4 THE IPLOCA NEWSLETTER
Letter from the President
The Europe you don’t know, the Asia you will discover…
These words describe the essence of Istanbul, my hometown and the
site of this year’s Convention. No wonder we are very much looking
forward to welcoming all of you in September.
Indeed, meticulous planning is already under way. Executive Secretary
Juan Arzuaga and Membership & Convention Manager, Caroline Green,
were in Istanbul in early February for a thorough inspection of all sites
as well as our base for the event, the legendary Istanbul Hilton, which
throughout more than half a century hosted stars and dignitaries including Brigitte Bardot, Sophia
Loren, Marlon Brando, Mohammed Ali, Queen Elizabeth II and Princess Grace of Monaco.
I am pleased to announce that we have selected “Send me to school, Dad” as the recipient of the
lottery funds this year. In 2005 the Dogan Newspaper Group began this initiative in support of the
national Turkish education campaign to encourage girls to continue their education. We will be
making more information available in the next newsletter. You will find more details about the
Convention on page 20 of this Newsletter. We are doing our very best to stage a thrilling event and
encourage you to mark the week of Sunday 9th September on your calendar now and watch for the
opening of registration in May.
Our more immediate focus, however, is the submission of your Health and Safety Statistics and
Environmental Statistics Returns. The submission forms are available at www.iploca.com. Please see
a special note on page 5 regarding the submission of Health & Safety Statistics by Regular Members.
The Environmental Statistics Return was a new initiative introduced in 2011 with the aim to respond to
growing worldwide trends in environmental accountability. The deadline for both returns is 9 March 2012.
Also please do not forget to consider entering this year’s awards. The winners of the IPLOCA Health
& Safety Award, sponsored by Chevron, and the IPLOCA Environmental Award, sponsored by Shell,
will be announced in Istanbul in September. Watch for further details and deadlines in email by the
beginning of April. Award submission forms will also be posted on the website.
Our work in HSE, New Technologies and Training continues, and you will read about it on the coming
pages. We value greatly the dedication of all our participating members.
I look forward to your questions, comments and ideas regarding IPLOCA. Please feel free to contact
me at [email protected]
Sincerely,
Osman Birgili

Board Meeting Update Cape Town
The 2011-2012 IPLOCA Board of Directors met in Cape Town
at the beginning of December. Following are highlights
from that meeting.
HSE CommitteeAt its meeting in Geneva on 11-12 October 2011, Chairman
Adam Wynne Hughes noted that 96 percent of the
required Health & Safety Statistics had been received by
the Secretariat. He considered it extremely important that
we receive 100 percent of these each year, as a condition
of membership in the Association. Information from the
sister associations has also been received. Development
of a new IPLOCA Health & Safety Statistics Report is
scheduled for 2012 and will be considerably more in-
depth and detailed than previous reports, with aggregate
statistics by region, and with further information such as
statistics by category of company. It is felt that this more
detailed report will be of greater benefit to the IPLOCA
membership. A new Health & Safety Statistics form to
collect statistics specifically from the Associate Members
is under consideration.
News from GenevaIn Geneva everyone has been complaining about the cold
weather. The -15°C (5°F) temperatures experienced in
February were made to feel significantly more frigid because
of Geneva’s famous wind, La Bise.
This vigorous north/northeasterly wind whips up the
surface of Lake Geneva and the resulting spray can encase
the shore and any nearby vegetation – or anything else – in
ice. We are looking forward to summer when this dry wind
has a much better connotation – that of being the ideal wind
to dry laundry: “Avec la Bise, lave ta chemise”
(When the Bise blows, wash your shirt.)
Health & Safety StatisticsPlease note that given the paramount importance of these
statistics, the Board of Directors determined at its Beijing
Board Meeting that Regular Members whose company did
not submit the required Health & Safety Statistics would
not be allowed to attend the convention for that year. The
deadline for statistics submission is 9 March 2012.
Membership CertificatesMembership certificates for 2012 have been mailed out. If
you are the designated IPLOCA Key Representative for your
company and you have not received your certificate please
contact [email protected], Accounting Manager.
(Left to right) Board Members Jerrit Coward (Willbros), Pierluigi
Zanin (Goriziane Group), Bruno Maerten (Geocean) and Gerry
Grothe (Pipeline Machinery International) meet in Cape Town.
6 THE IPLOCA NEWSLETTER
Road Traffic Accidents (RTAs): A workshop has been
proposed for mid-2012 to share lessons learned and bring
new ideas to try to help reduce RTAs. HSE managers and
some specialists from clients will be invited to contribute
their expertise.
New Guidelines for Awards: Clearer and more detailed
guidelines are being established for 2012, to be used in the
selection of winners for the 2012 Health & Safety Award and
the 2012 Environmental Award.
Environmental Section for Road to Success: Comments and
suggeststions were given to the new Environmental Work
Group and some members of the HSE Committee may
participate in the creation of the new section.
Feedback on Environmental Statistics Form
The wording of the form was discussed and one minor
change suggested.
The next HSE meeting is scheduled for 27-28 March at the
Geneva Secretariat.
Training CommitteeIPLOCA Pipeline Construction Safety Instructors Tool:
Translation will be considered after the English version
is launched. The licensing agreement was signed on 11
October 2011 and we have confirmed timing and costs with
the Construction Safety Council (CSC). The tool is expected
to be delivered by May 2012.
Training for Operators: The Training Committee is evaluating
the program made available by Caterpillar and will consider
translating it. The program will be made vendor neutral, to
be applicable to all equipment manufacturers.
The next Training Committee meeting will be held in
Malaga on 17-18 May 2012 and will include a General Line
Demonstration for pipeline equipment.
The committee plans to seek further information on
companies that offer training applicable to pipeline
construction, including supervisory training, such as that
being discussed with the Construction Safety Council.
New Technologies CommitteeThe Fall Sessions of the Novel Construction Initiative were
held on 19-20 October, in London. Following the publication
of the Second Edition of Onshore Pipelines: The Road to
Success, we have now launched Phase 3, with new working
groups, development of existing and new sections, and
arrangement of meetings to engage with Clients. More
volunteers are needed and very welcome.
Juan Arzuaga held meetings with BP and Chevron in
London on 15 December to enhance their collaboration and
support of IPLOCA’s initiatives.
The spring sessions of Novel Construction are planned for
21-22 March at the Sofitel Heathrow London.
Research Collaboration: IPLOCA is collaborating with
the Australian Pipeline Industry Association (APIA), the
European Pipeline Research Group (EPRG) and the Pipeline
Research Council International (PRCI) on research projects
for 2012. IPLOCA recently attended the EPRG Technical
Sessions in Bergamo, Italy where it was confirmed that
EPRG could not get funds for some of the research projects
proposed by PRCI. Projects of specific interest to IPLOCA
are Onshore Pipeline Route Selection and Associated Data
Gathering and Determination of Pipeline Lowering-In
Stresses and Mitigative Strategies for Construction. These
two projects are being led by PRCI and co-funded by INGAA
and IPLOCA.
The minutes of the Beijing Board Meetings were reviewed
and approved.
Treasurer’s ReportThe annual forecast for 2011 showed total revenues of
CHF 2,367,361 and total costs from operations of CHF
2,063,294. Sponsorship funds received were more than those
in the budget, but more was spent on committee work than
anticipated, particularly New Technologies, with the on-going
development of Onshore Pipelines: The Road to Success.
Budget 2012: The Budget for 2012 was reviewed and
approved.

Technip Completes Acquisition of Global IndustriesTechnip has announced that it has completed the
acquisition of Global Industries, Ltd. The shareholders
of Global Industries approved the merger at a special
shareholders meeting held on November 30, 2011
and will receive USD 8.00 per share in cash. Global
Industries has become an indirect, wholly-owned
subsidiary of Technip. The completion of the merger will
allow the integration of Global Industries into Technip to
begin, thus benefiting Technip’s and Global Industries’
employees and clients, who have been very supportive
of the transaction. The initial integration planning carried
out since the announcement has confirmed the rationale
for bringing Technip’s subsea activities and those of
Global Industries together.
Technip Awarded Major Flexible Pipe Frame Agreement by PetrobrasTechnip has been awarded a 5-year frame agreement
contract from Petróleo Brasileiro S.A. (Petrobras) for
the supply of around 1,400 kilometers of flexible pipes.
Supply starts in 2013 and orders are guaranteed for at
least 50 percent of the total value, which is currently
estimated to be worth around USD 2.1 billion. The
scope of the contract includes the manufacture of
over 150 types and diameters of risers, flowlines and
associated equipment and accessories. Deliveries under
this frame agreement will be spread over the contract
period and order intake recognition will progress as
specific work orders are confirmed. Flexible pipes
for the contract will be produced both at Technip’s
existing manufacturing site in Vitoria, and also at the
new manufacturing facility under construction in Açu,
Brazil. Accordingly, this award confirms the strong
rationale of the investment announced last year in a
second flexible pipe plant in Brazil capable of delivering
a range of technologically advanced, high-end flexible
pipe products to meet the strong demand growth and
evolving technology requirements we expect in the
Brazilian market.
Tenaris, CRC-Evans in services pactTenaris and CRC-Evans are collaborating further in
their offerings of tubular pipe and welding services. The
joint product between the Argentine manufacturer and
global pipeline specialist will be an “integral package of
technologies for the most complex offshore operations,
reducing time, costs and risk for customers,” the
companies said. “We trust that together we will be able
to provide the best combination of line pipe and welding
services available in the market,” Mariano Armengol,
Tenaris Pipeline Services Director, said in a statement.
Research and development on the technologies will build
off an initial cooperative agreement signed about a year
ago and take place at a Mexico facility, a joint statement
said. “Two market-leading companies are coming
together to drive the future of material and welding
development,” CRC-Evans Offshore Managing Director
Ben Mackay said in a statement.

Huge Tunnelling Drill Put into Position to Dig Lee Tunnel in LondonMVB, made up of three of the world’s leading civil
engineering contractors - Morgan Sindall, VINCI Construction
Grands Projets and Bachy Soletanche - is working with
Thames Water to build the Lee Tunnel in London.
A giant tunnelling machine has been lowered into a gigantic
shaft, deeper than anything else in London, to dig the
four-mile GBP 635m tunnel. The Lee Tunnel will prevent 16
million tonnes of sewage entering the River Lee each year
– a result of the UK capital’s Victorian sewers not being big
enough to cope with heavy rainfall. The machine, named
‘Busy Lizzie’, is 8 metres in diameter (wider than three
double decker buses side-by-side) and 120 metres long.
Constructing the Lee Tunnel will be a huge engineering
challenge, involving tunnelling through high groundwater
pressures and passing through four miles of the most
abrasive ground from the starting point at Beckton to the
destination at Abbey Mills.
According to Martin Baggs, Thames Water’s chief executive,
“This is a major milestone on our way to creating a
cleaner, healthier River Thames and River Lee, by dealing
with the unacceptable problem of sewer discharges into
the river during heavy rainfall. The Lee Tunnel is the first
of two tunnels, which will collectively capture an average
of 39 million tonnes a year of sewage from London’s 35
most polluting combined sewer overflows. The tunnel will
tackle discharges from the largest overflow at Abbey Mills
in Stratford, which accounts for 40 per cent of the total
discharge. That’s why we’re dealing with this, the worst
one, first.”

NUMBER 50 MARCH 2012 17
The machine will blend more than 100 tonnes of excavated
chalk with water for every one metre of tunnel, forming a
white slurry, similar in consistency to single cream, before
transporting it through a pipe the length of the tunnel,
so it can be processed above ground. Work started in
September 2010 to build the 80-metre-deep entry shaft at
Beckton sewage works, where tunnelling work will start.
Tunnelling is likely to progress at a rate of 17 metres a day,
and is expected to finish in late 2013. In addition to the Lee
Tunnel and proposed Thames Tunnel, Thames Water is also
upgrading London’s five major sewage works so they can
treat more waste, preventing them becoming overloaded
in rainfall, and improving the quality to which sewage is
treated, to further improve river water quality.
IPLOCA Collaborates on Research
IPLOCA has joined forces with the Pipeline Research
Council International (PRCI), the European Pipeline
Research Group (EPRG) and the Australian Pipeline
Industry Association (APIA) regarding its participation in
research which can be of benefit to our membership. The
relationship among these organisations and the Interstate
Natural Gas Association of America (INGAA) is represented
in the graphic on the next page.
PRCI’s methods used to identify research needs and
priorities included questionnaires, workshops and
interviews with key pipeline construction specialists.
The project also drew from the requirements identified
by the IPLOCA-led Novel Construction initiative through
the development of its Road to Success document. Two
research projects have been identified that will begin this
year to address immediate needs and have a time frame
of one to three years, depending on progress and renewal
of funding.
Lowering in stresses and mitigation strategiesFunding: PRCI/INGAA, IPLOCA
This project will develop improved industry guidelines
for calculating lowering-in stresses during pipeline
construction. Currently, two dimensional analysis and
methodologies are frequently used to conduct a static
analysis on level ground with the pipe shape as defined
by an S-curve with all side booms equally spaced, taking

up their portion of the load. At this point in time, there
has been only a very limited amount of three-dimensional
analyses conducted to simulate the actual pipe lowering
operations with varying distances between side booms.
Also, there is no data attained from measured tests and a
comprehensive industry guidance document for this phase
of construction does not currently exist.
Route Selection and DataFunding: PRCI/INGAA, IPLOCA
The second project will focus on the route selection
process. Proper route selection is critical to the successful
management of both cost and schedule of onshore
pipeline construction projects. This project will begin
with a gap study to identify the impact on the success of
construction projects of specific data shortages during the
route selection process and will also include an analysis
of the data requirements. Next, the guidance information
and assessments will be consolidated into a guidance
document for route selection in varying terrains, soil
conditions, and route conditions. This document will
reflect current best practices.

Poland Opens New Gas Pipeline, Sees Higher Imports From GermanyA new natural gas pipeline in southwestern Poland will
allow the country to import gas from Germany more
cheaply than from Russia, Poland’s Treasury Minister
Mikolaj Budzanowski has told reporters. The new pipeline,
which expands the local pipeline system, will allow
Poland to import 1.5 billion cubic meters of gas a year
from Germany through a pumping station at the border
point of Lasow. The gas will cost more than 20% less via
the new link than gas from the Yamal-Europe pipeline
from Russia, Budzanowski said. Poland’s PGNiG SA (PGN.
WA) and Russia’s OAO Gazprom (GAZP.RS) jointly own
the Yamal-Europe pipeline.

Union in December 2012. Management will present the
plan to the board for approval in February, the Moscow-
based company said today in an e-mailed statement. Prime
Minister Vladimir Putin ordered Gazprom, Russia’s gas
export monopoly, to move up the start of construction from

blockade by Iran. The pipeline will carry oil from Habshan,
Abu Dhabi’s onshore oil collection point, to an offshore oil
terminal in Fujairah, some 370 km away. When completed,
it will carry 1.4 million bpd, but could increase capacity
in the future to 1.8 million bpd or over 70 percent of Abu
Dhabi’s output. Abu Dhabi contains 90 percent of the UAE’s
crude oil reserves. The $3.29 billion construction project
is being run by the International Petroleum Investment

Oman Plans USD 210m Gas Pipe for New TownOman plans to build a 230km long pipeline to carry gas to
the new industrial city of Duqm on the coast of the Gulf
Arab state, a project official said on Monday.
“We are floating a tender for the bids of building the gas
pipeline to Duqm,” Yahya Al Zadjali, head of planning of
the Duqm Special Economic Zone, told delegates at a
conference in the Omani capital Muscat. “We hope the
project to be completed in 2017 to fuel industrial projects in
the new industrial area.” Al Zadjali did not say how much
the pipeline would cost but an official at the Oman Tender
Board told Reuters the pipeline would cost about $200 to
220 million to build. The gas will be supplied by state-run
Petroleum Development Oman (PDO) from one of its
largest gas fields in central Oman.

Norway Arctic Gas Pipe Must be Privately Funded - govtA $4.2 billion pipeline into Norway’s Arctic to bring
natural gas to European markets must be funded by
the private sector and the government does not intend
to take a financial role, the oil minister has said. The
commercial viability of the proposed 1,000 km pipeline,
which could cost about 25 billion crowns ($4.2 billion)
according to pipeline operator Gassco, also needs more
thought before any decision can be made, Minister of
Petroleum and Energy Ola Borten Moe told reporters.
“This region will be the next oil and gas province in
Norway... hopefully there is a lot more to be discovered
there,” Borten Moe said. These future discoveries are
a key plank in Norway’s plan to keep the combined oil
and gas output broadly steady “for decades to come”,
Borten Moe added. Before the pipeline plan can go
ahead, questions regarding commercial viability have to
be answered and investors must also examine whether
a pipeline is a better option than liquefied natural gas
(LNG), Borten Moe said.

Greece’s Depa Studies Mediterranean Gas Pipeline, Minister SaysGreek natural-gas supplier Depa has conducted a preliminary
study into building an underwater pipeline between Cyprus
and Greece, Environment and Energy Minister George
Papaconstantinou said. The pipeline, which would carry
natural gas from the eastern Mediterranean, would run from
Cyprus to the southern Greek Peloponnese region via the
island of Crete and is “entirely feasible” from a technical
aspect, Papaconstantinou told a Cypriot newspaper. The
project’s economic viability must be investigated, and Depa
is also looking at building a liquefied natural-gas terminal
as a possible alternative, Papaconstantinou said. As well as
being destined for export markets, Greece has a growing
demand for natural gas, he said.

Turkish Minister: TANAP Gas Pipeline will Reduce Russian Gas ImportsThe Azerbaijani-Turkish gas pipelines Trans Anadolu
(TANAP) will help reduce the volume of gas currently
being purchased from Russia, Turkish Energy and Natural
Resources Minister Taner Yildiz said in an interview with
the Cumhuriyyet newspaper yesterday. “The TANAP
construction project will increase the use of Azerbaijani
gas and reduce dependence on Russian gas,” Mr Yildiz
said. He said Turkey has done everything necessary to
implement the Nabucco project, although the EU has not
made any decisions in this direction. Mr Yildiz also said the
pipeline will contribute to work being carried out on the
Nabucco project by facilitating it. Azerbaijan and Turkey
signed a memorandum of understanding to establish the
consortium that will build a gas pipeline to supply gas from
the Shah Deniz field to Europe over Turkey.

Training Committee to Meet in MalagaIPLOCA’s Training Committee will meet at Caterpillar’s
Malaga Demonstration and Learning Center (MDLC) on
17-18 May 2012. The IPLOCA Board of Directors will also be
invited to attend this meeting.
One of the initiatives to be discussed during the meeting is
the development of training specific to sideboom operators
and suitable for training on a wide range of manufacturers’
equipment. Such training already exists but needs to be
customised to IPLOCA’s needs.
An idea under consideration is to make the training available
in a computer-based or internet format. A company called
EKpass has been invited to make a presentation at the
meeting. EKpass is a US and Canadian-based professional
heavy equipment and safety training organization, dedicated
to enhancing performance, productivity, safety in the
workplace, employee morale, and profitability.
Its e-learning programs are developed by in-house subject
matter experts experienced in developing and delivering
training programs worldwide. These experts are supported
by a development team: instructional designers, graphic
designers, multimedia programmers, 3D animators,
professional narrators, and sound engineers. The content
comes in part from the extensive EKpass library of
proprietary electronic, audio visual and print material
and IPLOCA will discuss with them the possibilities for
customising training to our needs.
The Demonstration & Learning Center opened in 1971
and is located just 15 km inland from Malaga, the
capital of the “Costa del Sol”. The mild climate allows
for virtual year-round operation. The area covers over 90
hectares, and offers various sites where product training,
machine operation and demonstration activities can be
conducted in realistic application. The site offers different
soils including clay, shale, and sandstone, and over 5
kilometers of haul roads with various grades making
it ideal for demonstration of equipment in simulated
working conditions.
