Development history of CIQ

� Inspection and quarantine have already more than 2000 years of

history. The earliest record was done in the spring and autumn period.

� Maritime trade and maritime affairs were set up in Tang dynasty

and Song dynasty, respectively, which shows CIQ was bulit formally.

� The 1930s witnessed the critical development of CIQ.

In 1923, commodity inspection bureau was set up.

In 1930, inspection and quarantine office was established by the

department of health.

� The founding of the People's Republic in 1949 brought the

new future to the inspection and quarantine.

� In 1953, the commodity inspection bureau was set up in the

department of trade, and other branches attached to CIQ

had been built.

� In1965, animal and plant quarantine offices were set up at

some important international ports.


� Since reform and opening, branches attached to CIQ were gradually

leaded by the central government. constructed the Chinese inspection

and quarantine system.

� In 1998, the Ninth meeting of National People's Congress approved to

merge China commodity inspection bureau, China Animal and Plant

Quarantine Bureau and China Health Quarantine Bureau to form China

Entry-Exit Inspection and Quarantine Bureau.

� In 2001, the State Council merged China Quality and Technical

Supervision Bureau with China Inspection and Quarantine Bureau, which

General Administration of Quality Supervision, Inspection and Quarantine

(AQSIQ) was established. The department of Inspection and Quarantine

Clearance is a major department of AQSIQ.

channels for entry-exit personnel, materials, vehicles.

The authorities at ports has Customs, Frontier Control and

Department of Inspection and Quarantine Clearance for entry

and exit supervision.

The department of Inspection and Quarantine Clearance takes

the responsibility of administering the business of entry-exit

inspection and quarantine at ports, including personnel, animals

and plants, commodities.

The basic functions of Department of Quarantine and Inspection

Clearance are to protect human health and safety, animal or plant life

and health, environment, and prevent fraud and safeguard national

security.

Specific contents includes:

prevent the spread of a variety of infectious diseases and mediums by inspecting

and quarantining entry-exit personnel, goods and vehicles.

spread of pests and epidemic diseases of animal and plant by means of inspection

and quarantine.



�toxic and hazardous substances prevention

For commodities carrying toxic and hazardous substances, inspectors strengthen

the prevention of toxic and hazardous substances, strengthen management

supplier firms of imported waste materials, implement intensively pre-shipment

and arrival inspection. All waste materials are returned purchases if they fail to

meet the requirements of environmental protection.

Through the implementation of entry-exit inspection and quarantine, inspection

The current entry-exit laws and regulations on inspection and quarantine are as

follows:

1.the Import and Export Commodity Inspection Law of the People’s Republic of

China and its implementing regulations.

The Commodity Inspection Law is adopted at 6th Executive meeting of the 7th

standing Committee of the National People's Congress on February 21, 1989.

The amending version, including 6 chapters and 41 items, was approved at

the 27th Executive meeting of the 9th standing Committee of the Ninth National

People's Congress on April 28, 2002 .

2.Law of the People’s Republic of China on the Entry and Exit Animal and

Plant Quarantine and its implementation regulations. On October 30, 1991,

the law of entry and exit animal and plant quarantine, including 8 chapters

and 50 items, was adopted at the 22th executive meeting of the 7thstanding

committee of the National People's Congress.



3. Law of the People’s Republic of China on the Entry and Exit Health quarantine

and its implementing regulations.

On Dec. 2, 1986, the law of frontier health and quarantine was published at the 6th

Executive meeting of the 18th standing committee of the National People's

Congress.

On Dec. 29, 2007, the amending version, including 6 chapters and 28 items, was

approved at the 31th executive meeting of the 10th standing committee of the

National People's Congress.



4. Food Hygiene Law of the People’s Republic of China

On Feb. 28, 2009, we published the food hygiene law at the 7th executive meeting

of the 11th standing committee of the National People's Congress, which

contains10 chapters and 104 items.

Other relevant laws are also published and implemented. All these laws and

regulations constitute the legal system of entry and exit inspection and quarantine

of the People’s Republic of China .

Facilitate Clearance

Recently, with the rapid development of international trades, China has become the

third trade nation. A large number of international logistics require that the

inspection and quarantine work must improve efficiency. It is very necessary to

strengthen the construction of Quick Customs Clearance based on the situation.

The aim of Quick Customs Clearance is to further improve work efficiency of

supervision, inspection and quarantine, promote the development of foreign

trades, make sure a convenient way for international logistics.

Quick Customs Clearance involves three steps:

Therefore, it is essential that various departments cooperate and coordinate each

With purpose to perform the function of entry-exit inspection and quarantine,

AQSIQ has set up in total 35 Entry-Exit Inspection and Quarantine Bureaus (CIQ)

in China's 31 provinces, near 300 branches and more than 200 local offices across

the country, with employees totaled over 30,000 in goods distributing centers at

sea ports, land ports and airports. AQSIQ provides direct leadership to all the

CIQs.

CIQ carries out the inspection and quarantine for entry-exit personnel,

transportation means, containers, goods, luggage, postal parcel. skeleton, special

articles, and etc. with the view to protecting the health of entry-exit personnel

and the national security, inspection and quarantine can not be allowed to adopt

simple measures due to its distinguishing improtance.

the Green Passage.

Release Power to local breaches

As frontier trades export and import in small quantity and many batches,

AQSIQ published the law of People’s Republic of China of entry and exit

frontier trades quarantine. According to the characteristics of frontier trades,

the law standardizes the frontier inspection and quarantine and also allows

release certain power to local breaches.



Online check of international electronic certificate

We has already signed cooperation agreements on the electronic certificate system

with relevant departments of New Zealand, Australia and Netherlands. More than

15 countries has used the electronic certificate system so far.

The information on electronic certificates can achieve bidirectional exchange

automatically for both import and export administration authorities based on a

central database for information exchange.

The contribution to built the information system of electronic certificates has been

highly approved by international community.

On August 1, 2009, AQSIQ published the regulation of export enterprises

category management. Since the implementation of category management,

more than 60 percents products exported by inspection and quarantine agency

have got the convenience brought by credit supervision of the category

management.



geographical indication mark service

In accordance with the provisions on protection of geographical indication

products, the local administrative organs of inspection and quarantine conduct

multifarious publicity and training in combination with their practical situations.

Based on restrict quality technical requirements, the authorities issue

geographical indication marks and help enterprises get tariff preference, which

play a positive role in the rapid development of foreign trades.



Service to local economic development

Our work provide strong support to local economic development. It is

well known that China has many special economic zones, such as

Shanghai, Tianjin. AQSIQ has allowed more privileges to support the

economic development of special zones.



Promote the window service construction of inspection and quarantine

authorities.

We issued regulations and measures to standardized the window service of

entry and exit inspection and quarantine authorities, which include the

regulation of the window infrastructure construction of entry and exit inspection

and quarantine authorities, the implementation measures of window standard

service of entry and exit inspection and quarantine and so on. We set up

"civilized service window" and "civilized service pacesetter". At the same time,

the inspection and quarantine agencies also implement the 24 hour

appointment inspection and new work modes to facilitate quarantine.
