NOTICE is given to the general public in the area of Coast Water Services Board which has a license to provide water services in the counties of
Mombasa, Kilifi, Kwale, Taita Taveta, Tana River and Lamu has applied to the Water Services Regulatory Board for a regular tariff review for the
bulk system and its agents namely; Mombasa Water and Sanitation Company Limited (MOWASSCO), Malindi Water and Sewerage Company
Limited (MAWASCO), Kilifi-Mariakani Water and Sewerage Company Limited (KIMAWASCO), Kwale Water and Sewerage Company
(KWAWASCO), Tavevo Water and Sewerage Company Limited (TAVEVO) and Lamu Water and Sewerage Company Limited (LAWASCO) for
the period 2016/17 to 2019/20 financial years.
Coast Water Services Board proposes an upward tariff review for its WSPs to enable them attain full cost recovery, undertake minor investments
and meet the conditions for improving service delivery.
The Coast Water Services Board proposes to adopt rising block tariffs for all consumers except water kiosks.

MANUFACTURING PLANT ON PLOT L.R. NO. 12573/7 AT NAKURU BLANKETS AREA IN NAKURU COUNTY
INVITATION OF PUBLIC COMMENTS
PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.
The proponent, Marlowlink Timber Products Limited is proposing to develop a wood preservative (CCA) manufacturing plant. Batch process has been designed to produce 6.4 tonnes of chromate copper arsenate (CCA) per batch. The raw materials required per batch are 1,730 kg of soft water, 2,150 kg of 80% arsenic acid, 1,900 kg of 98% chromic acid and 740 kg of 96% copper oxide. The batch take about 10 hours. The process will take place in a go-down measuring 54 m x 18 m x 5 m having a heaped roof at a pitch height of 5 m. The proponent was issued a licence from Koppers Performance Chemicals (Protim Solignum Limited).
The following are the anticipated impacts and proposed mitigation measures:

Noise hazard signs should be put displayed where necessary.
Noisy equipment should be modified or replaced with better equipment, well lubricated and serviced.
Installation should take shortest time possible.
Adherence to Noise and Excessive Vibration Pollution (Control) Regulations, 2009.
Management of installation waste
Ensure that installation wastes and wrapping materials left over at the end of installation are disposed appropriately.
Provide facilities for proper handling and storage of materials to reduce the amount of waste caused by damage or exposure to the elements
Minimize waste through accurate estimation of the sizes and quantities of materials required, order materials in the sizes and quantities they will be needed, rather than cutting them to size, or having large quantities of residual materials.
Provide waste collection bins and empty them frequently.
Make provisions for sanitary facilities for workers during installations.
Adherence to Waste Management regulations of 2006.
Air pollution Enforce on-site speeds.
Ensure strict enforcement of on-site speed limit regulations
Sprinkle water on graded access routes each day to reduce dust generation by transport vehicles.
Provide dust masks/breathing apparatus to workers in extreme dust/fumes producing operations respectively.
Use only critical number of workers to reduce exposure.
Maximize the use of manual labour and hand tools.
Adherence to Air Quality Regulations, 2014.

Provide workers with insurance cover
First aid facilities should be availed at the site office. These include properly stocked first aid boxes and persons in charge of first aid box should be competent and licensed to handle first aid.
Provide proper and safe access to elevated work platforms.
Document and display on-site emergency procedures.
Use appropriate signage to direct and control flow of traffic.
A general accidents register should be kept on- site.

INVITATION OF PUBLIC COMMENTS
PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.
The proponent, Living Room International, is proposing to construct a residential/commercial development (Osten terrace gardens) on Title Number Mavoko Town Block 3/52732, along Kangundo Road, Joska area, Mavoko Sub-county, in Machakos County. The proposed development will comprise of 32 residential apartment blocks and one commercial block with common features. All the three residential blocks will comprise of ground floor plus two storeys meaning Block A will have six units per floor, Block B two units per floor while Block C will be a massionatte type of development where each of the six units will occupy ground, first and second floor. The commercial block on the other hand will be a one storey building with a total of seventeen units/stalls and a total plinth area of 2640sqm. The total plinth area for the entire project will therefore add to 19470 sqm.
The following are the anticipated impacts and proposed mitigation measures:

Specify locations for trucks and equipment, and areas of the site which should be kept free of traffic, equipment, and storage.

Use at least 5%-10% recycled , refurbished or salvaged materials to reduce the use of raw materials and divert materials from landfills.
Run off and soil erosion Create storm water management practices, such as piping systems or retention ponds or tanks, which can be carried over after the building is complete.
Apply soil erosion control measures such as levelling of the project site to reduce run-off velocity and increase infiltration of storm water into the soil.

Use of durable, long lasting materials that will not need to be replaced as often, thereby reducing the amount of construction waste generated overtime.

THE following notes are for the guidance of persons submitting ―copy‖ for
inclusion in the Kenya Gazette, Supplement, etc.:
(1) The Kenya Gazette contains Notices of a general nature which do not
affect legislation. They are, therefore, submitted to the Government
Printer directly.
(2) Legislative Supplement contains Rules and Regulations which are
issued by the Central Government. Because of this, they must be
submitted to the Government Printer through the office of the
Attorney-General.
(3) Bill Supplement contains Bills which are for introduction in the
National Assembly.
(4) Act Supplement contains Acts passed by the National Assembly.
All ―copy‖ submitted for publication should be prepared on one side of an
A4 sheet no matter how small the Notice is, each page being numbered and
should be typewritten with double spacing. Copy should be clear, legible and
contain no alterations.
Particular attention should be paid to the following points:
(i) Signature must be supported by rubber-stamping or typing the name
of the signatory in capital letters.
(ii) Must be correct and filled in where necessary.
(iii) Care should be taken to ensure that all headings to Notices and
references to legislation are up to date and conform with the Revised
Edition. of the Laws of Kenya.

Kenya Gazette
―D 34. (1) Communications for the Kenya Gazette should reach the
Government Printer not later than 9 a.m. on Friday of the week before
publication is desired. The Government Printer will not publish communications
received after that hour until the next subsequent issue of the Gazette.
(2) Ministries will be required to pay for the Kenya Gazette and to meet the
cost of advertising in it.
It is emphasized that these notes are for guidance only, but it is requested
that persons submitting copy for publication first satisfy themselves that such
copy is complete in every respect.
