Also to add personnel with status PPNS to make patrol with traffic ticket to make it run well. Suggested to researchers problem of vehicle orderliness to make this investigation as materials for further research. I. INTRODUCTION 1.1. ABSTRACT

The research aimed to discuss “THE IMPLEMENTATION POLICY OF MOTOR

VEHICLES CONTROL IN THE EFFORT TO DECREASE TRAFFIC JAM IN PONTIANAK

CITY WEST KALIMANTAN PROVINCE” By focusing on Major’s Regulation No. 36 in 2013

on Stipulation of Operating Motor Vehicles In Pontianak City to solve the traffic jam problems.

Through this Major’s Regulation No. 36 in 2013, the motor vehicles which park on

inappropriate places will get sanction step by step by Department of Transportation

Communication and Informatics Pontianak City. The Aims are to decrease step by step parking on

the street activity to traffic jam areas.

This reseach used qualitative research design with descriptive method. Source of data gained

through person, paper and place while data collecting technique used observation technique,

interview and documentation.

Based on the result and discussion can be find out that the implementation of Major’s

Regulation No 36 in 2013 in form of patroli in which the operational has run optimum. This is

based on the theory that a success of implementing policy, that is by fulfilling indicators of

communication, source of data, disposition and hierarchy and bureaucracy.

Based on the result the writer proposed suggestion related to the implementation of this

program by increasing database system that more integrate to make easy team personnel in input

data result of their patrol. Furthermore, the need socialization of this policy regulation in right

target based on situation on the field and by using facilities such as billboard, street banner and

advertising. Also to add personnel with status PPNS to make patrol with traffic ticket to make it

run well.

Suggested to researchers problem of vehicle orderliness to make this investigation as

materials for further research.

I. INTRODUCTION

1.1. Background

The phenomenon of motor vehicles in the

city of Pontianak has caused problems in an effort to

reduce traffic congestion in this city. Because there is

a trend every year, the numbers of two-wheels motor

vehicles are increasing. Likewise, the presence of the

motor vehicle wheel more than two numbers are also

increasing, often also cause irregularity in driving

down the road in the city of Pontianak.

To overcome these problems, the city

government has made a policy regulating motor

vehicle which purpose to reduce congestion resulting

from the disorder.

As the city grew into a major city over time,

the number of wheeled vehicles, especially private

vehicles to be as less controllable. This is because

more and more of its affairs are conducted by the

public so requires high mobility. Not to mention the

use of the individual are not responsible arbitrarily,

which is of course always harm others.

virtually all classes of society. So that the number of

private motor vehicles increases every year. On the

other hand, the government has not issued a policy

Another problem is that most of the people

are less interested in public transport, in addition to

the public transport does not serve all routes as well

as public transportation does not provide an optimal

service, so that people prefer private vehicles as the

main means of their transportation. Because here, one

by one perpetrators of public transport passengers

began to leave the business, the impact on the

reduced number of public vehicles annually.

The high increase in the number

have diverse economic activities. Because of his lack

of public interest in Pontianak City using public

transport, private vehicles of choice for them. Where

problems exist here, the vehicle users sometimes feel

not pay money to use the road use at will. This

awareness leads to less-menaan kesemena with no

regard for other road users. Not to mention the goods

transport motor vehicle users who often do not

comply with the rules regulating the use of the road,

capable of resulting in a fatal disorder, resulting in

congestion that harm the economy.

Heavy load vehicles that broke down or

damaged on the way, will inhibit the rate of vehicle

that stands behind it. Due to the limited size of the

width of the road, then jam ensued. If this is not

resolved soon, the long and prolonged congestion

also will occur. The author cites an article from the

Internet,

Colution on Pontianak more than 20km:

Hour 3 this afternoon, and confirmed that at 7 pm

that congestion has reached 20 KM, this incident

speed limits and easement, or may be segregated.

Some jurisdictions may have very detailed and

complex rules of the road while others rely more on

drivers' common sense and willingness to cooperate.

Another cause of congestion is a vehicle

that is parked in a place that is not on properly. Many

motorists both personal and freight unconscious by

doing so it will give rise to a narrowing of lanes on

the road, or the bottle neck, causing congestion. This

Government has issued Regulation Mayor No. 36

Year 2013 concerning provisions of Motor Vehicle

Operation In Pontianak City area, as one of the steps

in the discipline problems that had author mentioned

above. With legal subjects Agency of Transportation,

Communication and Information of Pontianak in the

discipline of motor vehicles in accordance limits in

the regulation, so as not to violate authority is done

by the police in carrying out enforcement of motor

vehicles.

Then this is unspecified policing activities

in the field of Traffic and Transportation in the body

of the Agency of Transportation, Communication and

Information of Pontianak was sendiri.Sesuai with

Mayor Regulation No. 63 Year 2008 on

Organizational Structure and Function Main Tasks

Agency of Communication and Information of

Pontianak, Main Duties Head of road Traffic and

Transport is preparing materials and formulate

policy, technical, organizing public services, conduct

technical training, reporting and evaluation in the

field of road freight traffic.

Mayor Regulation No. 36 of 2013, the

future of motor vehicles parked in the wrong place

Agency of Communication and Information

1.2. Problems

1.2.1 Problems Identification

The background of the occurrence of

congestion can we draw an outline in some

identification problems, such as:

1. High growth of private vehicles and are not

accompanied by a policy of controlling and

limiting the number of vehicles

2. Facilities and infrastructure and road traffic is

not adequate to support the realization of

appropriate urban hierarchy system of spatial

planning is still not optimal

3. Low public awareness of the importance of

traffic rules

4. Sum public transport in the city of Pontianak on

the wane, it is due to the reduced interest /

public transport users and more people using

private vehicles

5. Less than optimal supervision and socialization/

guidance to the public with regard to safety

standards, traffic rules and regulations

controlling a vehicle that's been made

1.2.2 Problem Limitation

Based on problem identification that appear

above, writter would explain the problem with appear

how the implementation of Mayor Regulation No 36

of 2013 by Transportation Communication and

Information Agency, on the purpose to decreasing the

colution which occure in Pontianak City. And then to

know what become the support factors and obstacle

factor that face this Agency.

1.2.3 Problem Formulation

The formulation of the problem that can be

drawn from the identification of the problem,

namely:

1. How does the mayor of regulations by the

Agency of Communication and Information?

2. What are the factors supporting or inhibiting

factors Agency of Communication and

Information in the mayor pelaksanaanperaturan?

3. What are the effort to overcome the obstacles

factors of the policy Implementation ?

1.3 Aims and Goals

1.3.1 Aims

The purpose of the research is to investigate

the implementation of the Government of the City,

especially the Agency of Transportation

Communication and Information Pontianak City

mayor in carrying out regulations on Order Use of

Motor Vehicles on the road in Pontianak and its

effect in reducing congestion in the city of Pontianak.

1.3.2 Goals

The objectives of this research are as

follows:

1. To find out how the implementation of the

regulation by the mayor of the Agency of

Communication and Information.

2. To determine what factors supporting or

inhibiting factors Agency of Communication and

Information in the implementation of the mayor

regulation.

3. To find out what was done by the Agency of

Communication and Information Technology in

the near optimal regulation of the mayor.

1.4 Definition Concept

a. Policy Definition

Thomas Dye in Zainal, said the policy is the

government's choice to do or not do. In this sense, it

is the center of attention of policy not only on what is

being done by the government, but also includes

anything that is not made by the government.

While Lasswell and Kaplan in the same

book see the policy as a means to an end, as the

policy states that the program is projected with goals,

values, and practices (a projected program of goals,

values and practiecs).

Policy or policy analysis refers to the

process of making important decisions of the

organization, including the identification of

alternatives such as programs or spending priorities,

and the election based on their impact. Policies can

also be interpreted as a political mechanism,

management, financial, or administrative order to

achieve an explicit goal (clear goals).

In terms of the subject, is a collection of

policy decisions taken by an actor or political group,

in an effort to choose a destination and how to

achieve that goal. In principle, the party who makes

the policies that have the power to carry it out.

b. Definition of Implementation

According to Jeffry L. Presman and Aoran

B. Wildavsky in Charles O. Jones said: application or

implementation is seen as a process of interaction

between a set of goals and actions that are able to

achieve it. Implementation is the ability to establish

relationships further in a series of causation requires

action and purpose.

Implementation of the activities can be

carried out by a body or container in a planned,

organized and directed in order to achieve the desired

objectives.

Can also be activities or efforts undertaken

to implement all plans and policies that have been

formulated and defined with fitted all the

requirements, tools needed, who is carrying out,

where the place of execution began and how that

should be implemented.

Terry in Winardi stated that, "that many

people who argue that the planning and

implementation are closely related, especially at the

top management levels to which a leader can carry

out both kinds of functions and consequently that he

achieved the most satisfactory results".

From the definition presented above one can

draw a conclusion that the application is essentially

an action or activity to implement a basic guideline or

a predetermined plan. Which in activities involving

some element accompanied by efforts and supported

by the supporting tools in performing related work.

The study will assess the implementation of

this policy and to evaluate the extent to which

policies are made have been able to solve the

problem. Where should these problems fix problems

facing society.

c. Definition of Motor Vehicles

Motor vehicle is any vehicle that is driven

by mechanical equipment such as engines other than

vehicles running on rails. Motor vehicle driven by

engineering equipment for the movement that is on

the vehicle, and is used for ground transportation.

Then, in accordance with Regulation No.

mayor Pontianak 36 of 2013, Chapter I of the

General Provisions, which will be a discussion of

wheeled vehicles such as freight vehicles, trailer,

towing vehicles and passenger transport vehicles.

However, it is possible to discuss personal transport

II. Analysis and Recommendations

2.1. Implementation of Vehicle Control Policy

2.1.1 Implementation Regulation No. 36 of

2013

Implementation of Vehicle Control Policy in

Pontianak are regulated in detail in the Mayor

Regulation No. 36 in 2013 basically refers to Law

No. 22 of 2009 on Road Traffic and Transport.

Mayor Regulation No. 36 of 2013 is

executing his or implementor is the Agency of

Communication and Information of Pontianak, then

specifically implemented by the Division of Traffic

and Transportation, or abbreviated LLAJ. Elements

of leadership and staff who are members of the Field

LLAJ perform his daily patrol in turn according to a

predetermined schedule.

Interview with Head of Road Traffic and

Transport: "... From the Agency to conduct raids and

routine patrols 4 shifts from 8:30 to 11:30 o'clock in

the morning afternoon evening 15:00 to 18:00 18:30

to 21:30 12:00 to 15:00 pm. Then if there are

considered necessary. "

Patrols were carried out by the Agency of

Communication and Information in the observance of

this rule is in the morning at 08:30 to 11:30, 12:00 to

15:00 o'clock noon, afternoon at 3:00 p.m. to 18:00

and 18:30 to 21:30 at night. Each shift patrol consists

of one to three vehicles with each team-member fixed

in each of the vehicle.

The vehicles that took to the field to carry

out patrol adjust the conditions and readiness of each

One person who served as a driver, a man

who got out of the car as to secure the vehicle in

violation of, a person who served as registrar in

violation of Vehicle Plate regulations, as well as a

economic activities of Pontianak, therefore the

vehicle enforcement issues, in terms of vehicles in

violation of the rules was not received for the order.

As freight vehicles or trucks are parked on the

shoulder of Jalan Sudirman, while the road adjacent

to the Office of the mayor who is basically a well-

traveled motor vehicle.

Vehicles are parked on the shoulder of the

road and narrow the existing track and disrupt other

pengedara, even resulting in disorder to the flow of

traffic delays on the road. Due daily patrols are not

able to handle violations caused by stubborn owner

This regulation has been implemented since

the beginning of 2014 because this regulation was

passed at the end of 2013. Up to now has been

running less than one year. In every month there is a

change amount of motorists who violate applicable

regulations.

To determine whether an implementation

process or the execution was successful or not, the

author uses the existing theories. Referring to the

Theory of Edward, indicates the success of the

process of implementation or enforcement of a

policy, namely:

a. Communication, a program can be executed

properly if the executor has been understood

and felt clearly on the information obtained. It

depends with clarity, and consistency of the

information submitted.

b. Resources (resources), includes four

components, namely the fulfillment lumiah

staff and quality, quality, information

necessary for decision-making or sufficient

authority to carry out the responsibilities and

duties as required in the implementation of the

facility.

c. Disposition, attitude and commitment rather

than the implementation of the program,

especially from those who become

implementers of the program.

d. Bureaucratic structure. That is standard

operating procedures governing the flow of

program execution.

The analysis conducted by researchers

during the internship takes place are as follows:

a. Communication

Communication is useful for the

stakeholders to know what should be done and what

should be the policy objectives should be transmitted

to the target group so that a reduction in distortion

implementation. If the goals and objectives are not

clear, there will be resistance from the target group.

Communication is said to be an influential

variable in the successful implementation of policies

regulating motor vehicle. Communication is the

process of delivering thoughts and feelings by one

person to another by using symbols that have

meaning for both sides.

Communication serves as a control,

motivation, emotional expression, and information

Rohman S.ST:

reduction in the number of public transport

3. After the conducted research, the congestion

that occurs in Pontianak less severe in the city

of Jakarta and Bogor. Roads in the city of

Pontianak stalled only at certain hours, such as

the hours go / home school and office. But still,

this problem needs to be a government concern,

because if not issued policies on controlling the

vehicle, then the problem will get worse. The

concern is the density until the congestion is

prolonged until many hours later.

4. Not all the roads in the city of Pontianak is

broad, basically only be passed by a two-

vehicle, when the vehicle stopped on the

shoulder of the road, automatic vehicle behind

to overtake the future, reduce the road, the

vehicle behind will be blocked so that it will

lead to congestion.

5. Vehicle transport of goods that are not

road, slow down the flow of traffic to cause

congestion

2.2.1 Conclusion
