AAmerican political domination must be based on merican political domination must be based on overwhelming military superiority, reinforced overwhelming military superiority, reinforced periodically by small “theater wars” fought against periodically by small “theater wars” fought against foes that are helpless to resist, to be followed foes that are helpless to resist, to be followed potentially by American military occupation and potentially by American military occupation and installation of regimes that will obey American of regimes that will obey American dictates. –55dictates. –55

The grand ideological visions of the

neoconservatives dovetail perfectly with the requirements of the powers-that-be in the global economy, the fruits of U.S. policies in the region, and the designs of Western, especially American, oil companies. -180

In the initial weeks after September 11, the United

States ad its European allies quickly signed treaties with Uzbekistan, Kyrgyzstan, Tajikistan to lease military bases and use of their air space for the military campaign in Afghanistan. This is the first time that the Unites States has placed its military forces in such close proximity to the borders of Russia and China, both of which consider Central Asia as part of their sphere of influence. Ahmed Rashid, page 119.

As high U.S. officials explain, the United States is

intent on pursuing policies that prevent the rise of a “peer competitor.” Tom Barry, page 28.

U.S. warlordism doesn’t tolerate rivals,

validates first strike warfare, and spurns conflict –prevention strategies and negotiating frameworks. The new warlordism keeps counsel not with diplomats but with arms merchants. Tom Barry, page 35.

Control over

Resources

The administration’s first major priority, the

acquisition of additional petroleum supplies from foreign sources, was spelled out in the report of the National Energy Policy Development Group, released on May 17, 2001.- 51

According to the Cheney Report U.S. reliance on

imported petroleum will rise from 52 percent of total consumption in 2001 to an estimated 66 percent in 2020.63 … U.S. oil imports will have to rise from their current rate of 10.4 million barrels per day to an estimated 16.7 million barrels per day in 2020.64 The only way to accomplish this is to persuade foreign suppliers to increase their production of oil and to sell more of their output to the United States. -52
