United Kingdom: Dangerous dog experts gathered for a meeting in London on January 26, 2015 -- the first of its kind-- to discuss new strategies

concerning dangerous dogs. The Kennel Club, the UK's largest dog welfare organization, will lead discussions on the need for better investigation

into dog bite incidents. The However, in April 2011, the council voted to remove 7 breeds from the banned breeds list due to their struggles in

enforcing the law. The law was a failure. It's failed meeting brought together experts from across the veterinary and medical professions, the po-

lice, local authorities, government representatives, academics, sociologists, as well as animal welfare charities to explore ways to move forward

with a strategy on dangerous dogs. It included animal behaviourist, vet and expert witness in dangerous dogs cases, Kendal Shepherd; veterinary

surgeon, Danielle Greenberg; and facial reconstruction surgeon, Chris Mannion, who presented the view supported by the Kennel Club that pre-

ventative measures are needed to reduce the number of dog bite incidents that occur, beginning with proper investigation into these incidents.

Currently there is a lack of detailed data to explain why dog bite incidents occur in the first place and, as such, no thoroughly effective or evidence-

based education measures are being implemented to reduce them. The Kennel Club is of the view that dangerous dog law should be updated and

consolidated and replaced with preventative measures based on evidence gathered through data collected on a national level from hospitals and

GPs, veterinary surgeries, police dog units, and dog wardens, amongst other sources, instead of laws based on the stereotyping of certain breeds.

The Kennel Club is firmly of the view that dangerous dog law as it stands is next to useless and has done nothing whatsoever to reduce the number

of dog biting incidents across the UK. Instead it demonizes certain breeds based on stereotypes and not scientific evidence. To that end, it The

Kennel Club is hoping that the will be open to working with it, including on a new strategy for dangerous dogs."

Moreauville, Louisiana: On Oct. 13, 2014, the town of Moreauville, a small and sleepy community of less than 1,000 people located in the heart of

Avoyelles Parish, enacted one of the most draconian and arbitrary ordinances against so-called “vicious dogs” in the entire country. The ordinance

provided that it would confiscate each and every rottweiler and pitbull living in family homes. Unless the family could find others to adopt those

dogs in other cities, Moreauville would fine the owners for violating the ordinance and transport the dogs to a veterinary clinic for “further disposi-

tion.”

CNN broke the story on both its national and international news websites, and a petition opposing Moreauville’s ordinance (which some legal ex-

perts considered unconstitutional) immediately attracted 70,000 signatures. People from all over the country and the world were outraged by

Moreauville’s decision to confiscate and kill family pets, regardless of the animal’s disposition, intelligence, and affection, and regardless of any

service those dogs might be providing to their physically and mentally challenged owners.

This was hard news, particularly, for one little girl -- O’Hara Owens, whose pit bull “Zeus” was scheduled to be taken away and destroyed on De-

cember 1. O’Hara suffers from severe neck problems and has been forced to wear a halo brace and is confined to a wheelchair. Zeus acts as a

“therapy dog” (he is not techinically one), providing love and support for her and her other brothers and sisters. According to O’Hara, “I can sit

here if I’m in pain, he comes and he notices it before I even make any noise,” she said. But Zeus, who had a spotless record, had been blacklisted

as a “vicious” breed in Moreauville.

Veterinarians in Marksville and Simmport, LA, the clinics closest to Moreauville, advertised their absolute refusal to either support the ban or to

euthanize any dogs that were healthy and loved and cared for without legitimate reasons (such as a history of vicious attacks).

Social media on the situation exploded. After a dramatic couple of weeks, the Moreauville, LA board voted on December 1, 2014 to unanimously

repeal the ban and the dangerous dog ordinance, leaving only the leash law. On December 8, the board voted to implement the state’s dangerous

dog law, which is completely breed neutral and focuses on the actions of the dog and owner.

The ban had been passed at the request of several residents as a result of multiple incidents concerning a dog chained next to a public area that

was likely frustrated and acting out, and which residents interpreted as menacing behaviors. Another resident had been sitting with his dog on

the front porch of his house, near the sidewalk, and telling his dog to “Sic ‘em” as people passed. Other dogs were chained all day in the Louisiana

summer heat with no shelter

and minimal resources, and the board considered this to be inhumane treatment and was concerned that the dogs would “go crazy.” The board

felt that they had been asked to do this by their constituents and did not realize the implications of the law. One board member stated, “I know

the owners are the problem here, but we can’t ban the owners so it seemed like we could do something by banning the dogs. . . . We were stuck

between a rock and a hard place. It is an election year and they (the residents) made it clear this was what they wanted and if we didn’t do it they

wouldn’t vote for us…” It is, however, unclear why these concerns translated into a ban of only two breeds.

Officials never expected the ban to garner the attention it did. The story, especially concerning Zeus, was featured internationally. After the fact,

Mayor Lemoine stated, “Zeus was never at risk…I received an e-mail from (the family) saying he was an American Bulldog…I told them to throw

out the letter…he was safe…Zeus wasn’t a problem. He was in the house and never caused any issues…I didn’t want to talk to (the family) directly

because anything I said could be used against me.”

When the dust settled, it became clear that there was a case of a lack of adequate research and officials wanting to act quickly on the request of

residents. The intentions of the board may have been, as they argued after the fact, good ones that had been triggered by the abhorrent behavior

of certain problem dog owners. Often intentions of officials are not bad ones, but very poorly thought out in the rush to act. The officials of Mo-

reauville found themselves in the difficult position of having to draft a law they had no experience with, and because it was easy, merely copied

the breed specific ordinance of a neighboring town that had not been challenged. The adoption of the state law, that is not breed specific, was a

sensible solution.

Hallsville, Missouri: Passed in 1989, Hallsville’s ban on pit bulls was instituted after there were some “aggressive” pit bulls in the community, ac-

cording to Mayor Cheri Reish. On November 10th, 2014, the board of aldermen voted unanimously to repeal the long-standing ban. The issue

came up after a family was targeted as having a banned dog. The dog was newly adopted and the family wanted to be able to keep their dog.

They approached the council with the request that the ban be re-examined. According to the Mayor of Hallsville, the Board decided that the ordi-

nance was “an unfair law.”

It took only roughly month between the time the initial request was made to the time the board repealed the law. The Mayor spoke of people

who wanted to move into the community, but were unable to because of the ban. City officials see the repeal as a positive one for the communi-

ty. They cited the ability of local shelters to be able to find homes for dogs in need as well as creating equitable laws for everyone and an equal

standard of behavior.

Hallsville has a generic dangerous dog law that addresses all dogs. A group has been working on getting an ordinance that would prohibit tether-

ing a dog for 24 hours a day, but it keeps failing to move forward.

City of Monash, Glen Waverley VIC 3150, Australia: Kerser finally went home for Christmas 2014 after his death-row order was overturned exactly

two years after he was seized by the Monash Council from a backyard and declared to be a “restricted breed” under the State Government’s

breed specific law. The Victorian Civil and Administrative Tribunal (VCAT) ruled on December 17, 2014, that Kerser was not an American Pit Bull

Terrier under the State Government’s restricted breed dog standard.

The decision leaves questions about legal fees accumulated by Monash Council, which has been fighting the case since Kerser was found in a

neighbor’s backyard in December 2012. The two-year legal case has cost the council more than $200,000, although so far $100,000 has been re-

imbursed through a Victorian appeal court fund. Additional costs for the Kersher’s owner’s defense are estimated to be in the tens of thousands

of dollars.

The council’s original decision to declare Kerser a restricted breed was originally upheld by VCAT. Kerser’s owner applied for leave to appeal the

VCAT decision but was refused, upon which she appealed the refusal to the Supreme Court, which ordered the case be returned to VCAT. VCAT

president Justice Greg Garde, who presided over the final ruling, concluded that the dog complied with only eight of the eighteen physical charac-

teristics criteria, and 10 of the 19 supplementary physical characteristics criteria in the ordinance. Monash Mayor Paul Klisaris said the council

accepted the ruling and he acknowledged the toll the case would have taken on Ms Applebee.

Apparently the Monash council had repeatedly raised objections about the restricted breed legislation with the former Liberal government, and

was pleased the new Labor Government has now finally vowed to review the laws. “These laws need to be totally re-examined so we can all avoid

these distressing, long-running ordeals between dog owners and councils,” he said. “Council’s intention has only ever been to protect our com-

munity from dangerous dogs.”

The decision on Kerser came in the same month that Sunshine dog Mylo was released after his restricted breed declaration was also overturned.

“In Mylo’s case, he was assessed by a behaviorist to be one of three per cent of dogs suitable for therapy dog because he was so docile. On the
