What is ETIS?• ETIS stands for European Transport policy
Information System• When complete, it will include a:
– complete and consistent reference database – metadata– methodology for generating missing data and calculting
indicators– tool for accessing and retrieving data form the reference
database – functionality to maintain the reference database– capability for accessing and retrieving data from
decentralized database

Why ETIS?Currently:
Transport policy is supported by one-off projectsThere is little consensus about the methods Available data is often incomplete and inconsistentThus, projects sometimes deliver contradictory and conflicting results
ETIS will help ameliorate this situation by providing: A complete and consistent set of dataAn ability to access and use indicators based on this data set Complete transparency about the methods and dataAn improved understanding of results based on using this data

The objectives of ETIS– Support European and national
policymakers in making of transport policy by providing:
• Data and information covering the EU 25• A consistent and complete set of data• Metadata• Tools for accessing, retrieving and using this
data and information• Ready access to the most important indicators
for monitoring certain policies

The principles underlying the development of ETIS
– Involving stakeholders from the start in the development of ETIS
– Building on the imput of experts, policymakers and dataproviders
– Transparent process keeping the communication between the project partners and the outside open
– Evolutionary and building on the past work and links with existing work
– Reliable and state-of–the art system

The relationship to EUROSTAT
• ETIS does not replace EUTOSTAT but builds on its work
• There is a close cooperation between ETIS project partners and EUROSTAT
• The objectives of building an ETIS like tool are not realisable within EUROSTAT at the moment
• ETIS includes data not included in the EUTOSTAT data sets (more data from national data providers, or data from other data providers)
• In the longer term, one option could be for ETIS to live inside EUROSTAT

The ETIS cluster of projects• The European Commission has funded three
projects to develop a pilot version of ETIS• The scope is the demonstration of the
functionalities of a complete ETIS• The main components are the reference
database and the software agent• The focus of the pilot is limited regarding the
geographical area and the indicator information provided

Next steps on the way to ETIS
• Developing a prototype of the pilot by March 2004
• Presenting the prototype at the second Open Conference in May 2004
• Testing the functionalities of the prototype with a user group
• Using the input from the testing phase to refine the functionalities of the pilot
• Completing the reference database

The ETIS prototype
• The ETIS prototype will:– Be ready in March 2004– Build on the TEN STAC data– Be focused on a set of TEN corridors– Provide a limited set of indicators that are
supported by the available data

The ETIS pilot• ETIS pilot will:
– Be ready by the middle of 2005– Focus on the TEN corridors – Provide a set of 29 indicators for monitoring
developments on these corridors– Provide access to the complete reference
database– Provide the general remote retrieval functionality
to access other datasources available in the future
