ANNUAL REPORT

The 22nd Eastern India Regional Council (EIRC) of The Institute of Chartered Accountants of India (ICAI) has great pleasure in presenting the Annual Report for the period from 1st April 2016 to 31st March 2017

1. MEMBERS

The Regional Council is privileged to serve 24,432 members from the Eastern Region during the reporting period i.e., till 31st March 2017

2. ELECTION OF OFFICE BEARERS- 2017-18 (2nd term of 22nd EIRC)

At its sixth meeting of the 22nd EIRC of ICAI held on 24th February, 2017 the following office-bearers were elected for the year 2017-18:

3. ANNUAL GENERAL MEETING

The 64th Annual General Meeting of the Eastern Region was held on Tuesday 26th July 2016 at R Singhi Hall of ICAI, EIRC Premises, 7 Russell Street, Kolkata-700071

5. MEETINGS OF THE REGIONAL COUNCIL AND ITS VARIOUS COMMITTEES

During the period from 1st April, 2016 to 31st March 2017 the 22nd EIRC met five times i.e. on 7th May, 2016, 21st June 2016, 13th September 2016, 18th

January 2017 and 24th February 2017. All meetings were held at EIRC Premises, 7, Anandilal Poddar Sarani, Kolkata – 700 071. The EIRC’s various Committees met several times for taking decisions on various activities of the Regional Council during the aforesaid period.

6. LECTURE MEETINGS, SEMINARS, WORKSHOPS & CONFERENCES ETC.

During the period from 1st April, 2016 to 31st March, 2017 the EIRC of ICAI organized several Lecture Meetings, Seminars, Workshops & Conferences to further the cause of fostering professional and technical development of its members and students. The subjects covered broad gamut of issues relating to the CA profession including the industry and profession. Details of few of the Seminars, Workshops, Conferences, Lecture Meetings and activities organised by EIRC during the aforesaid period are covered in this Report. Further, the details of other activities organised by EIRC is

provided in Annexure I to this Report. Some of the important programmes organized were:

i) 41st Regional Conference - EIRC

More than 1500 members, students and other professionals participated in this mega 2 days conference.

(ii) SUB REGIONAL CONFERENCES

1. Regional Seminar on Forensic Accounting & Fraud Prevention on 4th June 2016 under the aegis of Committee on Information Technology, ICAI , with speakers like Shri Akshay Sinha, Asst. Director, PMLA, Kolkata, CA Rajiv Gupta, Bengaluru, Mr. Sachin Dedhia, Cyber Crime Investigator, Mumbai, Adv. Ashish Makhija, AMC Law Firm.

EIRC organised the Two day 41st Regional Conference of EIRC in Kolkata on 19th & 20th December 2016 at Kalamandir. The theme of the Conference is “Innovate, Integrate, Implement – Road Ahead to Success”. The Chief Guest was CA Nilesh S Vikamsey, the then Vice President, ICAI, who inaugurated the Conference in the presence of Central Council and Regional Council Members from the Eastern Region. Conference on Information Technology on the theme “ Digital Leadership : Expected Skills, Capability & Capacity in Changing Times” on 30 th July 2016 and was inaugurated by Mr. Arup Roy, Hon’ble Minister in Charge of Co-operation, Govt. of WB and had speakers like Mr. Debajit Roy, Gurgaon, CA Rishabh Pugalia, Mumbai, Ms. Penny Breslin, California, CPA Daniel S Gordon on Video Conference from USA, Mr. Subrangshu Sanyal, CEO, IIM Calcutta Innovation Park, Ms. Bishakha Bhattacharyya, Sr. Director, NASSCOM, Mumbai, Mr. Vipul Mehta, CEO, Tipping Point, Mr. Vikram Duggal, Consultant, Unitus Seed Fund. The Conference was organised under the aegis of Committee on Information Technology, ICAI..

3. National Seminar on GST on 8th November 2016. Shri Sovondeb Chattopadhyay, MIC, Electricity & Power, Govt. of WB, CA Rohini Agarwal, CA Ashok Batra, CA Bimal Jain all from New Delhi and others. The Seminar was organised under the aegis of Indirect Tax Committee, ICAI.

4. Seminar on IFC, CARO & Standards of Auditing on 14th May 2016 was organised under the aegis of Auditing & Assurance Standards Board, ICAI with renowned speakers like CA Ganesh Balakrishnan, Hyderabad, CA Chinnsawmy Ganesan, Chennai, CA Shyam Lal Agarwal, the then Chairman, AASB, ICAI

v) CA Day – 67th AnniversaryChartered Accountants Day was celebrated on 1st July 2016 with hoisting of the Institute’s Flag by CA Anirban Datta, the then Chairman of EIRC at the ICAI, EIRC Premises at Russell Street. As part of CSR Activity under the banner “Share & Care” Literacy Kits, Medicine and Clothes were distributed to the under privileged sections in the society. An Investor Awareness Programme was held on that day to create awareness among the public to safeguard from prangs of unscrupulous elements. Swachh Bharat Abhiyan a cleanliness drive was undertaken in the Office premises and its adjoining areas. “Go Green” was also observed by tree plantation at the ICAI site of Rajarhat. The Chief Guest of the day was Shri Rabindranath Ghosh, Hon’ble Minister, Govt. of West Bengal. Special Guest was Swami Stavapriyananda, Joint Director, Lokshiksha Parishad, Ramkrishna Mission, Narendrapur. Guest of Honor was CA Rajesh Khanna, Hon’ble Councilor, Ward No. 36, KMC and also Past Chairman, EIRC

vi) Independence Day Celebration by Hoisting of the National Flag at the Institute’s Premises at ICAI, EIRC Premises at Russell Street, Kolkata.

viii) Celebration of International Women’s Day 2017EIRC of ICAI celebrated International Women’s Day on 10th March, 2017. The Chief Guest was Dr. Shashi Panja, Hon’ble Minister of Women & Child Development & Social Welfare, Govt. of West Bengal. A Session on Anti

Sexual Harassment Law for Women at Workplace was deliberated by Advocate Ramya Hariharan. Panel Discussion “Be Bold for Change” moderated by CS Mamta Binani, Past President, ICSI with panel members like Dr. Shashi Panka, Hon’ble Minister of Women & Child Development & Social Welfare, Govt. of West Bengal, Ms. Sunanda Mukherjee, Hon’ble Judicial Member, West Bengal Human Rights Commission, CA seema Mohnot, Ms. Atrayee S Sanyal, Tata Steel, Ms. Nitu Agarwal, ICICI Bank. ix) Celebrating Teachers’ Day 2016Teachers’ Day 2016 was celebrated on the theme “My Principal – My Teacher” was celebrated on 5th September 2016 at EIRC Premises. Chief Guest was Prof. (Dr.) P Ishwara Bhat, Vice Chancellor, WBNUJS. The Celebration also included a Debate Competition amongst the students on the topic “Practical Training vs. Academic Education”

x) S Vaidyanath Aiyar Memorial Lecture EIRC organised S Vaidyanath Aiyar Memorial Lecture on the topic “Reflections: Global Mega Trends 2020 and India’s Take” was held on 30th December 2016 at EIRC Premises. xi) CA P M Narielvala Memorial Lecture CA P M Narielvala Memorial Lecture on “meeting Demands of Today’s Professional Excellence” was held on 9th September 2016 at EIRC Premises. The lecture was delivered by CA Ram Krishna Agarwal, Past Council Member, ICAI

xii) Pradhan Mantri Garib Kalyan Yogna 2016Seminar on Income Tax Schemes – Pradhan Mantri Garib Kalyan Yogna 2016 was organised on 28th December 2016 at the EIRC Premises which was addressed by Shri P B Pramanik, Addl. Director of Income Tax, Intelligence & Criminal Investigation, West Bengal

xiii) Awareness Programme on Income Tax Settlement Commission Seminar on Income Tax Settlement Commission – Laws & Procedures was held on 21st December 2016 in EIRC premises being organised by EIRC in association with Study Circles of EIRC. The renowned speakers were Shri Mithilesh Jha, Secretary, IT, SC, Shri D K Gupta, Vice Chairman, IT, SC and Shri S M Ashraf, Member, IT, SC

xiv) Programme on Demonitisation Scheme and its effectsVarious Seminars on Demonetisation were held like “In & Notice u/s 131, recording of statement & FIU: Practical issues “ and Panel Discussion on Demonetisation & How to handle issues relating to Penny Stock, Cash trail & Commodity transaction? on 1st December 2016 with speakers Adv. Paras Kochar, CA Ramesh Patodia and on 22nd November 2016 with speakers like Adv. Narayan Jain, CA S S Gupta and Adv Subash Agarwal and on 21st October 2016 by CA N K Poddar, Past Council Member, ICAI and again on 3rd September by CA Purushottam Agarwal and Adv. Subhas Agrawal.

xv) Income Computation & Declaration Scheme (ICDS)Seminar on Furnishing of Statement of Financial transaction under the Income Tax Act & Rules was held on 20th October 2016 at EIRC premises. The speakers were Shri P B Pramanik, Addl. Director of Income Tax Intelligence & Criminal Investigation and Shri S S Rana, Director of Income Tax Intelligence & Criminal Investigation and others. Workshop on ICDS was also organised from 5th May to 7th May 2016

xvi) Insurance EIRC organised Seminar on Changing Dynamics in Insurance Industry on 27th August 2016 at its premises with speakers like Mr M Vasantha Krishna, Director and General Manager, National insurance Co. Ltd., CA (Dr.) Rakesh Agarwal, CA R C Guria, Ex Chief Regional Manager, New India Assurance Co. Ltd.,CA Puja Das and Mr. Narendranath Bonnerjee, Cluster Head, Royal Sundaram General Insurance.

xvii) IND ASEIRC has organised Refresher Course and Workshop on IND AS. Refresher course on IND AS was organised by EIRC from 5th November to 17th November 2016 with eminent speakers like CA (Dr.) Debashis Mitra, Council Member, ICAI, CA Subodh Kumar Agrawal, Past President, ICAI and Prof. (Dr.) Amitabha Mukherjee, CA Soubik Sarker, CA Manas Nayak, CA Arif Ahmed, CA Arijit Chakraborty, CA Veena Hingarh and others. Workshop on IND AS from 7th July to 9th July 2016 at EIRC premises

xviii) Project Finance : Opportunities for CAsProject Finance : Opportunities for CAs was organised by EIRC on 29th & 30th June and 2nd & 5th July 2016

xix) NCLT & NCLAT : Opportunities NCLT & NCLAT : Opportunities was organised from 23rd June to 25th June 2016

xx) Finance Act 2016Workshop on Finance Act 2016 was organised from 16th June to 18th June 2016

xxi) Limited Liability Partnershipvarious Workshops on Limited Liability Partnership was organised from 27th April to 29th April 2016 and Refresher Course on LLP was organised from 23rd December to 27th December 2016

xxii) Cultural & Other Activities

Blood Donation camp Blood Donation camp was organised for the victims of Kolkata Flyover crash on 2nd April 2017 jointly with Bhawanipur Education Society an endeavour to stand beside the hapless and support the victims of the tragic incident of flyover collapse which took place at Kolkata on 31st March 2016

World Yoga Day – World Yoga Day with Chhoti Gurumaa was organized by EIRC on 21st June 2016 at Bhowanipur Education Society, Kolkata.

EIRC Awards 2015 – EIRC Awards was organised on 23rd February 2017 at Vidya Mandir Auditorium with a Musical evening by renowned artiste, Ms. Annesha Datta and her troupe.

Green Initiative – EIRC in its initiative to save the environment will not be circulating print copies of its Annual Reports and Accounts to its members but instead will make the same available in its website (www.eirc-icai.org). EIRC appealed to all its members to opt for E-Newsletter going by the above initiative and has also reduced the number of pages in its print copies to 12 as per the guidelines of ICAI with effect from 1st June 2016. With huge demand of hard copies by the Sr. members, EIRC has introduced circulation of hard copies to members aged 60 yrs. and above and to addresses of all firms.

Friendly Cricket Match – A friendly cricket match was played between EIRC and VAT officials on 15th January 2017 at Bata Ground, Maidan and was won by EIRC

xxiii) Enhancing capacity of the Profession and PR activities

Eastern India Regional Council has taken various steps for enhancing the capacity of the profession.

EIRC has organized various Workshop for educating the members to enhance their capacity as professionals and also providing them an opportunity of one to one interaction

For the benefit of fraternity at large who otherwise could not attend the programme and also for the members residing in other cities of region the deliberations of the Speakers were recorded and uploaded on the EIRC Website.

Felicitation of Mr. Jayant Sinha, Hon’ble Minister of State for Finance, Govt. of India to discuss about professional opportunities for CAs & contribution of CAs to the economy at large.

Meeting was held with Mr. Moloy Ghatak, Hon’ble Minister of Labour, Govt. of West Bengal to discuss about utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better government.

Meeting was held with Mr. Jyotirmoy Kar, Hon’ble Minister of Co-operation, Govt. of West Bengal to discuss about utilization of professional expertise of CAs for Co-operative Audit.

Felicitation and Meeting with Mr. S.K. Panda, Chief Commissioner, Service Tax.

Meeting with Mr. Firhad Hakim, Hon’ble Minister of Municipal Affairs and Urban Development, Govt. of West Bengal for utilization of professional expertise of CAs to strengthen the State Economy.

Recognition of CA qualification as post graduate degree for the purpose of registration to the Ph.D. Course at WBNUJS: West Bengal National University of Jurisdical Science(WBNUJS), Kolkata recognized CA qualification as post graduate degree for the purpose of registration to their Ph.D. Programme.

xxiv) Planning for growth in profession while maintaining qualityVarious initiatives have been taken by EIRC to enhance the growth of the profession.

7. PROFESSIONAL DEVELOPMENT

The EIRC represented before the State Governments regarding the following matters:

Representation was made to Mr. Partha Chatterjee, Hon’ble Minister in charge of School & Higher Education, Govt. of WB giving suggestions to improve the Quality of Audit in Non Government, Sponsored and Aided Schools of West Bengal.

Representation was made to Shri Subrata Mukherjee, Hon’ble Minister in charge of Public, Health & Engineering, Panchayat & Rural Development, Govt. of WB for utuilisation of professional expertise of CAs to strengthen the State Economy and to facilitate better governance.

WB for utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance.

(ii) Representation was made to Shri Subrata Mukherjee, Hon’ble Minister in Charge,

Public, Health &Engineering, Panchayat & Rural Development, WB for utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance.

(iii) Representation was made to Smt. Chandrima Bhattacharyya, Hon’ble Minister of

State, Law & Judicial Department, Health & Family Welfare, WB for utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance.

(iv) Representation was made to Shri Jyotirmoy Kar, Hon’ble Minister in Charge,

Co-operation Department, WB for utilization of professional expertise of CAs for Co-operative Audit.

(v) Representation was made to Mr. Firhad Hakim, Hon’ble Minister in Charge, WB for

Utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance.

(vi) EIRC met the officials of the Ministry of Higher Education, Govt. of WB to make a Representation for College Audit

8. CONTINUING PROFESSIONAL EDUCATION.

The EIRC has decided to organise a large number of programmes recommended by CPE Directorate of ICAI and also Workshops and Seminars on topics of interest. They also showed concern to enhance the scope of continuing professional education amongst the members of suburb/rural areas, the Committee has encouraged formation of CPE Study Circles, Chapters & Study Groups.

The EIRC organised Lecture Meetings, Mock Tests for CPT, IPCC and Final. Crash Courses on Advanced Management Accounting, Information Technology, Strategic Management, and Audit was also organised at the Branch level.

National Convention for CA Students at KolkataThe National Convention for CA Students at Kolkata was held on 16th & 17th

July, 2016 at Calcutta University Centenary Auditorium, Kolkata. The theme of the Convention being “Aashayein – A Glimpse of a Better Tomorrow”.

The two day event was inaugurated by His Excellency Shri Keshari Nath Tripathi, Hon’ble Governor of West Bengal. A motivational session was conducted by Mr. Saunak Bhatta of Nepal. A debate was also conducted on “Reservation in India should be based on Economic Criteria”. A special session was also conducted by CA Nischal Narayanam, the youngest Chartered Accountant. About 1250 students attended the programme.

17. GMCS CLASSES

During the year 2016-17, Six Batches of GMCS-I & Twenty Three Batches of GMCS-II were held. All the GMCS Classes (both I & II) were held at ICAI Premises either at Russell Street or Kasba & no outside venues were hired. For this purpose two existing rooms in the 2nd floor of ICAI Russell Street premises were modified into Class rooms.

A total number of 251 students attended GMCS-I Batches & 1083 Students attended GMCS-II Batches during the year. All the registrations were done Online only. Students applied online for Batches for which prior notice was given in EIRC Website before online launch of batch.

The requirement of undergoing GMCS-I class was done away with wef. 1st

January’2017 & those students who were required to undergo GMCS-I Classes are now required to mandatorily undergo 15 days Orientation Course. Accordingly, the nomenclature of GMCS –II was also changed to GMCS.

Several Meetings were also conducted with the faculties to improve the quality of GMCS training. A “One Day Faculty Development Programme” was also organized by Board of Studies, ICAI on 10th February’2017 at Kolkata in which the faculties of GMCS & Orientation Course participated & enhanced their skills.

Eligible students of this Region are to be presented with Prizes & Awards for their performance in the various Examination held two terms of the year 2016.

19. LIBRARY

During the period under review, more than 726 books were added to the Library’s Members & Students sections. Databases on Direct, Indirect taxes, Company cases, capitaline – a financial database of twenty two thousand listed and no listed Companies were installed in the Library. Moreover Readers can view the Library resources through eirc-icai.org site. EIRC Library has institutional membership of American Center Library & British Council Library for the use of its members.

EIRC Library is enriched with magazines, periodicals and journals of Members interest. Daily newspapers in English, Hindi and Bengali are available in the Library along with Employment News for the job seekers. Number of books issued the Members and Students sections were 660 & 1264. Numbers of books issued in Reading rooms were more than 1400 only. Library membership grew by 38 & 162 respectively in the Members and Students section. During the year more than 6 Readers updated their membership after the revision of security deposit took place in library.

EIRC Library provides the Readers, access to the updated and latest computers for work with internet facility. CDs of the books are available for browsing. The digital Library system gives access to the on line journals, books and articles from the Chartered Accountant Journal.

The Regional Council is maintaining a separate Reading Room for Students at ICAI New Building at Rajdanga. The Reading Room is equipped with all books, study materials and other relevant publications for Students use along with three daily newspapers.

20. OBITUARY

The Regional council deeply mourns the death of the members who had left for the heavenly abode and expired between 1st April 2016 and 31st March 2017 as detailed in Annexure III. May their soul rest in peace.
