Catriona Binder-Macleod is a native of Newark who returned to Newark with her husband and family after a 10-year hiatus. She worked for 37 years as a pediatric occupational therapist in: Atlanta, Georgia; Richmond, Virginia; and Wilmington, Del. Catriona has always been active in the community and held office as secretary, treasurer and president of various Christina School District school PTAs that her children attended and was one of the founders of the Newark Charter School. She was a long-time board member of the Newark Free Library fulfilling roles as vice president, media chair, and newsletter editor. Catriona is currently on the Advisory

Board for the Master Player’s Concert Series at the University of Delaware. She retired three years ago and has been active on the League of Women Voters Advocacy Council, advocating for safe communities through Network Del., in the Newark Indivisible group Women Working for Change, and as a mentor for a student in the TeenSHARP program, a college access program for minority youth. She has served as 1st vice-president on the LWVNCC board.

DIRECTOR - LORRAINE S. BOTTICELLI

Lorraine graduated from Anna Marie College in Worcester, Mass. where she began a ten-year career as a registered Medical Technologist in Connecticut and Massachusetts hospital laboratories. She was recruited by DuPont Medical Products where she spent 33 years in the industry through two acquisitions where she completed her career as Director of Global Product Support. Her key accomplishments include being awarded the Leadership in Customer Excellence Award. Lorraine was the founding chair for an employee resource group entitled Women’s Information Network. During her tenure she developed their focus on mentoring/coaching and concentrating on community support activities. After retirement from Siemens Healthcare, Glasgow, Del. in 2012, she is now serving as a quality and regulatory consultant. As a volunteer for the American Cancer Society for 20 years, she was awarded the Dr. Stephen Edell Award and the Pacesetter Fundraiser Award. Recently she

was named a member of the American Cancer Society Leadership Council. Lorraine also volunteers her time with Planned Parenthood of Delaware. She joined the LWV in December 2016 and is currently a member of New Citizen Welcoming Committee. Lorraine has a daughter who lives in Miami, Florida. She is an avid reader, enjoys gardening, spending time with her two rescued cats, Bella and Stella, and summers at her Jersey Shore home. PRESIDENT - MARJORIE (MARJ) JOHNSON

Marj grew up in Cleveland Heights, Ohio; went to Grinnell College in Grinnell, Iowa; and graduate school at the University of Pittsburgh. She worked for 42 years in pediatric physical therapy and truly loved her job. Marj retired in 2006 and has been busy ever since! She is a long-time member of Concord Presbyterian Church, serving on several boards and teaching adult education. She volunteers with Literacy Delaware -- teaching English as a second language, currently to a woman from Mexico. Marj attends classes at Osher Academy of Lifelong Learning and plays in the band and flute choir there. She is also active in Delawareans for Palestinian Human Rights. She has just finished her first term as President of the Board of the LWVNCC. Marj loves music, travelling and working in the garden. Her daughter and family live close by, which means she can see

her grandsons often—one 18 and off to Berklee College of Music in Boston, but spending his freshman year at their campus in Valencia, Spain, and one about to go into 6th grade at PS DuPont. 1ST VICE-PRESIDENT - RICHARD JOHNSON-

Richard Johnson brings 45 years of management, marketing and sales experience in various industries including Medical Products, Associations, IT, commercial furniture and automotive. Since 2001 he has worked with the CEO of AutoPort, Inc., New Castle, to diversify the business by developing and implementing a sale and marketing approach that is the main revenue contributor for the company. Richard is part of the senior management team and serves on the AutoPort Board of Directors. From 1996 to 2000, he was one of the founders of Cytometrics, Inc., Philadelphia, PA, a medical device company where he was part of a three-man team that raised $55 million of private equity to fund the company. Mr. Johnson has held senior management roles with

Nemschoff Chairs, Sheboygan, WI and the American Hospital Association, Chicago, Il.. For 15 years, he was employed by the E. I. DuPont de Nemours, Co. where he moved up the ranks from sale representative to Regional Manager Corporate Healthcare. He is the proud father of two children and two grandchildren. He earned a Bachelor of Art degree in Biology from Monmouth College, Monmouth, Illinois, and is a Vietnam veteran.

SECRETARY- CARMELA LONGOBARDI

Carmela Longobardi is a native Delawarean. She is devoted to her family, community and her profession. She graduated from St. Mark’s High School and later attended Brandywine College where she studied accounting. Always believing she was a social worker at heart, she later obtained a Bachelor of Science in Behavioral Science from Wilmington University and a Master of Social Work from Widener University. She has worked for Christiana Care for 37 years where she is currently a senior social worker at the Christiana Hospital and St. Patrick’s Center in Wilmington, Del. In the community she is currently Chair of the Delaware Grief Awareness Consortium and is the Executive Director of the Greenhill Pharmacy Foundation. She has served the past two years as

secretary. DIRECTOR - KAY PALMER

Kay Wilde Palmer, a member of the League of Women Voters since 2012, facilitates the monthly TED Talk discussions. She founded the 42 Group, LLC, in 1997, a boutique consulting firm that focuses on organizational performance. Most of Kay’s work has been in the nuclear power generation industry. Community activity highlights have included serving as the Board president for the Delaware Women’s Conference, Board member of the New Castle County Chamber of Commerce, recipient of the New Castle County Chamber of Commerce Entrepreneurial Advocate of the Year award, and a candidate for the 24th District Delaware State Representative. She currently is on the board for the Philadelphia/ New Jersey chapter of the Institute of Management Consultants. Kay lives in Newark with Burt, the guy who lights up her life, their dog and two cats.

DIRECTOR - CAMI SEWARD

Cami Seward relocated to Delaware, after living in Juneau, Alaska for 23 years, to be near her parents, and her husband’s parents. Having lived in multiple states, the Washington, D.C. area had always remained her home base. Cami earned a degree in Social Work, raised her two sons and, except for several years in real estate, spent most of her career in the field of juvenile justice. Moving to Delaware in 2009, she served as the Parish Administrator at St. Thomas’s Episcopal Church in Newark which allowed time to attend to the needs of her family and to get to know the First State. She is now fully retired, active with several faith communities and social justice organizations, enjoys time with her family and friends, and gardening with a focus on native plants. She most recently served the

League of Women Voters NCC as Nominating Committee Chair. LINDA BARNETT-NOMINATING COMMITTEE CHAIR

Linda joined the LWVNCC in the summer of 2015. She has become an active member of the Advocacy Corps, focusing primarily on legislative proposals dealing with education and social policy. Linda is also active in the American Association of University Women. Her term as President of the AAUW Wilmington Branch ends June 30, after which she will take the post of Financial Officer for the Branch. Linda has lived in Delaware since 1978, working for the Delaware Department of Health and Social Services as a planner for over 35 years. She and her husband made a variety of locales home prior to settling in Delaware – including Gainesville, Florida; Los Angeles; Flagstaff, Arizona; and Omaha, Nebraska (moves prompted by her husband’s career as a Sociologist and then Professor of Law.)

NOMINATING COMMITTEE - ALAN EVANTASH

Alan joined the LVWNCC this year and is a member of the Elections Committee. He belongs to the Indivisible Highlands and Beyond group, which has actively worked with the League to sponsor voter registration events for the 2018 election. Alan is a retired diagnostic radiologist, having practiced at Christiana Care Health System and its precursors for 43 years. He served on many committees while at Christiana Care, primarily related to information technology. He currently serves on the Board of the Kutz Senior Living Campus. His interests are photography and travel. Alan is married to Peggy Lubin. They each have two children and four grandchildren. Alan did his residency training at Thomas Jefferson University Hospital, medical school at Temple

University, and undergraduate studies at Cornell University.

NOMINATING COMMITTEE - LETTY DISWOOD -

Letty was born in Paraguay to European parents who left Germany and England during the early part of World War II. She moved to England in 1960 and immigrated to the United States, New York State, in 1964. She is a graduate of Oklahoma City University with a Bachelor of Arts degree. During her League career Letty has had numerous positions in the LWVNCC: Criminal Justice committee chair, secretary, director and vice president , and was president of the Greater Wilmington League that later merged with Newark to LWVNCC. On the state level she was Co-president with Christine Stillson and then Nadyne Rosin, vice president with administrative responsibilities, and Advocacy Committee chair. She has also served

as secretary to DelCOG for many years and has been a board member since the organization was created. Letty has been the office manager for many years and has seen a transformation in all forms of communication and office tasks, increasing overall administrative efficiency. Letty's hobbies and interests include walking, listening to all kinds of music, and camping. She is still a member of an archery club in Pa., and misses her motorcycle touring. She is married to Larry, a retired engineer who takes pictures at League events and does a wonderful job editing them for publication in the state and local newsletters and on the League website.

PROPOSED AMENDMENTS TO THE LWVNCC BYLAWS

The bylaws had a complete revision and will be available at the annual meeting. They will be sent to members in a separate email.

PROPOSED BUDGETS 2019-2020 & 2020-2021 The Proposed Budgets for 2019-20 & 2020-21 will be sent to members in a separate email. There is an increase in the per-member-payment of $4 in 2019-20 and $5 in 2020-21.

PROPOSED PROGRAM 2019-2021 (full positions listed on page 11-12 The LWVNCC Board recommends the adoption of the current program with the following change: Drop the Needle Exchange position. This is not a local issue, it is part of the LWVDE positions and LWVNCC can act under those positions.

It is hard to believe two years have passed since I became your president. It has been a steep learning curve for me, and many thanks go to your wonderful board for stepping up to do the work, for creative thinking, and for facing all the challenges. A special thank you to Joanne Hasse and Letty Diswood, who kept me on the “League path” and shared so much League history and perspective. I continue to find that each League experience is a learning experience, and the chaos that I often feel, only exemplifies the complex world in which we live, and the complexity of trying to sustain a democracy. We do important work, and we need everyone to get involved in

one way or another to contribute to the League’s mission. I encourage each of you to go to State Convention on June 1 and sign up to be a delegate so you can vote on issues. Whether you are currently actively involved or not, you will definitely learn something and meet some very interesting people. And on June 10, New Castle County has our annual meeting—a business focused meeting that will also include feedback from you as to what you think the League should be addressing and what topics you would like to learn about. Please plan to come and share your concerns and your interests.

LWVNCC 2019 Summary Report – VOTE411 In 2019, we covered Delaware school board elections on VOTE411 for the first time. LWVNCC and LWVSC participated in this effort to cover the May 14, 2019 school board elections state-wide. LWV partnered with Network Delaware to promote school board election awareness. We worked on a common question set for candidates and each put up an online voter guide: www.WhoRunsOurSchools.com for Network Delaware and www.vote411.org for LWV. Promotional efforts included...

Guest opinion articles in News Journal, starting in January “consider running for school board” An information table at the state PTA conference in April Fliers at candidate forums (Newark City election and school board forums) Social media and email blasts… including a Spanish-language post Billboards – ClearChannel Outdoor and Timmons Outdoor donated electronic message space A letter to the editor campaign Radio/TV interviews on WDEL, Blue Coast Talk and WRDE.

Network Delaware also hosted a “Pledge to Vote” campaign on their voter guide website. About 250 Delawareans participated in the pledge. Analytics show that roughly 3000 people used the Network Delaware voter guide and 1000 accessed the Delaware school board candidate profiles on VOTE411 in 2019. Voter turnout was not appreciably affected; turnout was slightly up for some districts, down or flat for others. Statewide voter turnout for school board elections is estimated to be about 2% each year, and this remained the case in 2019. The VOTE411 team plans a “debrief” meeting with Network Delaware this summer to talk about our overall approach for school board coverage next year. LWVDE will almost certainly cover the Delaware Primary and General elections on VOTE411 in 2020, but for school boards some cost/benefit analysis is warranted. LWVNCC 2019 Summary Report Website and Social Media

Website

Our old League Easy Web (LEW) website for League of Women Voters of New Castle County was converted to the newer My League Online (MyLO) platform this year. The conversion work started in January 2019 and was completed at the end of February. The new website URL is my.lwv.org/delaware/new-castle-county . Our webmaster is very pleased with the new MyLO site! It has a fresher look and feel, and better support for mobile devices. It also has technical improvements like an SSL security certificate, revision history and much better SEO (search engine optimization). When state League converts over, we will be able to “inherit” content so that things like the Advocacy Corps meetings only need to be entered in one place, not repeated on each county League’s site. LWVDE has approved their move to MyLO and is just seeking the people to do the work.

Social Media On the social media front, LWVNCC has continued to piggyback on LWVDE for its public-facing social media presence. Twitter and Instagram accounts exist for LWVDE but are largely idle, apart from VOTE411 promotional efforts. The LWVDE public Facebook group is active, with multiple posts per week. We also have an organizational “page” now on Facebook for LWVDE and a separate “VOTE411 – Delaware” page. Although it is somewhat confusing, Facebook Pages and Groups have different capabilities and complement each other. The private “LWVNCC Members” group has been somewhat useful, but unfortunately has attracted only 33 Facebook group members to date, as compared to our actual NCC membership of around 175 people. Thus, it cannot be a primary means of communication, but is both a fun way to share photos and a quick, easy place to post League questions or information.

Other Online Tools Our webmaster used EventBrite for tracking tickets to the National Popular Vote Panel forum that we held in January with Common Cause and ACLU DE; this worked well and LWVNCC could leverage this free tool more frequently in the future. LWVNCC had been using MeetUp.com (sponsored by in-kind donation) to publicize our open events like the TED Discussions and Great Decisions group, but dropped this after Q1 2019 as the new member outreach was not effective enough to justify the cost. COMMITTEE REPORTS The LWVNCC Land Use/Transportation committee is co-chaired by Jane Dilley and Peggy Schultz. This committee keeps a watchful eye on development issues in our county, and transportation policy and open space preservation across the state. Based on a statewide study conducted by the committee, it has an ongoing commitment to advocate for improved public transit and neighborhoods characterized by walkability and bike-ability, a strong sense of place, mixed use with a broad range of housing choices, connectivity, compactness, and environmental integrity. The committee also has a particular interest in transportation and land use solutions which reduce the carbon footprint. Peggy Shultz, Co-chair Land Use/Transportation Committee

The LWVNCC Environmental Committee (EC) has members from throughout the state and works on problems that are statewide as well as those that are particular to specific areas. We also collaborate with other state and local Leagues on problems of regional and national interest. Chad Tolman, chair of the subcommittee on Climate Change, played a vital role in developing a national position on this issue. We have also worked with our neighbor Leagues in the Delaware River Basin to prevent contamination of the river with toxic chemicals from fracking. Within the state, we continue to be involved with renewable energy and slowing climate change, toxic air pollutants, and water pollution from agriculture and poultry processing, particularly in Sussex County. Coralie Pryde and John Sykes are co-chairs of the EC.

VOTER SERVICE HIGHLIGHT Preparing for the elections for November 2018 was a massive undertaking by all levels of the LWV. In NCC under the leadership of Patti Christopher, registration drives took place the entire year at all public libraries, most high schools, farmers’ markets around the county and in the City of Wilmington and Newark, also at Community Colleges, UD, and churches. We worked in coordination with other groups, including various Indivisible groups from Newark to Wilmington. Alan Evantash provided much help with signing up and coordinating the registration drives. The LWVNCC also provided rides to the polls coordinated by Letty Diswood. Carole Walsh and Judy Taggart arranged several candidate forums for the City of Newark last year and this year. A huge thank you to all volunteers, too many to list here. We all celebrated with a meet and greet at Catherine Rooney's after the election. In 2019 we have started registration drives again to work with high schools to catch students before graduating. A big effort needs to focus on getting people to vote in larger numbers for the 2020 elections.

TED TALK DISCUSSIONS

Under the terrific leadership of Kay Palmer, monthly TED Talk Discussions have been held in various restaurants last year and presently are held at St. Philip’s Lutheran Church, 5320 Limestone Road, Wilmington Del. 19808. The format is to watch the TED X Talk and then discuss the ‘Ideas Worth Sharing’. Bring your own beverage and snack if desired. All are welcome.

Elections Committee meets first Tuesday of the month in Smyrna. They will be doing a study on alternative options for voting.

Natural Resources Committee meets when needed and uses Zoom. Advocacy Corps meets second Wednesday in Dover and uses Zoom.

LEAGUE OF WOMEN VOTERS OF NEW CASTLE COUNTY PROPOSED PROGRAM 2019-2021

GOVERNMENT Support of programs and policies which promote ethical, efficient and effective government.

Revenue Structure: Support for fiscal measures to provide revenue sufficient for essential government services for the entire county, including municipalities such as the Cities of Wilmington and Newark which serve the County. NATURAL RESOURCES/ENERGY

Support of policies that protect air and water quality and remedy solid waste and hazardous waste problems in New Castle County.

The Environmental Committee is focusing on sea level rise, fracking, statewide climate change goals, carbon pricing, air, water, solid waste/hazardous waste, and recycling. Support of policies that reduce greenhouse gas emissions and increase renewable resources and energy efficiency in New Castle County.

LAND USE/TRANSPORTATION Continuing study item: Examine developments and concepts in land use and transportation. The Land Use/Transportation Committee subscribes to the LWVDE positions on land use and transportation which support reducing transportation-generated greenhouse gas emissions by land use planning based on a neighborhood design model. Particular interest is currently focused on the Coastal Zone Act, with input from the Environmental Committee. Further details may be found on the state website at http://www.lwvdelaware.org./ The League supports a balanced, multi-modal transportation system interconnected with land use and based on inter-jurisdictional coordination. SOCIAL POLICY Urban Health/Justice System Continuing Study - A re-evaluation of Delaware’s criminal justice system and the impact of the current policies and practices on society. The re-evaluation is kept broad so that attention will be placed where there is the most impact. The LWV is partnering with Smart Justice. Urban Health: Support the improvement of the quality of urban life by encouraging citizen input and review of the

economic, environmental, and service development and regulation in the towns and cities. Drop Needle Exchange Programs: Support for comprehensive needle exchange programs, which also offer education and referrals to appropriate services, as part of a public health effort to reduce the spread of infectious diseases such as HIV/AIDS and Hepatitis C. Library Services: Support for a county-wide public library system, efficiently managed and adequately funded to provide library services for the citizens of New Castle County. Public School Libraries: Support policies and funding for public school library media centers that promote their central

role in providing equal opportunity for all children to achieve educational excellence.
