e3 Standard Moving To ForestCriteria vs. Program “Names”
the LEED Rating System. As with the USGBC, the
BIFMA proposal is attracting concern by groups wor-
ried that the standard will be “watered down” or less
meaningful than it has been in the past. However,
the Joint Committee for the BIFMA standard also
voted on August 4 to instruct the committee’s
Subgroup on Sustainable Wood to begin meetings
that will specifically identify the technical differences
between forest management programs. The first tele-
conference of the subgroup has been scheduled for
Tuesday, September 28, 2010, from 1:00 to 3:00 pm
Eastern Time. The purpose of the teleconference is to
begin gathering information to start making compar-
isons of the forestry programs. Anyone interested in
assisting in this effort should contact Ms. Mindy

On August 4, 2010, the Joint Committee for
the BIFMA e3 Furniture Sustainability Standard
approved a proposal to be balloted and put out for
public comment that would remove the names of all
forest management programs from the credit on sus-
tainable wood and, instead, begin defining the actual
criteria that any wood from such programs would have
to meet in order to obtain the credit. The proposal has
been approved by a majority of Joint Committee mem-
bers and is now in a public comment period until
September 26 (see instructions on how to comment at
the end of this article).
The purpose of the change is to move the
standard forward in the ANSI process so that it can be
maintained on a continual basis when new issues are
presented to the Joint Committee. This has not been
possible since the standard has been under appeal for
the last two years by forest programs who feel disad-
vantaged by the current language. The proposal is an
attempt to focus all parties on the actual differences
between sustainable harvesting practices.
The U.S. Green Building Council (USGBC)
has been struggling with a similar debate between for-
est management programs for some time and is
attempting to determine a “benchmark” for what con-
stitutes acceptable wood sustainability criteria within
On August 19, BIFMA released the latest IHS Global Insight industry
forecast based on actual shipments and consumption data through the second
quarter of 2010. Both orders and shipments came in higher than expected for
the quarter, despite poor news from the labor market, slower than anticipated
growth in consumer spending, and an overall deceleration of the recovery.
Despite the quarter's comparatively strong performance, ongoing
high office vacancy rates and weaker prospects for recovery are expected to
keep growth slow.
Shipments in 2010 will still
see a decline of 0.5%,
while 2010 orders grow
4.0%. Growth will acceler-
ate in 2011, with orders
increasing 6.7% and
shipments climbing at
4.3%.
The U.S. econo-
my slowed sharply in the
second quarter as the boost
to manufacturing growth from inventory rebuilding began to wane and the
broader support from fiscal stimulus weakened. Underlying demand growth is
also soft. Revised national account data show that households have increased
their savings much more than previously thought; new data confirm that busi-
ness saving was also very high.

Norman Polsky Will Be Missed By Thomas Reardon, Executive Director of BIFMA International
Norman Polsky, founder and self-proclaimed “chair-man” of Fixtures
Furniture passed away on September 2, 2010. Anyone associated with the con-
tract furniture industry during the latter half of the twentieth century likely had
heard of, or been touched by something Mr. Polsky was direct-
ly involved with.
Norman Polsky was a passionate supporter of
BIFMA and the power of collaborative work through the trade
association. Norman served on the BIFMA Board of Directors
from 1978 through 1986, but his influence exceeded his term
on the Board.
Norm was also an ardent supporter of the interior
design profession through IIDA and ASID, having been
named ASID’s first Honorary Fellow in 1993.
Norman Polsky founded Fixtures Furniture in 1947
and sold the business to Jami, Inc. in 1996. The Jami collec-
tion of companies (Fixtures, Harter, Abco) are now under the ownership of
izzy+.
Norman Polsky’s tireless energy, philanthropy, positive spirit, support
of education, passion for personal responsibility, and determination make him
one of the most influential and memorable leaders that this industry has
experienced.
In lieu of flowers, the family suggests contributions to the

New Federal Law on Composite WoodProducts Being Developed in U.S.
On July 7, 2010, President Obama signed into law Senate Bill 1660,
which established the Formaldehyde Standards for Composite Wood Products
Act. It amends the federal Toxic Substance Control Act (the Act) and requires
the United States Environmental Protection Agency (EPA) to develop a new
federal regulation by January 1, 2013, to implement provisions of the Act. The
landmark legislation was urged by BIFMA, the Composite Panel Association
(CPA) and others including the Sierra Club and consumer groups. It had passed
the U.S. House of Representatives by voice vote
in June of this year after being approved by
unanimous consent in the U.S. Senate.
The Act establishes the first compre-
hensive national standard for formaldehyde
emissions from composite wood products, and
directs the EPA to promulgate implementing
regulations by January 1, 2013. These
regulations will be effective 180 days after
promulgation. According to Tom Julia of the
CPA, “The legislation represents a responsible,
bipartisan approach to advancing consumer
protection, fair trade, and domestic jobs.”
The emission limitations called for in
the new law are modeled on a regulation
adopted by California in 2008. It will
encourage the development of lower emitting
adhesive technologies and establish a
transparent chain of custody for purposes of
enforcement. Manufacturer quality assurance requirements and third party
testing and certification of panel products will give consumers the highest
confidence in the composite wood products they purchase, regardless of where
in the world they are manufactured.
To provide clarity for the regulated community, the California Air
Resources Board (CARB) has affirmed that the current California Airborne Toxic
Control Measure (ATCM) to Reduce Formaldehyde from Composite Wood
Products, which the federal law was modeled after, remains fully in effect. The
Act mandates the same formaldehyde emission standards, as well as all other
major regulatory elements, contained in the California ATCM. However, it also
includes some notable differences relative to the California ATCM regarding
sell through provisions and de minimus use exemptions. The detail of those
differences will be determined by the EPA as a result of their public
rulemaking process.
BIFMA’s Formaldehyde Task Group recently met with CARB officials
in Sacramento to discuss their perspective on the new law and details of how
it will continue to operate in conjunction with the federal law. A similar visit to
the EPA is being planned. The BIFMA task group will offer to engage as
stakeholders in their development of the national law based on CARB. By
bringing industry expertise to those
deliberations, BIFMA will also be able to
present the perspective of “fabricators,” as
CARB calls furniture manufacturers, as well
as the vantage point of suppliers, who are
also represented within BIFMA’s
membership.
The legislation was introduced in
2009 and a broad coalition of stakeholders
and lawmakers supported the bill. Officials
at EPA and CARB worked constructively with
bill proponents. Besides BIFMA and the
CPA, among the industry groups supporting
the final bill were the American Home
Furnishings Alliance, Kitchen Cabinet
Manufacturers Association, Retail Industry
Leaders Association, and Wood Machinery
Manufacturers of America.

19, 2010 at it’s Chicago meeting preceding the October 20 meeting of
BIFMA’s Engineering Committee.
BBIIFFMMAA OOffffiiccee CChhaaiirr SSttaannddaarrdd XX55..11: The Chair Canvass Comments
Work Group has reviewed all comments from the ANSI Canvass. One out-
standing comment remains to be resolved. Test laboratories have identified
inconsistencies in Section 13 – Arm Strength Test – Vertical – Static. A Task
Team is currently reviewing test methods and fixtures with a recommendation
forthcoming this fall. BIFMA anticipates that there will be a new edition of
X5.1 General Purpose Office Chairs in early 2011.
BBIIFFMMAA LLoouunnggee SSeeaattiinngg SSttaannddaarrdd XX55..44: A Work Group is being
assembled to update ANSI/BIFMA X5.4-2005 Lounge Seating – Tests. The
first meeting is scheduled for September 14 in Grand Rapids.
BBIIFFMMAA PPaanneell SSyysstteemm SSttaannddaarrdd XX55..66: BIFMA just received ANSI
approval for our revisions to our Panel Systems standard. The ANSI/BIFMA
X5.6-2010 Panel Systems – Tests is available now.
BBIIFFMMAA SSttoorraaggee UUnniittss SSttaannddaarrdd XX55..99: A Work Group is being assem-
bled to update ANSI/BIFMA X5.9-2004 Storage Units – Tests. The first meet-
ing was held on September 8 in Grand Rapids.
PPrrooppoosseedd EEdduuccaattiioonnaall SSeeaattiinngg SSttaannddaarrdd XX66..11: Members of the Chair
Work Group assigned to create a draft standard for Educational Seating have
met this summer to continue with development of the standard. The next full
Work Group meeting is scheduled for September 15 and 16 in Grand Rapids.
Leadership from NSF International and from the National School Supply and
Equipment Association (NSSEA) are interested in referencing our proposed
standard and are following our development.
EErrggoonnoommiiccss GGuuiiddeelliinnee: The Ergonomics Work Group met in June
and also August to continue with revisions to BIFMA G1-2002 Ergonomics
Guideline. Scott Openshaw (HNI - Allsteel) and Dave Trippany (Steelcase, Inc.)
plan to present our progress to the Human Factors and Ergonomics Society
this Fall. The Ergonomics Work Group will meet again in early November and
believes that we will have an updated BIFMA G1 standard by mid-2011.
IInntteerrnnaattiioonnaall SSttaannddaarrddss: A Task Group is currently evaluating the
proposed ISO Chair Measuring Device (CMD). The Task Group measured
chairs from several different BIFMA member companies in June and is finding
that the proposed ISO CMD using a probe method to measure lumbar is faster
and more accurate than previous CMD models. The BIFMA Task Group sent a
few members to an ISO conference in Berlin Germany to discuss international
harmonization to one CMD method and device. Many other countries have
not yet tried the probe lumbar measurement method; therefore, the Germans
will be hosting a workshop in October for hands-on critique. An ISO Technical
Report for CMD methods should be available in the first quarter of 2011.

Standards Update

The U.S. Environmental Protection Agency (EPA) will be soliciting
input on the agency's role in the green or sustainable products movement at
a September 24 “Listening Session” in Washington, D.C. and BIFMA has been
invited to provide input at the session. The purpose of the session is to inform
their future deliberations and not to reach consensus on undertaking any
particular activities at this point in time. The agency will consider the
information gathered from this listening session and other sources as it works
to define its role and develop a strategy that identifies how the Agency can
make a meaningful contribution to the development, manufacture,
designation, and use of green and sustainable products in the United States.
EPA plans to open a docket to solicit public input on these issues.
More specifically, EPA would appreciate individual views regarding
the following types of questions:
1. What do you see as the major policy and research challenges, opportunities
and trends impacting the development, manufacture, designation and use of
sustainable products?
2. What do you see as EPA’s overall role in addressing these challenges and
opportunities?
3. In particular, how do you see EPA’s role in:
· Assembling information and databases
· Identifying sustainability “hotspots” & setting product sustainability priorities
· Evaluating the multiple impacts of products across their entire life cycle
· Defining criteria for more sustainable products
· Generating eco-labels and/or standards
· Establishing the scientific foundation for these eco-labels and/or standards
· Verifying that products meet standards
· Stimulating the market
· Developing end-of-life management systems (reuse, recycling, etc.)
· Measuring results, evaluating programs
The listening session will be held at the U.S. EPA, Potomac Yard,
Conference Center, 2777 Crystal Drive, Arlington, VA 22202 on September
24, 2010, from 8:30 am-5:00 pm. Attendance will be limited to one person per
organization due to space limitations and Brad Miller has registered to
represent BIFMA. If demand for participation exceeds their capacity, or if
enough individuals are unable to attend this session, EPA will consider holding
an additional session in early October.

EPA’s Role In Sustainable Products
Product Category Rules Topic at LCA XThe American Center for Life Cycle Assessment (ACLCA) is hosting
“LCA X”, their annual conference, in Portland, Oregon the first week of
November, 2010. The theme is “Bridging Science, Policy and the Public” and
events run from November 1 to 5 , with educational programs and the LCACP
exam on November 1, the conference opening on November 2, and an
inaugural technical committee session at the end of the week.
BIFMA’s work with the e3 Furniture Sustainability Standard, level
Certification Program, and Product Category Rules development will be on the
agenda for a special session on Thursday, November 4. Entitled “The ABCs of
EPDs and PCRs,” a panel including Gabe Wing of Herman Miller, Inc. will
discuss how public, private, and non-profit entities all benefit from standard-
ized, relevant, and reliable information about the environmental performance
of products. This session will discuss the current problems with identifying
products that are truly more sustainable and examine state of the art solutions
and tools that can be used to resolve these often chaotic issues. The session
will consider the barriers and the hurdles as well as the drivers and the promise
for broad application and inclusion of Environmental Product Declarations
(EPDs) together with the use of best practice systems. It will be shown how
EPDs provide a means to:
- Protect manufacturers from greenwash claims of their competitors,
- Reduce disparate requests to manufacturers for environmental performance
information, and
- Allow access to markets internationally (where these labels are already
required).
The session will explore the precursor system development work,
including the role of product category rules (PCRs), and will seek to stimulate
a broader discussion about how the LCA community can help advance an EPD
system that comports to consumer preferences and emerging international
requirements. Panelists will also include Frank Hurd, The Carpet and Rug
Institute; David Allaway, Dept of Environmental Quality, State of Oregon;
Richard Gelb, King County, WA; Melissa Winters, Environmental Protection
Agency, Region X, waste reduction program; and Jonathan Rifkin; National
Association of State Procurement Officials (NASPO); among others.
