Radiation Protection – What about the Basic Principles and  Objectives  in the Current  Regulatory Environment? 

The objectives of radiation protection are to minimize the negative health effects due to radiation. Over many past decades, the regulatory environment, i.e. the various inter national and national codes and standards but also recommendations issued by IAEA and IRCP, was always subject to continuous development reflecting up to date knowledge and experience. Currently, discussions focus on “new” areas of human activities like decommissioning and on “new radioactive substances” and potential threats associated with their handling (handling and treatment of substances containing naturally occurring radioactive materials) Latter already became subject to regulations issued by EURATOM. For topics like decommissioning, statement can be found doubting that the existing regulations address radiation protection in a sufficient manner.

“To lower the radiation risks” – This is exactly the matter of interest. How low is low enough? What about ALARA principles? Do they still apply or do we take about minimization? What does the discussion of current regulations and their interpretation mean in this context?

This session addresses some of these questions and tries providing some answers. Some of the presentations will give an introduction and produce questions. The answer might be gained during lively discussions between the session participants.

Post-operation and  Decommissioning in Germany

The dismantling of major components is increasingly coming to the fore and not only in plants that are already well into the decommissioning and demolition phase. Different approaches to optimising the procedures for this will be presented based on extensive experience gained in the field. Managing the dismantling of major plant sections across multiple sites is giving rise to new ideas regarding organisational structures and processes; the industry will demonstrate modular tool concepts emerging out of handling and dismantling techniques, and representatives from research and development will present the status quo for established disassembly technologies and provide ideas for further developments. With regard to the implementation of the dismantling of major components a close view of supervisory procedures and interfaces to residual operation will be presented. Finally, we will take a look at Switzerland where the plan is to strip down larger individual components early on in the process in preparation for demolition at a later stage.

Der Abbau von Großkomponenten rückt nicht nur bei den bereits länger in Stilllegung und Abbau befindlichen Anlagen mehr und mehr in den Vordergrund. Basierend auf umfangreichen Erfahrungen werden unterschiedliche Ansätze zur Optimierung der Vorgehensweisen vorge-stellt. Mit der standortübergreifenden Abwicklung des Abbaus der Großgewerke ergeben sich neue Ansätze für die Aufbau und Ablauforganisation, die Industrie stellt modulare Werkzeug-konzepte aus Handhabungs- und Zerlegtechniken vor und Vertreter aus Forschung und Entwicklung zeigen den Status Quo für etablierte Zerlegetechnologien auf und geben Ansätze für Weiterentwicklungen. Für die Umsetzung des Abbaus von Großkomponenten erfolgt eine genauere Betrachtung der aufsichtlichen Prozesse und der Schnittstellen zum Restbetrieb. Den Abschluss bildet ein Blick in die Schweiz, in der bereits frühzeitig die Demontage größerer Einzelkomponenten als vorbereitende Maßnahme für den Rückbau erfolgen soll.

Zwischen Kommission und Nationalem Begleitgremium – Neustart der Endlagersuche in Deutschland 

The enacting of the Site Selection Act expected in early 2017 marks an important political milestone in the search for a final repository in Germany. In the first part of this Focus Session members of the “ Commission on the Storage of Highly Radioactive Materials” will take a look back at the nationally and internationally unprecedented efforts of the Commission and its results. Afterwards members of the just recently founded “ National Societal Advisory Committee” will give a thorough outlook on the challenges of the scheduled search process from “best possible safety” to “comprehensive public participation”.

Mit der im Frühjahr 2017 erwarteten Verabschiedung des überarbeiteten Standortauswahl-gesetzes ist ein wichtiger politischer Meilenstein für die neugestartete Endlagersuche in Deutschland erreicht. In der Focus Session werden zunächst Mitglieder der Endlager-kommission einen Rückblick auf die in ihrer Art in Deutschland und weltweit einmali-ge Kommissionsarbeit und ihre Ergebnisse werfen. Mitglieder des neu geschaffenen Nationalen Begleitgremiums geben danach einen Ausblick auf die Herausforderungen des angestrebten Suchprozesses zwischen „bestmöglicher Sicherheit“ und „umfassender Öffentlichkeitsbeteiligung“.
