• Payments: 613 payments in 2020, amounting to around 2.4 bln€

• Evaluation (4th cut-off) and Grant Agreement preparation (3rd cut-off) for the Blending Facility

• Last open CEF1 call under the 2020 MAP (2nd reflow)

• An analysis based on the eligible costs of the Actions at the time of the

signature of the initial GA.

• The diversity of the portfolio appears when comparing the smallest ever

individual grant under CEF telecom of just above 8.5k€ and the biggest ever

grant under CEF transport of more than 2.3bln€ of costs. This is a factor of

more than 270k.

• The CEF portfolio varies considerably not only between the three sectors but

also within the indiviudal sectors, especially in Transport. This adds to the

complexity of the portfolio management.

Covid-19 – State of play

• INEA’s immediate measures to assist beneficiaries included flexibility insubmission dates, increase of first pre-financing, possibility ofextraordinary additional pre-financing.

• Moreover, the updated extension policy takes into account delays due toCovid (additional extension up to 12 months). Most of the requestedamendments have already been treated.

• The updated impact on the progress of the Actions is expected to bereported in the 2021 ASRs, in the light of the continued COVIDconstraints.

• Despite the circumstances, COVID has not affected the budget executionin 2020.

5. From CEF1 to CEF2Main changes affecting the beneficiaries

• The aim is to present the main changes for current CEF beneficiaries,

stemming from the on boarding of CEF to the corporate e-grants system and

from the new CEF model grant agreement.

• This is not a comparison between CEF1 and CEF2 Regulations and does

not relate with other important documents such as the first Work

programmes under CEF 2, currently under preparation.

• It is work in progress, further elements may me added and detailed guidance

will be developed, where necessary.

• The structure follows the CEF project life cycle.

• In the light of reactions from the CEF Transport Advisory Group, INEA may

publish this information.

Possible initiatives for promoting the Agency’s rich rail transport portfolio:

• ERTMS workshop in March

• A dedicated workshop, presenting the CEF rail portfolio and focusing on the

most important/successful Actions

• Support to MOVE initiatives (e.g. “TEN-T meets EYR”)

• Social media campaign

• Possible AG site visit in Karlsruhe (if circumstances allow)

How do AG members dealing with rail promote the European year of rail?

• Any further ideas/proposals from the AG members?

• CEF2 Indicators agreed between INEA and MOVE in June 2020

• Two levels:

Level 2 (CEF2 regulation)

6 agreed indicators (7th on military mobility to be defined)

Covering most activities financed by CEF (including detailed definition)

Not part of the programme statement – to be used for monitoring/communication etc.

• Indicators to be collected in a new IT tool developed in-house by INEA – linked to the TEN-T Network

• Encoding of indicators done by INEA PMs (beneficiaries consulted outside the tool)

• Additional indicators may be introduced throughout CEF2 upon agreement between MOVE/INEA
