Introduction
The purpose of this pre application document is to give an overview of the project from the early site investigation stages, through the history and background of the development which leads onto the final scheme.
We believe that good design stems from the underlying ‘Big Idea’ or KDP (Key Design Principles) which should be strong enough to drive the whole design process and create a framework for design decision making throughout the evolution of a scheme, creating a sense of consistency and completeness.
DAY’s Key Design Principles for The Kingsway are just that; a catalyst from which the rest of the design stems. It should be a singular solution to the problems and opportunities identified through initial analysis of the brief, context and typology which will hold the design together throughout the process; a constant focus, regardless of the project stage, and a defender of the design solution.

Brief Overview
High quality design,commercial viability and deliverability were all key factors when DAY were first engaged to develop initial feasibility scheme for The Kingsway. Taking these key factors into consideration DAY Architectural set about understanding the site history and context of the site in order to inform and influence the early conceptual ideas striving to deliver a high quality piece of architecture whilst ensuring the client achieved there key brief factors.
Situated within the Swansea Parish of Castle on the boundary of The Kingsway and Christina Street, the site has excellent direct links to Swansea’s educational facilities, the city district and wider transport links into the rest of Wales and beyond.
The site is currently an operational surface car park accessed from Northampton Lane to the rear of the site.
The Key aims of the proposal are as follows:
Provide high quality student accommodation
Positively contribute to the surrounding area
Provide active ground floor frontage to High Street

Site Location
The site is located on The Kingsway, an arterial route through the Castle Ward towards the city centre to the east with easy access to the local shopping, leisure and nightlife districts in Swansea. It is bordered by Northampton Lane to the North, and Christina Street to the East.

The site currently operates as a surface car park following the 2009 demolition of the dense 1950’s retail and commercial properties of that stood on the site. The Kingsway contains a rich variety of architectural styles from the 1960’s Brutalism of the former Ice House nightclub opposite to the Listed Buildings that form the Oxford Street Conservation Area nearby.
The building is located on a north east to south west axis, experiencing minimal overshadowing from its low lying neighbours and width of The Kingsway.
In 2006, The Kingsway past Christina Street was re-engineered to become a westerly one-way street for cars. The southern traffic lanes are now dedicated two way bus lanes developed in conjunction with the First Cymru’s new Swansea Metro bus route. Entrance to the existing car park is via rear on Northampton Lane via Christina Street. The Kingsway is a busy pedestrian route into the City Centre to the east.
Due to the sites proximity to nearby Listed Buildings such as Swansea Mosque, Llewellyn Hall and the Oxford Street Conservation Area, massing of the site has to be carefully managed to mitigate the impact of the mass when viewed from these areas.

The fenestration has been developed to provide a robust appearance that complement the surrounding elevational treatments and interpret them in a contemporary manner. The rationalisation of the scheme façade into simple grouped bays provides an static & solid appearance, these bays draw on the proportions and materiality of the surrounding historic buildings ensuring that our proposal sits sympathetically within the surroundings.

To contrast the static appearance of the lower block, the 11 storey element has a series of vertically grouped and staggered bays, this grouping and staggering helps to provide a sense of verticality and dynamism within a relatively modest scale, ensuring that the building provides a gateway statement on a key corridor into the city centre without over dominating the surrounding buildings.

The bins will be moved from the refuse store by the management team on collection team and located at the site entrance to allow refuse vehicles to pull into the site layby for collection without obstructing any traffic. Refuse vehicles will not enter the site.
70L per student per week x 266 bedrooms= 18,620L total waste per week.
18,620L total waste/1100L refuse container= 17 refuse containers.
13 Proposed containers = 2 weekly collections + 4 No recycle bins.
The refuse store will contain a minimum 13 x 1100Litre bulk wheeled refuse containers for general waste inclusive of 4 x Recycling bins with 2 x collections per week. All agreements for collection will be via the operator and management team.

Movement and Access Strategy
There are 2 primary circulation cores which service the two accommodation blocks. These are both accessed via the Management suite located on the corner of Christina Street and St Helens Road and also via the secure courtyard for cyclist and the limited number of vehicle passengers.
The courtyard is enclosed by the building block on 3 side and the neighbouring gable to the south, access is either via the management suite as stated above or via the secure underpass on Northampton Lane. Move-In and Move-Outs dates are carefully managed and spread over a number of days to minimise disruption and each person will be allocated a specific time and temporary access to the carpark drop off.
