PRESIDENT’S MESSAGE -BY M IKE GULBRANDSON

T HE L AKE L INK

Looking out on the main body of Baby Lake the morning of April 7, I saw a sheet of dark gray ice. By the afternoon it had vanished. Baby Lake was officially “ice out. ”The loons had already arrived where ice had pulled away from shore. I have observed the highest occupancy of duck houses with two wood duck couples and three Merganser couples in the near vicinity. Also the usual two mallard pairs are hanging about. A pair of geese have cruised by occasionally, scoping out the neighborhood no doubt. Spring had arrived. We will have a busy summer. Water testing is on the agenda this year. Be prepared to help your lake representatives. We must continue to be diligent in our own conduct with the lakes as well as efforts to educate the public in protecting this 6 lake watershed. The Kid/Baby creek water flow remains strong since the beaver removal. At this time the membership renewal contributions are

approximately 185 members paid which is about where we ended 2016. I hope to see a return to over 200 contributing members as the year 2017 progresses. Our finances have been restored with a recovery of $1,676.74 following a recent guilty plea to theft in 2015. My thanks to the board members for the patience and advice leading to the closing of that chapter. Past years of The Lake Link have seen frequent calls concerning volunteers for staffing. As year 2017 opens, key chair positions are staffed with dedicated and talented volunteers. More Board participation is always welcome so don’t be afraid to meet your neighbors and inquire for a position! We do have positions! We will be looking for a volunteer for Vice President beginning in 2018. This Lake Link is sent to all property owners regardless as to whether you contribute or not. We hope you contribute to the support of our mission statement and also hope to see you at the annual meeting the last Saturday in July!

Board Meeting Minutes Summary April 29, 2017 Updated Treasurer’s Report - Lake Association has two funds. One is restricted designated for special projects with a balance of $ 22, 847.79 .The other fund is general with membership dues revenue from 6/1/16 to 4/17/17 at $5,540, 00. (The fiscal year runs January 1 to December 31. Records for 2015 & 2016 were vandalized . Year end 2017 will be first full year to reconstitute treasurer report within fiscal year with matching annual membership dues with annual expenses.) The association takes in about $5, 000 a year in membership dues and closely matches the $5,000 in expenditures. “Pass through” donations are held to donate to Fire & Rescue to be disbursed approximately June. After expenses were paid the balance-to-date of 4/17/17 is $25,287.63. There is a recent restitution order (April 17) of $1,676.74 with those funds expected to be received by the Association the first week of May 2017, which will be added to General funds. Laura Turnacliff made a motion that defines clearly the two accounts to require signature authority of the treasurer and vice president for the Special Projects fund and for the General Funds the president and treasurer. The motion was seconded by Cindy Gulbrandson, co-treasurer and approved.

Annual Audit - At the request of Kathleen Millberg, treasurer, an audit of the association’s financial records was conducted by board members Mike Gulbrandson and Stan Kumpula on April 12, 2017. The report confirms there are no discrepancies spanning the time the current treasurer began and up through March 2017. The record keeping is well organized. A non-binding recommendation was to clip bills to monthly bank statements when filed away.

A motion was made by VP Alkis Michaelidis for audit modifications: to conduct two separate back-ups in June and December and verbal affirmation conveyed from treasurer to president. The motion was seconded by Charley Ready and passed.

Budget Review - Currently there are 194 members in 2017. 150 non-members are in database who will receive 2nd invitation from membership chair, Laura Turnacliff. 2/3 of lakeshore owners in database have joined the Our 6 Lakes Association which is a favorable response. The 2017 budget was predicated on 205 members, it is believed this goal will be achieved before the end of July.

Proposed Budget for 2017 - Balance year ending 2016 was $18, 245.99. Balance 01/21/17 carried forward $22, 505.99, which included membership dues received for 2017. Revenue for 2017 Membership (currently 185) predicted at $5,125.00 Donations for general fund: $ 0, Grants: $0, Donations for Fire and Rescue $750.00. Expenses: Fire and Rescue $750.00, Annual Meeting $570.00, Board Meeting Room $50.00, Membership Drive $600.00, Memberships in other organizations $500.00, Newsletter $1,800.00, Post Office Box $75.00, Beaver Bounty $420.00, Water Testing $700.00, Buoy Placement/Removal/ Repair $550.00, Website $100.00, Meeting Attendance at Other Organizations $0, Contingencies, Matching Funds $0, Lake Emergency Funds $0 Projected Revenue: $5, 375 Projected Expenses: $5, 365

A Double Catch by Mike Gulbrandson

My grandson, Elias, caught this perch over the winter. What is remarkable is about three or four weeks prior to this catch, we lost a hook to a fish bite. Imagine our surprise when we discovered the very same tackle in the anus of this fish. Apparently the fish swallowed the hook and all and it didn't quite make the exit.

Board Meeting Sat., August 26th Time and place to be determined

By now, nearly everyone is gearing up for summer. Boats are in the lake, some folks have enjoyed a few meals of fish, and there is that early summer anticipation of great days ahead. This is true at Paws and Claws Rescue and Resort, as well. As we prepare to open the doors of our shelter for the first time, we are working hard to put the final touches on a shelter-kennel operation that will help connect homeless animals with caring families throughout the area and beyond. It is a dream come true for many in our area who have contributed time and effort to help make Paws and Claws a unique and sustainable project. We are especially pleased with the potential our shelter facility has to provide animal support services not always found in rural areas. By having a boarding facility and grooming facility to help offset the costs of our shelter services, and an energy efficient building design that will help sustain our programming, we are hoping to make a positive impact on our area for generations to come. Our building will gather passive solar light and heat; we will generate electricity with our solar array that will help offset the electrical energy we do use; and our overall construction will reduce heat loss in the winter and help us keep our cool air inside the building in the summer. These features will be supported by a sophisticated air management system that will help keep our animals and staff safe and make our building a pleasant environment for the animals that live there and the people who visit. Paws and Claws will be a fun place to visit and a great place to look for your next canine or feline family member. For the very latest developments about Paws and Claws events, or to learn more about our boarding rates and grooming services, check out our website at www.pawsandclawsrr.org or find us on Facebook Facebook.com\pawsandclawsrr.org. In addition to our soft opening in June, we invite you to attend our grand opening on July 7th and 8th. If you have questions or would like additional information about volunteering or donating to Paws and Claws please contact Executive Director Jim Clark at 218-675-7423 or at [email protected].

It’s Good to Know

Spearing Ban Update By Mike Gulbrandson

On March 14, 2017, board members Stan Kumpula, Chuck Millberg and President Mike Gulbrandson met with DNR Fisheries Manager Doug Schultz, Walker, MN. A pleasant, informal and wide ranging informative discussion ensued. A few weeks previously, our association was contacted by Rep. Sandy Layman (House) seeking our input regarding a lobbyist effort to lift the Northern Pike ice spearing ban on Baby Lake. The Dark House and Angling Society is seeking to lift the spearing ban. It has transpired that this organization has been successful over the past several years in lifting spearing bans on all lakes except Baby Lake. Sandy Layman declined to support MDAA and no bill has yet passed the House. The DNR instituted spearing bans on 26 lakes in the early 1970s in order to protect brooding stock of Muskies. Baby Lake is the last lake with a spearing ban. Our association has long opposed lifting the spearing ban. As president, I have continued the opposition on behalf of the association. It is worth a visit to the website mndarkhouse.org of the Minnesota Darkhouse & Angling Association (MDAA). I lifted this line from their website: “...those who practice responsible harvest are no longer willing to stand by and allow their rights to be trampled by those who would like Minnesota's waters to be dominated by a ‘catch and release’ mentality.” Spearing dark house sales were between $15-20K annually from 1990-2013 and between $20-25K since 2014. The uptick coincided with a license fee reduction, removal of spearing bans from most other waters and the opening of Mille Lacs to spearing. The DNR website advises that

Minnesota has 5400 fishable lakes, so it seems reasonable that one of these 5400 lakes could keep using any fish management tool deemed necessary without trampling any rights. Doug indicated that electronic citation records on the spearing of Muskies began being kept in 2015 and there have been two citations issued - one of which was on Leech Lake. I searched the MDAA website seeking advice on how to identify Muskies vs. Pike in a spearing Dark House environment and did not see any “tips” offered. On another topic, the DNR has proposed a three-zone management model for Northern Pike. The largest zone covers the central state area that includes our six lakes. Our lake system is healthy with appropriate size and reproduction classes. However other lakes in Minnesota have significant issues with “hammer handle” pike. What is proposed would

be a 22-26 inch protected slot, in which the winter spearers would be granted one “oops” fish inside that slot. Up to 10 fish could be kept on certain lakes. All this is a proposal before the State House of Representatives and is not yet fact. We talked about our walleye stocking and how it was tweaked over the years based on follow-up tabulated test nettings. It was clear that stocking walleye fry in the 1970-80s was not

effective in fish “recruitment,” whereas switching to fingerlings is working. The DNR determined that 1 pound of fingerling fish to the littoral acre (roughly 20 to the pound) had the best growth rate. Studies in Baby Lake indicated increasing to 2 lbs. resulted in overload of the growth system, yielding smaller fish. The best “bang for the buck” was using 1 pound to the acre. I have invited Doug or one of his associates to serve as a guest speaker at our annual meeting on July 29, 2017.

Cabin Cooking

Spring Special: Lemon Pie Bars by Sue Ready

Cook's notes: Fresh lemons brighten this dessert and the crunch of a cookie almond crust makes it irresistible. Coconut and almonds can be toasted ahead at 350 degrees for 5 minutes. A food processor works well for making cookie crumb pie crust.

Ingredients: Pie crust 1/4 cup each toasted flaked coconut and almonds 2 cups finely ground vanilla wafers 2 TB. granulated sugar 1/4 tsp. cinnamon 3-4 TB. melted butter

Pie filling: 1- 14 oz. can sweetened condensed milk 1/4 cup + 2 TB. heavy cream 5 large egg yolks 1 pinch salt 1 tsp. lemon zest 2/3 cup fresh lemon juice 1 TB. powdered sugar

Whipped Cream Topping: 1 cup heavy cream, whipped 2 TB. powdered sugar, to taste ¼ tsp. almond extract Grated lemon zest

Directions: Preheat oven to 350 degrees. Lightly grease an 8 by 8-inch baking dish.

In a food processor add cookie crumbs, melted butter, granulated sugar, cinnamon, toasted coconut and almonds. Pulse a few times until mixture is evenly moistened. Press mixture into an even layer in prepared baking dish. Bake 8 minutes in preheated oven. Remove from oven and cool completely (about 30 minutes).

To a large mixing bowl add, sweetened condensed milk, 1/4 cup + 2 TB. heavy cream, egg yolks, salt, lemon zest, lemon juice and beat mixture until well blended. Pour into cooled crust.

Bake in preheated 350 degree oven for 28 minutes, or until edges appear set and middle still slightly jiggles. Cool at room temperature 1 hour, then cover and chill 3 - 4 hours, until set. Cut into bars and top each serving with whipped cream topping and grated lemon zest. Store leftovers bars in refrigerator.
