l The year 2008 has witnessed a number of developments, changes and achievements in Dubai Civil Defence services, which corresponded to both, the federal and the local government strategic plans.l Therefore, we were apt to analyze the upcoming risks in Dubai according the new constructional, technical and social changes, along with assigning the other requirements of fire hazards’ protection, such as the preventive safety, fire & rescue operations and community awareness.The analysis was based on an actual data and a comprehensive study of the available human and apparatus capabilities, with the objective of modernizing DCD’s services and the participation of various active teams from different professional categories. Thus, learning from the previous applications of the 2007-2008 progressive plan, new strategic objectives were designed for the future strategic plan of 2009-2015 and new projects were approved for their achievement l The organizational structure of DCD has been modernized in such a way that strategic plan objectives up to 2015 can be achieved.l One of the most significant objectives of Dubai Human Resources strategic plan valid up to 2015 is:“To empower and encourage employees to achieve excellence in the government sector, within the context of the strategic trend and the future vision”The strategic & fundamental goals of the Human Resource Dept. in DCD, which are derived from Dubai Civil Defence’s main strategic plan and totally correspond with Dubai Government’s Human Resources strategic plan, can be summed up in the following:

1 Enhancing the strategical thinking and the future vision.2 Developing the administrative structure and the principle of accountability.3 Developing competency.4 Enhancing the response efforts and the standards of customers services.5 Promoting and encouraging the government human resources.The main motivation to ensure the implementation of Human resources strategy objectives is:To what extent the HR department is committed to choose, implement and follow up the initiatives provided by the creative officers, individuals and other staff members.While the essential factor for the successful implementation of the strategic plan is:Placing the right person on the right time in the right position.l The equipment force, irrespective of its types, is considered a field weapon for the human force assigned to perform fire & rescue operations, and other activities such as first aid, preventive safety and community education.Hence, the whole attention was focused on replacing the old equipments of 2003 with the latest equipments, increasing their numbers and introducing modern varieties which are more effective in fire fighting and rescue operations. The number of the purchased vehicles during 2003-2008 has reached 210 for fire & rescue and commanding activities, along with 4 fire and rescue boats.

l The electronic services, have also observed a typical evolution by converting around 90% of the manual internal & external services into electronic services.l The fire stations constitute the backbone of the DCD services’ infrastructure… therefore, more efforts were made to increase their numbers and update their architectural, structural and operational aspects. Consequently, three newly established fire stations were inaugurated this year in Dubai. They also have been supplied with modern equipments and a well-trained staff.A study was conducted for all Dubai fire and rescue stations’ infrastructure up to 2015; it indicated that the total number of stations is expected to rise by the end of 2007-2015 strategic plan’s implementation, up to 30 new fire stations.Moreover, a substantial coordination has been made with the other concerned bodies to prepare marine fire units for protecting projects established on Dubai beaches, coasts and regional waters.l Full commitment from our side was given during

2008 to improve the basic supportive infrastructure of DCD’s services such as:1 Starting the establishment of the first fire labora tory in the Middle East region at Al-Aweer area.2 Completing the construction of Dubai Civil Defence Academy in Al-aweer, and setting the appropriate plans to launch it in 2009.3 Implementation of the electronic remote monitoring system (RMS) for fire control and protection, particularly in the buildings provided with those systems in cooperation with “ Pacific control” company.4 Preparing the preventive safety charter based on the international building management standards to protect all types of buildings, taking our local requirements in consideration.5 Preparing the list of fees and fines for DCD’s services & violations, which is supposed to be applied early 2009.6 Qualifying fire safety engineering officers at the Fire Engineering College in Sultanate of Oman.

7 Qualifying preventive safety engineering officers to study drawings’ engineering in Singapore.8 Establishing external customer’s services units at different shopping centers and local departments.9 Executing a surveillance policy to monitor all companies specialized in the maintenance of fire equipments and systems.10 Opening the new customers’ services hall at Dubai Civil Defence Head Quarter.11 Preparing storage standards’ guide for DCD’s technical warehouses and offices. l As far as the Preventive Safety Dept. is concerned, 10881 transactions have been performed in various processes of inspection, licensing, completion and hazard materials proceedings.l Since we believe that TRAINING is practically a guaranteed method of improving services, enhancing performance and achieving excellent results, therefore, various specialized training plans of various skills and guaranteed results have been set to regularly meet our professional and administrative requirements.Training activities witnessed a quantitative and qualitative developments, as the number of the courses conducted in 2008 has reached 359 and the number of participating candidates from different categories was estimated at 618 trainees.l The Operations Room and the communicative systems in general, were also modernized due to the introduction of the latest communication technologies and services that have enhanced field teams’ activities and have provided them with the basic Crisis & Disaster management needs.l Our community services have also developed following a clear methodology which reflects itself in a number of approved projects of which some are currently under process, while the rest will be executed in 2009.

The awareness teams have executed (351 programs) during 2008.l The Technical workshop has manufactured, equipped and fabricated 9 vehicles during 2008, in addition to its maintenance, insurance and transportation services. It also trained 364 employees on technical grounds.l A number of studies and procedures pertaining projects and progressive initiatives aiming at improving administrative and functional performance were finalized. Some of these projects like the “Ideas club” have already been launched, others include:1 “My start”2 “My Message” 3 “Generations”4 “Preparing the 2nd category of leaders”5 Preparing internal rules and regulations that organize and develop work process.6 The “Ideas club” for encouraging innovative ideas under the reward & incentives system. l Pursuant to the Dubai Civil Defence policy to bring about and extend strategic partnerships with the public and private sectors, a number of memorandums, meetings and symposiums were conducted with many organizations from various sectors.l Dubai Civil Defence is committed to keep abreast with the latest technologies invented in the field of fire services, besides taking part in the specialized exhibitions of fire and rescue equipments and first aid technologies, communication devices and various exhibitions of crisis & disaster management systems.Hence, participating in those exhibitions has affected our ideas of modernization and has practically and positively motivated them on the local and international grounds.l Direct meetings with the staff and individuals is

considered one of the informative protocols and a source of being acquainted with the working environment and assessing the outcomes of the directives issued by the senior management to the junior subordinates.Thus, in DCD such meetings adopt various methodologies to achieve their specific objectives. Top priority is given to the priority of improving our services.l Establishing good professional relationship and exchanging information and expertise with other local and international Civil Defence Depts. is one of the basic pillars of developing Civil Defence services. Therefore, we are keen to reflect our own experience of developing DCD services to our friends and partners, the directors of other Civil Defence Depts. who visit us, and at the same time learn from their experiences in various professional fields.l The periodic inspection protocol in various departments, fire stations and sections is no more limited to the appraisal of the active teams and the performance & readiness of the staff only, it has also

included the opportunity for the individuals and the staff to solve all problems faced in their application and implementation. It also helps the leaders to locate the requirements needed for the development of the administrative field work.Hence, surprise and periodical field inspections to various departments, fire stations and sections constitute one of our applied mechanisms and a method to encourage our employees to improve their performance. l Dubai Civil Defence Department has setup a system of incentives and rewards in compliance with the professional performance management system, and the committee assigned to nominate the candidates and determine the rewards has already began its work in order to implement our decision in this regard by early 2009.

Fire & rescue dept. (Assist. Director for fire & rescue and its affiliated depts.) has fought 595 fire accidents during 2008. 88% out of which were minor accidents and 4% were major accidents. Rescue operations carried out during 2008 are 87 operations.

The total number of fire accidents fought by the Fire & Rescue 1. departments inside Bur Dubai zone is (254) accidents, 11 were massive, 22 medium and 221minor accidents. The total number of rescue operations carried out by the Fire & 2. Rescue departments inside Bur Dubai zone is (22) operations.The total number of events safeguarded and protected by 3. The physical fitness & competitions’ sections have made the following achievements. l Providing Fire & Rescue departments with their required external play grounds of (basket ball, volley ball, football and hand ball) for group matches. l Facilitating sports gymnasium (supplied with. Weightlifting Machines) according the high international quality standards that meet the requirements of DCD staff. l Vacating spaces for similar gymnasiums in AL KARAMA and AL RAAS Fire & Rescue departments.l Holding lectures during all duty shifts to highlight the role of sports in the professional and social life of a firefighter & a rescue man.l Conducting physical fitness tests for all firefighters in all Fire & Rescue departments to assess the level of their fitness, strength, speed and endurance in order to

l (34 operations for transporting Radioactive Materials)l (83 operations for exporting Radioactive Materials).l The Haz-Mat section has also supervised 16 events of Balloon launchingl The sec. launched in cooperation with gas companies operating in Dubai a program for changing cylinders’ valves and regulators from the ordinary to more technically advanced ones to ensure costumer safety.l Organized an inspection campaign to inspect restaurants and cafes using gas.l Coordination has been made with Dubai Customs to deal with Haz-Mats’ import, and also with the Health Authority for importing and exporting radioactive material for medical purposes. Additionally, the services of approving and inspecting radioactive materials’ transporting tankers have been developed by the section. With an extensive effort and a responsible persistence, the assorted teams from various sub- departments comprised by the office of the assistant director for administration and finance, continue the accomplishment of their mandated targets to support Dubai Civil Defense force with new potentials and a well-trained efficient staff. These teams include the following:-The recruitment committee.The grievance and complains committee.The Human Resources Dept.The Financial Affairs Dept.The Public Relations Dept.The Information Technology Dept.The Services & Supplies Dept.And the other supporting sections.l The recruitment committee has completed the recruitment procedures for appointing 250 applicants this year. These new recruits have already been engaged in receiving basic and specialization courses at Al-Aweer training center, where they attend theoretical lectures and receive practical field training for the apprehension of fire and rescue techniques and learn the usage of breathing apparatuses and first aid devices. l On the other hand, the grievance and complains committee has resolved 65 complaints after their approval by the director and has taken legal, administrative and financial procedures for their implementation.l In order to enable all Dubai Civil Defense employees to deliver their administrative and financial grievances and complains directly to the Assistant-director himself without going through the formal procedures of the administrative structure, the under lined e-mail address and the fax number have been opened for receiving all letters and complains.The e-mail address :- [email protected] The fax No. 04-7022115.l The Information Technology department, besides

its participation in GITEX exhibition under the umbrella of Dubai e-Government, also continues to implement its electronic services development programs with the help of the company in charge of developing the internal e-mail services and in cooperation and coordination with other departments.The other projects being observed by the IT Dept. are:-

Implementing the project of converting all 48 1. services in the department to electronic systems. Implementing the electronic connectivity Program 2. between DCD and all local departments of Dubai.Implementing the electronic correspondence 3. project among the internal departments of DCD. Developing DCD’s main website. 4. Approving the electronic link between DCD’s 5. financial Dept. and the authorized banks in order to facilitate smooth transfer of monthly salaries and all other transactions.

l The public relations Dept. monitors all external and internal activities. It also plays a coordinative role and directly manages those activities at all locations and times, to provide all needs and necessities for their success.l The human resources Dept. continues its field visits to all fire stations to analyze and assess the professional performance of the staff, and to find appropriate solutions for all hurdles obstructing the progressive plans and performance management in various career specialties. It also attempts to design developing programs for the staff in accordance with the strategic plan of Dubai Civil Defense. l Meanwhile, the human resources Dept. has already fulfilled all the necessary training courses’ requirements and implemented its mechanisms according to the human resources law, in order to encourage DCD’s working force to improve their services and achieve excellence in performance, besides its initiatives to simplify procedures and rationalize the use of all human, material and financial resources.

The Duties of the Internal Control Dept.The tasks and responsibilities of the internal control Dept. stretch out in following :-

To ascertain the validity and accuracy of all periodic & •non-periodic financial documents, records and check-bills. Auditing all accounts, records and bills of the stores •and warehouses. Controlling records audits of various vehicles, their •equipments and tools. Observing the numbers of all checks, pay orders, •remittances and every outline on the bills related to

various departmental accounts, their values and the accuracy of each signature. Reviewing all contracts and agreements to verify •their terms of reference, the accuracy of their implementation and their non-violation with the recommended laws, regulations and instructions. Additionally, to follow up all guarantee letters and the authorized checks issued in exchange of tenders recommended by the department. Analyzing essential removals and exemptions to •verify that none of them has been preceded against the recommended laws, regulations and instructions followed in the department.Tracking the implementation of the annual budget •and examining the final accounts and considering the reports of external auditors to ensure their accuracy. Analyzing expenditures to ensure that they have been •spent exactly on the purpose they were allocated for and that the payment has been done in accordance with the approved laws and regulations.Analyzing all documents submitted in support of •expenditures’ spending to ensure that all expenditures have been proceeded according the approved laws and regulations.Ensuring that the supply orders have been dispensed •according the allocated assets and by the authorized sides. Working to control and review all decisions related •to employees affairs in matters of their appointments, salaries and wages, promotions, bonuses and allowances, leaves or any other allowances.And to ascertain the extent of their compliance with •the laws and regulations, on one hand, and their accordance with the general budget, on the other. Working to identify irregularities and deviations •in the professional performance, their analysis and the proposal of appropriate solutions and the accountability of the offenders. Preparing periodic reports that highlight the •remarkable notes observed during the audits and inspections and submitting them to the authorities, including proposals and recommendations for action.
