PREAMBLE

WethemembersoftheUltimoPublicSchoolP&Carevolunteerswhocaredeeplyaboutourcommunity,schoolandcitizens.Wearecommittedtoafreepubliceducationsystemwhichisinclusiveofall,irrespectiveofculture,gender,academicabilityandsocio-economicstatus.OurP&Cisapartnerintheeducationprocess:wehavearightandresponsibilitytoplayanactiveroleintheeducationofouryoungcitizens,helpingthemtoreachtheirfullpotential.WerecognisetheenormityoftheEducationPortfolioandthanktheMinisterforEducationandthestaffoftheEducationDepartmentwhomanagepubliceducationinNewSouthWales.WeareindebtedtotheMembersofParliamentwhocontinuouslysupportthedemocracyofthisstateandmaketimeforitscitizens.TheyhavelistenedwithoutbiastoouropinionsandrecommendationsforUltimoPublicSchool,andagreedthattheyshouldfurtherbeexplored,therebyrecommendingthisParliamentaryInquiry.Webelieveschoolsaretheheartofthelocalcommunity,andinthissubmissionwebringtheknowledge,facts,opinions,argumentsandrecommendationsofourcommunity.

(C)THEREASONSTHEALTERNATIVESITESWEREDISMISSEDBYTHEGOVERNMENT1GROSSERRORINCOSTSBRIEFEDTOTHEMINISTERseeattachedGIPApage9Thevalueofthecurrentschool($49M)wasneverusedasanoffsetofcosts.Onlyonequotewassoughtforfullremediation.[i]Industrymemberssuggestthisisthemostoutlandishquote.ThiskindofpricingsetsupNSWtaxpayerstoberippedoff.IftheDepartmentconsistentlyrequiresfullremediationofallsites,buildingotherschoolsintheareawouldbeunaffordable.WebelieveTreasuryconvincedtheMinistertorenegeonhisFig&Wattlecommitmentbecausethisdecisionisonlyconcernedwithshorttermaccounting.IfTreasurycouldfactorthelifespanoftheschoolintothecostings,theywouldrealisethat$89.54Mforaschoolon1.3halastinganothercentury,isvalueformoney[ii],asquotedbelowbytheMinister-mediarelease15December2014.TheDepartmenthavingdismissedtheplansforFig&Wattle,issuedaplantocopewiththeshortageofstudentplacements.Thiswastoincreasethenumberofclassroomsby40betweenUltimoPublicSchoolandGlebePublicSchool.However,noextraclassroomsareplannedforGlebePublicSchoolandonly27forUltimoPublicSchool.Theydonotfollowtheirownsuggestions.TheDepartmentsuggeststotheMinisterthatdemountableclassroomsandrestrictedschoolcatchmentscanmitigatethisshortfall.Butthisisnotpossibleinthissituation,asthereisnolandfordemountableclassroomsandthesituationisalreadysoludicrousthattheUltimoPublicSchoolwasoutsideitsownproposedcatchmentarea.PeterHackneyinCityNews,22NOVEMBER2012:“ULTIMOPUBLICSCHOOLOUTSIDEITSOWNCATCHMENTAREA.”

2NOTVIABLEFINANCIALLYseeattachedGIPApage12TheMinisterinhisbriefingpaperfromtheEducationDepartmentwasonlyshowntwoexamplesofcostingswithwhichtocomparetheproposedplansforUltimoPublicSchool:VICTORIAAVENUEPUBLICSCHOOLestimatedcost$34.7M-landgiventoDepartmentbecausetheCouncilcouldn’taffordtoremediateit.Itincludedcommunityfacilitiesandachildcarecentre.ANZACMEMORIALPUBLICSCHOOL-theDepartmenthasa99yearlease-cost$19.5M.Estimatedconstructioncosts$25M.If,atthetimetheMinisterwasfullyinformedofotherschoolswhichwerebeingplannedonly3monthsbeforebyhisowngovernment,thebrieftotheMinistermayhaveprovidedamorebalancedview.Theseschoolsweremajormediareleases.WeareperplexedbytheDepartment’sfailuretoshowthesecostings,whichwouldgivetheMinisteramorebalancedview.Previousmediareleasesjustafewmonthsearlier(February2015)fromtheEducationDepartment:

• PremierMikeBaird’s$100MpledgeforanewcombinedprimaryandhighschoolatParramattajoiningArthurPhillipHigh

• Interstate–AdelaideCityHighSchool–a1250studentschoolisbeingplannedcosting$100M

AsMinisterPiccoliacknowledges:“Itismoreexpensivetoaccommodatethosechangesinsomeplaces.Enrolmentpressureintheinnercitycostsmoretoresolvethanitdoesinthesouth-westorontheNorthCoast”.AdrianPiccoli-BudgetEstimates2015/16.WedonotaccepttheimplicationthatthereforeinnercitychildrenshouldbedeniedthesamequalityprovisionforpubliceducationasthoseinsuburbanorregionalNewSouthWales.3COMMUNITYCONCERNSFORTHEHEALTH&WELLBEINGOFSTAFF,STUDENTS&VISITORSTOTHESITE:AlthoughwedonotagreewiththeDepartmentthatfullremediationisneeded,wesuggestgatheringotherquotestoprotectNSWtaxpayersfromoverpayingforservices.Quotesforthesamefullremediation:

15December2014AdrianPiccoliPressReleasebeforeStateElection28March2015AgreementhasbeenreachedforanewpublicschoolservingtheinnercitytobebuiltonasitetobepurchasedfromtheCityofSydneyonthecornerofWattle,JonesandFigStreets,Ultimo.MinisterforEducationAdrianPiccolivisitedUltimoPublicSchooltodayandannouncedthattheDepartmentofEducationandCommunitieshasagreedinprincipletoacceptarecentlyrevisedofferofsalefromtheCouncilof$74millionforthesite."MorefamiliesarechoosingtoliveclosetothecityandtheNSWGovernmentisrespondingtotheneedsofthisgrowingpopulation.Iamsurethisagreementwillbeverywelcomenews,"MrPiccolisaid.“UltimoPublicSchoolhasbeenonitscurrentsitefor100yearsanditneedsspacetogrowasitpreparestodeliverqualitypubliceducationforanothercentury.“Theschoolcurrentlyhas335studentsandwillsoonbereachingcapacity.Thenewsitewillultimatelyaccommodateupto1,000students."ThenewsiteisasignificantinvestmentbytheNSWLiberals&NationalsGovernmenttocaterforlocalgrowthinstudentnumberswellintothefuture,playinganimportantroleinmaintainingthearea'sdesirabilityforinner-cityresidents,"MrPiccolisaid."Childcareandafterschoolhourscarefacilitieswillalsobebuilttosupportthearea'spositionasavibrantanddiverseresidentialhub.“FinaldetailsofthesalearetobeagreedbetweentheDepartmentandtheCouncil.“TheDepartmentacceptedtheCouncil'srevisedofferonthebasisofrecommendationsbytheInnerCitySchoolsWorkingParty,establishedbytheMinistertoaddresstheincreaseinschool-agedchildrenintheinnercity.“Followingcommunityconsultationaboutthearea'sfutureeducationneeds,discussionswiththeCounciloverthesitebeganinNovemberlastyear.TheprojecttobuildanewpublicschoolinUltimo/Pyrmontwasannouncedinthe2014Statebudget.”WebelievethattheMinistergotitrightwhenheagreedtopurchase1.2halandforUltimoPublicSchool.Hewasawareoftheincreaseddemandforstudentplacesandtheirneedforadequateplayingspace.TheschoolcannotcontinuetorelyonpublicspacesuchasWentworthPark-thechildrenonlyhave2-340minutesessionsperweekontheParknow.

K-1haveNOgreenspaceplaytime.Theyplayontwosplitlevelplaygroundsdevoidofgrass.Thetopplaygroundhasagardenatoneendwith10beds:itissoftturfplasticcoveringconcrete.Themiddleplaygroundisconcrete,thesizeofabasketballcourt.Greenspaceisexpensivebecausedevelopersplaceapartmentsaboveotherapartments.Ourchildrenparticularlyneedgreenspaceasmosthavenobackyard.INNERCITYPRIMARYSCHOOLSneedasmucheducationandspaceasotherschools.DuringBudgetEstimates(29August2016)MrPiccoliwasaskedwheretheschoolwouldbebuiltinGreenSquare(whichwillbemoreheavilypopulatedthanUltimo/Pyrmont):MrPicolli:“IfyoucanfindmesixhectaresinGreenSquare,I’mallears.”Thisreveals,incidentally,thattheDepartmenthadnoplan,anddidnotlookforspacewhenitwasreadilyavailable.InUltimo/Pyrmontwehavefound1.2ha.Weneedaschoolthere!

GREENSPACEISVITALTOOURLEARNINGOUTCOMES:Ourschoolgardenislovedandcherished.IthasbeenmaintainedbyP&Cvolunteersforfiveyears,andhasestablishedfruittreesincludingorange,lemon,doublegraftedplums,grannysmithapple,royalgalaapple,coxesorangeapple,goldendeliciousapple,fujiapple,bushtuckertrees(macadamia,nativelimefingersgreen,yellowandredplum,blueberry,nativeginger).Therearealsofarmedstrawberries,climbingbeanssnowpea,broadbeans,sweetpea,carrots,rosemary,oregano,thyme,mint,variouscabbages,andaloevera.ANativeBeeHiveisfedbyourselfseededANZACPoppies,purpleandwhitesalvia,lavender,springbulbs,tomato,basil&variousflowers.Itisasanctuaryforthinking,relaxing,sketchingandlessons.Prospectiveparentsaretakenherebecauseitistranquilwithalivingspirit.ItisacknowledgedbyfirstAustraliansbyasmokingceremony.Thisplaceisimportanttoourcommunitybutwillbegoneiftheschoolisdemolished.Itisclearlyunviabletotakethe10bedswithustoWentworthPark.Hanginggardenscannotreplacegardenbeds:treescannotgrowthere.ThekidspickfruitinthemiddleofSydney.TheansweristobuildaschoolfitforthefutureonFigandWattlewherechildrencanenjoyasafeopengreenspaceinwhichtoplay,relax,learn,gardenandholdsportstournamentswithneighbouringschools.DEMOUNTABLECLASSROOMSMrPicollitoldtheBudgetEstimates2015/16thathereaffirmedhiscommentfrom2011:“Everyparent,teacherandstudentknowsthatlearninginademountableclassroomisnoalternativetolearninginarealclassroom.Ourkidsshouldnotbelanguishinginsecondratefacilitieslikedemountableclassrooms.”Hewouldprefertohavenodemountables.AndyetMrRiordan,ActingSecretaryEducationDepartment,toldtheBudgetEstimates2015/16that“NSWhas5200demountableclassrooms”.Despitehisstatedpreference,MrPiccolihaschosentosend300childrentodemountablesforthreeyears,ratherthanbuylandforarealschool.That’s64,800,000minutesforchildren.CHILDRENOFULTIMOANDPYRMONTSHOULDNOTFUNDBUDGETREPAIRSince2012theUltimo/Pyrmontareahasprovidedatleast$150millioninStampDuty,onsalesworth$2,821,798,420.SomeofthatwassquanderedonLearningManagementandBusinessReform(LMBR),forwhichthechildrenshouldsurelynotbeheldresponsible.InBudgetEstimatestheHon.WaltSecordaskedtheMinister“WhatareweuptonowwithLearningManagementandBusinessReform(LMBR)?Whatisthecostatthismoment?”MrPiccolianswered“Itis$752Million.”
