Society Hall of Fame in 1989.

II. Original Notes Section. The second section centers around

dos Passos' numerous published and unpublished philatelic papers, and is divided into three parts:

1. Original Notes- Main Subject 2. Original Notes - Abbreviated

Title 3. Photos- Subject The Original Notes section is alpha­

betically arranged and contains many research notes that cannot be readily linked with one of his published works. These files contain some correspon­dence and photos that, if separated from the notes, would disturb the conti­nuity of the research.

III. Original Papers Section This section contains all of the mate­

rial available pertaining to dos Passos' published papers. Files may include original notes, original manuscript material, photos, related correspon­dence, and a copy of the completed work. There are additional autographed copies of his works in these files. The file label has an abbreviated title and a subsequent label describes the subject area. All catagories (except Miscella­neous) have a "Misc." section for papers dealing with that subject but for which no supporting documentation is evident. The original, completed ver­sion of the paper is contained in these files .
