G.S.R. 973.—In exercise of the powers conferred by theproviso to article 309 of the Constitution, the Presidenthereby makes the following rules further to amend theEx-servicemen (Re-emproyment in Central Civil Servicesand Posts) Rules, 1979 namely :—

1. (1) These rules may be called the Ex-servicemen(Re-employment in Central Civil Servicei andPosts) Amendment Rules, 1986,

(2) They shall come into force on the date of theirpublication in the Official Gazette.

2. In rule 2 of the Ex-servicemen (Re-employment inCentral Civil Services and Posts) Rules, 197y, for clause(c), the following clause shall be substituted, namely :—

'(c) 'ex-sevviceinan' moans a person who has servedin any rank (whether as a combatant or as a non-combatant) in the Regular Army, Navy and AilForce of the Indian Union but does not includea person who has served in the Defence SecurityCorps, the General Research Engineering Force,the Lok Sahayak Sena and the para militaryforces ; and

,<i) who has retired from »nch service after earninghis/her pension; or

(ii) who has been released from such service onmedical grounds attributable to military serviceor circumstances beyond his control and award-ed medical or other disability pension; or

(iii) who has been released, otherwise than on hi»own request, from such service as a result oireduction in establishment; or

(iv) who has been released ' from such service afte;completing the specific period of engagement,otherwise than at his own request or by way ofdismissal or discharge on account of misconductor inefficiency, and bas been given a gratuity,and includes personnel of the Territorial Armyof the following categories, namely :—•-

(i) pension holders for continuous embodiedservices;

(ii) person with disability attributable to militaryservice ; and

(Hi) gallantry award winners,

explanation :—The periona serving in the Armed Forceiof llic Union, who on. retirement horn service,would come under the category of 'ex-servicemen',may be permitted to apply for re-employment oneyear before the completion of the specified termof engagement and avail themselves of all conce-ssions available to ex-servicemen but shall not bepermitted to leave the uniform until they compiete the specified term of engagement in the ArmedForces of the Union.

G.S.R. 974.—In exercise of the powers conferred by theproviso to article 309 of the Consiilution, thc Presidenthereby makes the following rules to amend the Superin-tendent of Central Excise in the Directorate of Training(Customs und Central Excise) Recruitment Rules, ]976,namely :—

1 (1) These rules may be called the Superintendent ofCentral Excise in the Directorate of Training (Customs andCentral Excise) Recruitment (Amendment) Rules, 1986.

(2) They shall come into force on the date of theirpublication in the official Gazette.

2. In the Schedule annexed to the Supoiintendent of Cen-tral Excise in the Directorate of Irainioa (Customs andCentral Excise) Recruitment Rules, 1976 for the existingentries under Columns 4, 11 and 13. the> following entriesshall respectively be substituted, namely :—•

(1) Under Column 4

"Rs. 650-30-74O-35-810-EB-880-40-1000rEB-40-1200 plusa special pay of 25 per cent."

(2) Under Column 11 :

"The period of deputation including the period inanother ex-cadre post held immediately precedingthis appointment in the same organisation /Depart-ment shall not exce«d 5 years,"

Customs), Manager (Press), RecruitmentRules, 1973 except as respect things done or omitted to bedone before such supersession, the Pretident hereby makesthe following rules regulating the method of recruitment tothe post of Manager (Press) in trie Directorate- of Publica-tions (Central' Excise and Customs) ia the Ministry ofFinance (.Department of Revenue), namely :—

1. Short title and commencement.—(1) These rules maybe called the Directorate of Publications (Central Excise andCustoms) (Manager (Press)] Recruiterent RUth, 1986.

(2) They shall come into force on the date of tbeirpublication in the Official Gazette.

2. Number of post, classification and scale of pay.—Thenumber of the said post, its classification and the scale ofpay attached thereto shall T» as specified in columns 2 to4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifica-tions etc.—The method of recruitment, age limit, qualifica-tions and other matters relating to the said post shall be asspecified in columns 5 to 14 of the said Schedule

4. Disqualification*.—No person.—

In) who has entered into or contracted a marriage witha person having a spouse living; or

(b) who, having a spouse living, has entered inio orcontracted a marriage wuh any person,

shall be eligible for appointment lo the said poq ;Provided that the Central Government may, if satisfied

that such marriage is permissible under the personal lawapplicable to such person and other party to the marriageand that there arc other grounds for so doing, eXem.pt anyperson from the operation of this ruk.

3. Power »o relax.—Where the Centra) Government is ofthe opinion that it is necessary or expedient as to do, it may,by order, for reasons to be recorded in writing, and inconsultation with the Union Public Service Commission,relax any of the provisions of these rules with respect ofany class o r category of person,

6, Saving.—Nothing: in thcie rulei shall affect reservation,relaxation of age limit and other concessions required to beprovided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in ac-cordance with the orders issued by the Central Governmentfrom time to time in this regard.

G.S.R. 979.—In exercise of the powers conferred by theproviso to a. dele 309 of the Constitution, the Presidenthereby makes the following rules rciulalinn the method atrecruitment to the post of Cost Accouu'ant in the IndiaSecurity Press/Currency Note Press, Nasik Road, namely :—

1. (1) Short title and commencement,—These rules rmybe called the India Security Presb/Currcncy Note Press,(Coal Accountant) Recruitment Rules, 1986.

Provided that the Central Government may, if satisfiedthat such rmrriage is permissible under the personal lowapplicable to such person and other person and Other partyto the marriage and there are other grounds for so doing,exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is ofopinion that it is necessary or expedient no to do, it may,by order and for reasons to be recorded in writing relax anyof the provisions of these rules with respect to any classor category of persons.

6. Saving.—Nothing in these rules shall affect reservation!relaxation of age limit and other concessions required to beprovided for the Scheduled Castes, the Scheduled Tribes nndother snecial categories of persons in accordance with theinstructions issued by the Central Government from tlmo to

G.S.R. 982.—In exercise of the powers conferred by theproviso to article 30y of the Constitution, the President herebymakes the following rules to amend the Appellate Tribunalfor Forfeited Property (Group 'C posts) Recruitment Rules,1982, namely :—

(1) These rules may be called the Appellate Tribunalfor Forfeited Property (Group ' C posts) Recruit-ment (Amendment) Rules, 1986.

G.S.R. 986.—In exercise of the powers"conferred by theproviso to article 309 of the Constitution, the Presidenthereby make the following rules regulaung the method ofrecruitment to the post of Deputy Director (Budget & Ac-counts) in the Office of the Development Commissioner(Handicrafts), namely:—

1. Short title and commencement.—(1) These rules mayhe called the Office of the Development Commissioner(Handicrafts) (Group 'A' posts) Recruitment Rules, 1986

(2) They shall come into force on the date of their publi-cation in the Official Gazette,

2. Number of posts, classification and scale of pay :—The number of tho said post, its classification and the scaleof pay attached thereto shall be as specified in columns 2to 4 of the Schedule annexed hereto.

3. Method of recruitment, age limit and qualifications,etc.—The method of recruitment to the said post, age limit,qualifications and other matters relating thereto shall be aispecified in columns 5 to 13 of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage witha person having a spouse living, or

(b) who having a spouse living, or has entered Into orcontracted a jnarriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfiedthat such marriage is permissible under the pcmonal lawapplicable to such person and the other party to tho mar-riage and that there are other grounds for so doing, exemptnny person from the operation of this rule

5. Power to relax.—Where the Central Government is ofopinion that it is necessary or expedient so to do, it may.by order, for reasons to be recorded in writing and in con-sultation with the Union Public Service Commission, relaxany of the provision of these rules in respect of any classor category of persons.

6. Saving.—Nothing in these rules shall effect reservations,relaxation of age limit and other concessions required to beprovided for the Scheduled Castes, the Scheduled Tribes, Ex-SAviceman arid other special categories of persons in accord-once with the orders issued by the Central Government fromtime to time in this regard.

6. Powers to relax.—Where the Central Government is ofopinion that it is necessary or expedient so to do, it mayby order, for roasons to be recorded in writing, and in con-sultation with the Union Public Service Commission, relaxany of the provisions of these rules with respect to any classor category of persons.

7. Savings.—Nothing in these rule* shall affect reservationsand other concessions required to be provided for the Sche-duled Castes, the Scheduled Tribes and othej: special cate-gories of persons in accordance with the orders issued bythe Central Government from time to time in this repard.

DRAFT RULES

1. These rules may be called the Industrial Disputes(Central) Amendment Rules, 1986.

2. in the Industrial Disputes (Central) Rules, 1957, inrule 26, for sub-rule (1), (he following shall be substituted,namely :—
