PLEASE TAKE NOTICE that on June 18, 2020, Montana-Dakota Utilities Co., (“Montana-Dakota”) filed its monthly Fuel and Purchased Power Cost Tracking Adjustment and its annual change to the unreflected fuel cost adjustment contained therein with the Montana Public Service Commission (“Commission”). Montana-Dakota seeks to adjust its charge for primary service customers by net ($0.00559) to $0.01964 per kWh, and decrease by net ($0.00562) for secondary service customers to $0.01980 per kWh.

Generally, the ($0.00559) per kWh adjustment for primary service includes a current adjust-ment of ($0.00438) per kWh reflecting the difference between base rate and current fuel and purchased power costs. It also includes an unreflected fuel cost adjustment of ($0.00148) per kWh and adjustment to the PSC and MCC Tax of $0.00027 to refund the cumulative over-collected Deferred Fuel Cost balance of $106,317. Generally, the ($0.00562) per kwh adjustment for secondary service includes a current adjustment of ($0.00446) per kwh reflecting 90 percent of the difference between base rates and current fuel and purchased power costs. It also consists of an unreflected fuel cost adjustment of ($0.00143) per kWh and adjustment to the PSC and MCC Tax of $0.00027 to permit recovery of the cumulative over-collected Deferred Fuel Cost balance of $606,576. Montana-Dakota will refund this over-collection through rates effective July 1, 2020, through June 30, 2021.

Montana-Dakota’s application requests the Commission to waive the information require-ments in Mont. Admin. R. 38.5.101 through 38.5.180, grant any waivers as necessary to timely implement rates, establish rates on an interim basis beginning July 1, 2020, and establish rates on a final basis at the conclusion of the docket.

A copy of the filing is publicly available online at the Commission’s website (www.psc.mt.gov) under Docket 2020.06.075. On March 20, 2020, the Commission issued a Notice of Operational Changes in Response to Coronavirus (“Notice”). Under the “Office Closed to Public” section of the Notice, the Commission outlined a temporary change for office closure during business hours. A copy of the filing is not currently available at the Commission’s business office. A copy of the filing may also be available at the office of Montana Consumer Counsel (“MCC”), which represents consumer interests before the Commission, 111 North Last Chance Gulch, Suite 1B, Helena, MT 59601, telephone (406) 444-2771. MCC should be contacted to inquire of any operational changes due to coronavirus. PUBLIC NOTICE FOR REFERENDUM TO AMEND BISON ORDINANCE 2014-1

Notice is given pursuant to 76-15-701 and -702, MCA, that the Valley County Conservation District supervisors will vote on their intent to order a referendum to amend ordinance number 2014-1. This purpose of this amendment is to declare all bison as livestock within the Valley County Conservation District subject to state laws pertaining to the livestock industry; remove the requirement to submit soil and water conservation plans and to obtain Valley County Conservation District approval for those plans. This meeting will take place Wednesday, July 8, 2020; 1:00 p.m. in the Community Room of the Valley County Courthouse.

There were 18 motor vehicle stops, 11 accidental/prank 911 calls, one report of a barking/lost/loose dog and five reports of loose/dead livestock.

Monday, June 150712 – A male advised he

was just at the Post Office and found a gentleman sitting in the building. The gentleman told the caller he was just waiting for the Post Office to open so he could get some passport information but the caller said they don’t

open until after 0900 usually. The caller doesn’t recognize the guy and there is no vehicle around so he isn’t sure where he came from. The guy also doesn’t have any bags or anything with him, and appears like he may be a tran-sient. A description of the male was provided. The caller stated the male isn’t doing anything but it just seems odd. It was de-termined this male was the same male from a previous call. He is refusing to give his name or any information about himself.

1000 – A male reported to a deputy that a garage door has been damaged. He is unsure if it was damaged by a person or by the wind. The deputy gave the information to the afternoon dep-uty. At 1337 the deputy checked for damage. There is a broken window on the house however nothing appears to be stolen.

1012 – A female caller re-ported an excessive amount of glass out on the highway in front of The Red Barn. She said she had to swerve to miss it because there is so much of it. DOT was attempted to be reached by phone and radio but only a mes-sage could be left. The City of Glasgow was also attempted to be contacted with no answer. At 1036, an officer reported there is tempered glass in the eastbound driving lane but not a lot, so they can clean it up when they have time.

1619 – A boat inspection was requested. A deputy was notified who will call and set up a time to complete the inspection.

1629 – A reporting party called about a male sitting on the blocks next to the Leader build-ing and Mattfeldt Electric. He has been sitting since going through the garbage and the caller wasn’t sure if he was writing in a book or reading one. He hasn’t done any-thing but the caller would like an officer there to get the gentleman moving along. A description of the male was provided. At 1637, an officer stated they were unable to locate the individual. The re-porting party will call back if the person came back into the area. At 1641 an officer spotted the individual and stopped to speak with him. The person was asked to stay out of the garbage cans.

2103 – A male called in want-ing to know if there was an officer to assist with a semi that needs to back out of the parking lot. He is being blocked and can only exit by backing out. At 2124, a deputy got the scene cleared.

2126 – A reporting party called in that her son’s truck is disabled on the side of the road, but out of the way. He will be going out tomorrow to move the truck to town.

2150 – A deputy called in stating a subject listed with the vehicle is with construction and will be parked to sleep for the night. The vehicle is not in the way of traffic or causing a hazard.

2219 – A vehicle is disabled just south of Willow Creek Road on the south side of MT 24 S. The vehicle is not a hazard.

Tuesday, June 160209 – A deputy reported a sil-

ver or beige car has its hatchback open. Per an officer, some wires or something were hanging near the back. It’s possible someone is working on it.

0520 – A male reported he hit a deer but there are no injuries. The deer is in the middle of the road however there is no other

debris that can be seen. The car is leaking antifreeze and has major damage so the driver has a ride coming to pick him up.

0708 – A male advised he needed to report some fraudulent activity. He stated he received an email from what he thought was his anti-virus software needing to be updated but it wasn’t the same company. He went to his bank yesterday and they canceled his accounts. He was advised to get a police report and a fraud packet. An officer was notified.

0823 – A female advised she believes she received some coun-terfeit money. She said she has two $1 bills that are kind of blue and feel weird. She didn’t know if this was something that should be reported but thought she should call it in. At 0832, an officer took the bills to do some checking and at 0935 the bills were returned to the business.

1008 – A reporting party re-ported a tree branch in the driving lane in the westbound lane near the intersection of Highway 2 and the new overpass out by Nashua. DOT was contacted however could not get an answer.

1038 – A male advised he was doing a perimeter sweep and located a vehicle with weapons inside the passenger side in the parking lot. He stated the vehicle has an AR rifle between the seats and what appears to be a semi-automatic pistol in a holster on the dash. He advised where the vehicle is parked and the caller is parked behind it in his vehicle. A deputy was notified. At 1106, a deputy stated the vehicle was secure.

1113 – A female advised she is at a location and they have been waiting in the construction area for 50 minutes. There is a sign up there that says to stop and wait for a pilot car and to expect a 10-15 minute delay. Cars have been pil-ing up behind the caller and the caller is about ready to just go. She stated from where they are sitting, she can see Rose Hill up ahead. DOT was attempted to be contacted on the radio and phone with no answer. Dispatch went back to the female who stated the pilot car just showed up. Wolf Point DOT office was also contacted to obtain the engineer in charge of the construction who was contacted and made aware of the delay.

1424 – A male reported to a deputy that a male wrote him a check for a vehicle and the check didn’t clear. At 1509, the deputy spoke with both parties and an arrangement has been worked out on payments.

1758 – A female from RCSO called asking if there was an offi-cer available to send to a location as RCSO is busy with another call. A female had called in about a possible burglary as there are a couple of windows broken and a broken chair inside the residence. Information was passed along to

a deputy.1913 – A reporting party

called in about a man with a back-pack and a jug of water wearing a grey t-shirt and khaki pants in the area of Keith Ave. The female stated he wasn’t doing anything wrong, it was just unusual for people to be hanging around in the area.

2012 – A reporting party called in stating she saw three kids riding bikes in the area of the Grain Elevator behind her house and it appeared as if one of them had a BB gun. She didn’t know what they were up to but wanted it noted. At 2107, an officer was at the scene who spoke with the juveniles. They stated they were on their uncle’s property and it was advised to them they need to have their uncle with them next time.

2144 – A reporting party called in and wants to request more police patrol in the area of road construction. He states people are not abiding by the 35 MPH limit and he received three chips in his windshield because of this. Information was passed along to a deputy.

2157 – A reporting party called in that her neighbor went for a walk and when she came home she couldn’t get into her house as there is a skunk on her front porch. At 2203 an officer stated the skunk went to the back of the house and he is trying to get it to move out of the area. The officer also stated he has a shot-gun with him in case a discharge is heard.

Wednesday, June 171017 - A male reported receiv-

ing a call from a female who spoke broken English, stating she was with the Donavon Group. She stated further that in March of 2018, the caller’s wife wrote them a check for $199.99 for two years of protection on their computer and now the company will take $6,000 out of their ac-count for coverage on the next five years. The caller told the woman in no uncertain terms that they did not want this coverage and not to take money from the account. The caller’s bank was notified who will watch for any-thing suspicious and the callers should watch for anything suspi-cious as well.

1145 – A female reported she just found a little boy standing in the middle of the road. He has a little bike and a pacifier but isn’t sure where he belongs as there is no one around. The boy is around two years old and doesn’t seem to be hurt. The caller shut off her vehicle and will stay with him. A deputy was notified. At 1149, the female called back to say the mother just came and got the kid. She isn’t sure who the mom is but the little boy kept stating his name. The caller will stay in the area and speak with the officer when he arrives to show where the mother lives. At 1149

the mom called in to say she is the mom and her son was just in the yard playing and wandered down the hill with his bike. She was told because a report was received on the situation, the of-ficer will most likely come out to check on things.

1218 – A male reported a trac-tor pulling a land scraper that is creating a hazard on the highway. He said they are not pulling over towards the ditch and he almost ended up running into the trac-tor and equipment because they have no flaggers. He said there is another rig about a mile ahead of this one with flashing lights but they are also pulling something. The caller is concerned about the tractor creating a hazard on the roadway. The deputy was con-tacted who was unable to locate the vehicles.

1647 – A call was received from an alarm company stating they are receiving a burglary alarm. At 1649, contact was made with the key holder who stated her son is at the house and as far as she knows everything is okay but is unsure why the alarm is going off. She will get in touch with him and dispatch stated an officer will be sent. At 1655, RCSO dispatch was noti-fied with the information as only one officer can be sent so backup will be needed. At 1729, a deputy advised the key holder was just getting on scene and saw the doors were locked and there are no signs of a break in.

1817 – A copy of a warranty/voluntary extradition papers were scanned and emailed to Hill County Dispatch. They stated they will get the warrant served on a female.

2157 – A male advised he hit a deer. He is not sure if the deer is dead or not or even if it’s in the road. At 2225, a deputy stated the deer was unable to be located.

2237 – A female called in stating another resident was chal-lenging her and cussing at her. She requested an officer to the location. At 2302 an officer ad-vised he issued both individuals a warning for disorderly conduct.

Thursday, June 18 1116 – A female reported

someone hit her trash can last night around 2230. She said she and her husband heard a loud sound at that time but thought it was thunder until they went outside this morning and saw the can was down the street with a large dent in it. She feels the driver of the vehicle that struck it had to have been drinking and driving because of how close the can was to the curb and how far the can was pushed.

1147 – A female asked if anyone dropped off a wallet with dispatch. She said when she turned to go under the underpass her wallet fell off the back of the vehicle. She also stated she has a
