City Waste Management and Pollution Control – A. Functional Solid Waste Management Board.

Composition –The Sagay City ESWM Council was organized pursuant to Section 12 of RA 9003 and authorized under local ordinance., and the membership is updated every three (3) years.

Meeting – The City SWM Council meet twice a year (regular meeting) to update the progress of program implementation based on ten (10) years plan.

Agenda: Report of the Executive Director of City SWM Council. ESWM operation status (collection/transport, disposal and landfill operation) Passing of appropriate resolution Other matters.

and was submitted to National Solid Waste Commission (NSWMC ) approved last November 2011.

Mandatory Segregation of Waste

Policies and Regulation 1. Passing an Ordinance imposing Segregation at Source. 2. Memo directing all Department head to implement

segregation in every offices 3. Ordinance regulating garbage collection (Scheduling of

Collection) 4. Executive Order urging all offices for white paper recovery.

Executive Order. S, 2011: Declaring an enactment of Mandatory Segregation and Providing Penalties Therefore. • In order to compel all residents to segregate their waste at

source the unsegregated waste shall not be collected.

• Direct the office of General Services (or whatever office involve in City solid waste collection), not to collect wastes that are not segregated.

• All Barangay Captains are directed to conduct intensive IEC campaign, and to report to the City Mayor.

Waste Characterization The waste characterization shown about 57 percent of waste are

biodegredable and can be composted in the proper facility. Much of the waste is recyclable depending on the prevailing conditions regarding segregation and marketing.

Materials Recovery Facility

Pursuant to section 32 of R.A. 9003, there hereby established a pilot MRF located in Barangay Rizal, which shall serve as an essential facility for Waste diversion to reduce the waste generated at the barangay levels. The Pilot MRF shall be utilized as venue for Environmental Education (EE) for solid waste Management practices. The pilot MRF is , with funding support from JICA Project Team, furthermore, this MRF serves for the common use of three (3) adjacent barangay in the city.

Special Waste According to IRR (Implementing Rules and Regulations) of R.A. 9003, the definition of special waste is described as follows; “ special waste” shall refer to household hazardous waste such as paints, thinners, household batteries, spray canisters and like. These include waste from residential and commercial sources that comprise of bulky wastes, consumer electronics, white goods, yard waste that are collected seperately, batteries, oil, and tires. These wastes are usually handle sepratelyt from other residential and comercial waste.

There is a separate collection system for this waste and the Sagay City Final Waste Disposal Facility have a seperate storage building of this household special waste

Solid Waste Final Disposal Facility The City Final Waste Disposal Facility or Sanitary Landfill comforms to the

Required establishment and operating criteria prescribed by R.A. 9003 and other pertinent natural Law’s as to the existing city zoning, land used plan and pollution control regulations. The SLF will serve as the long-term storage of Final Facility for Residual Solid Waste.

Construction of Sagay City Final Waste Disposal Facility (Category II) – 2

hectares Sanitary Land Fill assisted by JICA at Brgy. Paraiso, give a milestone in Solid Waste Management Program of Sagay City.

Landfill volume approximately 200,000 m3 is secured in 2.00 hectares landfill

area for Phase-1 SLF development project of Sagay City. Assuming the required disposal volume is estimated at 111,000 m3 from May 2010 to December 2018, the landfill site is sufficient for disposal for the next 10 years or more.
