THE CONTINUED PROGRESS of 14 billion years of evolution is now dependent on the evolution of human consciousness. If we want consciousness to continue to evolve, we need to shift from a state of unconscious evolution to a state of conscious evolution. We must start assessing how well we are doing by measuring ourselves against the full spectrum of human needs.

Personal Fears: The conscious and subconscious fear-based beliefs we learn during childhood about satisfying our physical and emotional needs (increasing pleasure and avoiding physical and emotional pain) in our family environment.
“Early Maladaptive Schemas [beliefs] seem to be the result of dysfunctional experiences with parents, siblings, and peers during the first few years of an individual’s life. Most schemas [beliefs] are caused by ongoing everyday noxious experiences with family members and peers which cumulatively strengthen the schema [belief].”

Cultural “DNA” FearThe fears that are based on the historical journey of an ethnic group that is passed from one generation to the next about meeting its deficiency needs.

Democracy IndexAccording to the Economist Intelligence Unit (EIU) out of 167 countries surveyed in 2010, only 26 nations could be classified as full democracies—nations that have fulfilled the EIU’s operational requirements for democracy. There were 53 flawed democracies; 33 hybrid regimes; and 55 authoritarian regimes.
• Full democracies attained a score between 8.00 and 10 (Liberal Democracies)
• Flawed democracies scored between 6.00 and 7.90 (Electoral Democracies)
• Hybrid regimes scored between 4.00 and 5.90 (Pseudo Democracies)

a) Rich—they have achieved a level of per capita income that allows people to satisfy their physiological and emotional deficiency needs
b) Egalitarian—the people pay very little attention to race, gender or
class divisions
c) The people feel cared for and safe—they trust that things will work out and are therefore at ease with uncertainty.

The nations with the highest levels of Cultural DNA fear are:
a) Poor—they have not achieved a level of per capita income that allows people to satisfy their physiological deficiency needs
b) Unequal—there are significant inequalities and discrimination between people of different race, gender, religion, and class
c) The people feel uncared for and unsafe—they cling together in their racial, ethnic or religious groups for protection and safety

Reducing the Level of Cultural DNA Fear in high fear nations
There is a close correlation between the underlying level of Cultural DNA fear in a nation, the level Income per capita and the level of democracy. As people are increasingly able to meet their deficiency needs, the level of fear declines and the demand for individuation and self-actualization triggering a shift to democracy.

Reducing the Level of Cultural DNA Fear in low fear nations
There is a close correlation between the underlying level of Cultural DNA fear in a nation, and the level of democracy. As the quality of democracy increases, the level of fear decreases because people have the freedom and opportunities to individuate and self-actualize.

The ultimate measure of the quality of a democracy is the level of trust (internal cohesion) that can be found in a nation and that the level of trust is inversely proportional to the level of cultural fear.

Freedom and EqualityIt is important to remember that the primary reason democracy came into existence was to curb the domination, power and excesses of the ruling/governing elites.
If we fail to be vigilant on this matter; if we fail to institutionalise the value of equality, we will not see democracy flourish. We will slow down both the spread and progress of democracy, and revert back to authoritarian governance—at best through benevolent authoritarian elites; at worst through imperialistic authoritarian elites.
