Goals of Congestion Index:

• The traffic speed data used to create the index is embedded in our navigation devices and applications, including our free web route planner

• By using good navigation and trip planning tools, drivers can save themselves time, cost, fuel and frustration

• Road authorities can use available information to make informed decisions, benefitting all road users and taxpayers

Cooperative Traffic Management1. Generate regional traffic data with full coverage via 5-10% of

vehicles

2. Fuse and process data with information from road authorities

3. Share this data with as many drivers as possible in their cars

4. Use the same data for Traffic Management purposes

Collective effect: If 5%-10% of drivers use TomTom HD Traffic or other high-quality, dynamic navigation, the road network will be used more efficiently and travel times will be reduced for everyone.

We believe that peak period travel times can then be reduced by 5% overall.

Solution:

Chose TomTom HD Flow to provide speed information on all strategic roads in the region every minute. OpenLR location referencing used for information on all FRC 0-4 roads
