Thai people call NONSEE Meteorological stations near the ground and the first air quality database forecast of Thailand the project to form a research station for meteorological measurements near the ground and air quality. This is a tall tower height of 117 meters, used as a tool to collect samples and continuous 24-hour measurements at a height of 5 different levels: 10, 30, 50, 75 and 110 meters. The pole is located at the area of the Faculty of Environment and behind the 50 th years of Information Building Conference, Kasetsart University. The purpose of this research station is for meteorological measurement, analysis, and online data processing. It is an important database to predict the meteorological characteristics. It is also the first research station of Thailand which is used to research the influence of pollutants in the atmosphere near the ground meteorological characteristics in urban areas. It covers the scope of the study of meteorology near the soil surface and the atmosphere at the top of the vertical. Thus, this measurement is not used to report the daily meteorological characteristics. It is applied to the characteristics of the atmosphere that affect the movement of pollutants in the atmosphere. At the Faculty of Environment, Professor Dr. Kasem Chunkao, a project consultant, Dr. Damrong Sripraram, Vice President for Academic Service/ Acting Dean of Faculty of Environment, and Assistant Professor Dr. Surat Bualert, Head of the Department of Environmental Science presented the research project which was sponsored and funded by Hydro and Argo Informatics Institute (HAII), a public organization. The project is signed under a memorandum of cooperation between the Office of the Permanent Secretary (OPS), Kasetsart University, King Mongkut’s University of Technology Thonburi, and Rajamangala University of Technology Thanyaburi in order to develop the technological developments in the survey, analysis, and data processing the management of water resources and climate. In 2012, Kasetsart University, by the Faculty of Environment was responsible for the development of air monitoring system, the meteorological characteristics near the ground, and the atmospheric pollution. The Faculty of Environment is carried out On September 29, 2014, Associate Professor Vudtechai Kapilakanchana, President, Kasertsart University announced the “Project tracking meteorological characteristics near the ground and the first air quality database forecast of Thailand.”

The summary of the discussion in this meeting are indicated below: 1. Though, the AIMS Programme has been diversified from Malaysia, Indonesia and Thailand to Japan, owing to the budget constraint, there won’t be any financial support for students who plan to go to Japan. Nevertheless, Kasetsart University has initiated the exchange activity with Hiroshima University while the university also provides some partial fund for students by the university revenue. It is also expected that the collaboration with Hiroshima University will then be extended to other areas such as Political Science, Social Sciences, Political Economics and Law next year. 2. Excluding Student Exchange Programs, Kasetsart University prefers to cooperate with her partners in other exchange programs such as Visiting Scholars, Curriculum Development, Joint Research, and Post Doctoral Programs. As a national research university, Kasetsart University believes that there will be able to provide partial funds on the mentioned activities for partners in ASEAN as the first priority. 3. Kasetsart University agrees to work with Indonesian partners in other areas excluding agriculture under the AIMS Programmes such as Environment, Forestry, Agro-Industry, and Fisheries. A case in this point is that Kasetsart University has granted a permission to students of Sriwijaya University to spend at least one semester at Kasetsart University in Computer Science. 4. According to the policy of the Indonesian Government to emphasize on Staff Mobility, some Indonesian members would like to pay a technical visit to Kasetsart University. Nevertheless, they would like Kasetsart University to provide free accommodation to them during their stay in Thailand. 5. Kasetsart University agrees to work on collaborative research with Indonesian universities. 6. Kasetsart University suggests Indonesian universities consider the profit of academic collaboration under other platforms such as ERASMUS MUNDUS, UNTA and ASEA-Uninet.

The Discussion with the Delegation from Indonesia On October 20, 2014, Associate professor Dr. Sornprach Thanisawanyangkura, Vice President for Research, warmly welcomed the delegation from Indonesia who paid a technical visit to Kasetsart University so as to discuss about the AIMS: ASEAN International Mobility for Students Programme. Central Philippine University : A New Strategic Partner of Kasetsart University On October 20, 2014, Dr. Teodoro Robles, President, Central Philippine University, the Philippins, and his associates, paid an official visit to Kasetsart University so as to establish ties of cooperation with Kasetsart University. On this occasion, Associate Professor Vudtechai Kapilakanchana, President, Kasetsart University together with university administrators extended the hospitality to them at the Meeting Room No. 9, the 2nd Floor, Kasetsart Golden Jubilee Administration and Information Center. The President of Kasetsart University and the President of Central Philippine University signed the Memorandum of Understanding while all audience witnessed this signing ceremony. Kasetsart University wishes to augment her cooperative efforts with Central Philippine University not only to initiate bilateral actions of cooperation, but to share the mutual goals of strengthening relationship between Thailand and the Philippines, a close friend in the upcoming ASEAN Community.

Kasetsart University organized the MOU Signing Ceremony for the joint research collaboration in “Hevea Research Platform in Partnership” (HRPP) and in Veterinary Medicine between Kasetsart University and her Thai & French partners, on October 21, 2014, at the Meeting Room No. 9, the 2nd Floor, Kasetsart Golden Jubilee Administration and Information Center. On this occasion, the authorized representatives of Department of Agriculture, Prince of Songkla University, CIRAD as well as Kasetsart University were invited to participate in this Ceremony. Kasetsart University was also honored to have the presence of the representatives of the French Embassy to Thailand in this event since the Embassy has provided strong support for the Franco-Thai Cooperation for several years.

On Tuesday, October 28, 2014, Mr. Somsakdi Tabtimthong, Director of International Affairs Division, warmly welcomed the delegation of Royal Institute of Technology, Stockholm, and had a discussion with all delegates comprising, Professor Waclaw Gudowski, Professor Hans Boden, Associate Professor Milan Horemuz, Dr. Biorn Berggren, Andreas Fili, and Per Roald. The issues in the meeting were as follows: 1. President Vudtechai Kapilakanchana of Kasetsart University is very pleased to see that Faculty of Engineering has maintained a very strong academic tie with Royal Institute of Technology. Initiatives and activities have borne fruits of success, especially, Faculty and Student Exchange Programs which provide opportunities for faculty members and students to augment their experience since Royal Institute of Technology is a very famous institution in researches. The President also would like to see the diversification of collaboration such as Visiting Professor and Scientists Programs in the coming future. 2. At present, the President of Kasetsart University have taken internationalization as a major development policy. Therefore, special funding and scholarships has been allocated to support and encourage both undergraduate and graduate students to go abroad for at least one semester to enroll and take courses as well as transfer credits back or to conduct research with outstanding scholars and scientists worldwide. 3. International Affairs Division is a unit under office of the president. The division is very pleased to assist Faculty of Engineering to work with Royal Institute of Technology, for example, the division would work hard to match international funding agencies to the faculty for the opportunites to pursue any international activity.

A Visit of Ryukoku at KU Library On October 28, 2014, seven adminis- trative members and a professor from Ryukoku University, Japan visited Kasetsart University Library to learn about the facilities and services provided by the Library including Eco-Library and Garden Library. After that the delegation also went to the Hall of History to know more about the University’s history.

International Food Allergy Seminar “New Movement in Food Allergy/Intolerance: Opportunity for Thai Food Industry”

On November 7, 2014, Institute of Food Research and Product Development, Kasetsart University in association with Morinaga Bio-Science (Thailand) Co, ltd. jointly hosted the International Food Allergy Seminar on “New Movement in Food Allergy/Intolerance: Opportunity for Thai Food Industry” in celebrations of the 72nd Foundation Anniversary of Kasetsart University and the 1st Anniversary of Morinaga Bio-Science (Thailand) Co, ltd., which is a joint venture company between Kasetsart University and Morinaga Institute of Biological Science, Inc. The key objective of this seminar was to facilitate exchange of information and knowledge particularly on laws and legal issues related to food allergies, among academicians, experts, legal consultants, doctors, entrepreneurs. It also emphasized new laws on food allergies in Japan, the US and Canada as well as food allergy labeling law enforcement and current food allergy situation in Thailand; threats & opportunities of Gluten free Thai food product marketing; and ELISA food allergy testing. At the opening, Associate Professor Vudtechai Kapilakanchana, President, Kasetsart University and Dr. Masahiro Shoji, President, Morinaga Institute of Biological Science, Inc. presided over attracting public attention from all those involved. Invited speakers and honorable guests were from public and private sectors relevant to food allergy namely National Institute of Health Science, Japan; Morinaga Institute of Biological Science, Inc.; Health Canada; Thai FDA; Faculty of Medicine, Chulalongkorn University; Kasetsart University; and Morinaga Bio-Science (Thailand) Co, ltd. Overall, there were 170 participants (47 from education institutions, 19 from Morinaga Institute of Biological Science, Inc., and 104 from food entrepreneurs).

KUIAS International Conference 2014 “Building Bridge for Eco-Economics”

As part of the 72nd establishment celebration anniversary of Kasetsart University and the 5th anniversary as a national research university in 2015, Kasetsart University Institute for Advanced Studies or KUAIS organized The International Conference 2014 “Building Bridge for Eco- Economics” during November 18-19, 2014 at Rama Gardens Hotel, Bangkok. Associate Professor Kamjorn Tatiyakavee, MD., the Secretary - General Office of Higher Edu- cation was the guest of honor presiding over as the chairman of the conference. Associate Professor Vudtechai Kapilakanchana, the President of Kasetsart University gave a welcome speech to the delegates. Then, Associate Professor Dr. Sornprach Thanisawanyangkura, Vice President for Research and the Director of KUIAS gave a report on the history and purpose of the conference. Dr. Pailin Chuchottaworn, Chief Executive Officer and President of PTT Public Company Limited opened the plenary session I on the topic “Idea and Vision of the Energy Research and Development for the Future of Thailand.” Another distinguished keynote speaker was Mr. Wiwat Teerawanichpong, Board of Directors of the Agricultural Futures Exchange of Thailand (AFET). His focus was on the topic “Driven Eco-Economics in ASEAN from Food and Agriculture.” After lunch break, the conference participants were divided into 3 panel discussions. Each panel discussion included academic experts from both public and private organizations. The discussion topics were on Food and Agricultural Cooperatives-Academic and Business Sectors, Building Bridge for low Carbon Economy, Technology and Value-Added in Industries for Eco-Economics. Later that evening, all attendees enjoyed a warm and friendly reception party at the hotel.

The second day of the conference began with the plenary session under the topic “The Impact of Social and Economic from Research Output” by Dr. Kampanat Vijitsrikamol, a lecturer from Faculty of Economics followed by discussions by the team of the KUIAS directors on KU’s National Research University Programs: Progress and Future. The representatives were the directors from 1) Center for Advanced Studies for Agriculture and Food, 2) Center for Advanced Studies in Tropical Natural Resources 3) Center for Advanced Studies in Nanotechnology for Chemical, Food and Agricultural Industries and 4) Center for Advanced Studies in Industrial Technology. Finally, Associate Professor Dr. Sornprach Thanisawanyangkura gave an impressive closing ceremony address of the conference. He hopes to see the National Research University Program maintains the development sustainably and receives close co-operations from all sectors inside and outside the university since after all, the benefit is on every global citizen. KUIAS International Conference 2014 had successfully drawn the attention from more than 100 participants including of the executives, faculty members and researchers, and students from educational institutes both public and private. Amongst these participants, they had a big opportunity to explore more knowledge and understanding how to expand the channel of their research collaborations. The private sector was able to share their comments toward the research which could be developed to be more commercialization. Furthermore, they have talked about how to seek research fund, responding to the need of the private sector. Ms. Phacharavadee Paerattakul, Deputy Director of Kasetsart University Institute for Advanced Studies (KUIAS), and Ms. Praweenamai Baicloy, a news broadcaster of Thai Channel 3, were masters of the ceremony for the conference.

“SAKURA EXCHANGE PROGRAM IN SCIENCE” in Nagoya University, JAPAN

During the period of November 17-23, 2014, Mrs.Warunee Thanapase, Director of Kasetsart Agricultural and Agro-Industrial Product Improvement Institute (KAPI) and Dr.Sumaporn Kasemsumran, Researcher, paid a visit to Nagoya University to coordinate in “Japan-Asia Youth Exchange Program in Science” (Sakura exchange program in science). This program was organized by Prof.Satoru Tsuchikawa, Graduate School of Bio-agricultural Science, Nagoya University, under the support from Japan Science and Technology Agency. 10 Thai students consisting of undergraduate, graduate and Ph.D students from 4 universities namely Kasetsart University, Chulalongkorn University, King Mongkut’s Institute of Technology Ladkrabang and Chiang Mai University, were selected to undertake the Sakura Exchange Program in Science. These students received the lectures and experiments on electric property of plant, spectroscopy, basic of Near-Infrared (NIR) spectroscopy and its applications at Nagoya University. The program also arranged the study tours to various science and technology, and Japanese cultural extractions, such as Moku-Moku farm, Mie prefectural plant factory, TOYOTA museum and a fruit sorting factory where NIR technique is applied. The coordinators and 10 Thai students were very much impressive with the organizer, Prof.Satoru Tshchikawa, Assistant Prof. Tetsuya Inagaki, Associate Prof. Hideyuki Yokochi, and his students for their invitation, support, knowledge transfer and hospitality throughout this 7-day program. On November 19, 2014, Mrs.Warunee Thanapase and Dr.Sumaporn Kasemsumran also paid a visit to Prof.Yukihiro Ozaki, Vice President, Kwansei-Gakuin University, and Associate Prof. Harumi Sato, Graduate School of Human Development and Environment, Kobe University, so as to discuss future cooperative researches.

Huaqiao University Promotes Academic Partnership in Thailand On November 17, 2014, Dr. Wu Jihuai,

Vice President for Research and Graduate Program, Huaqiao University, the People Republic of China, accompanied by his associates as well as Deputy Director General Liang Zhiwei, Department of Culture Exchange, China Overseas Exchange Association (Beijing); Director Zhao Xincheng, Office of International Exchange & Cooperation, Huaqiao

University; and representatives of Thai-Chinese Culture and Economy Association paid an official visit to Kasetsart University. On this occasion, Assoc. Prof. Dr. Siree Chaiseri, Vice President for Academic Affairs; Assoc.

Prof. Dr. Poonpipope Kasemsap, Vice President for International Relations together with university administrators extended the warmth and hospitality to them. The purpose of their visit was to expand education programs of Huaqiao University in Thailand by setting up a branch to better serve the local needs. They thus came to Kasetsart University to firstly seek advice on their potential project in Thailand since Kasetsart University is a most important partner of them, and they wish to develop collaborative programs with the Univeristy in broader areas other than the Confucius Institute.
