The state of Texas has just beguna major crackdown on

locksmiths who are operatingwithout a license. Like many states,Texas took no action on this matteruntil the West Texas LocksmithAssociation complained to the state’sDepartment of Public Safety (DPS).Since that time, at least ten residentsof El Paso have been arrested forworking as locksmiths or alarminstallers without benefit of the statelicense.

"What DPS did in that operationwas just scratching the surface," saidRick Milliorn, an El Paso locksmithand president of the West TexasLocksmith Association.

"A whole bunch (of locksmiths)are operating without a license. Theyshould either go out and arresteveryone (not in compliance), ordrop the law,” he said.

"The law is intended to weed out(bad) people in the industry toprotect the general public. We don'twant people (with criminalbackgrounds) rekeying locks that canget back in a house or vehicle," saidMilliorn, who operates Hassle FreeLock and Key in Northeast El Paso ."People are having car thieves andchild molesters working on theirhouses and cars, so we need to dosomething about it."

John Switzer, who's owned andoperated Trevino Lock and Key Shopfor 23 years, said he meets thelicensing requirements, but herefuses to get a license because, hesaid, "everyone has a legal right towork, and the license gives up thatright."

"If they took action (against me), Iwould fight it in court," said Switzer,who said he's identified loopholesand problems in the law. He also

believes its main purpose is to raisemoney for the state through licensingfees.

"You can't protect the public withlicensing," Switzer said. "Thebackground checks are worthless."

Capt. Renearl Bowie, who directsthe Texas Department of PublicSafety's Private Security Bureau,which is in charge of licensingsecurity services companies andenforcing the licensing law, said statelaw bars people from getting a licenseif they were convicted of a felony inthe past 20 years, a Class Amisdemeanor in the past 10 years,and a Class B misdemeanor in thepast five years, with someexceptions.

T he big problem with water tables occurs when trying

to set them. The dishes and silverware keep sinking.

OK, not really.

A water table is defined by Wikipedia in the following way: “The water table, or phreatic surface, is the level at which the ground water pressure is equal to atmospheric pressure. It may be conveniently visualized as the ‘surface’ of the ground water in a given vicinity. As water infiltrates through pore spaces in the soil, it first passes through the zone of aeration, where the soil is unsaturated. At increasing depths water fills in more spaces, until the zone of saturation is reached. The relatively horizontal plane atop this zone constitutes the ‘water table’. A sustainable amount of water within a unit of sediment, or rock, below the water table in the phreatic zone is called an aquifer. The ability of the aquifer to store groundwater is dependent on the primary and secondary

porosity and permeability. The form of a water table may change and vary due to seasonal changes, topography, and structural geology.

(Got that definition memorized? There will be a quiz afterward.)

In the situation at our university, the water is an underground stream running below a garden apartment complex on campus on the side of a hill. The changes, due to seasonal changes and topology, do indeed occur, and result in the cylindrical deadlatch being displaced by as much as an unbelievable 3/4" both vertically and horizontally.

Obviously, traditional grade one cylindrical lockset deadlatches were not meant to take this type of variation, and it resulted in doors on which the latch bound so badly in the strike that it was nearly impossible to open them from either side. Cylindrical Grade One deadlatches that are well made, and long-lived elsewhere, wear out and fail in as little as a year.

From the outside, the pressure could be somewhat relieved by “bumping” the door with your hip while turning the key. Because the door swings outward, this is enough to free it up momentarily. (Try explaining that to every new student that moves into the complex!) But from the inside, that technique will not work. This could cause a serious problem in the event of a fire, which is one of the top three potential threats every university faces and fears.

Obviously, it was a situation for which there could be no delay in finding a solution. Fortunately, discussing this with Jill Trego of PDQ Industries led to a quick resolution. She correctly pointed out that a Pullman latch would not be subject to the problem. John Rendle and I examined the American Eagle 6200 series exit device from PDQ and decided to go with it.

Photo 1, shows the first door we installed the device on as we saw it prior to the replacement. You will note that on that particular day, there was very little misalignment, although the gap between the door and frame is slightly narrower the higher you observe it. From the inside we were able to see it was at a high water table and that the latch was binding badly from the inside.

We had selected the PHL lever trim, so after removing the old lockset, we needed to drill the anti-torsion holes as would normally be done for most leversets. The PDQ uses the same pattern at six and twelve o’clock as Schlage and most other leversets, so we used a Schlage installation jig to position them. We inserted the jig, aligning it with the latch, and drilled the two holes as shown in photo 2. Prior to drilling, a float level was used to get a rough idea of the actual slope of the door. The PDQ trim only requires the support holes on the exterior of the

door, though it would not hurt anything if you already had the holes completely through the door or felt that through bolting would add security. In fact, they are threaded for just such a possibility.

Photo 3, shows the outside trim positioned, and gives a preview of what the installation will look like from the outside. Most of our residence halls leversets are in dull chrome, so

we chose to continue this as we added the lever trim on this installation. The final steps of the installation later would be to use a Don-Jo EF-161-S filler plate to cover the old latch face opening.

Photo 4, shows the view from inside the door with the outside trim in place. The crosshairs on the device are spring-loaded to hold a perfect fit regardless of minor variations in door thickness.

We had experimented and learned the trim fit a number of devices we had installed and was a big improvement in operation over their own trim, but that is another story.

We had purchased a spacer plate for the device as we do for many of the devices we handle, and turned it into a makeshift installation tool. Mounting it to the outside trim in the way the inside mounting bracket normally would be applied, we can mark all of our holes with an automatic heavy duty center punch (available

from Jawco in Reading, PA), and then use a self-drilling pro-tap to thread each hole before removing the spacing plate. A standard automatic center punch is great for wood, but on metal doors it often leaves precious little mark of its usage. We were introduced to the heavier model and found its mark is always clear.

Before drilling or tapping any holes, we compared the slope of the plate using the float level to what we had observed with the Schlage tool on the outside, and saw the device was properly

aligned. All this is observable in photo 5 & 6. Ignore the installer notes that had been added to the spacer plate. They turned out to not be necessary, but that is something we do on all first installations of any product where it is applicable.

With our spacer removed, we install the inside trim mounting bracket as shown in photo 7. Note that it will interlock with the 6200 device active head and self align. The raised round portion faces the device, NOT the trim. It is this which guides the self-alignment.

Because we will want to test the device as we go, we decided to preinstall the core and tailpiece as shown in photo 8. Note that it requires a twisted tailpiece similar to the Schlage, rather than the flat actuators used by many manufacturers. We made a note to order a box of these for stock.

One of the nice things about the 6200 is that it has a very versatile active head. We removed the inside cover from the active head and mounted the device in the holes we had threaded earlier, as shown in photo 9. Note all the other possible mounting screw positions to replace other manufacturer door preparations for retrofit projects.

Removing the case cover was the only problem area we experienced on this installation. The mounting tabs are quite tight against the cover, and it is not a faux cutout as seen on many exit devices, but is actually cut out for both the pullman latch and its deadlatch, with very little free space. This cost us a full minute in cover removal, but knowing it in advance would have made it

a cinch. A light tap with a plastic or rawhide mallet over each of the mounting tab locations pushes the tabs in slightly, where it remains, while the cover itself springs back to position. We did this on all subsequent installations of the device, and it worked well.

We then centered the pushpad on the device and checked it with the float level. Note that we are not trying to make it level. We are

ascertaining that the entire device is on the same slope as the opening. We had already cut the bar to the correct length using the cut-off saw in the shop, by the way. Sure, you could do it in the field with a bandsaw, but if you don’t have to, why would you? The cut-off saw leaves it perfectly straight, and the light is always better over the workbench than any field conditions I ever saw.

Photo 10, shows the inactive side mounting bracket. Because this is a particularly thick door, we chose not to through bolt the screws for it, but usually it is a best practice to do so.

Our final job is to align the strike and tap the holes to mount it. The finished strike installation is shown in photo 11.

From start to finish, the installation was a whopping sixteen minutes, which is not bad for working while standing on a water table. We did six devices that afternoon, with a total of 56 that we are doing in this particular project. It was interesting that in some places you could actually hear the water moving beneath the ground. But now it is a happy sound, not one of woe and fear for the safety of our occupants.

This job went smoothly. The device was easy to install, with no surprises in the installation

or instructions (like the other manufacturer whose product had changed, but the template and instructions packaged with it had not), and it had very few moving parts, the trim was self-aligning to the device, and the job when complete was very smooth and professional in appearance. The occupants (probably tired of wearing bruised hips) were very pleased.

And who knows? I may never have to talk about water tables again. There have been no door binds on any door converted to it thus far. Until this solution,

it was a nearly constant topic of discussion in that complex. Now I can concentrate on the periodic table. No, I do not really plan to, but the chemical engineering students can.

The eBOSS™ is a grade 1, cylindrical, electrified, digital

Deposition) is a technologi-cally advanced finish coating that provides the ultimate surface protection against environmental elements and everyday wear and tear. PVD matches clear coated finishes in appearance, yet surpasses them in durability.

Yale warrants all its PVD fin-ishes against corrosion, tar-nish, wear, discoloration and peeling for the lifetime of the part to which it has been applied. Wow! Now back to the lockset.

The eBOSS has been engineered with both

designed firsts as well as proven technology from other companies. Most of the lock chassis is identi-cal to the Securitron Sable that was reviewed several months ago. But while the motor and adjusting pins are identical, the way the chassis

is adjusted for door thickness is not, (see photograph 2). The eBOSS uses a patented door thickness adjusting system, (see photograph 3). Slots are cut into the chassis that correspond to 1-3/4”, 2” and 2-1/4”.

To adjust for door thick-ness, you first separate the spring housing from the chassis, (see photograph 4). Next, two locking pins are removed and the adjusting plate is slid up and over to the desired door thickness, (see photograph 5). This is very fast and accurate.

Here is a look at the basic operation and a few features of the eBOSS™.

• The outside lever is always locked except when the lock is in the passage mode.

• The inside lever is always engaged to allow egress. Available with or without key override.

• The eBOSS™ allows up to 94 individual user codes.

• Codes may be from two to seven digits in length followed by the * key, and digits may be repeated.

• All programming is accom-plished from the keypad.

• Lock will unlock for a user definable duration of 1-255 seconds then re-lock.

• If lock is in lockout mode, the yellow LED will light, indicating denied entry.

• If enabled, the green LED will light upon each depression of a key and for the duration that the lock is unlocked.

• If the audible sounder is enabled, it will beep con-currently with the LED as keys are depressed.

• If an invalid code is entered, the red LED will light and an audible sound sequence of one long beep, followed by four short beeps, will indicate denied entry.

• The modular design means there is no need to replace the entire lock if a portion of the lock is damaged. You will also be able to add or remove upcoming modules such as proximity access con-trol without removing the lock chassis.

• Weather Resistant Keypad allows exterior application without the use of gaskets.

• The eBOSS keypad also meets ADA 12-button telephone requirements.

The l ist of features is very long, but I have to stop somewhere, so this is where I want to shift gears and talk a l ittle about the keypad.

The keypad uses stainless steel keys, (see photographs 6) and back plate, (see pho-tograph 7) with a silicone based internal gasket. This is where it gets its water resis-tant design without requiring the use of a separate gasket when installed. Because of the modular design, the lock chassis can be installed and tested before the keypad is attached. I will give you a look at this a little later.

One more really cool thing before we head to the instal-

lation phase is the cylinder. This is a patented keyway cylinder called the KeyMark® line. Yale KeyMark’s utility-pat-ented Security Leg® keyway features increased resistance against picking and impression-ing as well as key duplication, (see photograph 8). It can easily retrofit into existing systems.

Photograph 9, shows the additional holes needed for installation. They are the com-mon notches in the side of the hole for the chassis as well as the through bolt holes above and below the hole for the chassis. The two holes at the top of the photograph are for the keypad and inside circuit board assembly.

Photograph 10, gives you a look at the lock chas-sis and rose assemblies installed on the door. The

Bertram Joins LAB

George L. Bertram has joined LAB Security

Systems as director of sales and marketing of the LAB brand. A veteran of 11 years in the security hardware industry, Bertram most recently was with Ingersoll Rand as security safety consultant–end user sales for New England. LAB’s New SFIC Kits and Pinning Tray

Two SFIC pin kits and a pinning tray are being introduced by LAB at the ALOA convention. One kit is specifically for Best A2 original interchangeable cores, while the other is for all SFIC cylinders other than Best. Both of the new kits are in LAB’s family of Mini Dur-X products, which provide the locksmith with only the size pins and springs required to re-pin the specific lock company’s cylinders.

LCN, Von Duprin Schedule Classes

As part of Ingersoll Rand Security Technologies’ commitment to the industry, the company has slated LCN and Von Duprin maintenance seminars.

LCN’s intermediate level DC201 Maintenance Seminar and DC202 Low Energy Power Operations Workshop are both scheduled at the LCN factory in Princeton, IL. The maintenance seminar class will help technicians determine which doors require closers based on security, ADA and life safety codes and will teach technicians to perform all adjustments, including closing speed, latching speed, back

check and arm position. Also covered will be troubleshooting of installed products, specifying and installing the correct arm and mounting method for the application such as regular, parallel arm, top jam and flush transom, and how to apply drop plates, brackets and adapters where required.

The low operator class will teach technicians how to differentiate between automatic doors and low energy operators for the disabled, identify critical installation factors in advance, select the right functions, install and troubleshoot power operator systems, understand factory adjustments and perform field adjustments of opening speed, hydraulics and electronic control modules, understand wiring diagrams and coordinate other electrified hardware with other operators and use point-to-point diagrams.

All technicians will receive “LCN Certified Installer” status and certification upon successful completion of the class.

The Von Duprin class contains LS201 Codes, ED101 Exit Overview and ED103 Two Days of Exit Servicing. The class will teach technicians how to select hardware that complies with life safety codes, how to avoid practices which may ruin the fire rating of an opening or otherwise violate local life safety codes, how to interpret ADA and its effect on door size and lock selection, how to identify and develop a relationship with the local Authority Having Jurisdiction (AHJ) and how to meet low energy door opening requirements and still provide security.

In addition there will be an exit hardware overview, teaching how to apply proper exit device terminology, how to select devices to comply with codes, how to apply various types of exit devices, how to differentiate between fire and panic applications and how to select the proper trim and electrified functions, based on the application.

The Olympus T37 is a direct retrofit for the National C8137, but with the added benefits of easy rekeyability, a stainless steel bolt to reduce bolt breakage, an optional spring clip for clip mounting, and an optional ring number package. This unique number ring package allows the key code to be stamped on a replaceable face ring instead of the face of the lock, providing additional flexibility when rekeying locks because the key code is not permanently stamped on the face of the lock.
