MCA report
As mentioned in our newsletters I submitted to MCA Headquarters a copy of our December 2016 membership roster listing only CVMC and MCA membership numbers.
Installation of our new MCA Officers and Directors took place on January 20th with a reception and dinner in the Phoenix Airport Marriott. Saturday volunteers helped staff MCA’s booth at the Barrett-Jackson auto auction, with a Board of Directors meeting Sunday. The agenda included assigning new Directors and others to the various operating committees. The officers and directors arrived from all parts of the US. The Membership/Special Events director is Suzanne Beels from Hardy, VA.
For those who have become a Charter member of the Mustang Owners Museum your membership card has been mailed and this year’s National Mustang Day (NMD) celebration will be held at the Museum grounds. A cruise in from all directions of the US will be arriving in Concord, NC on Friday, April 14th. Volunteers are needed to help create the routes and stops along the way. If

you are interested, visit or email NMD at www.mustangownersmuseum.com for more information. Registration for this event will close March 1 and is limited to 400 vehicle registrations. The Keynote speaker for Saturday night’s banquet is Tom Scarpello. He is the owner of Revology, the world's first brand-new reproductions of classic Mustang and Shelby’s. Sunday is a private visit to the Carpenter Ford Museum.
The only MCA National show on the East Coast is HOOFBEATS at the TRACK, July 14 – 16 in Dawsonville, Georgia at the Atlanta Motorsport Park. Georgia Regional Mustang Club is the host. Their website is www.garmc.net If any of you are planning to go to this show make your hotel reservations early. Registration is now open through Motosho. As I have said before the hotels around the show sites fill up very early. If something comes up that you cannot attend you can always cancel your hotel reservations.
Both of CVMC’s 2017 shows are listed in the Events section of MCA’s website and the calendar section of the Car Club Council of Virginia website.
For our new members you can join MCA, on line, at one of 3 different tier levels, which are discussed at www.mustang.org. As a member you will receive the official, professionally written, publication, “Mustang Times” (MT) magazine included with your membership. Articles include messages from MCA’s President, Jeff Mays, MT’s editor, Don Farr; and an informative article in the Judges Corner. For you Shelby fans, in February’s issue of Times is a terrific story about Gary Patterson, President of Shelby American (pages 18 to 24). Also a list of new parts for new and old Mustangs, lots of Mustang parts vendors, an informative article on How to ID original Goodyear Polyglas GT tires (pages 32 to 37). From the October Myrtle Beach show there were
eight personalized Mustang plate pictures taken from Virginians attending that show. I think at least one of those plates belong to a CVMC member.

behind us, I would like to thank everyone who participated either by parting with your baby for five days or just manning the table. Without you, events like this would never happen. This year we fielded 10 cars. I would also like to give a super special thank you to Dave Dickey who spent extra time on Wednesday during move in to make things run smoothly and his entire day on Thursday to guard our cars and to Tommy Wilson, Brian Armstrong, and Nickie Armstrong who spend the majority of their weekend on site.
As you know, this is an indoor
show at the Richmond Convention Center. We were provided about the same amount of space this year as in previous years and I think we filled it nicely. Move in was on Wednesday at 5:30 and we got right in and had plenty of time to clean up the cars.
The show began on Friday morning and from what I understand, was quite busy all weekend. The club was seen by thousands of people, many of whom were interested in what we do and who we are. We actually ran out of show fliers for the Spring Show!
This show also included
hundreds of new cars, trucks, SUVs and of course, CVMC! From Mazda to Maserati, attendees were invited to check out their favorites in a non-selling environment, sit behind wheels, inspect engines, and experience new technologies. There were also high-end exotics from DuPont Registry Live.

This year’s General Assembly session had one bright spot for car hobbyists and that was SB 1532 – no local tax on antique vehicles. Senator Lynwood Lewis (the bill's sponsor), says the bill had been requested by the Local Government Treasurer's Association because the rules governing local vehicle registration fees for antique cars were confusing. The Association proposed simply to eliminate all local antique vehicle registration fees altogether. Although the bill had a tough first hearing in a senate committee, it has passed both houses. The governor has until near the end of March to sign the bill. Since it has been on his desk for a while I’m guessing he will sign this into law. I’ve noticed that the governor usually vetoes bills pretty quickly. What does this mean to you and me as antique owners? It means no more local registration fee for antiques. Currently some localities are doing what the law says – a one-time fee for local registration while others I suspect are charging an annual fee. Those fees will end if the governor signs this bill into law.
The other bill, HB 2447, which would have ended local registration fees for all vehicles failed to get out of committee. Last month I posted some unique bills so this month I have them below with their fate noted.
HB 1627 - State Police to amend its regulations such that a motor vehicle safety inspection shall include an inspection of interior lights to ensure that such lights are in good working
order. (Left in committee)
HB 1725 - Prohibits any vehicle from driving in the left lane of a highway unless passing another vehicle or in preparation for a left turn. (Left in committee)
HB 2290 - Requires each driver education program in the public school system to include instruction concerning traffic stops. (This bill is waiting the governor’s signature to become law)
SB 1021 - Provides that the failure to obey a highway sign due to the driver's sleeping or resting in his vehicle on the shoulder of the highway is a prepayable offense. (This bill has passed both houses)
SB 1184 - Prohibits a person operating a motor vehicle from allowing such vehicle to stand unattended without first stopping the engine, locking the ignition, removing the key from the ignition, and effectively setting the brake. (Defeated in committee)

New sheriff in town – the EPA has a new head, Scott Pruitt, a man who has sued the EPA and was a strong critic of the agency, is now in charge.
Pruitt is a lawyer and Republican politician from the state of Oklahoma who is now the 14th Administrator of the Environmental Protection Agency. Pruitt represented Tulsa and Wagoner Counties in the Oklahoma Senate from 1998 until 2006. In 2006, Pruitt launched an unsuccessful campaign to receive the Republican nomination for Lieutenant Governor of Oklahoma. In 2010 Pruitt was elected Attorney General of Oklahoma. In that role, he supported

religious freedom laws and fought against abortion rights, same-sex marriage, the Affordable Care Act, and environmental regulations as a self-described "leading advocate against the EPA's activist agenda".
In December 2016, Republican President-elect Donald Trump nominated Pruitt to lead the EPA. In response to the nomination, Pruitt said, "I intend to run this agency in a way that fosters both responsible protection of the environment and freedom for American businesses."
On February 17, 2017, the Senate confirmed Pruitt, by a vote of 52–46, to be the Administrator of the Environmental Protection Agency. The vote was mostly along party lines, except for Republican Susan Collins voting against, and Democrats Joe Manchin and Heidi Heitkamp voting in favor (Republican John McCain and Democrat Joe Donnelly did not vote). Pruitt was sworn in the same day by Supreme Court Justice Samuel Alito. While critics have described him as a climate change denier, Pruitt has stated that he believes that "the climate is changing, and human activity contributes to that in some manner."
The next few weeks are going to be interesting in DC. We will see what actions the new EPA head takes and how that will change/shake things up.

April 14, 2017 (Friday) To get the party started, registration packet pick up opens at 3PM until 6PM at the Hampton Inn. Signs will be posted on where to go to pick up your packet. At 5PM Ron and Steve will fire up the grills for a “Grillin’ Party” in the parking lot of the Hampton Inn. Hot dogs & hamburgers will be on the menu, along with side dishes, soft drinks, tea and water. April 15, 2017 (Saturday) The National Mustang Day Event moves to the Cabarrus Arena, with the gates opening at 9AM. Seminars with Mustang VIP’s will begin at 10AM, lasting through the afternoon. A group of celebrity judges will begin their review of the displayed Mustangs at 1PM, with awards given out at 4PM. The doors will open for the Saturday Night Banquet at 6PM, with dinner served at 6:30PM. The event guest speaker will begin at 7:30PM. April 16, 2017 (Sunday) The National Mustang Day Event moves to the Charlotte Motor Speedway. We are currently discussing with CMS about tours of the track, details to follow shortly. Also on Sunday, depending on the progress of the Museum Owner’s Museum, the attendees will be able to tour and learn more about the building details, along with an announcement date for the Grand Opening. This part of the Event will take place on the Museum grounds if possible.
April 17, 2017 (Monday) While National Mustang Day falls on a Monday this year, we are planning a cruise leaving from Charlotte Motor Speedway traveling to the Petty Garage. A BBQ lunch is planned for the attendees, along with the Petty Museum Tour. At this time, Richard Petty’s schedule is open for his participation. For those of you at the MCA 40th, you know Petty Garage is making exceptionally fast Mustangs and having the King on site will make this cruise special.

1. The parade will be held RAIN OR SHINE . If it's threatening to rain or raining and you don't want to march in the parade that's okay we understand, and we'll see you next year. We are planning on running the parade with whoever shows up and wants to participate.
2. Please enter the Bon Air Baptist church parking lot on the Forest Hill Avenue side. Please do not enter the parking lot on the Buford road side. Volunteers will be at the Forest Hill entrance to confirm your line up number and help you locate your holding
space. They will be wearing reflective vests.
3. Police will begin shutting down Buford Road at 10:45 a.m.
4. Parking for non-parade vehicles is available on the Forest Hill Avenue side of the lot.
5. Restrooms are available at the Bon Air Baptist Church. Please be respectful of their property.
6. A trash can will be available at the check-in station by the Forest Hill Avenue entrance. Please do not leave trash in the parking lot.
7. Remember to bring your water.
Volunteers assisting you in the parking lot : Deb and Jay Galeski will be located at the check-in station on Forest Hill Avenue side of parking lot. They will confirm your number and will send you to another volunteer who will show you where you're holding space is located.

SVT Superfest 2017 on Saturday, April 22nd. We will meet at the WAWA located at 12001 Southshore Point Dr. Midlothian, VA 23112, just off Route 360 Hull Street Road at 7:00am, we will leave at 7:15am. The Car Show is $20.00, the Event Tee and Parade Laps are $30.00. This event is a lot of fun, you will not regret going just ask those who have been. For more information check out the details below. You DO NOT have to be a member of SCMC or TCUSA to participate in the Car Show or Parade Laps.
Registration opens January 1, 2017 12:00 AM EST SVT Cobra Mustang Club SVT Superfest 2017 - on Track at Virginia International Raceway. If CVMC can get 20 club members to attend, we will have a CLUB LAP session and they will put the CVMC logo on the Show Shirt. Join the SCMC, Shelby GT500 Club, and TCUSA for a weekend of open-track fun. The "on track" portion of this event will be the newly repaved "Full Course" configuration for all three days which is a 3.27 mile track layout. Other venues include a Friday "Meet and Greet", Saturday "SVT, Mustang, and Ford Car Show" and a Saturday evening banquet.
After a long day at the track on
Friday, we have a “meet and greet”
set up for all participating clubs and anyone else who wants to be a part of the Superfest to socialize with SVT, Boss, Shelby and other car owners at the track. For car show aficionados, we have a car show over the weekend. The first one will be on Saturday with the SVT Clubs putting on their annual “SVT, Shelby, Mustang, and Ford Show” to be held at the fully paved north paddock. This is a popular vote/judged show so you will be competing among the finest Mustangs and Fords on the east coast. The north paddock has plenty of space available for over 300 cars. While all of this is going on, you’ll be located in a prime area to watch the action on track. The north paddock area allows viewing of turns 1 and 14 where you’ll hear the screeching of the tires and the roar of open exhaust as high performance cars round the turns in a full throttle blast.
All of this excitement will want to make you take a break and you’ll get that opportunity on Saturday night at the banquets. The SVT banquet will be held at the track (250 guest limit) with guest a speaker.
Having SCMC, Shelby GT500 Club, and TCUSA all in one location will allow you to witness a weekend that you will never want to forget. Three clubs, one location means it will truly be a Superfest!

The American Legion Post 186 in Midlothian, Va. is proud to announce a Pig roast at the post in conjunction with a classic car show, Mustang cruise-in, and bike show. All participants will be given free lunch including pig roast, potatoes, vegetables, and a drink. I am working at getting some awards to be handed out to the participants. This is to benefit Veterans and their families.
I am hoping for support from some of our members at the club to make this a success. I will also be contacting our local Ford Dealership to see if I can get some Mustangs brought over for display.
