Defeated, Germany Surrenders to Foch Nation Now Hzmbled in the Dzat.

The great war has come to an end. The Kaiser and his precions son are fug- itives in Holland. The Socialists have seized the government and the Red Iilag is e \wywhere in evidence, As in Rus- sia on a similar occasion all industry has come to a halt. Repul)lics have heen proclaimed. Schles\vig-Holstein has de- clared independence. The minor kings and prmcelings are abdicating or going out under pressure. Gerlnnny is in dis- solutio~l. A s in Russia at first, so now in Germany, there has been very little bloodshed; but the worl<nicn's and soldiers' councils are in control of the governnlcnts and it rcmains to be seen in what respect the Germans will act dif- ferently fl-om the Russian3 in the twen- tieth and the French in the eighteenth century. T h e crime of the ages has been committed. T h e real criminals slink away like nasty curs to a neutral state to escape the penalty of their Ixirlnrities. They must not escape. Their ac- conlplices have begun in misery to serve their sentences.

History has value only a s it interprets the principles of liuman nature, which for Burke, "a scientific statesman and therefore a seer," constituted those sound principles of politics to which he habitu- ally referred. As human nature does not change, although its manifestations are protean, Burke a t least found it not impossible, by reverting to his "sound principles," to forecast with much ac- curacy what men would do under given

conditions. Similar conditions have now arisen in Germany; hut wise men seltlonl conmiit tliemsel\.e.; to iorecasts of the world's history. 1;orecast of what shall 11appe11to business and industry in this country, no\v that the war is at an end, might be less tlificult, pcrhal)s, could one prcrlicate a return of sul~strmtially pre-war contlitions iu the great industrial nations ; for, economically speaking, the world has traveled very muc11 in a circle; I~ecause whatever has happened the principal thing in the life of Inan is getting a liv- ing. 1.1s that necessity goes on forever and appeals to men in substantially the same way in all times and places, the history of the world has been in the main shaped by economic forces somewhat modified by religious inllaences. I n 13urope at this moment thcre are pre- monitions of the same sort of disaster to society and industry that followed the first French revolution and the surrender a t Sedan-the political and economic ex- cesses of peoples plunged into the per- plexity of a sudden revolution, excited Ijy revolutionary dogmas. At such times the very worst class of demagogs come to the surface like the dross In a melting pot, and, as did Lenine and Trotsky, obtain power by following ob- vious lines of continental revolutionary despotism, but who when they have achieved pourer have no capacity for its rightful exercise. If one be not quite ready to predict that central Europe will go the way of Russia it must be remem-

beret1 that these peoples are in misery, that their governments are crumbling be- fore their eyes, and that the militant SO- cialism of this generation the worlcl over is of German origin.

The wai- has eshattsted Europe. As to Delgium antl northern France, it has de- stroyed their factories with their ma- chinery antl dismantled and damaged their mines. Now, business prosperity predicates large production and liberal consumption. with widespread distribu- tion over tlie world of the products o f labor by exchange.

Getting back to the capitulation of Germany. I n bringing about this much desired condition of affairs, let it be said that a great part of the credit is due the United States of America. While the gallant armies of the English, French, Belgians, and Italians succeeded in with- standing the fierce onslaughts of the Ger- mans for foilr years, their task was daily becoming more magnanimous in their own eyes, and it was left to the United States to supply the moral, monetary and military forces that imbued these battle scarred peoples with new hopes and re- newed vigor. From the moment the Americans turned back the German horde at Chateau-Thierry, when the fine fighting qualities, fearlessness and agility of tlic American Soldier were made

known to thc worltl, at that moment did tlie beginning of the entI 1)cgin. I t gave the armies of the allietl \vol-ltl ne\v hope, neiv strength antl ne\v spirit. 0l)stncles of former days wcre obstacles no more. Ger- man invincibility was invincible no more. The continued onslaughts of the liberty loving peoples >eon resultecl in the capit- ~11:ttic)n of l :~~lgasia, \\.it11 a resultant lo \ \wing of tlic nios;ile amoilg the people and soltliei-5 of the central nowers. T h i s blow soon proved fatal to the T u r k and the peoples of the Dual-Monarchy, and brought peace overtures fro111 the chief offender. Within less than two months after the soutllern cstremity of the "wall" cruml)led, the whole structure quickly went to picccs. and on the Eleventh day of November, 1918, news of the surrenclcs of Germany was flashed to all parts of the \vorltl.

Such universal gladness arltl joy has never before hecn manifest. The world had been liberatecl from the \ \ r i l l to reign of an autocratic, wa~--maddened ruler, antl the world rejoiced. Scarcely had the armistice terms 1)een signed when the rattle of guns gave way lo the rattle of voices filled with glee. Millions arose from their beds in the small hours of the night to give vent to their unsurpas- set1 gladness.

of Mr. hlci,\doo, his first care was to pre- serve and increase the spirit of idealism in the perfornlance of their duty that was characteristic of t l ~ e i\mericans who had become proud of being called "rail- road men."

There were not wanting those who pre- dicted a speedy decline in what has come to he called the "moi-ale" of the railroacl army, and there were some who, pro- fessing to discern ~r1c11 a decline, per- suatletl others to 10ol.r tl~rougli glasses that wcre tlarkenetl by a defeatist self-in- terest in the failure of Government con- trol.

The Director General, confident as he was of the loyalty of the men, did not share this pessimism, hut feeling nevcr- tlieless that it was his duty to ascertain whether it 11x1 any basis, lic cleterminetl. with his customary direc~ness, to ask the public to tell him franltly Iiow and ivhere the service co~iltl he improvetl.

Accordingly he issuetl an order estab- lishing a I3ureau for Suggestions ant1 Complaints, and on the 3d of September, 1918, the following notice \\:as posted i n every station and passenger coach under the control of the United States Railroad Administration :

Of course, the paramount necessities of the war niu5t 1i:ive first consideration.

O u r ga1l:int sons who are fighting in France and 011 the hiqli seas can not be adequately supported unless the railroacls sr~pply sufficient transportation for the n~ovement of trool)s and war niaterials and to keep the war industries of the Sat ion going 11 ithout interruption.

'I'lie nes t purpose is to serve the pulAic convenience, comfort, and necessity to the fullest eutent not incon~patible with the paramount dernantls of the war.

In order to accomplish this. criticisms and suggestions irom the puhlic will be extremely hclpful. l v l~e t l~e r h e y relate to the service rentleretl by employes and officials or iu~personal details that may convenience or inconvenience patrons of the railroatls. I t is impossible for even the most vigilant management to keep constantly in touch with local conditions ant1 correct them \\-hen they are not as they should be unless the public will co- operate in pointing our deficiencies and

disservice when they exist, so that the proper remedies may be applied.

I have therefore established a Bureau for Suggestions and Complaints in the Director General's office at Washington, to which the public is invited to resort.

Aside from letters of complaint and suggestion, the public can render a genu- ine servi'ce Ily sending letters of commen- dation of employes who are conspicu- ously courteous antl eficient in the per- formance of their duties. Nothing y o - motes the esprit of a great organlzatlon more than recognition from time to time of these employes who perform their duties faithfully and commcntlahly.

I t is requested that all communications Ile brief antl explicit antl that the name and address of the writer be distinctly written.

Also give the time of day or night, the number of the train, the name of the railroad, and, if posible, the llame o i the employe ~vhose conduct is complained of or whose services are commenrletl, to- gether with such other inforn~ation as will enable me to take appropriate ac- tion.

W h a t may be called the conventional coin plaint^ relate chiefly to n few sub jects which are dealt with. a s follows, in the order in wl~ich they seem uppcsmost in the public mind and have elicited the largcst number of letters.

in the previous ycar, and that there was an equal increase in the number of ticliets sold. As [he roatls reporting include ollly about tn-o-thirds, but the most im- porlant two-thirds, of the total mileage in the Unitetl States, it is not improbable that there was an aggregate increase of 15,000,000 in the number of persons traveling and the ~lumber of journeys made througl~out the United States in the month of June, 1918, as compared with June, 1917. This means an increase of 750,000 in the number of persons travel- ing each day. T h e average passenger car will seat 50 people, a d to carry 750.000 persons 15,000 cars filled to capacity would be required. They a re not to be hatl. They could not have been built even if they hatl been ordered. T h e labor and material necessary a re unob- tainable. According to the figures of the Interstate Commerce Conimission there were (exclutling parlor and sleeping cars) only 40,870 passenger cars of all sorts in the Uniletl States in the year 1916, antl the neccssity of crowding these cars in order to transport those who now desire to travcl will at once be apparent even to the statistical tyro.

1\11 average of ahout 1,100,000 troops a month is now being carried by the rail- roads on ortlcrs from the W a r aud Navy Ikpartments. i\ great many other soldiers and sailors are traveling on their o ~ v n accou11L ant1 at their own expense. 'I'he motl~ers, fathers, wives, sweethearts, and friends of these men have also been traveling to visit them at the camps at which they were stationed. The high wages that a re being paid in industry gen- erally, and particularly in the shipyards and munition factories, tlic agricultural prosperity that is the result of $2 wheat and D c e i i t cotton have made niany of those who wcre not previously in thc habit of traveling feel able to "take a trip," and they have yielded to the im- pulse. Concurrently the force of ticket sellers has been tlepletetl by tlraft or res- ignation to accept other and better- paid positions, antl those who were left have had to deal with the unprecedented increases ill the passenger traffic that the figures given disclose.

Under the circu~nstances it is not sur- prising that sometimes long lines of people are to he found waiting at im-

portant ticket offices. It is not possible for untrained men to sell railroad tickets. 'This work requires a Imowletlge of routes, rates, time lables, and connec- tions that can only be acquired by ex- pcriencc and an abilitv to make change promptly and accurately and to be self- controlled when tired or exasperated that can not be learned in a minute. In an effort to meet the public demand the United States Railroad Administration has opened schools in some of the larger cities for the education of women as ticket sellers, and not a few graduates have been passed from these schools in- to active service, but the number of women who have applied for this instruc- tion is not large, antl after making allow- ances for the drain that will be caused I q the pending tlraft it seems unlikely that the ticket-selling force can be ap- preciably increased in the near future.

Tliese conditions a re frankly stated that the public may have some idea of the situation antl refrain from unneces- sary travel. 'The increase in passenger rates seems to have had no effect. Mr. hIcAdoo has appealed to the public to avoid pleasure traveling, but he seems to have been unliectled. I t is not possible for the United States Railroad Adminis- tration to put a quart in a pint bottle. I t can not carry the soldiers n h o must Ile transported comfortably and provide the public with the luxury antl accomrnoda- Lions to which they have been previously accustomed. The former is an imperative duty, and this is written that those who complain of the crowded cars and the delays at ticket offices may understand that some discomfort antl inconvenience a re unavoidable. Universal mileage hooks, good in the hands of bearer upon any ra~lroad under the control of the Ilirector General, have been devised and are now on sale. Those who use them will avoid the delay r~sr~al ly encountered in Llie purchase of tickets, hut the best method of relieving the situation is to avoid unnecessary travel and preach the gospel of "winning the war by staying a t home" among your friends by both prccept antl example.

The reasonableness of this charge will he appreciated in the light of the following coniparisons : \\'it11 one person in a bcrtli the average sleeping car will accommodate Imt 27 people, nhereas a modern coach Ins seats for approximately 60 peoplc. Upon the averaFe, a passenger in a sleeping car occupes 13% square feet of space, uhereas a passenger in a modern steel coach occupies but 7% square feet. The average deatl-weight per seat in a sleep- ing car is 3,250 pounds, whcreas tlie average tleacl-weight per seat in a n ~ o d - ern steel coach is but 1,400 pounds. Tllc passenger capacity of a sleeplng car is, therefore, less than half of the passenger capacity of the a \ crage coach and the engine load per pahsenger is more than double in the case of l'ullman cars that are completely filletl, and still further in- creased \\ lien tlicy are only l~al f filled. as was not infreque~ltly the case when a person with only one tran.portation ticltet was permitted the exclusive occu- pation of a section. In view of these figures the reasonableness of the in- creased charge now ~ n a ( l e for the luxury of a Pullman car a t once becomes ap- parent. I t is not necessary to elaborate upon it.

NOW that competition is eliminated, there is every reason why the national time-table should be synchronized as f a r a s possi1)le. Efiorts are being made to- ward this end, but the arrangement of a railroad schetl~ile is a matter of infinite complexity and its rearrangement is eve11 more difficult. There are many com- munities in the United States where the whole scheme of living has become ad justed to the arrival and departure of certain trains. T o change their time would involve al~rlost a social revolution. Then again a single change in a schedule may compel hundreds of other change\ a t other points or on other roads, antl each innovation must be carefully studiecl. Some improvements have al- ready been made, ancl ultimately, no doubt, a large portion of the time now wasted in waiting for connections can bc saved ; but in the effort to attain the ideal in this as in other I-espects great care must be uscd to avoid tlropping a mon- key wrench into the nlachinery that is already working fairly well.

This about con~pletes the list of what have come to bc called "conventional grievances" in the Eureau for Sugge\tions and Complaints. Of course, ~t does not include many other things that are com- plained 01, nor does it take account of the inn~uniesable suggestions that are made for the improvement of the service. Some of these suggebtions are practicable antl have been thatllifully adoptetl. Others, as, for instance, a bachelor's advice that a nursery car reserved for mothers ant1 children should be run upon every train, a r e impractica1)le.

Complaints of discourtesy on the ~ n r t of employes are less frequent than nlight Inve been expected and are ahout equal in numher to the letters of commendation received.

T h e consolidation of ticket offices, which was at first criticized, is now gen- erally approved as the new offices are get- ting into working order and their con- venlence is appreciated.

The delays in settling claims for lost o r damaged freight and baggage a re the subjects of many letters \\ hich \\rill, 110

doubt, lead to a selosm in the traditional policy of many claim agents who had been in the habit of trying to save money for their roads by a procrastination which

often wore the claimants out. Mr. Mc- Acloo has ordered that just claims shall be promptly paid, and that unjust or dishonest demands shall be resisted and the claimants prosecuted where there is any evidence of criminality.

Concurrently with the increase in pas- senger tsavel there has naturally been an increased amount of baggage to handle, I ~ L I ~ tlle comparatively small number o f letters reporting "lost trunks" encourages the belief that the baggagc men have suc- ceeded in meeting the strain to which they have been subjected. I t may not be amiss, howevcr, to express the hope that the i h e r i c a n public will soon realize that it is a war duty to travel with as little baggage a s possible when travel is necessary. I-Ia~idling heavy baggage is a duty that can only be performed by stsong and vigorous mcn, antl delay in the transportation a ~ l d delivery of heavy trunks is almost inevitable when the n i~mber of such men available is con- stantly being tlccreasetl by the draft.

Generally, and with few exceptions, the communications reveal a wide-spread desire to co-operate with Mr. Mcritloo and the United States Railroad Admin- istration in the eflort that is being made to improve railroad efficiency tor the winning of the ivar. T h e Bureau for Sugges- tions antl Complaints was primarily or- ganized to promote the efficiency \vith which the railroads may serve the Na- tion in the doing of these things.

If it shall have exalted the conven- ience or comfort of the intlividual to the disservice of the c o ~ n t r y or a civiliza- tion that has become militant in the as- sertion of right and the protection of humanity, then it had better be discon- tinued.

ccased fighting, there is much to be done before our heroic armies are permitted to return hon~e , and although they have fulfilled their ohligation, our obligation does not cease until every Ameri~crun citi- zen in our fighting forccs has heen safely I)rought home ant1 given employment.

Accordingly the plans for the money raising campaign of tlie American Red Cross, in what is to be known a s the Christmas Roll Call, is to go 011, a t the close of this year.

The Christmas Roll Call is for every An~er ican \vho wishes to see tlie Allies establish democracy firmly in t l ~ e seats vacated by the autocracy of Europe. Un- less the forces that have brought about the defeat o f Prussianism a re looked after in the future a s in the past, the fruits of victory may be scriously ham- peretl. Because o f its espcricnce and the facilities afforded it by this and other allied governments, the American Recl Cross is peculiarly qualified and equil)- ped to act with intelligence and pro~npt- ness.

President Wilson, who is President of the American Red Cross as \ \ d l as of the Nation, has said of the former: "I sumlnon you to the conlratleship."

Anlong the Retl Cross pe r son~~e l may be found the ~ ~ a ~ n e s of hundreds of me11 antl women whom money codtl not hire -men and women who have sacrificed their personal fortunes, their careers, and their flesh-and blood unll i~~ching- ly. And it is becatise of such men m t l women, antl because the American people have backed their Retl Cross so loyally and well, that its \vorlc s t a ~ ~ t l s be- fore the world as a great monumcnt which will cndure through the ages-a monument upon which will be inscribed the names of the niillions of Americans \vho built it.

\Ye all know \\;hat \var is, with thc Retl Cross to lcsscn its horrors. T r y antl imagine what \ w r would be without i t!

Last year the American Retl Ci-oss called the Roll of the Xation, and when

its Chribtmas campaign was over twe~i ty million 1iicrnl)ers \yere enrolled. B o r did that incluclc the eight million youthful citizens who constitutctl the Junior Red Cross. And \vhile the last response of the nation was magnificent, this year it shonltl be over\viiclmin~. Every month the war grows upon us, and every month our duty mounts with it. T o gain a n itlea of \vll:lt this organiza- tion has donc for tlie 1,cnefit of s~ifferiiig humanity and the \vinni~ig of our cause, one has only to ask any soldier who has been a t the front. If that is not suffi- cient, ask :my man, woman o r child of France, Uelgi~um, Italy, Serbia or Rou- mania. I ts essentiality can no longer he disputed. It is onc of the great, moving forces for the triumph of our ideals.

The hand of help which the Anicricai~ Retl Cross extends across the seas is the hand of the average American man antl woman. When we who have spent the greater part of our lives in the service of the railroacls, stop once in a while to con- sitler the many antl vasious changes in conditions that have taken pIace, we can- not fail to appreciate the n-orliing of the Safety First movcnient.

Whcn we look bacli and recall the fact that accidents then n ~ e r e much morc prev- alent than now, we must bow lo thc fact that thc e ~ ~ e r g i e s tlisp1:iyed by thc Safety First movements is the cause of many bad con(litio11s being eliminated.

Time was when our tracks were strewn wit11 rlel)ris, draw bars, side doors, brake I,ean~s, over wl~ich one might stumble, thereby throwing hiniself ~ ~ n c l e r a mov- ing train, boards with nails projecting up- \vards inviting some one to slcp on antl 1~ rendered a crip1)le at least for a week, possil)ly pcrnlanent.

Let us always be ready to cross over on the other side in order to remove something that m i 4 t he u~lnoticetl by n fellow work- ? man. Morally I would be re- sponsible, since I leit it where it m7as in- stcad of doing my duty, antl having same rcmovetl fronl his path.

Perhaps very few of us have rcalizetl 3s yet that the Safety First movement is also a Patriotic movement, for while we are adherin6 closely Lo its principles, we are conserving man power in that we have fewer accidents, which means fewer men laid up. Again had it not been for the Safety First movement, we would not have had such a large number of

physically fit men to have given to the service of our country. Safety First has not alone stayed with the railroads, but has gone out in all branches of in- dustries a s well a s on the streets antl even in our homes.

Course of S tudy in Accident Prevention

T h e following is a course of study in accident prevention prepared by the Safety Section, U. S. Railroacl Aclminis- tration. I t deals not only with the pre- vention of accidents in the railroad \\.orltl, but commences in the home with suggestions fo r the prevention of per- sonal injury to children, and leads step hy step to the prevention of accidents among men in all all is of life. The course, a s outlined, will give anyone somc good ideas, which if applied diligently, will result in the prevention of many ac- citlcnts to oneself or to others.

T h e course has been prepared in such manner that the whole should be ap- plied hy the man who desires to remove the possibility of accident, both in his homc, his travels, and his work, and not only for the man himself, but for his wife and his chiltlren.
