2018-2019 COMMITTEES OF THE DIOCESE
Members of the Standing Committee
The Standing Committee is the body of four lay and four clergy members of the Diocese elected
by the annual Diocesan Convention for a four-year term and authorized by the Canons of the
Episcopal Church as the Bishop’s Council of Advice. The Standing Committee advises the
Bishop or gives consent in matters of the disposition of property, ecclesiastical discipline, the
election and consecration of Bishops, and in matters involving candidates for ordained ministry.
In the absence of a Diocesan Bishop, the Standing Committee is canonically authorized to act as
the Ecclesiastical Authority of the Diocese. No one so elected shall be eligible for re-election
after having served two consecutive terms until after the expiration of one year.

The Commission on Ministry assists and advises the bishop in the design and oversight of the
process for those discerning ordained and lay ministries; in implementing Title III of the canons
of the Episcopal Church; and in the development and support of the ministry of all baptized
persons. COM will consist of 12 members, 6 of whom will be elected at the annual Convention
(3 clergy and 3 lay) for a term of three years. No one so elected shall be eligible for re-election
after having served two consecutive terms until after the expiration of one year. The other 6
members are appointed annually by the bishop.

Members of the Diocesan Council
The Diocesan Council is the executive agency of the Convention of the Diocese in between
meetings of the Convention. Its responsibilities include developing a Diocesan mission strategy,
developing and maintaining programs to implement the mission, reviewing the strategy and
reporting to Diocesan Convention, preparing the Diocesan budget, and setting policy for the
diocese. Members are elected by the Convention for a three-year term. No one so elected shall be
eligible for re-election after having served two consecutive terms until after the expiration of one
year.

First Session, Friday, October 12 at 10:00 am
The Rt. Rev. Kevin Nichols, Bishop, called the meeting to order. Hazel Mayo officiated
at Morning Prayer.
Bishop Kevin welcomed those attending and extended his appreciation for the
willingness of the delegates to serve.
The Rev. Canon Anne Kitch, on behalf of the Committee on Claims and Credentials,
certified that 51 of the 133 clergy who qualify for seat, voice and vote at convention
under Article V, section 2 of the Constitution are registered and thus a quorum is present.
Canon Kitch also certified that of the 58 parishes entitled to lay delegates under Article
V, section 3 of the Constitution, 82 delegates representing 47 parishes were registered for
convention and therefore a quorum was present.

Canon Kitch then recommended and moved, on behalf of the Committee on Claims and
Credentials, that seat and voice be granted to clergy who are licensed to officiate in the
diocese, the members of the Diocesan Youth Council who are present and lay Diocesan
staff.

On behalf of The Committee on Constitution and Canons, Linda Henry reported the following
resolution was before the convention for consideration:

On behalf of The Committee on Resolutions, The Rev. Lou Divis reported the following
resolutions were before the convention for consideration:

No other resolutions were submitted.
The Committee on Constitution and Canons moved Resolution A for consideration by
convention. There being no discussion, the resolution was voted on by order.
Motion carried unanimously.
Bishop’s Address:
"From village to city, valley to mountain top, God has been at work with us in the Diocese of
Bethlehem and has begun leading us along exciting new pathways. I have seen a momentum
building ...
Today we gather for the 147th Convention of the Diocese of Bethlehem!
We gather to discover where our journey with God is taking us next. "
The Prophet Jeremiah spoke a bit about this "Building momentum on our journey with God."
Jeremiah 29:11- For I know the plans I have for you," declares the LORD, "plans to prosper you
and not to harm you, plans to give you hope and a future.”
Canon Anne Kitch and The Rev. Megan Dembi (missioner for communications) and I began to
discern a scriptural passage for this year's convention many months back and Jeremiah
29:11spoke to us.
Now, Jump forward to August 21, my first Diocesan Council meeting. That night I was prepared
to talk about my own sense of vision or as I refer to it as a Trellis or Frameworks that I sensed
was unfolding...
Before I had a chance to do that - Cynthia Nortey, a lay representative from Christ Church, East
Stroudsburg (Cynthia was my Shepherd during the Search process, so I have come to rely on
Cynthia's spiritual gifts)
Now Cynthia offered a moving devotion that night highlighting our need to trust God's plan for
our lives and our Diocese - and then she closed with a Scripture passage - of course she chose
Jeremiah 29:11! I took notice! This was no coincidence...
Let me read it again (Jeremiah 29:11} – “For I know the plans I have for you," declares the
LORD, "plans to prosper you and not to harm you, plans to give you hope and a future.”
We remember a bit about Jeremiah's vision of restoration for a people in exile
Chapter 29:12-13 continues - "when you call upon me and come and pray to me, I will hear
you. When you search for me, you will find me; if you seek me with all your heart ...”
As I look out at all of you - having listened to some of your stories... Courageous stories of
resilience and perseverance…
There have been Stories of PERSONAL STRUGGLE, ECONOMIC HARDSHIP, NATURAL
DISASTERS, even downright HEARTLESSNESS•••
And yet, you are beacons of hope...especially in your local communities.

I have met with exasperated leaders who have given of everything they have to MAINTAIN
BUILDINGS, offer needed OUTREACH and coordinate a ROTATING BAND OF
TRAVELING CLERGY ... (sometimes it's a Band of 1)
You trust in a God that promises a hope and a future
You search for God in the most vulnerable among you and give of your heart.
FOR OTHERS, you may have experienced a less dramatic, but equally challenging shift in
congregational life over the last 5-10 years. Volunteers and committee leaders are harder to find.
Youth and families are pulled in myriad directions. The Stewardship of resources feels ever more
daunting...
THE HOLDING TOGETHER of the expectations of various constituencies in the congregation
is harder than ever. The fragmentation found in our politics and wider society has left many
leaders wondering how they can most effectively share God's love in a way that will bring people
together in Christ.
Is this resonating with anyone? _
Now Joshua, another Old Testament hero (who knew hardship and heartlessness) and rose to be
a leader through faithful obedience to God, offers us some wisdom and needed encouragement:
Joshua 1:9 (NRSV} I hereby command you: Be strong and courageous; do not be frightened
or dismayed, for the Lord your God is with you wherever you go."
Now, I personally like the nuanced translation of the New Jerusalem Bible Instead of - Be strong
and courageous - we hear “Be fearless and undaunted"
ONE THING IHAVE LEARNED IN MY NEARLY 6 MONTHS SINCE YOU ELECTED
ME "YOU are STRONG and COURAGEOUS AND you are FEARLESS and UNDAUNTED!
This is why I say MOMENTUM IS BUILDING - Something is stirring... I see it and feel it in
you!
Let me go back a bit... Your alluring charge to the 9th Bishop of Bethlehem... join us in
"Building Something we cannot see or know!"
I remember the first time I read that over a year ago and saying to myself ... I am called to that...
"I am not sure I am called to be a Bishop, but I am called to that..."
I shared this stirring with my father - Tom Nichols - who some of you met a few weeks ago. And
he said to me - I think that's enough to go on...
For the record, Later I told him - I might be called to be the Bishop of Bethlehem
He said - "your mother and I took a deep breath whenever you VISITED OR CALLED us to
share another new pathway on your journey ...
WE ALL NEED TO TAKE A DEEP BREATH... THIS IS HARD WORK!

Together we must be Strong and Courageous & Fearless and Undaunted in our pursuit of where
God is calling us on this journey ..."
Some have asked for my vision -
even +Mary Glasspool, Suffragan Bishop of NY on the morning of September 15, as I gathered
with the Bishops before the Ordination Service. Bishop Mary cut through a lot of shop talk and
said... "I want to hear from Kevin. Tell me about what called you to Bethlehem and what is your
vision..." So I said something like -
- There are moments in our lives, our congregations, and in our dioceses
- And I sensed a momentum building in the Diocese of Bethlehem
- I shared how I was drawn by the Bishop Search profile and the Search Committee's deep
desire to "build something we cannot see or know"
- And How Is aw it in their feeding ministries, in their outreach to all of God's Children (not
just the ones in our pews) and especially to the most vulnerable... I talked about making
butterflies with immigrant children (not sure what possessed me to tell the Bishops about
Butterflies!)
- I said, I do not have a vision per se, but that I envisioned the forging of a framework, a
trellis, a process to gather broad insights and identify 3 to 4 priorities that focus our resources
and our passion. To discover together where God was calling us for the next 3 to 5 years?
- I talked about the Jesus Movement and spreading God's love. The need for Racial
Reconciliation and Evangelism and Creation Care...
- I said - especially at this time - Safe and inclusive communities are needed
- I also said, we must care for our leaders and be present with each other especially in the
ditches of life...
- I said DioBeth now has a solid foundation (I thanked Bishop Sean, and spoke of my deep
gratitude for the staff & Leadership of the Diocese)
- And I told them how humbled and honored I was to be the 9th Bishop of Bethlehem ...
There was silence -
Bishop Glasspool smiled and nodded (I think in affirmation)
AND THEN I ADDED ·its 10:15 AM, everyone is here, can we JUST get this going! I was
ready to get moving that morning...
And I feel the same today...
We have exciting work before us - Let's get moving...
WHAT ARE THE NEXT STEPS:
I believe this holy work of envisioning takes at least three things:
1. A Framework or Trellis (Process)
2. Broad participation (Leadership / Involvement Together)
3. Spiritual Rootedness (Continuing a Pilgrimage)

I. FRAMEWORK (TRELLIS) or Process
This "Spreading God's love, particularly to the most vulnerable, From village to city, valley to
Mountain Top."
I am thrilled to introduce to you today, Steve Baker. Steve will be joining us as Consulting
Director of Mission Resources.
In this role, Steve will support the work of Diocesan Council in the development of the strategic
priorities of the Diocese of Bethlehem, including the allocation of Mission Resources and
providing grant support to congregations and leaders.
I came to know Steve about 6 years ago as we served together on the Bishop Search Committee
in NH (that called Rob Hirschfeld - the Ordination Preacher).
He has experience in strategic planning and development and has served as chair of the Mission
Resource committee of the Diocese of NH. He will complement the wonderful and varied
existing capabilities of the diocesan Staff.
This is part time, but Steve will be back for the Council meeting in a few weeks as well as for
the Clergy Retreat
Welcome Steve!
II.BROAD PARTICIPATION
God has been at work (with us) in the Diocese of Bethlehem and has begun leading us along
exciting new pathways.
The decision that you made to "take a season" (EVEN IF IT WAS A 4 YEAR SEASON) and go
on Pilgrimage speaks to the value of taking needed time to walk together in discernment.
The fruits of that time are evident in your collegiality and the hard work you have done in
preparation for this moment ...
The voices from all around the boundaries of the diocese (and Patti, Clara and I have checked
them out) must all be included -In NH we referred to the North Country Congregations as
"above the notch"- we worked hard to eradicate the US and THEM and I hear we may have work
to do to lessen the sense of otherness on either side of a tunnel! LET'S COMMIT TO THAT...
We will build on the momentum of Envisioning Together as we discover where our journey with
God is taking us next. "
Last, But Surely not least...

Ill. A SPIRITUAL ROOTEDNESS
The kind of envisioning work that we are called to do will demand a faithfulness that is rooted in
prayer and worship.
The most pleasant and wonderful surprise for me coming to this diocese has been the discovery
of your worship life...
So powerfully witnessed already in an Ordination, a Funeral for a beloved clergy person, a
Celebration of New Ministry, and in congregations, I have had the privileged of serving among.
You are rooted ... and we must be certain that prayer is at the center of our envisioning.
Now, one cannot talk about Spiritual Rootedness without talking about Care for Creation...
I am so excited to introduce to you in a few moments - The Rev. Steve Blackmer,
Church of the Woods / Kairos Earth - who constantly reminds me that the natural world is a
bearer of the sacred and that conserving this "Island Home" must flow out all we do ... It is no
wonder that Steve's work in NH is highlighted by the Presiding Bishop as he speaks of the Jesus
Movement. All that we are is interconnected...
"From village to city, valley to mountain top, God has been at work with us in the Diocese of
Bethlehem and has begun leading us along exciting new pathways.” A momentum is building ...
Today we gather to move a bit closer in our discovery of where our journey with God is taking
us next."

Alteration to the National Constitution Proposed at the 79th General Convention:
Bishop Kevin then called on Rev. Doug Moyer, Secretary of Diocesan Convention, as per Title
1, Canon 1.1.1 (e) of the National Canons, to make known to this Convention of a change to the
National Constitution proposed at the 79th General Convention. Rev. Moyer highlighted some
of the changes and informed Convention that the entered text of the proposed alterations will be
available on the Diocesan website. He then encouraged anyone with questions to contact one of
the Deputies to General Convention (who will be elected at next year’s Diocesan Convention).
Report on Kajo-Keji:
Bishop Kevin then invited Rev. Charles Barebo to give a report on the Diocese of Kajo-Keji.
Charlie began by noting this is the 12th year we have been involved in this work with Kajo-Keji
and gave a brief outline of the mission. He then discussed how the resumption of conflict led to
the people of Kajo-Keji fleeing from their homeland. The good news is a peace agreement has
been signed and the people will be returning. This means some maintenance work will need to
be done on the school buildings and new books will need to be purchased for the returning
students. Charlie then made a plea to Convention on behalf of the people of Kajo-Keji to help
raise some funds to aid this work.

Convention returned to the Homewood Suites by Hilton Center Valley for The Convention
Banquet.

Treasurer’s Report:
The Treasurer, Libby House, reported on the financial status of the Diocese. The 2017 audit for
the Diocese is completed.
An audit workbook for parishes has been developed to aid parishes in complying with both
Diocesan and National canons. The goal is to have up-to-date audits for all parishes of the
diocese.
Libby also gave a brief overview of the Diocesan Investment Trust (DIT) and encouraged all
parishes to consider placing their investments in the DIT.
Libby also reviewed the proposed 2019 Diocesan Budget.

5. Should a mid-term vacancy occur, the Bishop shall nominate a replacement to the
Standing Committee for election.

E. Church Attorney. The Bishop, with the consent of the Standing Committee, shall

We cannot begin to enumerate the myriad of details with which
you have been tasked, but please know that your labors have

Homewood Suites and The Cathedral Church of the Nativity. Making your services available to
us was indeed a blessing! We got to sit, relax, and enjoy the trip, while you did the driving.
The Bishop Search and Transition Committees - So, you say you need a new Bishop. Well,
that should be fairly easy!
You put an ad in a few publications… ask around to see if there’s anyone interested… establish a
date by which applications and CV’s must be received… review the few CV’s you receive… make
a short list of those candidates to be considered… hold an election to allow the people to do the
final selection… escort the newly-elected to their office… introduce them to their staff… and life
goes on! A process like that could take… oh, I don’t know… two, maybe three days???
Believe me, when I say that there is none in this room who believes the process of selection and
transition was anything other than laborious! Amid already busy lives, you somehow carved out
time to do yet another service for your sisters and brothers within this Diocese and for the Church-
at-Large. Your main tasks are now complete, but we shall remain in your debt.
As you return to the “normally crazy” level of demand placed upon each of you, know that you go
with our prayers, thankfulness, and gratitude… but, keep your loins girded and your sandals on
your feet… for you’ve done a great job and there will be other leaders to be selected…
The Diocese of Bethlehem Standing Committee - The Standing Committee is elected by the
diocesan convention. Half of its members are clerical, half lay. It serves as the bishop's council of
advice. The Standing Committee is requested to give consent for all bishops elected in the
Episcopal Church. It recommends persons for ordination. It gives the bishop advice and consent
on the purchase, sale, or encumbrance of any property held by a congregation or the diocese. It
gives the bishop advice and consent as to any judicial sentence given to a clergy person or concurs
in allowing a clergy person to cease functioning as a member of the clergy. It investigates and
reports to the bishop on the charge that a deacon or priest has abandoned the Episcopal Church. It
also receives the bishop's resignation.

Above is the formal description of the duties of the Standing Committee and, to tell the truth, they
don’t sound all that daunting. In reality, these are some of the hardest working folks in leadership
positions within the Diocese. With the recent selection, election, ordination, and consecration of
our new Bishop, their duties had expanded almost exponentially. Like those who served on the
Bishop Search and Transition Committees, they too are now back to their normal level of work.
Folks, we know you far too well to think you limit yourselves to the tasks outlined in the Episcopal
Church Canons. You are always willing to take on additional roles, even though your hard-earned
“time off” may ultimately suffer. Do enjoy at least a short breather, but remember… girded and
sandals on!!!
The Very Rev. Anthony Pompa as well as the Staff and People
of The Cathedral Church of the Nativity - Sometimes, physical
proximity can be a good thing; and sometimes it can be a pain in
the… (Well, I shall be kind and not finish that line).
In a time, which seems so long ago as to be nearly ante-diluvian,
when Sneaker Networks were in vogue (think of dashing across
the parking lot carrying a bundle of 5.25”, and later 3.5”, floppy disks), there may have been great
advantage to literally being in the side-yard of Diocesan House. Nowadays, however, being able
to stand on the stoop at Diocesan House, cup ones’ hands about ones’ mouth, and intone…
“Toooooooooooooonnnnnnnnnnnnnnyyyyyyyyyyyy” may be perceived as potentially
detrimental.
All jesting aside, it is with deep gratitude that we extend our thanks to the Dean and Rector,
Cathedral Staff, and the Community at The Cathedral Church of the Nativity for the graciousness
you demonstrate in making not only your facilities but, more importantly, yourselves available for
the numerous requests you receive from the Diocesan community. During the recently ended time
of searching for, electing, and now transitioning to a new Bishop, those requests have expanded
greatly. In each and every case, you have responded graciously and lovingly. For all that you
have done and will do, we say a hearty “Thank You”, and “Well Done!”
The Episcopal Diocese of Northwestern Pennsylvania – - Our
time of sharing a Bishop has now come to a close. However, the
acquaintances made, and the friendships formed, will magnify our
ability to jointly work on projects for decades to come! Thank you
ever so much for allowing us to come alongside of you as we
jointly work for the spread of the Kingdom. It is our prayer that
the spirit of co-operation known to exist among us can serve as a
glowing example not only to the Episcopal Church, but to all
persons world-wide. We were made by one Creator, have labored
valiantly side-by-side, and deserve only the highest of marks in that Kindergarten category of

Having absolutely no idea just who it was God would bring to our
doorstep, we nonetheless prayed continually for you even before
he revealed you to us. Welcome to you, Bp. Kevin!
There are significant differences between travel on the
Kancamagus Highway and Wyandotte Street. Nonetheless, the
folk found along each are remarkably alike in their hearts and
spirits; although we will acknowledge some modicum of variation
between the “Dutchy” accents here and the elongated vowels found
in New England.
Bp. Kevin, welcome to you!! It is with open arms and hearts that
we welcome you into this community as our Bishop!! May you, and we, continually reflect his
glorious radiance as we minister to the lost and the least.
Come take your place among us and allow us to get to know you as you represent Christ and his
Church; particularly as apostle, chief priest and pastor of this diocese; as you work to guard the
faith, unity and discipline of the whole Church; as you proclaim the Word of God; as you act in
Christ’s name for the reconciliation of the world and the building up of the Church; and as you

Patti Nichols – I believe that Jesus would have given His life for
just one person. Jesus emptied Himself, He humbled Himself and
He so yielded Himself to His Father’s love that He had no
ambition of His own. He was not looking to build an empire, He
did not want praise or adulation or to impress people with who or
how many followed Him. He stopped over and over again for just
one person, for just one life.

The added stresses borne by clergy families are both legion and legendary. If those stresses are
apparent in the families of all clergy, we can only imagine how large they must loom for the spouse
and family of a Bishop. Patti, please know deep within you the truth that Christ would have
willingly climbed upon that cross even if you; or the marriage, or family, which you and Bp. Kevin
share; were the only ones who needed his atoning death. You (individually and collectively) are
indeed made in his image, and worth even the ultimate sacrifice. Please keep that quotation from
Heidi Baker close, so that it can remind you repeatedly of its truth.
Patti, we have just welcomed Bp. Kevin, and we now turn our open arms and our hearts to you.
Come and sojourn among us as our Sister-in-Christ and fellow minister. Know that you have our
love, support, and continued prayer. If the stresses ever seem overwhelming, know that there is
always space at the table and the coffee (or tea) is always kept hot! (And, from time to time,
there’s freshly baked shoofly pie as well as schnitz un gnepp.)

recipe for schnitz un gnepp) we offer you … BAM!!!
Yield – 6 to 8 servings Ingredients
3 pounds cooked, good quality, smoked ham
1 teaspoon salt
4 cups dried tart apples
3 tablespoons brown sugar
1 large onion finely chopped
2 cups flour
2 teaspoons baking powder
½ teaspoon salt
1 large egg, beaten
3 tablespoons melted, unsalted, butter
About ½ cup milk
Directions
Place ham and salt in a large pot and cover with water. Bring to boil. Reduce the heat and simmer until the ham is
tender, about 2 hours.
Place the apples in a large bowl, cover with water, and soak for 2 to 3 hours. When ham is tender, add the apples and
their soaking liquid to the pot. Add the brown sugar and onions, bring to a boil. Reduce the heat and simmer, covered,
for 1 ½ hours.
Into a large bowl, sift together the flour, baking powder, salt and pepper. Add the egg and melted butter, and enough
milk to make a moist, fairly stiff, batter.
Uncover the ham and apples and bring the cooking liquid to a boil. Drop the batter by tablespoonfuls into the boiling
liquid. Cover and tightly and simmer for 12 to 15 minutes. Season to taste with salt and freshly ground pepper.
To serve, transfer ham to a large platter and let sit for 5 minutes. Carve thinly and spoon the gnepp (buttons) around

speaker was the Very Reverend Anthony Pompa who spoke on the topic: “The Spirit of
Peregrination, A Journey of Discovery of the Faith in the Celtic Tradition.”
At our August meeting, Sr. Eileen from Clare House gave an overview of the mission of Clare
House, a transitional residential home for non-violent women upon their release from prison.
Following the Board Meeting on December 5, members of the Board were able to meet with our
new Bishop, Bishop Kevin Nichols, for a very positive getting to know one another meeting.

Standing Committee
The Standing Committee is established by National Canons for every diocese of the Episcopal
Church and is comprised of clergy and laity elected by the Diocesan Convention.
The Standing Committee of the Diocese of Bethlehem serves as a council of advice for the
Bishop; renders judgment on proposals by parishes which encumber or alienate their property;
certifies that all records and requirements for ordination have been met and recommends
Candidacy of Postulants to the Bishop; consents or refuses to consent to all elections of Bishops
Diocesan, Bishops Coadjutor, or Bishops Suffragan in the Dioceses of The Episcopal Church;
provides pastoral oversight of parishes “at risk” or “under review.”
The Standing Committee of the Diocese of Bethlehem consists of four clergy and four laity who
serve staggered four-year terms. Officers may be from either order (clergy/laity). The Committee
