Planning Commission Backs MITRE’s Tysons Corner Campus Build-Out Plans

A series of applications filed by The MITRE Corporation to bring its entire 22.5-acre Tysons campus under a consolidated master development plan that will ultimately allow just over two million-square feet of development received the support of the planning commission at its February 1st hearing.

Today the property, within the Tysons East subdistrict, is governed by two separate zonings, with the majority of the campus – 19.5 acres – zoned C-3, Commercial Office, and the remaining 2.9 acres on the northern portion zoned PTC, Planned Tysons Urban Center, pursuant to the Scotts Run Station South application (which enabled construction of the MITRE 4 building).

The campus, within an eighth- and quarter-mile of the McLean Metro station, is home to a 14-story office building, a 7-story office building, two 6-story office buildings, two free-standing parking garages, and expanses of surface parking.

The company is asking for approval of a proffered condition amendment (PCA 2011-PR-011) to remove the 2.9 acres from the Scotts Run South application and rezone the full 22.5-acre campus to the PTC district (RZ 2010-PR-023) and include the entire development within one final development plan and set of proffers. rezoning depicts a total of nine buildings – MITRE 1 through MITRE 9. The existing MITRE 2, 3, and 4 buildings will be retained, the MITRE 5, 6, 7, 8, and 9 buildings are proposed for future development on existing surface parking lots, and the existing MITRE 1 building will demolished and replaced with a new, smaller building that will also be called MITRE 1, he explained. Also included in the CDP are the retention of the two existing parking garages and construction of another free-standing garage that will be built in conjunction with the MITRE 6 building. Gardner pointed out that there is an alternative proposed for the MITRE 1 and 9 buildings which allow them to be consolidated into a single structure. In addition to the parking garages, new below-grade parking underneath each building is proposed. The associated final development plan, which covers the entire campus, focuses in the near-term on the construction of the MITRE 5 building – a 15-story (225 feet in height), 300,000-square foot building similar in design to the existing MITRE 4 building, according to Gardner. Speaking on behalf of MITRE, attorney Antonio J. Calabrese (Cooley LLP) described the project as a 20- to 25- year development program, noting that that MITRE, a federally-funded research and development center, has added a new building “about every four years.” Instead of continuing the piecemeal approach for adding new buildings taken in the past, MITRE’s master development plan for the entire site depicts what will ultimately be a nine building campus, with six new buildings (MITRE 5, 6, 7, 8, and 9, and reconstructed MITRE 1) developed over four phases, Calabrese remarked. He also emphasized that the applicant will be back in front of the staff, commission, and board for PCA/FDP review for “each and every one of these buildings.” The phases as outlined in the presentation will include:

• Phase 1: construction of MITRE 5 (a total of 300,000 square feet) at the intersection of Colshire Meadow Drive and Dartford Drive.

• Phase 2: construction of MITRE 6 (a total of 255,000 square feet) at the intersection of Dartford Drive and Commons South Street, and the free-standing parking garage in the southwestern portion of the site.

• Phase 3: construction of MITRE 7 (a total of

255,000 square feet) fronting on Commons South Street adjacent to MITRE 6.

• Phase 4: construction of MITRE 8 (adjacent to MITRE 7), MITRE 9 and the new MITRE 1 on the portion of the property currently developed with the existing MITRE 1 building (for a total of 556,000 square feet).

With each phase the applicant has commitments to incremental construction of the street grid and other necessary transportation improvements, the addition of pedestrian connections, streetscape improvements, and provision of open space elements including publicly-accessible park spaces. Calabrese in his presentation also highlighted the proffered commitments made by MITRE, which include $12.5+ million toward the grid of street improvements and $14.5+ million in monetary contributions to, among other things, the Tysons

grid of streets transportation fund, and improvements to the Route 7/Margarity Road interchange and to Route 123. He also pointed out that the corporation’s commitments include $2,327,300 toward community facilities and $3,339,744 in workforce housing contributions.

Providence Commissioner Phillip Niedzielski-Eichner at the close of the hearing made a motion to recommend approval of the applications to enable the “massive project,” which, he noted, have the support of county staff, the McLean Citizens Association, the McLean Chamber of Commerce, and the Colonies of McLean Condominium Association. Board Adopts Duo of Plan Amendments

for Huntington TSA Sites In January, the board of supervisors voted unanimously to adopt plan revisions that pave the way for mixed-use development on parcels on the north and south sides of Huntington Avenue in the Huntington Metro Transit Station Area . Huntington Club Condominiums. For the largest of the sites – the two-parcel 19.5-acre Huntington Club Condominium property (identified as Land Unit I of the Huntington TSA), the supervisors unanimously approved an amendment to the comprehensive plan (PA 2015-IV-MV4) which allows an option for redevelopment of the property with a transit-oriented mix of uses up to a 3.5 FAR (inclusive of affordable housing). The board’s action lays the groundwork for consideration of an application filed by Arlington-based developer IDI Group on behalf of the Huntington Club condo owners association to rezone the property – currently homes to 364-unit, 10-building garden-style condominium community built in the 1960s –

from the R-20 multi-family zone to PRM, Planned Residential Mixed-Use. The plans filed with the rezoning – which is going through the review process – depicts phased development of up to 2,000 multi-family residential units, 70 single family attached residential units, 480,000-square feet of office space, up to 130,000-square feet of hotel space, and approximately 34,500-square feet of retail/restaurant uses. Speaking on behalf of IDI at the January 23rd board hearing, attorney Shane Murphy (ReedSmith LLP) said the company is asking for “minor amendments” to the plan that include raising the maximum FAR from 3.0 (allowed under the previously-adopted plan) to 3.5. “This change is necessary to create a plan for redevelopment that is financially supportable for the residents,” he said. “The notion of redeveloping a residential condominium… involves buyout from hundreds of unit owners, each with different motivations and desires,” Murphy said, adding the unit owners provided overwhelming support for the plans. Eighty-seven percent voted in favor of the redevelopment concept which currently calls for three or four phases of development over seven land bays, he noted. Murphy noted that it was not the developer who approached the condo association, but rather “the other way around.” IDI Group was chosen as the master developer in response to a Request for Proposals issued by the association’s board of directors. Moving for approval, Mount Vernon Supervisor Dan Storck remarked, “This is truly a remarkable day, decades long in the making…not just for what’s in front of us…but because…this is the community essentially deciding for itself how it wants to move and change its own future.” Lee District Supervisor Jeff McKay, who seconded Storck’s motion, enthusiastically supported the concept. “The Huntington Metro station’s been there for a long time and finally people are starting to realize that it’s there and take advantage of it,” he said. “This is the type of redevelopment that makes infrastructure sense and makes economic sense, and is desperately needed in our end of the county.” Huntington Gateway Parcels. The board on January 23rd also adopted an amendment to the comprehensive plan (PA 2015-IV-MV5) that allows an option for mixed-use development on three parcels in the northeast quadrant of Huntington Avenue and Telegraph Road (identified as Land Unit G of the Huntington TSA).

The three I-5-zoned parcels, totaling 4.21 acres, include slightly over two acres owned by Capital Investment Advisors developed with a 5-story office building (tax map 083-1-03-0033), and two parcels totaling approximately two acres owned by Power Fuel and Transport Real Estate that is home to a 20,500-square foot auto repair shop (tax map 083-1-01-0045 and 45A). Under the previously adopted plan, the properties were recommended for development with office use up to a 0.30 FAR with a maximum height of 40 feet. The revised language adopted by the board allows a significantly higher intensity for the properties given their location within the half-mile radius of the Metro station platform and just beyond the one-quarter mile radius. With full consolidation of all three parcels, the plan allows an option for redevelopment with a mix of transit-oriented uses – including, potentially, residential, office, and/or hotel uses – up to a 3.0 FAR (approximately 550,000-square feet of development). If full consolidation cannot be achieved, the 2.1 acres owned by Capital Investment Advisors – of which only about one acre is developable due to environmental constraints associated with the Cameron Run floodplain/RPA – may be redeveloped with up to 240,000-square feet of mixed-use development, or a 2.5 FAR. The plan revisions, which had the support of the planning commission, a host of community organizations, and landowner Capital Investment Advisors, provide the necessary incentives to encourage redevelopment of all three parcels, but also permits Parcel 33 to redevelop independently. Moving for adoption, the Mount Vernon supervisor noted that the proposed plan revisions had undergone “significant community engagement,” adding that “the process has really created a better outcome for everyone.” “This provides an opportunity for revitalization of the property and is consistent with the plan objectives for the Huntington Transit Station,” Stock said.

Residential Rezoning Filed for Huntington Avenue Site

The magnetism of the Huntington Metro has pulled yet another property into its orbit, with the owner of a 6.32-acre site on the north side of Huntington Avenue the latest to file plans for Metro-convenient development. NRP Huntington, LLC, an entity of Northpoint Realty Partners which acquired the site in December of last year for $5.6 million, submitted a rezoning this month to allow development of 62 stacked townhomes. To make way for the project, the Bethesda, MD-based firm is asking to rezone the two-parcel site from the C-3 office district to PDH-12, Planned Development Housing-12 units per acre). The property, located northeast of the intersection of Huntington Avenue and Metroview Parkway in the Mount Vernon district, is situated south of the Cameron Run stream, north of the Metrorail station, east of the Mid Town condominiums, and west of the Huntington Station townhomes. While the property, located within the Huntington Transit Station Area, may be developed with up to 360 units of multi-family development (subject to certain conditions), according to the adopted comprehensive plan, the applicant is seeking a considerably lower density with the 62 stacked condominium units. “With the proposed stacked townhouse units, the proposed development provides a transition from the high-rise building to the adjacent townhomes to the southeast,” according to the statement filed on behalf of NRP by attorney Sara V. Mariska (Walsh, Colucci, Lubeley & Walsh PC). “On the eastern side of the Subject Property, the stacked townhouses will provide a transition from the site to the neighborhood conservation area, which includes duplexes that are comparable to the size and scope of the proposed stacked towns.” The site, the application notes, is encumbered with a Resource Protection Area (RPA) to the north adjacent to Cameron Run, which will be protected, providing significant buffering to adjacent developments and open space. Approximately 4.5 acres of the property will be provided as open space.

Briefly Noted… Bryan Hill, whose appointment as county executive became effective January 2nd, joined the board for the first time on the dais at the supervisors January 23rd board meeting – the first meeting of the new year. Hill comes to Fairfax from James City County in Virginia, where since 2014 he served as administrator and clerk to the county board. Prior to his tenure at James City County, he spent seven years as deputy county administrator in Beaufort County, South Carolina. The Fairfax County planning commission has finally regained its full complement of members following the retirement of three commissioners – Frank de la Fe (Hunter Mill), Janyce Hedetniemi (At Large), and Karen Keys-Gamarra (Sully) in 2017. The commission, which has re-elected Springfield Commissioner Peter F. Murphy to chair, yet again, the group and At Large Commissioner James Hart as vice chair, is comprised of 12 members.
