From the Ministry TeamI’m writing this in the week leading up to 4 July, the date on which many of the lockdown restrictions which have been in force since 23 March, will be relaxed. The clergy and wardens are currently working out exactly when it will be safe to open each of our churches again, but we only received detailed guidance from the Church of England on 1 July, so planning is in the early stages.But what will public worship look like, when we do resume? We have to accept that things will not be the same as before as there are many things we have to adapt in order to keep everyone safe. There’s a real danger that the relaxation of restrictions will lead everyone to forget about the hygiene and social distancing put in place to slow the spread of disease. We’ve seen examples of this already, with pictures of overcrowded beaches during the recent hot weather. It’s important to remember that COVID-19 hasn’t gone away and still poses a serious health risk.In order to maintain social distancing, the number of people attending each church will have to be limited. Each church will have its own limit, depending on seating arrangements. Only members of the same household or ‘bubble’ will be able to sit together. Everyone will need to sanitise their hands on entering and leaving, and before receiving Communion.

The HeraldThis copy of The Herald is published a week later than normal and is even thinner than normal because so little is happening in our villages at the moment. Hopefully it will not be too long before we can resume some semblance of normality.The government announced in early June that public worship in churches could recommence from 5 July and we were hoping to publish details of our services during July. Unfortunately, as you will read in the Revd Jean’s article below, the regulations covering public worship were not published until 1 July and are very complex. It will be a few weeks yet before we can consider recommencing our services in church.We have been unable to produce printed copies of The Herald since March because of the lockdown restrictions, but we plan to resume from August, provided there is no significant second spike in Covid-19. We know that some people prefer the online version with its colour pictures and external links therefore in future we will produce it in both formats.

At present there is no government requirement to wear face coverings where social distancing is in place. You may, of course, wear one if you wish.You may be asked to write your name and a contact phone number down, in order to assist NHS Test and Trace should it become necessary. This information will only be kept for 21 days and will only be given to Test and Trace.There will be no singing during the service and you are asked not to speak responses in a raised voice, to reduce the risk of transmission from aerosol and droplet.We will be allowed to use the service books, but they must be quarantined for at least 72 hours after the service concludes. The collection plate will not be passed around during the service and people will be discouraged from offering cash. Where cash is offered it will have to be placed in a bag which will then be quarantined for a minimum of 72 hours before it can be handled. Many of our regular congregation already make monthly payments by standing order and let the plate pass by. Hopefully more people will be encouraged to do that. Churches are also being encouraged to accept contactless card payments in place of cash and this may be something that we have to consider in the near future.At Communion services, there will be no physical sharing of the Peace (ie handshaking) and at the communion you will be offered the bread only and this will be administered silently by a priest possibly wearing gloves and a mask. You will be expected to stand to receive communion and the bread will be dropped into your hands, not placed there as we have come to expect.There will be no refreshments served after the service.These are just the main differences that you will notice. It all sounds a bit grim, but just before lockdown started we did have a week when many of these restrictions were in place, and it wasn’t as bad as it sounds.We have a duty to remind you of current Government advice to certain groups of people:

• People showing COVID-19 symptons should not attend.• People who are self-isolating because of a possible or confirmed

case of COVID-19 in their household, or because they have been requested to by NHS Test & Trace should not attend

• People considered to be extremely clinically vulnerable to COVID-19 who have been advised to shield are currently advised not to attend.

• People who may be at increased risk of severe disease from COVID-19, including those aged 70 or older, regardless of medical

conditions, should stay at home as much as possible, and if they do go out, should take particular care to minimise contact with others outside of their household. It is their decision whether to attend church or not.

We will still be continuing to hold services via Zoom, which will be recorded and posted on Facebook as at present, so if you do not feel comfortable with venturing out to church just yet, you can still worship with us. When we reopen our churches the time of the Zoom service will need to change to 3.00pm, to enable us to staff the services in church. We will let those on our contact list know of the opening dates of our churches once they have been agreed. If you know people who normally attend church, but do not use the internet, please try to keep them informed of what is happening.The months ahead are going to be challenging as we face the uncertainty of what other changes to our lives we may have to make in the future, but always remember that we are not alone and try to follow the advice of St Paul: The Lord is near. Do not worry about anything, but in everything by prayer and supplication with thanksgiving let your requests be made known to God. And the peace of God, which surpasses all understanding, will guard your hearts and your minds in Christ Jesus. (Philippians 4.5-6)

Thomas More, Reformation martyr The Church remembers Thomas More on 6 JulyThese days, lawyers and politicians are held in the lowest esteem by the public, along with tabloid journalists and estate agents. St Thomas More was both a lawyer and politician, who is today much admired for holding steadfastly to his faith-based principles. He lived in dangerous times, when anyone, even queens, who displeased King Henry VIII could find themselves in a condemned cell in The Tower of London.

Sir Thomas More held the office of Lord High Chancellor and at one time was the king’s most trusted adviser. But when King Henry took personal control of the Church in England in order to divorce his first wife, More courageously opposed him. Thomas More was a social philosopher and the author of ‘Utopia’. This book described an imaginary republic governed by an educated elite who employed reason rather than self-interest for the general good of everyone. He was himself one of the pre-eminent scholars of his age. As a Christian theologian he supported orthodox doctrine, vigorously opposed heresy and argued strongly against the new Protestant ideas taking hold in Europe. Although holding the highest political and legal office he was far from being a pragmatic politician and opportunist lawyer. In every matter he was a man who held firmly to what he believed was right in God’s eyes.When Thomas More fell from favour with the king, as a result of his unflinching views, he was falsely accused of taking bribes. When this charge failed, his enemies accused him of supporting a celebrated seer of the times who was strongly critical of the king. This too failed. He was then required to swear to the Oath of Supremacy, acknowledging Henry’s position as head of the Church of England. This he could not do in conscience. He was put on trial and condemned to be hung, drawn and quartered for his treason, a punishment later changed to beheading. He died in 1535 and on the scaffold his final words were ‘I die the King’s good servant, but God’s first.’ He has been officially declared a martyr saint by the Roman Catholic Church.

Covid-19 and its impact on our financesI am sure that you don’t need me to tell you that Covid-19 is having a serious impact on finances across all aspects of daily lives. From the shutdown of international trade and travel, the cost of various Governmental support schemes, additional healthcare facilities and the provision of PPE through to the inability of people to work because their places of work have been shut down, we are all feeling the pain to a greater or lesser extent. A pain that may continue for years to come as world economies struggle to return to some degree of normality.

What impact does this have for our parishes?Unfortunately, the Church is not immune from these effects. In my role as treasurer of both Downham and Ramsden Bellhouse churches I am only too aware that our income has fallen substantially whilst we have been closed. I am grateful to the core membership of our churches who have continued to

make regular monthly contributions by standing order, and to others who have sent generous cheques. Unfortunately, they only make up a fraction of the income we would have received from collections at services and from fund raising events such as concerts, quiz nights, and our flower festivals. We are perhaps in a better position than many other churches because we have some cash reserves built up over the years from good financial management and generous benefactors, but the monthly management accounts I circulate to the churchwardens of Downham and Ramsden Bellhouse now show that we are running at a deficit and dipping into our reserves. There is a limit to how long this can go on.

And what about the wider Church?We often hear in the press about the Church of England’s massive wealth, but as President Trump might say, “this is fake news”. The Church Commissioners are responsible for managing the Church’s investments and their latest accounts show an investment portfolio of over £8bn which might seem an awful lot. However, because each parish is a separate limited company it is difficult to get an overall picture of the Church’s annual expenditure, but my research suggests that it is probably in excess of £1bn a year. The income on investments of £8bn doesn’t go far towards this. The largest expense is the cost of paying our stipendiary clergy. Unlike other Christian denominations in the UK which are responsible for paying their ministers directly from their own accounts, the Church of England pays all its clergy from central resources and parishes contribute according to their wealth through the system known as Parish Share. This means that clergy can be deployed where they can best be used to spread the Gospel of Christ rather than just in parishes that can afford to pay. Unfortunately, parishes are finding it more and more difficult to meet their Parish Share and in 2019 Chelmsford Diocese reported a shortfall of £1.3m, up from £1.2m in the previous year. The financial impact of Covid-19 is likely to seriously exacerbate the shortfall during 2020 as many parishes find they have insufficient cash flow to meet this substantial commitment. This is a situation that cannot be sustained. Chelmsford diocese were already planning to reduce 60 stipendiary clergy posts by 2025 and some of you may have read in the press that, at their meeting in June, the Diocesan Synod took the unenviable decision to bring this reduction in numbers forward to 2021.

Does this impact on the appointment of our new Rector?At this stage we cannot be sure. I am not part of the selection process, but I understand there were a number of applicants who responded to our advertisement in the Church Times. Unfortunately, because of the lockdown

the selection process had to be put on hold. At its June meeting Diocesan Synod agreed to suspend all recruitment until at least September whilst the Archdeacons and Area Deans take a rigorous and rapid review to identify the 60 stipendiary clergy posts that are likely to be made redundant. During the past year the clergy and parish representatives of the Compass Group of Churches have been reviewing projected ministry numbers for 2025 in our area and we have already reported in The Herald that the initial plan was to retain a full-time priest at Downham, although he/she may have wider oversight than just the parishes of Downham, South Hanningfield and Ramsden Bellhouse. Hopefully that means we will eventually see a new priest residing in Downham Rectory but, given the current developments, that could take even longer than originally envisaged. I understand that there are currently 48 unfilled vacancies in Chelmsford diocese, and it is likely that clergy whose posts are being made redundant will be offered redeployment before consideration is given to any external candidates. In the meantime, the Revd Jean, who is non-stipendiary, has indicated that she is willing to extend her licence for a further two years from September and she is currently waiting for the Bishop of Bradwell to confirm this.

What can I do?Bishop Peter, acting Bishop of Chelmsford, in his address to the Diocesan Synod challenged congregations to give more money to the Church, quoting Exodus 36:5 to bring ‘more than enough for doing the work the Lord is commanding to be done’. He suggested that if everyone was prepared to increase their offering by £2 per week, then we could see fewer redundant posts or perhaps none at all. I am sure we will be hearing more on this subject in the next few months.

Ramsden Heath Horticultural & Allotment SocietySo here we are in the middle of a glorious summer (it was the longest day on 21 June and midsummer day on 24 June). Who would have believed way back in March that we would still be in virtual lockdown in June.Fortunately, this has given us time to enjoy and nurture our gardens and allotments which, for most of us, are looking the best they have for years.So what news of our Horticultural Society you ask. Well, sadly, we are still not in a position to restart our monthly meetings or summer events, which

means that the very popular Allotment Evening cannot take place as well as our highlight summer event, the Summer Show.But all is not lost! One good way of displaying all the lovely flowers, plants and vegetables we have grown is to join in our Virtual Summer Show. It will follow the same format as our Virtual Spring Show, with a slideshow of photos from our members. These can be anything you have grown, made or taken yourself, flowers, vegetables, handicraft, baking or photos (horticulture related of course). Trading HutThe Trading Hut is still open for business on Saturday mornings from 10.00am to noon. Of course, we are taking no money at the current time, but issuing invoices which will be transferred into hard cash when things are back to normal.

Ramsden Heath Social Club NewsAs the coronavirus continues to dominate our lives, the Social Club is compelled to abide by the restrictions imposed by the government. We are continuing to send out newsletters and quizzes on line, but would much rather be looking ahead to the range of events we were beginning to organise before the lockdown began.At present, we can’t be sure when we will “start again” but be assured that we will let everyone know when our activities begin. Looking to the FutureAs we start to come out of lockdown I think we are all looking towards the future and wondering just how the world will be. Will things be different? Will people have a better attitude to each other? Or will things, gradually over a period of time, revert to how they were?

I think of my friends at St Peter’s, who haven’t been able to join us in Virtual Church, and who have given so much for so long in the service of our Lord. I am praying that it won’t be too long before it’s considered safe enough for us all to gather together once more. I know, from my own long absence from the Church, of the strength of faith that worshipping in fellowship brings.But that fellowship is under threat. Attendance varies at St Peter’s depending on the service but our core is just 7 or 8 people. And all it needs is for a few to be unable to attend anymore and we will have to question if keeping the church open is viable. I really hope it doesn’t come to that.If we want our church to thrive we need to expand our fellowship. We need to reach out to the people of the village and beyond and show them that opening their hearts to Jesus can have a transformative effect on their lives. We must emphasise that the Gospel is a message of love and show how the Scriptures illustrate the massive extent of God’s love for humanity. We need to welcome everyone into our church: those who seek the Lord and those who know Him well. It was the warm and friendly St Peter’s welcome that turned my initial visit, supporting my friends, into a renewal of faith. When people come we want them to stay, to join us, to become part of a vibrant community praising the Lord and doing His work.So what’s stopping them? We aimed to ask that question at Pentecost, polling the village for their thoughts. Covid-19 disrupted all that, of course. But, as we come out of lockdown, as we look forward to the future, let’s also look at the future of our community, and the church’s role within it. Let us know what you think. The reasons for going to churchStrange times we are living through. The future consequences of coronavirus are going to be challenging, to say the least. How will our churches fare when our buildings are allowed to re-open? One could say that the reasons for churchgoing can be put into three slots, ‘Culture’, ‘Faith’ and ‘Community’. Many churchgoers would probably recognise in themselves elements of more than one.Culture is for those who feel comfortable in church. They like the history, the language, the buildings, the liturgy and the music, which have probably been a part of their lives since they were children. All hold comforting memories. Faith is a link with the meaning of life and its eternal promise, somewhere to seek guidance through worship and sacrament, and on which to lean in times of trouble. A belief in the words of Jesus that they are not on their own, even if sometimes it feels like it in this world. Community is for those who like coming to church or being associated with it as a flying buttress (a phrase of Winston Churchill, who described himself as someone who supports the church from the outside). They don’t have to have a commitment to the faith of the Church but are sympathetic and don’t mind being with those who do.It is likely that the ‘old normality’ will not be the ‘new normality’ and this provokes a few thoughts:

• How many people, now out of the habit of regular community worship, will wish to return to it?

• How many people on the periphery of church life, will come back to it, at least in the short term?

• How many of those who have had a regular commitment to the church, for example by serving at the altar or in its refectories, singing in choirs, doing flowers, ringing bells and polishing brasses will feel that this is a good time to make a break and do something different?

As church people, we must consider where we go from here. The Church, everywhere in the infected world, will need to know our answer to its call. To thrive, it needs us back.

Make sure it is God’s trumpet you are blowing. If it is only yours, it won’t wake the dead, it will simply disturb the neighbours. – W Ian Thomas

It’s about time we laughed at the Coronavirus pandemic

Coronavirus For the first time in history, we can help save the human race by lying in front of the TV and doing nothing. Let’s not mess this one up!

The queueWhile waiting in a long queue early one morning for the supermarket to open for us ‘seniors’, I was surprised to see a young man saunter along and try to cut in at the front of the queue. A furious old lady waved her cane at him, and he quickly backed away.A moment later, the young man tried again. He managed to dodge the old lady, but then two old men started shouting at him. Again, the young man backed away.But he wasn’t giving up, and soon the young man approached the queue for the third time. By now, all of us pensioners were ready for him, an angry wall of opposition.The young man stood there for a moment, and then shrugged his shoulders. “If you people won’t let me unlock the door, none of you will ever get in to shop.”

Social distancingI need to practice social-distancing - from my refrigerator.

New version of Apostles’ CreedWhen our church began live streaming its services, our minister was at first a bit nervous. Still, he kept his cool, and you would never have known he was struggling until he reached the Apostles’ Creed. Then he firmly announced that Jesus was...”confused by the Holy Ghost, born of the Virgin Mary...”

New style of prayerOur minister is still getting used to live streaming our church services. Last Sunday he invited us to join him digitally in prayer by saying firmly: “Let’s bow our eyes and close our heads.”
