July 2020 Happy 4th of July from Lake Berryessa Independence Day! 2020 Coincidentally, Independence Day this year has a special significance since it also signals a moderate independence from the COVID-19 lockdown and the Lake Berryessa shutdown that has been in place for the last several months. Lake Berryessa is essentially completely open. The first modest relaxation of restrictions took place on May 15. That opened the flood gates of pent-up demand and the lake was overwhelmed by the number of visitors from all over the Bay Area. Traffic was heavy and the lake looked like an invasion of ants on a sugar cube. While this once again verified the value and importance of Lake Berryessa as a recreation destination, it also resulted in long lines at the resort entrances and an unconscionable amount of garbage on the roads and shore. This unreasonably excessive trash burden was and still is a problem because so many people are simply pigs without any regard for the rights of others to enjoy a clean environment. If there are no trash containers at places on the lake, the goal should be “Pack it in, Pack it out”. On May 15 Reclamation stated that: "Beginning May 16, Lake Berryessa reopened access to its boat launches located at Markley Cove, Pleasure Cove, Steele Canyon, Spanish Flat and Putah Canyon Recreation Areas. Boaters were required to have boats inspected for invasive species before launching. Beginning May 18, Lake Berryessa reopened access for camping limited only to its self-contained RV only camping located at Pleasure Cove, Steele Canyon, Spanish Flat, and Putah Canyon Recreation Areas. Beginning, May 19 Lake Berryessa reopened access to Capell Cove Boat Launch. Boaters will be required to have boats inspected for invasive species before launching. The following facilities and activities remain closed until further notice: Oak Shores Day Use Area, Smittle Creek Day Use Area, Administrative Office and Visitor Center, tent camping and lodging." Years ago I wrote a story about the Bureau of Reclamation’s management of Lake Berryessa titled “They’re Off Like A Heard of Turtles”. The Reclamation turtles are still here but have finally poked their heads out of their shells to give a first update since May. The strange thing is that they also distributed a press release on June 24th that reported an event that essentially took place three months ago: “For Release: June 24, 2020, Reclamation announces new partnership with Napa County to develop Lake Berryessa recreation facilities.” Talk about fast-running turtles! The latest official news from Reclamation on June 23: "Beginning June 23, Lake Berryessa reopened access to its Oak Shores, Smittle Creek, and Eticuera Day Use Areas. Day use fees will apply and can be paid by credit card at machines within Oak Shores. Tent camping facilities located at Pleasure Cove, Steele Canyon, Spanish Flat and Putah Canyon Recreation Areas will reopen; lodging facilities located at Markley Cove and Pleasure Cove will also resume operations." An operational example of this good news comes from Steele Canyon Campground: "Beginning Friday, June 26th, tent camping and day use will reopen! Reservations are required for tent camping. Day Use will be first come first served. Day Use will be limited to 50 car passes. That will sell out quickly, so plan ahead. Day use should be no more than 10 people per group. Any parties larger than that will be asked to leave. You must use the designated day use areas, there is no day use permitted in campsites. Tent camping will be permitted in all sites in the park, but some of the sites will require an RV in the site as well. Please be mindful when making reservations. No guests will be permitted." Of growing concern to the many people who are looking forward to a Lake Berryessa revitalization under Napa County management, there has been no word as to the status of the bid prospectus process that should be happening now. Under the MPA, Napa County would assume management of the Spanish Flat Recreation Area (the old Spanish Flat Resort), Monticello Shores Recreation Area (the old Rancho Monticello Resort), and Steele Canyon Recreation Area (the old Steele Park Resort) effective Nov. 1, 2020. Under the previous schedule, the bid packages should have been distributed to many recreation management companies already. Even with the impact of the COVID-19 lockdown, the bid package development should be in process. Coincidentally, Independence Day this yearhas a special significance since it alsosignals a moderate independence from theCOVID-19 lockdown and the LakeBerryessa shutdown that has been in placefor the last severalmonths.LakeBerryessa isessentially completely open.

7Remembering Chase Stanley Ten Years Later:A Tragedy of War for the Lake Berryessa

It's been a long war.)ChaseStanley, 21,waskilled July14when insurgentsattacked the vehicle he was riding in with animprovised explosive device. The attack occurred inthe Zabul Province of Afghanistan.Stanley is the son of Nylind and Debbie Stanley,residents of Lake Berryessa, and brother to BritneyStanley, 23, and Ryan Stanley, 26. Chase Stanleygraduated from Napa High School in 2006, andenlisted in the U.S. Army at the age of 17, alongsidehis two good friends Matt Fuller and Max Wilhite.Army Spc. Matt Fuller said he grew up camping,hunting, fishing and riding dirt bikes with Stanley inthe Lake Berryessa area. The trio enlisted after highschool and Stanley was sent to boot camp during thesecond week of July 2006, recalls childhood friendLance Bubak, 20.Stanley’s service record included a 15-month tour inIraq as part of the 27th Engineer Battalion (CombatAirborne), 20th Engineer Brigade (Combat), out ofFort Bragg, N.C. In December 2009, he was orderedto serve in Afghanistan with his unit, but not beforereturning home to Lake Berryessa to spend time withhis friends and family.Chase Stanley took the time to get together withfriends such as Fuller, Bubak and his brother, Dane,who also grew up in the Lake Berryessa areaalongsideStanley.Bubak saidStanleywas the type ofguy who would always make everyone laugh,offering funny quotes fromone of his favoritemovies“JoeDirt” and donning a pair of goggles while sittingaround a campfire, giving everyone nicknames.“I never once heard him say ‘I hate it out there,’”Bubak said. “He was just a guy who would say ‘Thisis my job.’ I remember giving him a big hug andsaying ‘Heyman, takecareofyourself.Wehavesomemore things to do in the future.’”Bubak said that he knew his friend was serving in adangerous place, but hoped that the danger wouldnever find him. Stanley is the third person fromNapaCounty to have died oversees in the recent MiddleEast conflicts.

Dumb Dee Dumb DumbThere was one little boy in the teacher’s class who reallystruggled to learn. One day the teacher asked him whosigned the Declaration of Independence, and of course hedidn’t know.

The teacher asked him every day for a week but still hecouldn’t give the right answer.

To pick flowers, foliage, berries or fruit, or cut,break, dig up or in any way mutilate or injure anytree, shrub, plant, fern, grass, turf, fence, structure orimprovement of any kind, unless an employee of thecounty or an employee of the bureau while in theperformance of official duties or unless authorizedby special permit by the bureau;2. Unless authorized by the bureau, to cut, carve,paint, mark, paste or fasten to any tree, fence, wall,rock, building, monument or other object within theBerryessa Lake and Park area any bill,advertisement or inscription;3. Unless authorized by the bureau, to dig up orremove any dirt, stones, rocks or other substancewhatever,make any excavation, quarry any stone, orlay or set off any blast within the Berryessa Lake orPark area. Any proposed blasting must first besubmitted for and receive approval from the county;4. To leave or abandon in the Berryessa Lake andPark area, except in receptacles designated for thatpurpose by the bureau, humanor animalwaste, cans,bottles, waste, paper, broken glass or other rubbishor garbage;5. To light, build or maintain in the Berryessa Lakeand Park area any open fire, with the followingexceptions:a.When awritten permit has been obtained from thebureau,b. When fires are maintained in fireplaces, grills orother facilities provided and designated for thatpurpose by the bureau, andc.When fires are in oil or gasoline stoves or gas grillsin campsandpicnic areasmaintainedanddesignatedby the bureau;

6. To bring any dog or cat or any domestic animalinto the Berryessa Lake or Park area except on aleash;7. To ride, drive, lead or keep a horse or otherlivestock in the Berryessa Lake or Park area exceptupon roads and trails designated for that purpose bythe bureau, or in such other areas as may bedesignated as pasturage areas under lease by thebureau. No horse or other livestock shall be hitchedto any tree or shrub in such manner as to causedamage to such tree or shrub. This subsection shallnot apply to the use of horses for law enforcementpurposes, or if prior approval has been obtainedthrough issuance of a special permit by the bureau;8. To pursue, chase, hunt, molest, catch, capture,injure or kill any bird, mammal or reptile or toattempt to pursue, chase, hunt, molest, catch,capture, injure or kill, or to disturb anybird,mammalor reptile’s habitat in the Berryessa Lake and Parkarea, unless certain areas are designated from time totime to be hunting areas by the bureau and theCalifornia Department of Fish and Game;9. To operate any vehicle at a speed in excess offifteen miles per hour on any road in the BerryessaLake and Park area, other than upon state or countyhighways, unless otherwise posted;10.Tooperate anyvehiclewithin theBerryessaLakeand Park area except upon roads and thoroughfaresand areas designated for such purpose by the bureau;11. To sell, peddle or to offer for sale any food,liquids, edibles for human consumption, or anygoods, wares, services or merchandise within theBerryessa Lake and Park area, except under permitissued by the bureau, and subject to such laws andregulations as may now or hereafter exist,promulgated by the board of supervisors of thecounty, the director of public health, or the directorof environmental health of the county;12.Tocamp inanyportionof theBerryessaLakeandPark area other than in areas designated for suchpurpose by the bureau, unless authorized by specialpermit by the bureau;13. Towade, swim, bathe, operate a boat orwater skiwithin one thousand five hundred feet ofMonticelloDam;14. To operate a boat or pass through any logboom

or line of buoys designating a closed area;15. To contaminate or pollute the waters of LakeBerryessa or the shore area or the tributaries thereof,or to discharge any human waste, litter, garbage, oilor other debris therein;16. To enter any areas of the Berryessa Lake andPark area which are closed to entry by the bureau,and posted against trespassing in accordance withthe provisions of Section 602 of theCalifornia PenalCode;17. To carry and possess any firearms in theBerryessa Lake and Park area without a validconcealed weapons permit or a permit issued by thebureau;18. To destroy, injure, deface, remove and/or alterpublic property, including but not limited todeveloped facilities, natural formations, gravel,mud, sand,mineral deposits, designatedhistorical orarchaeological features, except when in accordancewith written permission from the bureau;19.Tocutdownor remove live trees, orgatherwood,without the written permission of the bureau;20. To bring into the Berryessa Lake and Park areaany household or commercial garbage, trash,rubbish, debris, dead animal(s) or litter of any kindfor disposal or dumping without the writtenpermission of the bureau;21. To engage in the sport or activity of parasailingon Lake Berryessa in the following areas:a. Within one thousand feet of any powerline, orb. As posted on at least two signs on shore or onbuoys in or near the prohibited area, orc. Within two thousand feet of Monticello Dam.22. To park any vehicle in a fire lane, in a red zone,or in any other area that is not a designated parkingarea within the Berryessa Lake and Park area;23. To bring any glass containers to the day usefacilities at Oak Shores Park and Smittle Creek Parkareas;24. To tie or attach any vessel, rope, canopy,hammock or similar item(s) to any tree, shrub, bush,vegetation, pole, picnic table, bench or other parkfacility, improvement, or structure;25. To abandon a campfire or any open fire.

Bars (Risk level: 9): Experts agree – barsare very risky. People let their guard downwhen drunk, so expect fewer precautionsto be followed at bars. Also, people can'twearmaskswhendrinking,peoplepack intightly and there's moremingling makingbars riskier than restaurants.Pontoon boat rides (Risk level: 6): Goingfor a boat ride with people you’re livingwith isn’t risky, but it can be if you’redoing it with a big group of people fromother homes. It's a slightly higher risk thansome other gatherings, because there's abetter chance of drinking and loud talkingon boat rides.Backyard barbecues (Risk level: 5):Outdoor gatherings make it easier forpeople to stay 6 feet apart. If people aremasked and keep their distance, expertssaid this becomes a low-risk activity.

Beaches (Risk level: 5):Beaches arecomplicated, the experts said, as therecouldbeawide rangeof riskdependingonthe situation. A beach is low risk forspreading the virus if it's not crowded andpeople maintain their distance.

Camping (Risk level: 3): If this is a familyunit going camping by themselves, it'sriskier than staying at home. But bigcamping events or overnight camps forchildren pose higher risks.

Walking, running,biking (Risk level: 2):Doing these on trails poses a low risk,because you don't come into contact withmanypeople andaren't near themfor long.
