The United Nations was created to free the world from the scourge of warfare. It held outthe promise of a future lived in ‘freedom from fear’. UNESCO was created to help buildthat future. In the poignant words of our Constitution, we are mandated to combat througheducation the ‘ignorance of each other’s ways and lives’ that has fuelled armed conflictacross the ages.

This year’s EFA Global Monitoring Report provides a timely reminder of the history,the ideas and the values on which the United Nations is built. Those values are enshrinedin the Universal Declaration of Human Rights of 1948. They are also reflected in theEducation for All goals adopted by the international community in 2000. Unfortunately,we are still a great distance from the world envisaged by the architects of the UniversalDeclaration – and from our shared goals in education. And we are collectively failingto confront the immense challenges posed by armed conflict.

As this new edition of the EFA Global Monitoring Report makes clear, conflict continuesto blight the lives of millions of the world’s most vulnerable people. Warfare is alsodestroying opportunities for education on a scale that is insufficiently recognized. Thefacts are telling. Over 40% of out-of-school children live in conflict-affected countries.These same countries have some of the largest gender inequalities and lowest literacylevels in the world. I hope that, by turning the spotlight on what has until now been a‘hidden crisis’ in education, the Report will help galvanize national and internationalaction in four key areas.

First, we need to get serious about stopping the egregious violations of human rights atthe heart of the education crisis in conflict-affected countries. We cannot build peacefulsocieties overnight. But there is no justification for the attacks on children, the widespreadand systematic rape of girls and women or the destruction of school facilities documentedin this Report. It is unacceptable that, despite a succession of United Nations SecurityCouncil resolutions, sexual terror remains a weapon of war – a weapon that is inflictinguntold suffering, fear and insecurity on young girls and women, and untold damage ontheir education. I am committed to working with my colleagues across the United Nationssystem to strengthen human rights protection for children caught up in conflict.

Second, the humanitarian aid system needs fixing. When I visit communities in countriesaffected by emergencies, I am often struck by the extraordinary efforts they make tomaintain education. Unfortunately, aid donors do not match that resolve. The educationsector currently receives just 2% of humanitarian aid – and the humanitarian aid systemitself is underfunded. All of us involved in the Education for All partnership need to makethe case for putting education at the centre of the humanitarian aid effort.

Third, we need to be far more effective at exploiting windows of opportunity for peace.United Nations Secretary-General Ban Ki-moon has pointed out that we currently lackthe mechanisms needed to support countries making the hazardous journey out of armedconflict. As a result, opportunities for peacebuilding and reconstruction are being lost,at immense human and financial cost. The EFA Global Monitoring Report makes the casefor an increase in pooled funding. I am convinced that donors and conflict-affected stateshave much to gain from increased cooperation in this area.

Finally, we need to unlock the full potential of education to act as a force for peace.The first line of UNESCO’s Constitution states eloquently that ‘since wars begin in theminds of men [and women], it is in the minds of men [and women] that the defences ofpeace must be constructed’. No defences are more secure than public attitudes groundedin tolerance, mutual respect and commitment to dialogue. These attitudes should beactively cultivated every day in every classroom across the world. Using schools to vehiclebigotry, chauvinism and disrespect for other people is not just a route to bad education butalso a pathway to violence. I am fully committed to UNESCO playing a more active role inthe rebuilding of education systems in conflict-affected countries, drawing on our currentwork in areas such as intercultural dialogue, curriculum development, teacher trainingand textbook reform.

It is now over sixty-five years since the United Nations was founded. The challenges posedby armed conflict have changed. Yet the principles, the values and the institutionsunderpinning the United Nations system remain as valid as ever. Let us work together inusing them to confront the hidden crisis in education and create a world in which everychild and every parent can live in freedom from fear.

The world is not on track to achieve theEducation for All targets set for 2015. Althoughthere has been progress in many areas, theoverarching message to emerge from the 2011EFA Global Monitoring Report is that most

of the goals will be missed by a wide margin. Countriesaffected by armed conflict face particularly dauntingchallenges. Governments will have to demonstrate a fargreater sense of urgency, resolve and common purposeto bring the targets within reach.

Progress towards the 2015 goals

The past decade has witnessed extraordinary progresstowards the Education for All goals in some of the world’spoorest countries.

Early childhood welfare is improving. Mortality amongchildren under 5, for example, fell from 12.5 millionin 1990 to 8.8 million in 2008.

From 1999 to 2008, an additional 52 million childrenenrolled in primary school. The number of childrenout of school was halved in South and West Asia. In sub-Saharan Africa, enrolment ratios rose by one-third despite a large increase in the primary schoolage population.

Gender parity in primary enrolment has improvedsignificantly in the regions that started the decade withthe greatest gender gaps.

Despite these positive developments, there is still a verylarge gap between the Education for All goals set in 2000and the limited advances that have been made.

Hunger is holding back progress. In developingcountries, 195 million children under 5 – one in three –experience malnutrition, causing irreparable damageto their cognitive development and their long-termeducational prospects.

The number of children out of school is falling tooslowly. In 2008, 67 million children were out of school.Progress towards universal enrolment has slowed. Ifcurrent trends continue, there could be more childrenout of school in 2015 than there are today.

Many children drop out of school before completinga full primary cycle. In sub-Saharan Africa alone,10 million children drop out of primary school every year.

About 17% of the world’s adults – 796 million people –still lack basic literacy skills. Nearly two-thirds arewomen.

Gender disparities continue to hamper progressin education. Had the world achieved gender parityat the primary level in 2008, there would have beenan additional 3.6 million girls in primary school.

Wider inequalities are restricting opportunity. InPakistan, almost half of children aged 7 to 16 fromthe poorest households are out of school, comparedwith just 5% from the richest households.

Gender disadvantage is costing lives. If the average childmortality rate for sub-Saharan Africa were to fall to thelevel associated with women who have some secondaryeducation, there would be 1.8 million fewer deaths.

Women with secondary education are far more likely tobe aware of measures for preventing mother-to-childtransmission of HIV, which contributed to an estimated260,000 fatalities from HIV-related illness in 2009.In Malawi, 60% of mothers with secondary educationor higher were aware that drugs could reducetransmission risks, compared with 27% of womenwith no education.

The quality of education remains very low in manycountries. Millions of children are emerging fromprimary school with reading, writing and numeracyskills far below expected levels.

Another 1.9 million teachers will be needed by 2015to achieve universal primary education, more thanhalf of them in sub-Saharan Africa.

Education for All financing

The global financial crisis increased pressure on nationalbudgets, undermining the efforts of many of the world’spoorest countries to finance education plans. Aid budgetsare also under pressure. With less than five years to the

2015 target date, national governments and donors needto redouble their efforts to close the Education for Allfinancing gap.

Although low income countries have increased theshare of national income spent on education from 2.9%to 3.8% since 1999, some regions and countries havecontinued to neglect education. Central Asia and Southand West Asia invest the least in education.

With increased revenue mobilization and a strongercommitment to education, low income countriescould raise Education for All spending from aboutUS$12 billion to US$19 billion annually – an increaseequivalent to around 0.7% of GNP.

The financial crisis took a heavy toll on educationbudgets. Seven of the eighteen low income countriessurveyed for this Report cut education spending in 2009.These countries had 3.7 million children out of school.

Overall, aid to basic education has doubled since 2002to US$4.7 billion, supporting policies that accelerateprogress in Education for All. However, current aidlevels fall far short of the US$16 billion requiredannually to close the external financing gap in low-income countries.

Donors have not met the commitments they made in2005 to increase aid. The OECD estimates the projectedglobal shortfall at US$20 billion annually.

Current aid trends are a source of concern. Developmentassistance to basic education has stagnated since 2007.Aid to basic education in sub-Saharan Africa fell in 2008,by around 6% per primary school age child.

Several major donors continue to skew aid budgetstowards higher levels of education. If all donorsallocated at least half their education aid to the basiclevel, an additional US$1.7 billion could be mobilizedannually.

New and innovative education funding solutions couldhelp fill the Education for All financing gap. Amongthe proposals in this Report:

An International Finance Facility for Education, basedon a similar model in the health sector, could helpdonors mobilize new resources in a difficult economicenvironment. Issuing bonds could raise US$3 billionto US$4 billion annually for education between 2011 and 2015.

A 0.5% levy on mobile phone transactions in Europecould raise US$894 million annually.

The hidden crisis: Armed conflict and educationCountries affected by armed conflict are among thefarthest from reaching the Education for All goals, yettheir education challenges go largely unreported. Thehidden crisis in education in conflict-affected states is aglobal challenge that demands an international response.As well as undermining prospects for boosting economicgrowth, reducing poverty and achieving the MillenniumDevelopment Goals, armed conflict is reinforcing theinequalities, desperation and grievances that trapcountries in cycles of violence.

The impact of armed conflict on education

Over the decade to 2008, thirty-five countriesexperienced armed conflict, of which thirty were lowincome and lower middle income countries. The averageduration of violent conflict episodes in low incomecountries was twelve years.

In conflict-affected poor countries, 28 million childrenof primary school age are out of school – 42% of theworld total.

Children in conflict-affected poor countries are twiceas likely to die before their fifth birthday as childrenin other poor countries.

Only 79% of young people are literate in conflict-affectedpoor countries, compared with 93% in other poor countries.

State and non-state parties involved in armed conflictsare increasingly targeting civilians and civilianinfrastructure. Schools and schoolchildren are widelyviewed by combatants as legitimate targets, in clearviolation of international law.

Over 43 million people are reported to have beendisplaced mostly by armed conflict, though the actualnumber is probably far higher. Refugees and internallydisplaced people face major barriers to education. In2008, just 69% of primary school age refugee childrenin UNHCR camps were attending primary school.

Spending on educationin conflict-affected countries

Armed conflict is diverting public funds from educationinto military spending. Twenty-one developing countriesare currently spending more on arms than on primaryschools; if they were to cut military spending by 10%,they could put an additional 9.5 million children intoschool.

Military spending is also diverting aid resources.It would take just six days of military spending by aiddonors to close the US$16 billion Education for Allexternal financing gap.

Education accounts for just 2% of humanitarian aid.And no sector has a smaller share of humanitarianappeals funded: just 38% of aid requests foreducation are met, which is around half the averagefor all sectors.

An agenda for change

This Report sets out an agenda for change aimedat combating four systemic failures.

Failures of protection. Working through the UnitedNations system, governments should strengthen thesystems that monitor and report on human rightsviolations affecting education, support national plansaimed at stopping those violations and imposetargeted sanctions on egregious and repeat offenders.An International Commission on Rape and SexualViolence should be created, with the InternationalCriminal Court directly involved in assessing the casefor prosecution. UNESCO should take the lead inmonitoring and reporting on attacks on educationsystems.

Failures of provision. There is an urgent need tochange the humanitarian mindset and recognizethe vital role of education during conflict-relatedemergencies. The financing for humanitarianpooled funds should be increased from aroundUS$730 million to US$2 billion to cover shortfalls ineducation financing. Current systems for assessingthe education needs of conflict-affected communitiesshould be strengthened. Governance arrangementsfor refugees should be reformed to improve accessto education. Governments should also strengthenthe education entitlements of internally displacedpeople.

Failures of reconstruction. Donors need to breakdown the artificial divide between humanitarian andlong-term aid. More development assistance shouldbe channeled through national pooled funds, such asthe successful facility in Afghanistan. Working throughthe reformed Education for All Fast Track Initiative (FTI),donors should establish more effective multilateralarrangements for pooled funding, comparable withthose operating in the health sector. Funding for theFTI should be increased to US$6 billion annually, withmore flexible rules introduced to facilitate support forconflict-affected states.

Failures of peacebuilding. To unlock education’spotential to nurture peace, governments and donorsneed to prioritize the development of inclusiveeducation systems, with policy on language, curriculumand decentralization informed by an assessment ofthe potential impact on long-standing grievances.Schools should be seen first and foremost as placesfor imparting the most vital of skills: tolerance,mutual respect and the ability to live peacefully withothers. Between US$500 million and US$1 billionshould be channeled to education through theUnited Nations Peacebuilding Fund, with UNESCOand UNICEF playing a more central role in integratingeducation into wider peacebuilding strategies.

The combination of a ‘youth bulge’ and failures in educationrepresent a risk of conflict. Education systems in many conflict-affectedcountries are not providing youth with the skills they need to escapepoverty and unemployment. With over 60% of the population in manyconflict-affected countries aged under 25, education of good qualityis critical to overcoming the economic despair that often contributesto violent conflict.

The wrong type of education can fuel violent conflict. Education hasthe potential to act as a force for peace — but too often schools areused to reinforce the social divisions, intolerance and prejudices thatlead to war. No country can hope to live in peace and prosperity unlessit builds mutual trust between its citizens, starting in the classroom.

National governments and the international community are failing touphold human rights. State and non-state parties involved in armedconflict are targeting schoolchildren, teachers, civilians and schoolswith almost total impunity. This is especially true where rape and otherforms of sexual violence are concerned. EFA stakeholders should actas a far more forceful advocate for human rights.

Aid effectiveness has been compromised by the national security agendasof major donors. Development assistance to conflict-affected states isheavily skewed towards countries seen as strategic priorities, notablyAfghanistan, Iraq and Pakistan. The use of aid to education to support counterinsurgency operations threatens the security of local communities, schoolchildren and aid workers. Donors need to demilitarize aid.

The humanitarian aid system is failing children caught up in conflict.Local communities demonstrate great resolve and innovation inattempting to maintain education during conflict. The same cannotbe said of donors. The humanitarian aid community needs to matchthe aspirations of conflict-affected communities.

The international aid system is not equipped to exploit opportunitiesfor peace and reconstruction. Many countries emerging from conflictlack the resources to reconstruct education systems. Currently relianton limited and unpredictable humanitarian aid flows, these countriesneed predictable long-term financing to develop good quality,inclusive education systems.

The Dakar Framework for Action on Educationfor All (EFA) adopted by governments inDakar, Senegal, in 2000 set six broad goalsand a number of specific targets to meet by2015. The framework was given the subtitle

‘meeting our collective commitments’. Ten years later,the overarching message of the 2011 EFA GlobalMonitoring Report is that governments around the worldare falling short of their collective commitment.

That stark finding does not detract from some significantachievements. The number of children out of school isfalling, gender gaps are narrowing and more childrenare moving from primary school to secondary educationand beyond. Some of the world’s poorest countries haveregistered impressive gains, demonstrating that lowincome is not an automatic barrier to acceleratedprogress. Yet the gap between the Dakar declarationand delivery remains large, and there are worryingsigns that it is widening. On current trends, there couldbe more children out of school in 2015 than there aretoday. Without a concerted effort to change this picture,the Dakar promise to the world’s children will becomprehensively broken.

Failure to achieve the goals set at Dakar will have far-reaching consequences. Accelerated progress ineducation is critical for the achievement of the widerMillennium Development Goals (MDGs) in areas such aspoverty reduction, nutrition, child survival and maternalhealth. Moreover, failure to narrow deep national andinternational divides in opportunity for education isundermining economic growth and reinforcing anunequal pattern of globalization. No issue merits moreurgent attention. Yet education has slipped down theinternational development agenda, barely registeringtoday in the concerns of the Group of Eight (G8) orGroup of Twenty (G20).

The 2011 EFA Global Monitoring Report is dividedinto two parts. Part 1 provides a snapshot of the stateof education around the world. It identifies advances,setbacks and a range of policy interventions that couldhelp accelerate progress. Part 2 turns to one of thegreatest barriers facing the Education for All goals:armed conflict in the world’s poorest countries. TheReport looks at the policy failures reinforcing thatbarrier, and at strategies for removing it. It also setsout an agenda for strengthening the role of educationsystems in preventing conflicts and building peacefulsocieties.

Part 1. Monitoring progresstowards the EFA goals

Child and maternal health now has a more prominentplace on the international development agenda. Theglobal initiatives on nutrition, child survival and maternalwell-being announced at both the G8 summit in 2009and the MDG summit in 2010 are welcome. However,current approaches fail to recognize the catalytic rolethat education – especially maternal education – canplay in advancing health goals.

Equal treatment in education for girls and boys is ahuman right, and it is also a means of unlocking gainsin other areas. Education improves child and maternalhealth because it equips women to process informationabout nutrition and illness, and to make choices andtake greater control over their lives.

Evidence from household surveys consistently pointsto maternal education as one of the strongest factorsinfluencing children’s prospects for survival. If theaverage child mortality rate for sub-Saharan Africa wereto fall to the level for children born to women with somesecondary education, there would be 1.8 million fewerdeaths – a 41% reduction (Figure 1). In Kenya, children

Early childhood care and education: boosting health, battling hunger

Education opportunities are shaped long before childrenenter classrooms. The linguistic, cognitive and social skillsthey develop in early childhood are the real foundationsfor lifelong learning. Ill-health, malnutrition and a lack ofstimulation undermine those foundations, limiting whatchildren are able to achieve. The irreversible damageinflicted by hunger during the early years continuesto erode human potential on a global scale.

Wider health conditions among children can be gaugedby looking at child mortality. Death rates are falling –in 2008, 8.8 million children died before the age of 5,compared with 12.5 million in 1990. Yet among the sixty-eight countries with high child mortality rates,only nineteen are on track to achieve the MDG target ofa two-thirds reduction from 1990 to 2015. Malnutritionis directly implicated in the deaths of over 3 millionchildren and more than 100,000 mothers.

Governments continue to underestimate theconsequences for education of early childhoodmalnutrition. About 195 million children under 5 indeveloping countries – a third of the total number –suffer from stunting, or low height for their age, whichis a sign of poor nutritional status. Many will haveexperienced chronic malnutrition in the first few yearsof life, a critical period for cognitive development. Apartfrom the human suffering involved, malnutrition placesa heavy burden on education systems. Malnourishedchildren tend not to reach their potential, physicallyor mentally. They are less likely to go to school, andonce in school they register lower levels of learningachievement. Economic growth is not a panacea formalnutrition. Since the mid-1990s, India has morethan doubled average income while malnutrition hasdecreased by only a few percentage points. About halfthe country’s children are chronically malnourishedand the proportion underweight is almost twice ashigh as the average for sub-Saharan Africa.

born to mothers who have not completed primaryeducation are twice as likely to die before their fifthbirthday as children born to mothers with secondaryeducation or higher.

The 2011 EFA Global Monitoring Report provides strikingnew evidence on the health benefits associated withmaternal education. Using household survey data, itshows that, in many countries, mothers who are moreeducated are more likely to know that HIV can betransmitted by breastfeeding and that the risk ofmother-to-child transmission can be reduced by takingmedicines during pregnancy. In Malawi, 60% of mothers

with secondary education or higher were aware thatdrugs could reduce transmission risks, compared with27% of women with no education.

Such evidence demonstrates that maternal educationis a highly efficient vaccine against life-threateninghealth risks for children. In 2009, UNAIDS estimatedthat 370,000 children under 15 years of age becameinfected with HIV. The vast majority of children contractthe virus during pregnancy or delivery, or when breastfedby HIV-positive mothers. The evidence in this Reportsuggests that many of those infections could have beenprevented through education (Figure 2).

Early childhood programmes prepare children forschool, mitigate the effects of household deprivation, haltthe transfer of educational disadvantage from parents tochildren and strengthen prospects for economic growth.Yet early childhood policies in many developing countriescontinue to suffer from insufficient funding, fragmentedplanning and inequality.

Children from the most disadvantaged householdshave the most to gain from such programmes, but theyare often the least represented. In Côte d’Ivoire, abouta quarter of children from the wealthiest householdsattend pre-school, while the attendance rate for thosefrom the poorest households is close to zero. Countriessuch as Mozambique have demonstrated that astrengthened commitment to equity can open the doorsto pre-school for highly disadvantaged groups (Box 1).

Universal primary education: missing the targets

The past decade has seen marked advances in primaryschool enrolment. Many countries that started thedecade on a trend that would have left them far shortof the target of universal primary education (UPE) by2015 now have a very real prospect of achieving the goal.However, the pace of advance has been uneven –and it may be slowing. On current trends the worldwill not achieve the ambition defined in the DakarFramework for Action.

When the Framework was adopted, there were around106 million children out of school. By 2008, the figurehad fallen to 67 million. Led by a strong drive in India,South and West Asia has halved the size of its out-of-school population. Sub-Saharan Africa has increasedenrolment ratios by almost a third, despite a largeincrease in the school age population. Some 43% of out-of-school children live in sub-Saharan Africa andanother 27% in South and West Asia, and almost half livein only 15 countries (Figure 3). Several countries have

registered dramatic reductions in out-of-school numbers.From 1999 to 2008, Ethiopia reduced the number ofchildren out of school by about 4 million, and it nowhas a real prospect of achieving UPE by 2015. Othercountries that started from a low baseline have comea long way, even though several are still some distancefrom reaching UPE by 2015. The Niger, for example,doubled its net enrolment ratio in less than a decade.

Encouraging though these achievements have been,the world is not on track to achieve UPE by 2015.Trend analysis carried out for this Report looks atprogress in enrolment in 128 countries accountingfor 60% of all out-of-school children. The headline

message is that out-of-school numbers in the secondhalf of the past decade fell at half the rate achievedin the first half. Adjusted to a global scale, this trend,if it continues, would leave as many as 72 millionchildren out of school in 2015 – more than in 2008.

Inequality remains an obstacle to accelerated progressin education (Figure 4). In Pakistan, almost half thechildren aged 7 to 16 from the poorest households wereout of school in 2007, compared with just 5% from therichest households. Several countries that are closeto UPE, such as the Philippines and Turkey, have beenunable to take the final step, largely because of a failureto reach highly marginalized populations. Gender gapsremain deeply entrenched (see below). In recent yearsthe EFA Global Monitoring Report has argued for theadoption of equity-based targets whereby governmentswould commit not just to achieving national goals,but to objectives such as halving disparities basedon wealth, location, ethnicity, gender and other markersfor disadvantage.

Getting into school is just one of the conditions forachieving UPE. Many children start school but drop outbefore completing a full primary cycle. In sub-SaharanAfrica, around 10 million children drop out of primaryschool each year. This represents a vast waste of talentand is a source of inefficiency in the education system.Poverty and poor education quality, with children failingto achieve the learning levels required for gradeprogression, both contribute to high dropout levels.

Strategies for improving retention have to be tailoredto countries’ specific needs. Some countries, includingEthiopia, Malawi and the Philippines, have highconcentrations of pupils dropping out in grade 1,while in others, including Uganda, the problem occursin both grades 1 and 6. Rapid increases in enrolment,which often follow the withdrawal of user fees, can leadto acute classroom overcrowding and poor educationquality. Malawi and Uganda have struggled to convertsurges in enrolment into high levels of progression inthe early grades. The United Republic of Tanzania hasachieved better results through sequenced reforms,increased investment and the allocation of moreexperienced and better qualified teachers to earlygrades. The age at which children enter school alsomatters. Late entry by over-age children is stronglyassociated with dropout. Another approach in Colombiais a rural school programme which reduced drop-outrates by improving the quality and relevance ofeducation.

This Report identifies several successful approachesto reducing dropout through cash transfers linkedto attendance in school and safety nets that enablevulnerable households to withstand economic shockssuch as drought, unemployment or illness. Oneexample is Ethiopia’s Productive Safety Net Programmethat provides cash or food tranfers to poor households,enabling many parents to keep their children inschool longer.

Youth and adult learning: skills for a fast-changing world

The commitment made in Dakar to address ‘the learningneeds of all young people’ combined a high level ofambition with a low level of detail. Monitoring progressis difficult because of the absence of quantifiable goals.

Most rich countries are close to universal secondaryeducation, with a large share of the population– about 70% in North America and Western Europe –progressing to the tertiary level. At the other end of thespectrum, sub-Saharan Africa has a gross enrolmentratio at the secondary level of just 34%, with only 6%progressing to the tertiary level. However, the regionis starting to catch up from this very low starting point.Since 1999, enrolment ratios have more than doubled inEthiopia and Uganda, and quadrupled in Mozambique.With primary school enrolment ratios increasing acrossthe developing world, demand for secondary educationis growing. Technical and vocational enrolment is alsoincreasing, though data constraints make it difficultto draw comparisons across regions. The number ofadolescents out of school is falling, but in 2008 theystill totalled around 74 million worldwide.

Inequalities within countries mirror the internationaldivide in secondary education. Attendance andcompletion rates are strongly associated with wealth,location, ethnicity, gender and other factors that canlead to disadvantage. In Cambodia, 28% of people aged23 to 27 from the wealthiest 20% of households havecompleted secondary school, compared with 0.2% forthe poorest households. Through second-chanceprogrammes, young people who failed to completeprimary education can acquire the skills and trainingneeded to expand their livelihood choices. Onesuccessful model is that of the Jóvenes programmesin Latin America, targeted at low income households,which combine technical and life-skills training.Evaluations point to significantly improved employmentand earning opportunities.

Although most developed countries have high levelsof secondary and tertiary enrolment, they also faceproblems linked to inequality and marginalization.Almost one student in five in OECD countries fails tograduate from upper secondary school. Risk factorsfor early dropout include poverty, low levels of parentaleducation and immigrant status.

Rising youth unemployment, exacerbated by the globalfinancial crisis, has prompted several OECD countriesto attach greater priority to skills development. TheUnited Kingdom’s 2008 Education and Skills Act makeseducation and training compulsory for those under 18,with options in full-time and part-time education,apprenticeships and company-based training. Second-chance opportunities aimed at getting young people withlow skills back into education and training are also beingstrengthened. Although programmes in this area havea mixed record, some have achieved striking results.Community colleges in the United States and ‘second-chance schools’ in European Union countries have astrong track record in reaching disadvantaged groups.

Adult literacy: political neglect holds back progress

Literacy opens the doors to better livelihoods, improvedhealth and expanded opportunity. The Dakar Frameworkfor Action includes a specific target for adult literacy:a 50% improvement by 2015. That target will be missedby a wide margin, reflecting a long-standing neglectof literacy in education policy.

In 2008, just under 796 million adults lacked basicliteracy skills – around 17% of the world’s adultpopulation. Nearly two-thirds were women. The vastmajority lived in South and West Asia and sub-SaharanAfrica, though the Arab States also registered highlevels of adult illiteracy.

Just ten countries account for 72% of the total numberof illiterate adults (Figure 5). Performance in thesecountries has been mixed. Brazil was able to reduceits illiterate adult population by 2.8 million from 2000 to2007, and China has maintained strong progress towardsuniversal adult literacy. In India, literacy rates are rising,but not fast enough to prevent the number of illiterateadults from increasing by 11 million in the first half ofthe past decade. Both Nigeria and Pakistan haveregistered slow progress.

Trend analysis shows there is a considerable distancebetween the commitment made at Dakar in 2000 andthe rate of progress since then. Some countries withlarge illiterate populations, including China and VietNam, are on track to meet the commitment. But atcurrent rates of progress, other major countries thataccount for a significant share of the world’s illiteratepopulation will fall far short. Bangladesh and Indiawill get no more than halfway to the 2015 target,while Angola, Chad and the Democratic Republicof the Congo will fall even further short.

Lack of political commitment is widely cited as a reasonfor slow progress in literacy – and rightly so. At theinternational level, there has been little meaningfulchange over the past decade. Literacy does not figureon the MDG agenda, and the United Nations LiteracyDecade (2003–2012) has neither significantly raisedawareness of the problem nor galvanized action. Majorinternational conferences have facilitated exchangesof ideas and a great deal of dialogue, but have notestablished credible platforms for action. There isno critical mass of leadership championing literacyon the international stage.

When political leaders do acknowledge the need totackle illiteracy, swift progress is possible. Since thelate 1990s, several countries in Latin America and theCaribbean have started to attach more weight to adult

literacy. The Ibero-American Plan for Literacy and BasicEducation for Youth and Adults (PIA) has set theambitious goal of eradicating adult illiteracy by 2015.Drawing on innovative programmes in countriesincluding the Plurinational State of Bolivia, Cuba andNicaragua, PIA aims to provide three years of basiceducation to 34 million illiterate adults. Also eligible forsupport are 110 million functionally illiterate youngadults who did not complete primary education.

Achieving a breakthrough in literacy will require nationalgovernments to take more responsibility for planning,financing and delivery, working through a range ofpartnerships. When this happens, gains can be rapid.The progress achieved in Egypt since the creation in themid-1990s of the General Authority for Literacy and AdultEducation underlines what can be achieved throughintegrated strategies that incorporate recruitment andtraining of literacy instructors, effective targeting andcommitment to gender equity.

Gender parity and equality: a web of disadvantage to overcome

Gender parity in education is a human right, a foundationfor equal opportunity and a source of economic growth,employment creation and productivity. Countries thattolerate high levels of gender inequality pay a high pricefor undermining the human potential of girls andwomen, diminishing their creativity and narrowing theirhorizons. Although there has been progress towardsgender parity, many poor countries will not achieve thetarget without radical shifts of policy and priorities ineducation planning.

Progress towards gender parity at the primary schoollevel continues to gather pace. The regions that startedthe decade with the largest gender gaps – the ArabStates, South and West Asia and sub-Saharan Africa –have all made progress. Yet the distance still to betravelled should not be underestimated. Fifty-twocountries have data in which the ratio of girls to boys inprimary school, as measured by the gender parity index(GPI), is 0.95 or less, and in twenty-six it is 0.90 or less.In Afghanistan there are 66 girls enrolled for every100 boys and in Somalia only 55 girls are enrolled forevery 100 boys. Had the world achieved gender parityat the primary school level in 2008, another 3.6 milliongirls would have been in school.

Progress towards gender parity at the secondary levelhas been highly variable. South and West Asia hascombined a large increase in female enrolment witha marked move towards greater parity, whereas sub-Saharan Africa has seen a marked increase in femalesecondary school enrolment – albeit from a low base –with no improvement in parity. In 2008, twenty-four ofthe countries with relevant data in sub-Saharan Africa

and three in South Asia had GPIs in secondary schoolenrolment of 0.90 or less, and ten had 0.70 or less.In Chad, there were twice as many boys in secondaryschool as girls, and Pakistan had just three girls inschool for every four boys. In the Arab States, progresstowards gender parity in secondary school has laggedbehind progress at the primary school level. Prospectsfor attaining gender parity in secondary educationremain limited for many countries, though strongerpolitical commitment backed by practical policiescould make a difference.

Tracking gender imbalances back through the educationsystem to their point of origin can help inform policies.In many countries, disparities start with intake into thefirst grade of primary school. Three-quarters of thecountries that have not achieved gender parity at theprimary level enrol more boys than girls at the startof the primary cycle. In Mali, the gross intake rate atgrade 1 is 102% for boys and 89% for girls. Unlesssuch imbalances change during primary school(through lower dropout rates for girls), the resultis a permanent gender bias in the primary system,which in turn feeds into secondary education.

Once children are in school, progression patterns vary.In Burkina Faso, about 70% of boys and girls enteringschool reach the last grade, and in Ethiopia girls areslightly more likely to reach the last grade. So in thesecountries the policy focus has to be on removing thebarriers to gender parity in the initial intake. In Guinea,by contrast, survival rates for girls in school are farlower than for boys. Where there are gender disparitiesin dropout rates, governments need to create incentives– such as cash transfers or school feeding programmes– for parents to keep children in school.

Gender disparities in secondary education are in mostcases traceable back to primary school. In mostcountries, girls who have completed primary educationhave the same chance as boys of making the transitionto secondary education, though once in secondary schoolgirls are usually more likely to drop out. In Bangladesh,there is a small gender disparity in favour of girls at thepoint of transition from primary to secondary school.However, the secondary completion rate for boys is 23%compared with 15% for girls.

Disadvantages associated with wealth, location, languageand other factors magnify gender disparities. While gapsin school attendance between wealthy girls and boys areoften small, girls from households that are poor, ruralor from an ethnic minority are typically left far behind.In Pakistan, women aged 17 to 22 average five yearsof schooling, but for poor women from rural areasthe figure declines to just one year while wealthy urbanwomen receive on average nine years of education.

Women continue to face high levels of disadvantagein pay and employment opportunities, diminishing thereturns they can generate from education. At the sametime, education can play a role in breaking down labourmarket disadvantages. Policies ranging from offeringfinancial incentives for girls’ education to developing girl-friendly school environments, improving accessto technical and vocational programmes, and providingnon-formal education can overcome the genderdisadvantages that limit the development of women’s skills. In Bangladesh, BRAC’s Employment and Livelihood for Adolescent Centres aim to develop skills and increaseself confidence among young women (Box 2).

The quality of education: inequalities hamper progress

The test of an education system is whether it fulfils itscore purpose of equipping young people with the skillsthey need to develop a secure livelihood and toparticipate in social, economic and political life. Manycountries are failing that test and too many students areleaving school without acquiring even the most basicliteracy and numeracy skills.

International learning assessments reveal markedglobal and national disparities in learning achievement.The 2006 Progress in International Reading LiteracyStudy (PIRLS) assessed the reading skills of grade 4students in forty countries against four benchmarks. Inwealthy countries such as France and the United States,the vast majority of students performed at or above theintermediate benchmark. By contrast, in Morocco andSouth Africa, both middle income countries, over 70%scored below the minimum benchmark.

Absolute levels of learning achievement are exceptionallylow in many countries (Figure 6). In India, one survey in2009 found that just 38% of rural grade 4 students could

read a text designed for grade 2. Even after eight yearsof school, 18% of students were unable to read thegrade 2 text. In 2007, the Southern and Eastern AfricaConsortium for Monitoring Educational Quality (SACMEQ)assessments highlighted acute deficits in learningachievement in low income countries. In Malawi andZambia over a third of grade 6 students were unableto read with any fluency.

Have the sharp increases in enrolment in manycountries compromised the quality of education? Thatquestion has been at the centre of an ongoing debate.Given that many of the new entrants to school comefrom households characterized by high levels of poverty,poor nutrition and low levels of parental literacy –all characteristics associated with lower achievement –it might be assumed that there is a trade-off betweenenrolment and learning levels. In fact, the evidence isinconclusive. Data from the SACMEQ assessmentsshow that in a number of countries there has been nosuch trade-off. In Kenya and Zambia, large increasesin enrolment between 2000 and 2007 had no significanteffect on test scores. And the United Republic ofTanzania recorded improvements in average levels oflearning while almost doubling the number of childrenenrolling in primary school.

Learning achievement is associated with factors suchas parental wealth and education, language, ethnicityand geographic location. In Bangladesh, for example,over 80% of students reaching grade 5 pass the PrimarySchool Leaving Examination, but although virtually allstudents in one subdistrict in Barisal pass, fewer than

half in a subdistrict in Sylhet succeed. Therefore, wherea child goes to school in Bangladesh clearly matters forhis or her chances of passing the national test. In Kenya,half of the poorest children in grade 3 could read astandard grade 2 Kiswahili text, compared with aboutthree-quarters of the richest students.

Governments in the poorest countries face immensechallenges in raising the average level of learning intheir education systems. Policies that focus on achievingsystem-wide improvements without aiming to reduceinequalities between students are unlikely to succeed.

Concentrations of social disadvantage in school intakeare strongly linked to lower levels of school performance– but schools also generate inequalities. In mostcountries, the quality of schools serving different socio-economic groups varies considerably. Narrowingthese differences is a first step towards improvingaverage levels of learning and reducing learninginequalities. The wide variations in school qualitybetween and within countries make it difficult to drawuniversally applicable lessons. However, it is possibleto identify some factors that appear to have significanteffects across a range of countries:

Teachers count. Attracting qualified people intothe teaching profession, retaining them and providingthem with the necessary skills and support is vital.Ensuring that teacher deployment systems distributeteachers equitably is also a key to achieving moreequitable learning outcomes. Another pressingconcern is recruitment. If universal primary educationis to be achieved, another 1.9 million teachers haveto be recruited by 2015, more than half of themin sub-Saharan Africa.

Real teaching time matters. Teacher absenteeismand time spent off task during lessons cansignificantly reduce learning time as well as widenlearning disparities. One survey in two Indian statesfound that regular rural government teachers wereabsent at least one day a week. Addressingemployment conditions of teachers and strengtheningschool governance and accountability can raiselearning achievement and reduce inequality.

Early grades are critical. Class sizes often shrink aschildren progress through the education system, withstudents in the later grades receiving more focusedtuition. In Bangladesh, the average class size in thefinal primary grade at both government and non-government schools is thirty pupils – about half thefirst-grade average. A more equal distribution ofteaching resources across grades and a greater focuson ensuring that all students acquire foundationalskills for literacy and numeracy are crucial.

The classroom environment is important. Poorlyequipped classrooms and students without textbooksand writing materials are not conducive to effectivelearning. In Malawi, average primary school classsizes range from 36 to 120 pupils per teacher. InKenya, the proportion of children with their ownmathematics textbook ranges from 8% in NorthEastern Province to 44% in Nairobi.

To counteract the disadvantages that marginalizedchildren bring with them into the classroom, schoolsneed to provide additional support, including extralearning time and supplementary resources.Government resource allocation can play a key role innarrowing learning gaps. In India, per-pupil allocationsfrom the central government have been substantiallyincreased to the districts with the worst educationindicators. The additional resources have helped fundextra teachers and narrow gaps in infrastructure.Remedial education programmes can also makea difference (Box 3). In Chile, the Programa de las900 Escuelas provided the poorest-performingschools with additional resources to improve learning,including weekly workshops to strengthen teachingskills, out-of-school workshops for children, andtextbooks and other materials. The programmeimproved grade 4 learning levels and narrowedlearning gaps.

National learning assessments also have a role to play.For example, early grade reading assessments canidentify children who are struggling, and schools andregions that need support. Making the results of learningassessments accessible to parents can help communitieshold education providers to account, and enable theeducation providers to understand underlying problems.

Pratham is a large Indian non-government organizationthat aims to help provide quality education to the poorand vulnerable. Its original remedial educationprogramme targeted government school students ingrades 3 and 4 who were falling behind. Students weretaught basic numeracy and literacy skills by locallyrecruited tutors who had received two weeks of initialtraining and further in-service support. Evaluations of the programme have shown improvements in thestudents’ literacy and numeracy test scores, and anarrowing of learning differences. This success has led to a modified version being rolled out in nineteenstates through the Read India programme, reaching an estimated 33 million children in 2008/2009.

Financing Education for All:looking for a breakthrough

Increased financing does not guarantee success ineducation – but chronic underfinancing is a guaranteedroute to failure. The Dakar Framework for Actionrecognized the importance of backing targets withfinancial commitments. The record on delivery hasbeen variable. Many of the world’s poorest countrieshave increased spending on education, though somegovernments still give far too little priority to education innational budgets. While aid levels have increased, donorshave collectively failed to honour their pledge to ensurethat ‘no countries seriously committed to education forall will be thwarted in their achievement of this goal bya lack of resources’. Looking ahead to 2015, there isnow a danger that the after-effects of the global financialcrisis will widen an already large gap between Educationfor All requirements and real financing commitment.

Domestic financing is increasing, but there are marked differences across and within regions

Even in the poorest countries, domestic revenue andpublic spending by governments – not international aid –form the bedrock of investment in education. Many ofthe world’s poorest countries have stepped up theirinvestment. Low income countries as a group haveincreased the share of national income spent oneducation from 2.9% to 3.8% since 1999. Several statesin sub-Saharan Africa have posted particularly largeincreases: the share of national income spent oneducation has doubled in Burundi and tripled inthe United Republic of Tanzania since 1999.

On a less positive note, some regions and countrieshave continued to neglect education financing. Amongworld regions, Central Asia and South and West Asiainvest the least in education. In general, the share ofGDP allocated to education tends to rise with nationalincome, but the pattern is erratic. While Pakistan hasroughly the same per capita income as Viet Nam, itallocates half the share of GDP to education; similarly,the Philippines allocates less than half the level ofthe Syrian Arab Republic.

Overall financing trends are dictated by economicgrowth, levels of revenue collection and the shareof national budgets allocated to education. Strongereconomic growth from 1999 to 2008 raised educationinvestment in most developing countries. The rate atwhich economic growth is converted into increasededucation spending depends on wider public spendingdecisions. In more than half the countries with availabledata, real growth in education spending has beenhigher than economic growth. For example, Ghana,Mozambique and the United Republic of Tanzania have

increased education spending faster than economicgrowth by strengthening revenue collection andincreasing the share of the budget allocated toeducation. Other countries have converted a smallershare of the growth premium into education financing.In the Philippines, real spending on education increasedby 0.2% annually from 1999 to 2008 while the economygrew by 5% a year. As a result, the already low share ofnational income invested in education by the Philippineshas fallen over time. National resource mobilizationefforts have a critical bearing on prospects for achievingthe Education for All goals. In the United Republic ofTanzania, increased financing has helped reduce theout-of-school population by around 3 million since 1999.While Bangladesh has achieved a great deal over thepast decade in education, its progress is held back bylow levels of revenue collection and the small shareof the national budget allocated to education.

There is considerable scope for the poorest developingcountries to both step up their resource mobilizationefforts and attach more weight to basic education.The 2010 EFA Global Monitoring Report estimated thatthey could raise another US$7 billion for basic educationfrom domestic financing, bringing the overall level toaround 0.7% of GNP.

International aid: falling short of the pledge

Overall aid to basic education has almost doubledsince 2002, helping to deliver some important gains.In countries including Bangladesh, Cambodia, Ethiopia,Mozambique, Rwanda, Senegal and the United Republicof Tanzania, aid has played a key role in supportingpolicies that have accelerated progress. While aidpessimists question the value of developmentassistance, results on the ground tell a more positivestory. However, donors have fallen far short of the

commitments they made at Dakar and at internationalsummits since then.

Aid to education is inevitably influenced by overall aidlevels and the wider aid environment. In 2005, pledgesmade by the Group of Eight and the European Union for2010 amounted to US$50 billion, half of it earmarked forsub-Saharan Africa. The projected shortfall is estimatedat US$20 billion, with sub-Saharan Africa accountingfor US$16 billion.

Donors have a variable record with respect tointernational targets and the various benchmarkswhich have been adopted. Within the G8, Italy, Japanand the United States continue to invest very low levelsof gross national income (GNI) in aid. Italy cut itsspending by one-third in 2009, from a low base, andappears to have abandoned its EU commitment toreach a minimum aid-to-GNI level of 0.51%. Fiscalpressures have created uncertainty over the futuredirection of aid. However, several donors, includingFrance, the United Kingdom and the United States,increased aid spending in 2009.

Recent aid data on education point in a worryingdirection for the Education for All agenda. After fiveyears of gradually increasing, aid to basic educationstagnated in 2008 at US$4.7 billion (Figure 7). For sub-Saharan Africa, the region with the largestEducation for All financing gap, disbursements fellby 4%, the equivalent of a 6% drop in aid per primaryschool age child. A levelling off of aid in one year doesnot in itself signal a trend. But there is little roomfor complacency, as the external financing gap tomeet the Education for All goals in low incomecountries is estimated at US$16 billion a year.

Given the scale of this financing gap, there is clearly acase for reconsidering priorities in the education sector.

If all donors spent at least half their aid to educationat the basic level, they could mobilize an additionalUS$1.7 billion annually. However, there is little evidenceto suggest that major donors are rethinking the balancebetween aid for basic education and higher levels ofprovision. Several major G8 donors, including France,Germany and Japan, allocate over 70% of their aidto education to post-basic levels. Moreover, a largeproportion of what is counted as aid takes the formof imputed costs – in effect, a transfer of resourcesto education institutes in donor countries. In Franceand Germany, imputed costs account for well overhalf of aid to education. Whatever the resulting benefitsfor foreign students in French and German highereducation systems, this clearly does little to closethe deep financing gaps in the education systemsof poor countries.

Looking beyond aid quantity, there are continuingconcerns about aid effectiveness. In 2007, less thanhalf of overall aid was channelled through nationalpublic financial management systems; just one infive donor missions was coordinated; and only 46%of the development assistance scheduled for deliveryin a given year was actually disbursed during thatyear. These outcomes fall far short of the targetlevels adopted by donors in the Paris Declarationon Aid Effectiveness. There are direct implicationsfor education. For example, gaps between aidcommitments and disbursements hamper effectiveplanning in areas such as classroom constructionand teacher recruitment.

The financial crisis — painful adjustments in prospect

The impact of the global financial crisis on prospectsfor achieving Education for All continues to be widelyneglected by donors, international financial institutionsand other agencies. In the face of increased povertyand vulnerability, and with national financing effortsconstrained by mounting fiscal pressures, aid is crucialto protect what has been achieved and put in placethe foundations for accelerated progress.

The 2010 EFA Global Monitoring Report urgedgovernments and international financial institutionsto assess the implications of crisis-related budgetadjustments for Education for All financing. It alsohighlighted the poor state of real-time information onwhat these adjustments might mean for the targetsset in Dakar. That picture has not changed. TheInternational Monetary Fund (IMF) has pointed out thatmost of the developing countries it supports have notcut priority basic service budgets. Encouraging as thatmay be, it does not address the question of whetherplanned expenditure is consistent either with pre-crisisplans or with Education for All financing requirements.

Moreover, national and international reporting systemscontinue to hamper a proper assessment of budgetadjustments.

While the financial crisis was caused by the bankingsystems and regulatory failures of rich countries,millions of the world’s poorest people are strugglingto cope with the after-effects. Slower economic growth,intersecting with higher food prices, left an additional64 million people in extreme poverty and 41 million morepeople malnourished in 2009, compared with pre-crisistrends. Prospects for education will inevitably suffer.There is already evidence of stress on householdbudgets leading to children being withdrawn fromschool. And increased child malnutrition will affectschool attendance and learning outcomes.

Fiscal pressures pose another threat to progresstowards the Education for All goals. The failure ofUN agencies, the World Bank and the IMF to assessthe implications of fiscal adjustments for the Educationfor All goals remains a source of concern. Part of theproblem is a lack of systematic budget monitoring.Building on research conducted for the previous Report,the 2011 EFA Global Monitoring Report attempts topartially fill the information gap. Drawing on a surveythat covers eighteen low income countries and tenmiddle income countries, this Report looks at realspending in 2009 and planned spending in 2010(Figure 8). Among the results:

Seven low income countries including Chad, Ghana,the Niger and Senegal made cuts in education

spending in 2009. Countries reporting cuts havesome 3.7 million children out of school.

In five of these seven low income countries, plannedspending in 2010 would leave the education budgetbelow its 2008 level.

While seven lower middle income countriesmaintained or increased spending in 2009, six plannedcuts to their education budgets in 2010.

Looking ahead to 2015, fiscal adjustments planned forlow income countries threaten to widen the Educationfor All financing gap. IMF projections point to overallpublic spending increases for low income countriesaveraging 6% annually to 2015, while the averageannual spending increase required to achieveuniversal primary education is about 12%.

Five recommendations on financing

The financing environment for national governments andaid donors is likely to be more difficult over the next fiveyears than it has been over the past decade. A big pushtowards the targets set in 2000 will require decisiveaction. This Report recommends five broad approaches.

Reassess financing requirements in the light ofthe financial crisis. Planning for the Education forAll targets has to be based on detailed nationalestimates. The IMF and the World Bank, workingwith governments and UN agencies, should assessthe shortfall between current spending plans andfinancing requirements for Education for All and

the Millennium Development Goals. They shouldalso critically evaluate the alignment betweenthese financing requirements and fiscal adjustmentprogrammes.

Deliver on the 2005 commitments. Donorgovernments should act immediately to fulfil thecommitments made in 2005 and make new pledgesfor the period to 2015. In the first half of 2011, alldonors should submit rolling indicative timetablessetting out how they aim to make up any shortfalls,including the US$16 billion delivery deficit for sub-Saharan Africa.

Make basic education a high priority. Donorsfrequently underline the importance of developingcountry governments aligning public spendingpriorities with their Education for All commitments.They need to observe the same principle. If all donorsspent at least half of their aid on education at thebasic level (the current average is 41%) they couldmobilize an additional US$1.7 billion annually.

Launch a new global financing initiative, theInternational Finance Facility for Education (IFFE).The Education for All partnership needs to recognizethat even if the 2005 commitments are met anddonors attach greater priority to basic education,the effort will still deliver much too little, much too

late. Under the International Finance Facility forImmunisation, donor governments have mobilizedresources by selling bonds, using the revenue tofront-load spending that saves lives, and repayingthe interest over a longer period. The case forextending this model to education is simple andcompelling: children cannot afford to wait forvaccinations, and they cannot afford to wait foreducation. Donor governments should raise aroundUS$3 billion to US$4 billion annually between 2011and 2015 through an IFFE bond issue, with part of the revenue channelled through the reformed FastTrack Initiative.

Mobilize innovative finance. Education for Alladvocates should work with wider constituenciesin making the case for a global levy on financialinstitutions, including those proposed by the‘Robin Hood tax’ campaign, and they should ensurethat education is included in revenue allocation plansas part of a wider MDG financing strategy. Given thescale of the financing gap, there is a need for otherinnovative financing proposals that focus on education.The 2011 EFA Global Monitoring Report makes thecase for a mobile phone levy applied across the EU asa 0.5% charge on revenue from mobile subscriptions.Such a levy could mobilize an estimatedUS$894 million annually.

The United Nations was created above allto end the ‘scourge of warfare’. For thearchitects of the new system, the aim wasto prevent a return to what the UniversalDeclaration of Human Rights described

as ‘disregard and contempt for human rights’ and‘barbarous acts which have outraged the conscienceof mankind’. Sixty-five years on, the scourge of warfarecontinues. Its most virulent strains are found inthe world’s poorest countries. And it is destroyingopportunities for education on an epic scale.

The impact of armed conflict on education has beenwidely neglected. This is a hidden crisis that isreinforcing poverty, undermining economic growthand holding back the progress of nations. At the heartof the crisis are widespread and systematic humanrights violations which fully deserve to be called‘barbarous acts’. No issue merits more urgent attentionon the international agenda. Yet, far from outragingthe conscience of humankind and galvanizing aneffective response, the devastating effects of warfare oneducation go largely unreported. And the internationalcommunity is turning its back on the victims.

The 2011 EFA Global Monitoring Report turns thespotlight on the hidden crisis in education. It documentsthe scale of the crisis, traces its underlying causes andsets out an agenda for change. One key message is thatbusiness-as-usual approaches undermine any prospectof achieving either the Education for All goals or the wider MDGs (see Special contribution, Enough is enough).

Not all of the links between armed conflict and educationoperate in one direction. While education systems havethe potential to act as a powerful force for peace,reconciliation and conflict prevention, all too often theyfuel violence. This was something the architects of theUnited Nations understood. They saw that the SecondWorld War, whatever its immediate causes, had beenmade possible above all by failures of mutualunderstanding. UNESCO traces its origins to an effort toaddress those failures. Its 1945 constitution recognizedthat, throughout history, ‘ignorance of each other’s ways

and lives’ had driven people to violence, and that alasting peace could only be built on education: ‘sincewars begin in the minds of men, it is in the minds of menthat the defences of peace must be constructed.’ Yet alltoo often education systems are used not to promotemutual respect, tolerance and critical thinking, but to

Almost seventy years have passed since a generation of political leadersmet in the wake of a terrible conflict and made a simple two-word promise:‘Never again.’ The United Nations was created to prevent a return tothe rivalries, wars and human rights violations that had cost so manylives and wasted so much potential. Yet the human cost and the wastegoes on — and we have to stop it now.

This UNESCO report is long overdue. It documents in stark detail thesheer brutality of the violence against some of the world’s most vulnerablepeople, including its school children — and it challenges leaders of allcountries, rich and poor, to act decisively.

My appeal to world leaders is to make a simple statement of intent:‘Enough is enough.’ As members of a single ethical human community,none of us should be willing to tolerate the human rights violations,the attacks on children and the destruction of schools that we see inso many armed conflicts. Let’s draw a line under the culture of impunitythat allows these acts to happen, and let’s start protecting our childrenand their right to an education. I appeal to all political leaders, and tothe countries and armed groups involved in violent conflict, to rememberthat they are not above international humanitarian law.

I also appeal to leaders of the rich world to provide more effectivesupport to those on the front line. In my travels around the worldI have often been humbled by the extraordinary efforts, sacrifices anddetermination that parents and children demonstrate in seeking education.When villages are attacked and people are displaced, improvised schoolsappear out of nowhere. Destroy a school, and the parents and kids doeverything they can to keep open the doors to education. If only donorswould show the same resolve and commitment.

Far too often, people in conflict-affected countries get too little supportfor education. And they often get the wrong sort of support. As this reportshows, development aid suffers from the syndrome of too little, too late.One result is that opportunities to rebuild education systems are being lost.

reinforce the disrespect, intolerance and prejudice thatpush societies towards violence. This Report identifiesstrategies for addressing these problems and unlockingthe full potential of education as a force for peace.

Every armed conflict is different – and has differentconsequences for education. Yet there are recurrentthemes. This Report identifies four systemic failuresin international cooperation that are at the heart ofthe ‘hidden crisis’.

Failures of protection. National governments and theinternational community are not acting upon theirethical responsibilities and legal obligations to protectcivilians trapped in armed conflict. There is a cultureof impunity surrounding egregious violations of humanrights, which represents a major barrier to education.Attacks on children, teachers and schools, andrecourse to widespread and systematic rape andother forms of sexual violence as a weapon of war,are among the starkest examples of such violations.

Failures of provision. Parents and children affectedby armed conflict demonstrate extraordinary resolvein trying to maintain access to education in the faceof adversity. Their efforts are not matched by theinternational community. Education remains the mostneglected area of an underfinanced and unresponsivehumanitarian aid system.

Failures of early recovery and reconstruction.Peace settlements provide post-conflict governmentsand the international community with a windowof opportunity to put in place recovery andreconstruction strategies. All too often, they do notact in time. Part of the problem is that post-conflictcountries are left in a grey area between humanitarianaid and long-term development assistance. When it

comes to conflict-affected states, the internationalaid architecture is broken.

Failures of peacebuilding. Education can play apivotal role in peacebuilding. Perhaps more thanin any other sector, education can provide the highlyvisible early peace dividends on which the survivalof peace agreements may depend. Moreover,when education systems are inclusive and gearedtowards fostering attitudes conducive to mutualunderstanding, tolerance and respect, they canmake societies less susceptible to violent conflict.

Each of these failures is deeply embedded ininstitutional practices. Yet each is amenable topractical and affordable solutions identified in thisReport. The key ingredients for change are strongpolitical leadership, strengthened internationalcooperation and the development of multilateralresponses to one of the greatest developmentchallenges of the early twenty-first century.

Armed conflict is a major barrier to the Education for All goals

When governments adopted the Dakar Framework forAction in 2000, they identified conflict as ‘a major barriertowards attaining Education for All’. Evidence presentedin this Report suggests that the height of the barrierwas underestimated and that insufficient attention hasbeen paid to strategies for removing it (see Specialcontribution, Education for security and development).Conflict-affected developing countries are heavilyconcentrated in the lower reaches of the leaguetables for the Education for All goals (Figure 9):

Child mortality rates are twice as high as in otherdeveloping countries, reflecting higher levels ofmalnutrition and associated health risks.

Around 28 million children of primary school age inconflict-affected countries are out of school. With 18%of the world’s primary school age population, thesecountries account for 42% of the world’s out-of-schoolchildren. Within the group of poorer developingcountries, they account for around one-quarter ofthe primary school age population but nearly halfof the out-of-school population.

Enrolment rates in secondary school are nearly one-third lower in conflict-affected countriescompared with other developing countries, andfar lower still for girls.

The youth literacy rate for conflict-affected countriesis 79%, compared with 93% for other developingcountries.

There is evidence that violent conflict exacerbatesdisparities within countries linked to wealth and gender.Conflict-affected areas often lag far behind the rest ofthe country. In the Philippines, the share of young peoplein the Autonomous Region in Muslim Mindanao withless than two years of education is more than fourtimes the national average.

Most fatalities associated with armed conflict occuraway from battle zones, resulting from disease andmalnutrition. These twin killers have claimed the vastmajority of the 5.4 million lives that have been lostduring the war in the Democratic Republic of the Congo,host to the world’s deadliest conflict. Nearly half thevictims were children under the age of five. The sicknessand hunger underlying these headline figures havehad debilitating consequences for education.

Children, civilians and schools are on the front line

Today’s armed conflicts are fought overwhelminglywithin countries, rather than across borders, and manyinvolve protracted violence. The EFA Global MonitoringReport identifies forty-eight armed conflict episodesbetween 1999 and 2008 in thirty-five countries. Forty-three of the conflicts took place in low income and lowermiddle income developing countries. While the intensity,scale and geographic extent of the violence vary,protracted armed conflicts are common. On average,

conflicts in low income countries last twelve years,and the average rises to twenty-two years in lowermiddle income countries.

Indiscriminate use of force and the deliberatetargeting of civilians are hallmarks of violent conflictin the early twenty-first century. In most conflicts, it isfar more dangerous to be a civilian than a combatant.Education systems have been directly affected.Children and schools today are on the front line ofarmed conflicts, with classrooms, teachers and pupilsseen as legitimate targets. The consequence, as oneUN report puts it, is ‘a growing fear among childrento attend school, among teachers to give classes,and among parents to send their children to school’.In Afghanistan and Pakistan, insurgent groups haverepeatedly attacked education infrastructure ingeneral, and girls’ schools in particular. Security fearshave resulted in the closure of over 70% of schoolsin Helmand province of Afghanistan. In Gaza, in the occupied Palestinian territories, Israeli militaryattacks in 2008 and 2009 left 350 children dead and1,815 injured, and damaged 280 schools. Schoolsand teachers have also been targeted by insurgentsin Thailand’s three southernmost provinces. The useof child soldiers is reported from twenty-four countries,including the Central African Republic, Chad, theDemocratic Republic of the Congo, Myanmar andthe Sudan.

Schools are onthe front line ofarmed conflicts,with classrooms,teachers andpupils seen aslegitimatetargets

When we think of war, we think of soldiers. But they’re notthe only ones facing violence and death. Tragically, childrenand schools are too often on the front lines, as well. Nowonder, then, that half of all out-of-school children live infragile or conflict-affected states

Conflict is as insidious as it is deadly. Not only does itdestroy livelihoods today, it destroys livelihoods tomorrowby denying children an education. Once back in school,devastating childhood traumas impact their ability to learnand cope with the world. The effects can ripple on forgenerations.

The waves of devastation bring development to agrinding halt and often throw it into reverse. With conflictchildren out of school, the other EFA and MDG targetsbecome almost impossible to reach, while radicalism andviolence exceed all expectations. That’s why we must focusour efforts on giving these children an education. Not onlydoes it prevent conflict before it occurs, it also rebuildscountries after it ends. Rebuilding: infrastructure,governance, but more importantly minds. In the wake ofnew-found peace, re-education is critical for combatants,child and adult alike, who have no skills or prospectsbeyond the barrel of a gun.

This is especially true in the Middle East where violencedefines the lives of too many children. In Palestine, over110,000 children are out of school, up from 4,000 tenyears ago. Growing up in the shadow of occupation,scarred by conflict, going to school remains the singlemost cherished priority of Palestinian children. Despitebombs and blockades, they know it’s their only hopefor a normal life.

In Iraq, poverty and insecurity deny over half a millionchildren the right to go to primary school; their dailylessons are in hunger and loss; graduating to fear and hate.If regional and global insecurity are international priorities,we must address the poverty, social exclusion, and lackof opportunity brought about by conflict.

That means bringing education to conflict zones becauseit undermines extremists and strengthens fragile states.But, more than that, it brings hope to millions of childrenwho have never known peace. It brings opportunity tocountries that are desperate for growth and prosperity.

In short, education is our saving grace, our best chance,and our one shot to bring security and development to allhumanity.

Wider patterns of violence have had far-reachingconsequences for education. Reports by the UNSecretary-General continue to provide evidence thatrape and other sexual violence are widely used as awar tactic in many countries, including Afghanistan,the Central African Republic, Chad, the DemocraticRepublic of the Congo and the Sudan. Many of thevictims are young girls. For those directly affected,physical injury, psychological trauma and stigmatizationare sources of profound and lasting disadvantage ineducation. But the use of rape as an instrument ofwar also has far broader consequences, with insecurityand fear keeping young girls out of school – and thebreakdown of family and community life deprivingchildren of a secure learning environment.

It is not just the human costs and the physical damageto school infrastructure that hurt education. Armedconflict is also undermining economic growth,reinforcing poverty and diverting resources fromproductive investment in classrooms into unproductive

military spending. This Report identifies twenty-oneof the world’s poorest developing countries that spendmore on military budgets than primary education – insome cases, much more. With some of the world’s worsteducation indicators, Chad spends four times as muchon arms as on primary schools, and Pakistan spendsseven times as much. If the countries devoting moreto military budgets than to primary education wereto cut the former by just 10%, they could put a totalof 9.5 million additional children in school – equivalentto a 40% reduction in their combined out-of-schoolpopulation (Figure 10).

Military spending is also diverting aid resources. Globalmilitary spending reached US$1.5 trillion in 2009. If richcountries were to transfer just six days’ worth of militaryspending to development assistance for basic education,they could close the US$16 billion external financinggap for achieving the Education for All goals, puttingall children into school by 2015 (Figure 11).

National governments and aid donors should urgentlyreview the potential for converting unproductive spendingon weapons into productive investment in schools, booksand children. All countries have to respond to securitythreats. However, lost opportunities for investmentin education reinforce the poverty, unemploymentand marginalization that drive many conflicts.

Displaced populations are among the least visible

Mass displacement is often a strategic goal for armedgroups seeking to separate populations or underminethe livelihoods of specific groups. At the end of 2009,UN data reported 43 million people displaced globally,though the real number is almost certainly higher.Recent estimates suggest that almost half of refugeesand internally displaced people (IDPs) are under 18.While flows of refugees reported crossing bordershave been declining, displacement within countrieshas been rising.

Displacement exposes people to the risk of extremedisadvantage in education. Data from a United Nationssurvey paint a disturbing picture of the state of educationin refugee camps. Enrolment rates averaged 69% forprimary school and just 30% for secondary school.Pupil/teacher ratios were very high – nearly one-thirdof camps reported ratios of 50:1 or more – and manyteachers were untrained. In some camps, includingthose hosting Somali refugees in northern Kenya,parents were concerned that the scarcity of secondaryeducation opportunities exposed youth to the risk ofrecruitment by armed groups. School attendancerates for displaced populations are desperately lowin countries such as the Central African Republic,Chad and the Democratic Republic of the Congo.

Refugees also face wider problems that harm education.Many countries do not allow refugees access to publiceducation and basic services. Under Malaysian law,refugees are not distinguished from undocumentedmigrants. In Thailand, a long-standing refugeepopulation from Myanmar has no entitlement to publiceducation (Box 4). More generally, restrictions onrefugee employment reinforce poverty, which in

Conflict has driven large numbers of Myanmar’s peopleinto neighbouring states, including Bangladesh, China andThailand. Nine camps on the Thai border house the largestpopulation of these refugees. Predominantly from the Karenand Karenni ethnic groups, the 140,000 registered residentsrepresent a small fraction of the displaced civilians enteringthe country. Over the years the camps have developed anextensive education system, including pre-school, primary,secondary, vocational and adult learning opportunities. Theseven Karen camps have a network of 70 schools serving34,000 students. Education in the camps is sanctioned bythe Thai authorities but provided by community-basedorganizations and financed by international non-government organizations (NGOs), charities and parents.

Education in the Karen camps reflects an extraordinarycommitment and community effort, but there are seriousproblems. Enrolment at the secondary level is particularlylow. Inadequate and uncertain financing is reflected inthe poor state of some schools and low teacher salaries.

One estimate put total spending per student atUS$44 a year in 2008 — less than 3% of the levelfor Thai primary students.

Some of the education problems in the camps can betraced to wider governance concerns. Refugees havelimited freedom of movement and are not allowed to takejobs outside the camps. No permanent school buildingscan be constructed (though recent amendments allow semi-permanent construction). Teachers are recruitedwithin the camps and often lack the necessary skills.

Recent reforms have started to address some of theseconcerns, including progress towards the certificationof vocational learning. UNHCR has called for expansionof vocational education and sources of employment asa way of reducing the dependence of camp populationson external support.

turn dampens prospects for education. And difficultyobtaining refugee status leads many to go underground.Living in urban settlements, lacking employmentrights and denied access to local schools, theirchildren have few opportunities for education. In othercontexts, conflict has left a legacy of unequal treatment.Palestinian children going to school in East Jerusalemsuffer disadvantages in education financing, as well asreported harassment from security forces. Shortagesof classrooms and concerns over education qualityhave pushed many Palestinian children into privatesector education, imposing a considerable financialburden on poor households.

The reverse cycle — education’s influence on violent conflict

Education is seldom a primary cause of conflict. Yet itis often an underlying element in the political dynamicpushing countries towards violence. Intra-state armedconflict is often associated with grievances and perceivedinjustices linked to identity, faith, ethnicity and region.Education can make a difference in all these areas,tipping the balance in favour of peace – or conflict.This Report identifies mechanisms through whichtoo little education, unequal access to education,and the wrong type of education can make societiesmore prone to armed conflict.

Limited or poor quality provision, leading tounemployment and poverty. When large numbersof young people are denied access to decent qualitybasic education, the resulting poverty, unemploymentand sense of hopelessness can act as forcefulrecruiting agents for armed militia. The ‘youth bulge’adds to the urgency of building a bridge fromeducation to employment: over 60% of the populationin some countries, including Guinea, Liberia, Nigeriaand Sierra Leone, is under 25, compared with lessthan 25% in many OECD countries. In Rwanda,unemployed, undereducated rural male youth figuredprominently among the perpetrators of the 1994genocide.

Unequal access, generating grievances and a senseof injustice. Inequalities in education, interactingwith wider disparities, heighten the risk of conflict.In Côte d’Ivoire, resentment over the poor state ofeducation in northern areas figured in the politicalmobilization leading up to the 2002–2004 civil war.School attendance levels in the north and north-westin 2006 were less than half as high as in the south.Perceptions that the education of local populationsis suffering because of unfair patterns of resourceallocation have been a factor behind many conflictsin places ranging from Indonesia’s Aceh provinceto Nigeria’s oil-rich Niger Delta region.

The use of school systems to reinforce prejudice andintolerance. In several armed conflicts, education hasbeen actively used to reinforce political domination,the subordination of marginalized groups and ethnicsegregation. The use of education systems to fosterhatred and bigotry has contributed to the underlyingcauses of violence in conflicts from Rwanda to SriLanka. And in many countries, schools have becomea flashpoint in wider conflicts over cultural identity.In Guatemala, the education system was seen as avehicle for cultural domination and the suppressionof indigenous languages, fuelling wider resentmentsthat led to civil war. If peace settlements are basedon educational separatism, school systems canperpetuate the attitudes that make societies proneto armed conflict, as the experience of Bosnia andHerzegovina illustrates (Box 5).

Aid to conflict-affected countries

Development assistance has a vital role to play inconflict-affected countries. It has the potential to breakthe vicious circle of warfare and low human developmentin which many countries are trapped, and to support atransition to lasting peace. Several problems, however,have weakened the effectiveness of the internationalaid effort.

The skewing of aid towards a small group of countriesidentified as national security priorities has led to therelative neglect of many of the world’s poorest countries.Development assistance flows to twenty-seven conflict-

The wrong typeof education canmake societiesmore prone toarmed conflict

In Bosnia and Herzegovina, the Dayton Agreement of 1995sought to create a basis for nation-building through highlevels of decentralization. The resulting fragmentation ofeducation authority has made it more difficult to forge amulti-ethnic national identity. Today, there are effectivelythirteen separate ministries of education, and mostschools are segregated by ethnicity, religion and language.Such fragmentation creates several concerns foreducation governance.

The absence of a strong federal ministry hampers thedevelopment of national planning systems, underminingefforts to address problems in education quality andcurriculum reform. The lack of a centralized system forallocating funds also contributes to wide geographicvariations in student performance, undermining prospectsfor greater equity. Perhaps most important of all, rigidseparation of schools and pupils does not help childrendevelop the sense of multigroup identity upon whichlasting peace and security will ultimately depend.

affected developing countries have increased over thepast decade, reaching US$36 billion a year in 2007–2008.However, Iraq received over one-quarter of the total, andAfghanistan and Iraq together accounted for 38% of thetotal. Afghanistan received more aid than the combinedtotal disbursed to the Democratic Republic of the Congo,Liberia and the Sudan.

Aid to basic education reflects the wider allocationpattern (Figure 12). Transfers to Pakistan alonerepresented over twice the amount allocated to theDemocratic Republic of the Congo and the Sudan. Whileaid for basic education has increased more than fivefoldin Afghanistan over the past five years, it has stagnatedor risen more slowly in countries such as Chad, theCentral African Republic and declined in Côte d’Ivoire.

Aid volatility is another concern. With weak publicfinance management systems, conflict-affecteddeveloping countries need a predictable flow ofdevelopment assistance. Yet aid flows to countriessuch as Burundi, the Central African Republic and Chadare characterized by high levels of uncertainty. Severalcountries have experienced two year cycles in whichaid to education doubled and then dropped by 50%.

The blurring of lines between development assistanceand foreign policy goals has far-reaching implications foreducation. While there are good reasons to integrate aidinto a wider policy framework encompassing diplomacyand security, there are also concerns that developmentgoals have been subordinated to wider strategies suchas winning over the ‘hearts and minds’ of local

populations in which education has figured prominently.The growing profile of the military in delivering aid hasfuelled these concerns. In Afghanistan, almost two-thirds of US education aid in 2008 was channelledthrough a facility operating under military auspices.Provincial Reconstruction Teams in Afghanistan andIraq operate across the civilian-military divide to deliveraid in insecure areas. Comparable practices are alsoused in the Horn of Africa.

There is a strong case for increasing aid to conflict-affected states. That case is rooted primarily in theimperative to advance the MDGs. Donors also have aself-interest in combating the poverty and instability thatmake many conflict-affected states a threat to regionaland international peace and stability. Yet there arealso dangers associated with current approaches toaid delivery. If aid is used, or perceived, as part of a counter-insurgency strategy or as an element in thewider national security agenda of donor countries, it canexpose local communities and aid workers to elevatedrisk. The disturbing increase in attacks on humanitarianaid workers in recent years is one indicator of this:over the past three years, more than 600 aid workershave been killed, seriously wounded or kidnapped.Direct or even indirect military involvement in classroomconstruction is likely to heighten the risk of attackson schools. The use of private contractors with a remitcovering security and development is another risk factor.

With several major donors – including the UnitedKingdom and the United States – having announcedsignificant increases in support for countries such asAfghanistan and Pakistan, it is important that aid policiesaddress a number of questions. These include thecriteria for country selection, the rationale behind theweighting of different countries, the development goalsto be pursued and the aid delivery mechanisms to beused. One critical requirement is the establishmentof operational guidelines prohibiting direct militaryinvolvement in school construction.

Responding to failures of protection

In 1996, Graça Machel presented her report on childrenand armed conflict to the United Nations GeneralAssembly. The report condemned the ‘unregulatedterror and violence’ inflicted on children and calledon the international community to end what it describedas ‘intolerable and unacceptable’ attacks on children.Fifteen years on, the unregulated terror continues –and the international community continues to tolerateindefensible attacks.

Much has changed since the Machel report. The UnitedNations has established a monitoring and reportingmechanism (MRM) that identifies grave human rights

violations against children in six key areas. SeveralUN Security Council resolutions have been passedaimed at strengthening protection against rape andother sexual violence in conflict-affected countries.Yet it is hard to escape the conclusion that humanrights provisions and Security Council resolutionsoffer limited protection where they are most needed:namely, in the lives of the children and civilians onthe front line. Weak coordination between UN agenciesand under-resourcing contribute to the problem.Within the MRM system, reporting of attacks againstschools is particularly limited, with many incidents goingunreported. Nowhere are these problems more evidentthan in the area of rape and other sexual violence.As Michelle Bachelet, executive director and Under-Secretary-General of UN Women, told the UN SecurityCouncil in October 2010: ‘activities have lacked a cleardirection or time-bound goals and targets that couldaccelerate implementation and ensure accountability’,and ‘evidence of their cumulative impact is inadequate’.

The aggregate effect of these failures is to reinforce theculture of impunity described in the UN’s own reportingsystems. This Report calls for reforms in three key areas.

Reinforce the MRM system. The monitoring andreporting mechanism has to provide a morecomprehensive account of the scale and scope of human rights violation against children, with persistentoffenders named and reported to the Security Council.All UN agencies should cooperate more closely in collecting, verifying and reporting evidence. In countries

that systematically fail to act on national action plansto stop human rights abuses, punitive measuresshould be applied on a targeted and selective basis asa last resort. In areas where the level of human rightsviolation may warrant consideration as a war crime orcrime against humanity, the Security Council shouldbe more active in referring cases to the InternationalCriminal Court (ICC).

Strengthen reporting on education. Internationalreporting on human rights violations relating toeducation is poorly developed. What is needed isa systematic and comprehensive reporting systemdocumenting attacks on schoolchildren, schools andteachers, and it should be extended to includetechnical and vocational institutes, and universities.As the lead United Nations agency on education,UNESCO should be mandated and resourced to leadin the development of a robust reporting system.

Act decisively on rape and other sexual violenceduring conflict. As a first step, the Security Councilshould create an International Commission on Rapeand Sexual Violence to document the scale of theproblem in conflict-affected countries, identifythose responsible, and report to the Security Council.The Commission should be headed by the executivedirector of UN Women. The remit of the commissionwould include detailed investigation in countriesidentified in UN reports as centres of impunity. TheICC should be involved in the work of the commissionfrom the outset in an advisory capacity. In particular,

the ICC should assess the responsibilities of stateactors in relation to potential war crimes and crimesagainst humanity, not just by virtue of their role asperpetrators or co-perpetrators, but in failing todischarge their responsibility to protect civilians.While the proposed commission would report tothe Security Council, evidence would be handed tothe ICC, which would assess the case for prosecution.

Support national plans for ending human rightsviolations. Donors should step up efforts to supportnational plans and strategies aimed at strengtheningthe rule of law. Such plans and strategies need toinclude clear time-bound targets for protection,prevention and prosecution. One promising initiativeis the International Violence Against Women Actintroduced in the US Congress. This would authorizethe State Department to adopt plans to reducesexual violence in up to twenty countries.

Failures of provision — fixing the humanitarian aid system

Humanitarian aid is intended to save lives, meet basicneeds and restore human dignity. In order to fulfilthese roles, it should provide an education lifeline forchildren living in conflict-affected areas. Three-quartersof humanitarian aid goes to countries affected byconflict, yet little of that aid is directed to education,partly because many humanitarian workers do not

view education as ‘life-saving’. The result is thatcommunities struggling against the odds to maintainopportunities for education are getting little support.Displaced populations also face grave difficultiesin education.

Education is the poor neighbour of a humanitarianaid system that is underfinanced, unpredictable andgoverned by short-termism. It suffers from a doubledisadvantage: education accounts for a small share ofhumanitarian appeals, and an even smaller share ofthe appeals that get funded. The EFA Global MonitoringReport’s best estimate is that in 2009, humanitarian aidfor education amounted to US$149 million – around 2%of total humanitarian aid (Figure 13). Just over one-thirdof requests for aid to education receive funding.The chronic underfinancing behind these data leaveschildren in conflict areas and displaced populationsout of school.

Shortfalls in funding requests for education are justpart of the problem. The requests themselves appear tobe disconnected from any credible assessment of needor demand on the part of affected populations. In Chad,the 2010 humanitarian appeal for education amountedto just US$12 million for a country with an estimated170,000 IDPs and 300,000 refugees, with reportedschool enrolment rates below 40% for displacedchildren. The humanitarian aid request for educationin the Democratic Republic of the Congo totalled just

US$25 million (of which only 15% had been deliveredby the middle of 2010). This was for a country with adisplaced population in excess of 2 million, and wherearound two-thirds of children in some conflict-affectedareas are out of school.

The vagaries of annual budgeting compound theproblems of education financing during emergencies.This is especially true in situations of long-termdisplacement. In Kenya, the United Nations HighCommissioner for Refugees (UNHCR) and otheragencies have been unable to embark on multiyearplanning in education for the increasing flow of refugeesfrom Somalia (Box 6). And in the Democratic Republicof the Congo, schools serving displaced children arethreatened with closure because of shifting donorpriorities and short-term budgeting.

Forced displacement is a direct threat to education,both for people categorized as refugees and for IDPs.Refugees have well-defined legal entitlements to basiceducation. In practice, though, those entitlements areoften difficult to claim. Several countries treat refugeesas illegal immigrants, effectively stripping them ofinternational protection. Some countries have providedhigh levels of support for refugees, often placing thedomestic education system under considerable strain.One example is Jordan, which allows Iraqi refugeechildren to use the state education system (Box 7).

The refugee camp complex in Dadaab in north-easternKenya is one of the world’s largest. It shelters around250,000 Somalis who have fled the conflict ravagingtheir country over the past twenty years. Dadaab’spopulation has more than doubled in four years. An education system that catered for fewer than30,000 children in 2005 is now struggling to provide for more than 60,000. The average number of pupils per classroom has increased from 82 to 113 — and some schools designed to accommodate fewer than1,000 children now cater for over 3,000. Meanwhile, theshare of primary school age children attending classesfell from almost 100% in 2005 to less than 50% in 2010.While the need for education has been rising, financinghas suffered from continued shortfalls and considerableuncertainty about the future. Both UNHCR and the NGOsresponsible for providing education operate on annualfinancing cycles. UNHCR has been unable to coverfunding requests, so the NGOs have had to turn to other sources of finance. To enable a sustainable scalingup of education in camps, planners need multiyearcommitments from donors, with built-in contingenciesfor changing circumstances.

Box 6: Responding to refugee surges —lessons from Dadaab in Kenya

Abdu-Rahman, 15, is testimony to the resilience of Iraqi childrenin the face of adversity, and to the opportunities created by acombination of government commitment and non-governmentinnovation. Having escaped sectarian violence in Iraq, Abdu-Rahman and his family are now rebuilding their lives in Jordan.Despite missing two years of school, he is now a student in one ofthirty-nine non-formal education centres operated by the Ministryof Education and Questscope, an NGO. The schools provide threeeight-month accelerated learning cycles that take students fromgrade 1 to grade 10 in two years. The certificates gained can beused to enter vocational training or secondary school. MostQuestscope students are Jordanians who dropped out of school,but the centres also provide for an estimated 1,000 Iraqis. Thecentres have a strong record of achievement, with an estimated75% of students completing the cycles for which they enrol.

Although Abdu-Rahman’s family is poor, small cash grants fromUNHCR help cover the costs of his travel to school, while theJordanian government’s policy of providing free education makesschool affordable. Abdu-Rahman’s journey back into education hasbeen difficult. He still carries his injuries and traumatic memoriesfrom Iraq. Yet he exudes energy, ambition and a sense ofconfidence that he says comes from his experience of school.

IDPs have fewer rights to formal protection thanrefugees. No UN agency is directly mandated to advancetheir interests. And they are often invisible in nationalplanning and donor strategies. Yet there are practicalmeasures that can be adopted to keep the door toeducation open for IDPs. In Colombia, the 1997 Lawon Internal Displacement and subsequent actions by theConstitutional Court have strengthened IDP entitlementsto education. The Convention for the Protection andAssistance of Internally Displaced Persons in Africa,adopted at a 2009 African Union summit in Kampala,Uganda, provides strong legal protection for IDPeducation. This is a model that could be adopted byother regions, though only two African governmentshave so far ratified the convention.

This Report sets out a broad agenda for improving the provision of education to people caught up in or displaced by armed conflict. Among the key elements are:

Change the humanitarian mindset. The humanitarianaid community needs to rethink the place of educationon its agenda. All the agencies involved in theEducation for All partnership need to press forgreater priority to be accorded to education infinancing requests and delivery.

Gear finance towards needs. An expanded andmore flexible financing framework is required forhumanitarian aid. Increased financing for pooledfunds could be used to meet shortfalls betweeneducation financing requests and aid delivery. Theycould also provide a more predictable flow of fundsto ‘forgotten emergency’ countries and forgotten

sectors such as education. This report recommendsthat multilateral pooled funding mechanisms – suchas the Central Emergency Response Fund andCommon Humanitarian Fund – should be scaled upfrom their current annual financing level of aroundUS$730 million to about US$2 billion.

Conduct credible needs assessments. The startingpoint for the effective provision of education toconflict-affected communities is a credibleassessment of needs. Current arrangements fallfar short of the credibility test for both refugeesand displaced people. Humanitarian aid requests foreducation are at best weakly related to levels of need.Assessments undertaken in refugee camps do notprovide a systematic overview of financing and otherrequirements for achieving the Education for All goals,while the needs of refugees living outside camps arewidely ignored. Assessments made for IDPs vastlyunderestimate real needs. This Report recommendsthat the education cluster, the inter-agency groupwithin the humanitarian system responsible forcoordinating requests, should work alongsidespecialized agencies with expertise in data collection,development of core indicators for education and theestimation of financing requirements for achievingspecific targets.

Strengthen financing and governance arrangementson displacement. The artificial distinction betweenrefugees and IDPs is a barrier to more effectiveaction. UNHCR’s mandate has to be strengthenedso that the agency provides more effective protectionfor all refugees and IDPs. Given UNICEF’s capacity

and track record in supporting education in conflict-affected countries, and UNHCR’s limited capacityin the sector, they should have a twin mandate oneducation. Refugee host countries should consideradopting rules that facilitate access to publiceducation systems, and wealthy countries shouldagree to more equitable global burden-sharingarrangements. Countries with large internallydisplaced populations should follow the example ofColombia in entrenching the rights of IDPs in nationallegislation. Regional bodies should consider adoptinga version of the African Union’s Kampala Convention –which should be ratified as soon as possible by atleast fifteen countries so that it becomes law.

Reconstructing education —seizing the peace premium

Post-conflict reconstruction in education posesimmense challenges. Governments have to operatein an environment marked by high levels of politicalinstability and uncertainty, and low levels of capacity.Rebuilding a broken school system in the face ofchronic financing deficits and teacher shortages posesparticularly acute problems. Yet success in educationcan help underpin the peace, build governmentlegitimacy and set societies on course for a morepeaceful future. Donors have a vital role to play in seizingthe window of opportunity that comes with peace.

People whose lives have been shattered by armedconflict emerge from the violence with hope andambition for a better future. They expect early results –and governments need to deliver quick wins to underpinthe peace. Drawing on the experience of a wide rangeof conflict-affected countries, this Report identifiesstrategies that have delivered early results. Withdrawinguser fees, supporting community initiatives, providingaccelerated learning opportunities and strengtheningthe skills training component of disarmament,demobilization and reintegration (DDR) programmes areall examples. In Rwanda, DDR programmes facilitateda return to education for former combatants, manyof whom took up opportunities for vocational training.

Classroom construction can also unlock new opportunities. In Southern Sudan, an ambitious classroom construction programme facilitated an increase in thenumber of children in primary school from 700,000 in2006 to 1.6 million in 2009. To deliver early results,the emphasis has been on provision of low-cost, semi-permanent structures, with plans to replace them withmore permanent structures in the near future.

Moving beyond quick wins requires the development ofmore robust national planning and information systems.Countries that have made the transition from conflict

into longer-term recovery, such as Ethiopia,Mozambique, Rwanda and Sierra Leone, have forgedpartnerships with donors aimed at developing andimplementing inclusive education sector strategiesthat set clear targets, backed by secure financingcommitments. Educational management informationsystems (EMIS) are a key element because they givegovernments a tool to track resource allocation, identifyareas of need and oversee teacher remuneration (thesingle biggest item in the education budget). By 2006,four years after the end of Sierra Leone’s civil war, thecountry had put in place the framework for an EMIS.

Predictable and sustained donor support is crucial tofacilitating the transition from peace to reconstructionin education. Aid effectiveness in this area has beenseverely compromised by a divide between humanitarianaid and development assistance. Donors often see post-conflict states as weak candidates for long-termdevelopment assistance, either because of concern overthe risk of renewed conflict or because post-conflictcountries are unable to meet more stringent reportingrequirements. The upshot is that many such countriesare left to depend on limited and unpredictablehumanitarian aid.

The contrasting experiences of Liberia and Sierra Leoneare instructive. Following the end of the Liberian civilwar, the country remained heavily dependent onhumanitarian aid. Such support accounted for almosthalf of the aid the country received in 2005–2006. Inthe same period, humanitarian aid made up just 9%of Sierra Leone’s larger aid financing envelope. Whilejust one factor, the more secure financial base foreducation planning in Sierra Leone helped to facilitatemore rapid progress (Box 8).

Given that donor perception of risk is one of the barriersreinforcing the humanitarian-development divide, anobvious response is to share risk. Pooling resources andworking cooperatively enables donors to spread risk andsecure wider efficiency gains in areas such as fiduciaryrisk management, start-up costs and coordination.National pooled funds demonstrate the potential benefitsof cooperation. In Afghanistan, thirty-two donorschannelled almost US$4 billion through the AfghanistanReconstruction Trust Fund from 2002 to 2010. Educationhas been a significant part of the portfolio. Significantresults have been achieved not just in getting morechildren – especially girls – into school, but also inbuilding national planning capacity.

Global pooled funding could also play a far greaterrole in conflict-affected states. The education sectorlacks an operation facility comparable to the globalfunds operating in health. The Fast Track Initiative(FTI) has disbursed US$883 million to thirty countries

since its inception in 2002. By contrast, the GlobalFund to Fight AIDS, Tuberculosis and Malaria,established the same year, has disbursed US$10 billion.Ongoing reforms to the FTI are addressing long-standing concerns in areas such as disbursementand governance, addressed in the 2010 EFA GlobalMonitoring Report and in a major external evaluation.If the reforms were carried through and deepened, theFTI could become the fulcrum of a multilateral financingsystem capable of addressing the pressing needs ofconflict-affected states. However, this requires greaterflexibility in the treatment of countries emerging fromconflict, many of which have faced problems in receivingfinancial support. It also requires an expanded resourcebase: the FTI disbursed US$222 million in 2009, whilethe external financing gap for low-income countriesis estimated at US$16 billion.

The message of this Report is that education shouldbe given a far more central role on the post-conflictreconstruction agenda. The Report recommends actionin four key areas.

Seize opportunities for quick wins by makingeducation more affordable and accessible. Abolitionof school fees should be seen as an important part ofthe post-conflict peace dividend. Strengthening skillstraining and psychosocial support interventions inDDR programmes can help defuse the potential fora return to violence by extending opportunities forformer combatants, while accelerated learningprogrammes offer a way back into education forthose who missed out during the conflict years.

Build the foundations for long-term recovery. Thedevelopment of national capacity for planning, thecreation of EMIS mechanisms and the strengtheningof teacher payroll systems may seem like technicalconcerns, but they are fundamental to makingeducation systems more transparent, efficient,accountable and inclusive.

Increase support for national pooled funding. Thiscould unlock wide-ranging gains from cooperationbetween donors. Aid agencies should activelyexplore the potential for scaling up existing pooledfund arrangements and establishing new funds incountries that have received less attention, includingChad and the Democratic Republic of the Congo.

Make the Fast Track Initiative a more effective globalpooled fund. The education sector urgently needsa pooled funding system comparable in scale andefficiency to those operating in the health sector.This Report recommends annual financing forthe FTI of around US$6 billion from 2011 to 2013,around one-third of which could come fromeducation bonds as proposed in Chapter 2. Furtherreforms are needed to extend support to countriesemerging from conflict, including the provision ofshort-term grants to enable quick wins, along withlonger-term funds for recovery.

Making education a force for peace

As societies emerge from conflict into a fragile peaceand the start of a long peacebuilding journey, educationpolicy provides governments with an opportunity toconfront the legacy of the past and to develop aneducation system conducive to a peaceful future.

The starting point is recognition that education matters.As governments start to reconstruct education systems,they need to assess the post-conflict environmentcarefully. Legacies of violence and mistrust donot disappear overnight. Governments have to considerhow policy choices will be perceived in the light of long-standing rivalries and partially resolved disputesbetween groups and regions. Conflict-sensitive planningin education is about recognizing that any policydecision will have consequences for peacebuilding –and for the prospect of averting a return to violence.What people are taught, how they are taught and howeducation systems are organized can make societiesmore – or less – prone to violent conflict.

Education has suffered from systematic neglect in thewider peacebuilding agenda. That neglect representsa wasted opportunity for conflict prevention and thedevelopment of more resilient societies. More than that,it represents a threat. Governments and donors that

Much of what has worked in Sierra Leone can be traced back tothe early post-conflict years. With the country in a fragile peace atthe end of a nine-year civil war, donors signalled two crucial policycommitments: to maintain security and to back the long haul to peace.

Donors started increasing development aid even before the officialdeclaration of the end of war in 2002 and maintained supportafterwards. Development aid commitments grew by 70% between2001–2002 and 2003–2004. Major donors made long-termcommitments to reconstruction. As well as strengthening thegovernment’s public financial management system, all major donorshave backed the country’s second poverty reduction strategy(2008–2012) with long-term financing, including direct budgetsupport equivalent to around one-quarter of national spending.

Education was put at the centre of the reconstruction process, witha strong focus on equity, especially in the second phase of reform.Budget support was used to finance subsidies to primary schoolsfollowing fee abolition and to provide textbooks. Donor support wasmatched by government commitment: from 2000 to 2004, averagespending on education increased by 11% a year.

overlook the role of education in peacebuilding aresetting countries on a path to a less secure, potentiallymore violent future.

Neglect of education is evident in the work of theUnited Nations Peacebuilding Commission, anintergovernmental advisory committee, and theassociated Peacebuilding Fund (PBF). The fund hasemerged as an important part of the UN’s post-conflictarchitecture. However, the PBF is very small in financialterms (it has received US$347 million since 2006), andeducation-specific projects account for just 3% of totalfunding provided. Another problem is that the PBFprimarily supports one-off projects that are weaklyintegrated into long-term planning processes.

This Report explores a wide array of channels throughwhich education can influence prospects for peace. Itemphasizes that there are no blueprints. The startingpoint, though, is for policy-makers to ascertain how agiven policy intervention in education might reinforcegrievances associated with armed conflict – and tocarefully weigh possible public perceptions of the policyand undertake assessments of possible outcomes inareas such as:

Language of instruction. No issue betterdemonstrates the tough choices facing post-conflictgovernments than language policy. In some contexts,such as the United Republic of Tanzania, the use of asingle national language as the medium of instructionin schools has helped foster a sense of sharedidentity. In others it has helped to fuel violence. InGuatemala, where language policy in education wasa source of deep resentment for indigenous people,the Commission for Education Reform was createdto address grievances, promote dialogue and seta course for the development of bilingual andintercultural education – an approach that may havewider relevance.

Reforming the curriculum. The teaching of subjectssuch as history and religion has a bearing onsusceptibility to violence. In multi-ethnic or multifaithsocieties, the curriculum helps shape how pupils viewthemselves in relation to the ‘other’. Dealing withissues of identity confronts education reformers withtough choices and takes time. Cambodia’s educationsystem is only now addressing the history of thegenocide. In Rwanda, where the education systemreinforced divisions, the government has yet toreintroduce teaching of the country’s history. Yetexperience elsewhere demonstrates how educationcan gradually erode deeply entrenched divisions bygetting students to reflect on their multiple identities,and on what unites rather than divides them. Forexample, Northern Ireland’s Good Friday agreementopened the door to a broader perception of citizenship,with students encouraged to see a range of possibleidentities allowing for the idea that people can beboth Irish and British, or just Irish, regardless oftheir religious affiliation. This is a good example ofwhat Amartya Sen has described as a shift towardsmultiple identities and away from ‘singular affiliation’with one group.

Devolution of education governance. Decentralizationand devolution are often seen as an automatic routeto greater accountability, as well as to peacebuilding.That assessment is overstated. In some countries withhighly devolved education systems, the weak role ofcentral government can hamper peacebuilding efforts.One striking example comes from Bosnia andHerzegovina. Under the 1995 Dayton Agreement,a country of around 3.8 million people was left withthirteen education ministries and a segregated schoolsystem. The federal government adopted progressiveprinciples on education. However, with a minimalfederal state presence, children continue to be taughtfrom three separate curricula that differ for subjectssuch as history, culture and language, sometimes inways that reinforce prejudice. Moreover, some schoolsstill carry the names of military figures viewed by

some groups as national heroes and othersas symbols of hostility.

Making schools non-violent environments. Onestrategy is unequivocally good for education, forchildren and for peacebuilding: making schools non-violent places. Challenging the normalizationof violence in society relies in part on the effectiveprohibition of corporal punishment.

Just as every armed conflict reflects a different set ofunderlying tensions and failures of conflict resolution,so every post-conflict context is marked by differentthreats and opportunities for education in peacebuilding.Among the approaches proposed in this Report are:

Recognize that education is part of the post-conflictenvironment. National governments and aid donorsneed to realize that, whatever their intent, educationpolicy reforms will be rolled out in a politicalenvironment shaped by the legacy of conflict. Allpolicy development should entail post-conflictrisk assessment.

Expand the Peacebuilding Fund. The PeacebuildingCommission could be far more active in supportinggovernment efforts to integrate education into a widerpeacebuilding strategy. Increasing resources availablethrough the PBF to between US$500 million andUS$1 billion a year could facilitate more effectiveexploitation of the window of opportunity providedby peace.

Enhance the role of UNESCO and UNICEF inpeacebuilding initiatives. Donors can contributeto conflict-sensitive education planning. The firstprinciple of engagement is ‘do no harm’. That is whyany education policy should be subject to a rigorousassessment of potential impacts taking into accountnot just technical data, but also public perceptions andlong-standing grievances. Sustained peacebuildingrequires more than just planning and financialresources. It also needs dedicated professionals andagencies committed to building capacity and providingtechnical support in areas ranging from curriculumdevelopment to textbook design and teacher training.This is an area in which UNESCO and UNICEF needto play a far more central role – and both agenciesshould participate more actively in the United NationsPeacebuilding Commission.

Education has a vital role to play in building resilienceagainst violent conflict. Schools in the twenty-firstcentury need above all to teach children what is arguablythe single most vital skill for a flourishing multi-culturalsociety – the skill of living peacefully with other people.Awareness of religious, ethnic, linguistic and racialdiversity should not be banished from the classroom.On the contrary, diversity should be recognized andcelebrated. But schools and classrooms must above allelse be a place where children learn to mingle, shareand respect other children. No country can hope toestablish lasting foundations for peace unless it findsways of building mutual trust between its citizens –and the place to start is in the classroom.

When wars break out, international attention and media reporting invariably focus onthe most immediate images of human suffering. Yet behind these images is a hiddencrisis. Across many of the world’s poorest countries, armed conflict is destroying notjust school infrastructure, but the hopes and ambitions of generations of children.

The hidden crisis: Armed conflict and education documents the devastating effects of armed conflict on education. It examines the widespread human rights abuseskeeping children out of school. The Report challenges an international aid system thatis failing conflict-affected states, with damaging consequences for education. It warnsthat schools are often used to transmit intolerance, prejudice and social injustice.
