IN 1889 Mr. EGBERT BAYLY, of Torr Grove, Plymonth, a member of the Local Committee of the Port of Plymouth Branch of the EOYAL NATIONAL LIFE-BOAT INSTI- TUTION, published, with the sanction of the Plymouth Chamber of Commerce, of which he was also a member, a pamphlet (issued by White Stevens, "Parade" Printing Works, Plymouth), to which was attached plans showing the absence of telegraphic and telephonic communication around the coast of the United Kingdom as compared with other countries. The plans showed portions of our coast, viz., Portland Bill, round the Land's End to Ilfracombe, also the Tyne to the Humber, and ia juxta- position was shown the west coast of Jutland. Comparing the plans, it was seen that on our seaboard we were well provided with life-boat, coast-guard, and rocket stations but that our telegraph and telephone lines, except in a few cases, did not reach the coast; whereas in Den- mark they were brought up to, and put into direct communication with, the light- houses and the life-boat and rocket stations, to enable them to communicate with each other and with the country at large. The Chambers of Commerce of the United Kingdom at two spring meetings in London unanimously passed resolutions calling upon the Government to undertake a scheme of coast communication; but it was not until the subject had been taken up by the.Bx>YAL NATIONAL LIFE-BOAT INSTITUTION that the assent of Parliament was ultimately secured. The Port of Plymouth Branch of the Institution prepared a memorial to the Committee of Management, which was forwarded to the various other branches, and in February, 1890, Admiral H. D. HICKLEY, Chairman of the Plymouth Branch, attended at the offices of the Institution in London to present the memorial, which was supported by 183 other branches, asking that the Institution should endeavour to induce the Govern- ment to establish a system of telegraphic and telephonic communication between coast-guard stations, shore lighthouses and life-boat stations. At the March meeting of the Committee of Management of the same year a special sub-committee was appointed to inquire into and report on the whole subject. On the 12th March, 1891, the report of the sub-committee was presented and it was resolved that communications be addressed to the Board of Trade, Admiralty, Post Office, VOL.     and the Committee of Lloyd's, askingtheir co-operation. The Chairman of theInstitution, Sir EDWABD BIBKBECK, Bart.,M.P., undertook to endeavour to secure anight for bringing the matter as soon aspossible before the House of Commons;but " owing to the press of public busi-ness " no opportunity was afforded untilApril 1892, when at last Sir EdwardBirkbeck was able to move his resolution.It was to the effect that it was desirablewith the view of decreasing the loss oflife from shipwrecks on the coast that theGovernment should provide either tele-phonic or telegraphic communicationbetween all the coastguard and signalstations, and that on such parts of thecoast where there were no coastguardstations the post offices nearest the Life-boat stations should be connected, so as

    | to be in a position to give the Life-boatauthorities the earliest possible informa-tion at all times, day and night; and,further, that a Koyal Commission be ap-pointed to consider the desirability orotherwise of electrically connecting therock lighthouses, light-vessels, &e., withthe shore. The resolution was agreed towithout a division.

    Such is a brief history of the mannerin which this most important measurewas obtained. The work was instantlybegun by the Post Office, the most impor-tant parts of the coast, as recommendedby the officers of the Institution, beingfirst taken in hand, and very soon thereobtained a state of affairs totally differentfrom that to which Mr. Bayly had so ablydrawn attention, and now, the communi-cation scheme, so far as the land wiresare concerned, is approaching completion.Great difficulty has been experienced inconnecting the light-vessels, and althoughseveral are now in electrical communica-tion with the shore, it is probable thatuntil a perfect system of electrical com-munication, without the necessity o:carrying the cable on board the light-vessel, is available, no very great strideswill be made in this direction.

    A system of coast communication being

    istablished, the object of this article iso point out the very great importance

    of making the fullest possible use of itbr life-saving purposes. The two greatorganisations in this country for savingife from shipwreck on our coasts are, as iswell known, under the Board of Trade and;he KOYAL NATIONAL LIFE-BOAT INSTITU-

    TION ; the former are responsible for theworking of the rocket apparatus, which,with few exceptions, are placed entirelyin the hands of her Majesty's coastguard,whose duty it also is to watch the coastand give the earliest possible informationto those in charge of both organisationsshould there be any reason to think theservices of either or both are required.In most instances, the electric instrumentsare placed under the charge of the coast-guard, and since their establishment, theAdmiralty have issued the followinginstructions:—

    1. "When a telephonic or telegraphic messageis received at a Coast Guard Station, reportinga vessel in distress and that help is needed, theCoast Guard man receiving the message will,•with a view to prevent subsequent doubt as tothe terms of the message, at once enter it onthe prescribed form (the ordinary telegraphform to be obtained at all Postal TelegraphOffices), and cause it to be conveyed immedi-ately to one of the Coxswains or other L'fe-boat authority of the nearest Life-boat. Theresponsibiltty of launching or not launchingthe Life-boat will rest entirely with the Life-boat authorities and not with the Coast Guard.

    2. If a telephonic or telegraphic message bereceived reporting that the neighbouring Life-boat has been Ihunched, and that the nearestLife-boat is, or is not required, he will, in tliesame way, at once transfer the message to theLife-boat authorities connected with the Life-boat nearest to the Coast Guard Station.

    3. Should the nearest Life-boat be launchedon service and the Life-boat authorities requestthat the launch be reported to the Life-boatStation or Stations on either sWe, the messagemuit be at once transmitted as desired, whether1he object be to prevent another, or otherboats, launching or otherwise.

    4. In the event of a Coast Guard Officer orman observiog a vessel in distress (including

    vessels ashore), or signals of distress, or hearingguns denoting a vessel in distress, he will aonce take the necessary steps to inform th(Life-boat authorities connected with the wind<ward Life-boat, either by telephone or telegraphas the case may be, unless he should considerthe circumstances require the launch of anotherLife-boat or other Life-boats, in which case hewill advise the authorities of such Life-boat orLife-boats accordingly.

    The Life-boat Institution has framedthe following rules, which are publishedin their " Green Book of Regulations/viz., General Regulations, page 2, para-graph 11:—

    Electrical Communication.11. Wherever telephonic or telegraphic com-

    munication, has been established for life-savingpurposes every possible use is to be made o:this means of communication for acquaintingneighbouring Stations with the nature of thecasualty and the action being taken by theLife-boat.

    2. On all occasions of the Life-boat's Crewbeing assembled for service and of the boatbeing launched for service, or from any circum-stances being unable to launch when calledfor, the Honorary Secretary will be mostcarefnj to provide that every advantage istaken of the telephonic or telegraphic systemwhich has been established for life-savingpurposes either in connection with the CoastGuard, Post Office, Lighthouses or Light-vessels, either for the purpose of obtaininginformation from neighbouring Stations orgiving information to such Stations and withthe view of preventing the Life-boat or neigh-bouring Life-boats being unnecessarily launched-

    Telephonic or Telegraphic Communication.

    22. He is to be careful to avail himself ofthe telephonic or telegraphic communication,as arranged by the Honorary Secretary, withthe Station Officer of Coast Guard or Postmasterfor the purpose of obtaining information fromneighbouring Stations or giving information tosuch Stations with a view of preventing theLife-boat or neighbouring Life-boats beingunnecessarily launched.

    A perusal of these instructions showsthat their aims are directed (1st) to ensure

    that the Life-boat station in the mostfavourable position for launching shallreceive the earliest possible information,(2nd) that full advantage be taken toavoid unnecessary launches, and (3rd)that all available use be made of theelectrical communication, so that eachstation may be made acquainted with theaction being taken ty its neighbours.

    In most new things connected with Life-boat work, the full advantages are not atfirst seen, prejudices have to be overcomeand local interests considered, and it can-not be said that the system of coastcommunication for life-saving purposes isan exception, for hitherto its workinghas left much to be desired. In someinstances the actual arrangements for com-municating by day and night have notbeen thoroughly understood and in manyothers have not been made proper use of.

    It rarely happens that neighbouringLife-boat stations are in precisely similarconditions for launching at the same instant.One station may have a better beach fromwhich to put off, or the configuration of theland may give it a little shelter, or the tidemay be more favourable for one than at theother. When information of a vessel indistress is received at a Life-boat station, allthese points must be considered, and evenif it is decided to launch, full particularsshould be sent to the adjoining stations,so that they may be on the alert in case offailure. If the casualty takes place on anypart of the coast in the vicinity of a harbourwhere there may be a tug and a Life-boator a steam Life-boat, all available informa-tion should be sent to them, even if it hasto be passed through several Life-boatstations e» route, for it must always beborne in mind that there are occasionswhen it is an impossibility for a Life-boatin an exposed position to get to sea, andmany in which the aid of steam willensure a neighbouring Life-boat reach-ing the distressed vessel sooner thani pulling or sailing Life-boat, although;he latter may be nearer the casualty.Again, the various types of boats in theneighbourhood must be considered in

    relation to the description of work re-quired and information conveyed accord-ingly.

    It is hardly to be expected that un-necessary launches can be altogetheravoided. The spirit of emulation be-tween neighbouring stations is too strongto justify the supposition that when theposition of the wrecked vessel is such thatthere is no apparent advantage for onestation over the other, one will wait tosee if the other is going to launch, and itwould be a great pity if friendly rivalrydid not exist; but, by a judicious use ofthe electrical communication, there is nodoubt that many unnecessary launches—and there are a great many—might beprevented. Especially is this to be lookedfor on the parts of the coast adjacent tooutlying sand-banks, where light-vesselsare stationed provided with codes ofsignals for indicating the position of theship requiring help. The telephone canbe used to consult with the adjoiningstations to verify the exact signal beingmade, and in most cases accurate infor-mation can be obtained before the life-boatis ready to be launched, especially if it benight.

    The prevention of unnecessary launchesis of course of much less importance thanthe primary object of the coast communi-cation scheme in its relation to Life-boatwork; and it is more for the purpose of ex-pediting the despatch of the Life-boat andto keep neighbouring stations in touchwith each other, by affording them fullinformation of what is being done when awreck occurs, that local organisationsshould pay special attention. The coast-guard have repeatedly shown their willing-ness to assist in every way; and if therehave been occasional failures to make thebest use' of the electrical communicationsprovided, the cause has always been trace-able to ignorance of the exact instructionsunder which the coast-guard and the localLife-boat organisations have to work. Theseregulations cannot be too widely circulated,and it is for that reason they have beenprinted in extenso in this article, witha hope that any readers of this journalconnected with local branches may putthemselves in possession of this mostnecessary and important information, anduse the best means in their power to en-sure their being thoroughly and efficientlycarried out.

    PROPERTY SALVAGE SERVICES RENDERED BY LIFE-BOAT CREWS.

    mittee, forthwith approached the Boardof Trade with a view to the holding ofthe proposed Conference. In due coursethe Board of Trade called together theConference at which the Committee ofManagement of the Institution, the Com-mittee of Lloyd's and the Board of Tradewere represented. Sir FEANOIS JKDNE,the President of the Admiralty Divisionof the High Court of Justice, attendedeach meeting of the Conference, at therequest of the Board of Trade, to adviseand assist with his most valuable experi-ence with respect to property salvageclaims. At the meetings of the Con-ference the whole question was mostthoroughly and fully considered andthreshed out, and the result of theirdeliberations was communicated to theROYAL NATIONAL LIFE-BOAT INSTITUTIONby the Secretary of the'Board of Trade inthe following important letter:

    OUB readers will remember that one ofthe principal charges made against themanagement of the ROYAL NATIONALLIFE-BOAT INSTITUTION—all of whichcharges were last year so exhaustivelyinquired into by the Select Committee ofthe House of Commons and pronouncedby them in their Report to be "un-founded," "preposterous," "groundless"and "untrue"—was that the Life-boatcrews were permitted not only to use theLife-boats for Property Salvage Services,but that they were allowed to make theirown terms with the masters and ownersof the vessels salved, with the result thatin some cases their action practically re-solved itself into piracy. During theParliamentary Inquiry those who ad-vanced such base charges against thegallant Life-boat crews, being unable toprove or verify either their assertions orthe cases they advanced in support ofthem, wisely availed themselves of thepermission magnanimously accorded themto withdraw them; but, notwithstandingthis permission, the Parliamentary Com-mittee, when treating the matter, re-ported: "Your Committee are emphati-cally of opinion that the attacks madeupon the Institution in respect of propertysalvage have been unfounded as theycertainly have been mischievous." In asubsequent paragraph they recommended"that the Institution should only allowtheir crews to use the Institution boatson condition of the crews agreeing tosuch terms as to remuneration, and arbi-tration in case of dispute, as the Institu-tion may prescribe;" and they added,"these terms your Committee think theInstitution should settle in consultationwith the Committee of Lloyd's and theBoard of Trade." This recommendationof the Select Committee was the onlyrecommendation of importance, and theCommittee of Management of the Institu-tion, having at once adopted the twoother, and only other, minor recom-mendations of the Parliamentary Com-

    SIB,—I am directed by the Board of Trade toadvert to the Conferences held at the offices ofthe Board of Trade on the 15th December,1897, and the 24th February, 1898, respectingthe recommendation of the Select Committeeof the House of Commons of last Sessionthat the Royal National Life-boat Institutionshould only allow their crews to use theInstitution boats on condition of the crewsagreeing to such terms as to remuneration andarbitration in case of dispute as the Institutionmight prescribe, such terms to be settled bythe Institution in consultation with the com-mittee of Lloyd's and the Board of Trade.

    The conferences were summoned in conse-quence of the concluding words of ,the aboverecommendation, and were attended by SirEdward Birkbeck and Admiral Care on behalfof the Life-boat lustitution, and Mr. Byas andColonel Hozier on behalf of the Committee ofLloyd's.

    Sir Francis Jeune, the President of theAdmiralty Division of the High Court ofJustice, was good enough to accept an invita-tion to him to be present and to give theConference the assistance of his valuableexperience with respect to salvage claims.

    It was urged by the representatives ofLloyd's that needless expensejis caused by

    disputed cases being taken into Court, addedto which underwriters have sometimes diffi-culty in obtaining their costs in the case ofunfounded claims. It was contended that pro-ceedings under Lloyd's salvage form were muchmore economical and expeditious, the matteroften being settled by an arbitrator withoutlegal assistance, and without sworn evidence.

    On the other hand, it was pointed out by therepresentatives of the Life-boat Institution,that they had no power under their Charter tomake themselves in any way responsible for thesalvage of property, and that they had no powerto compel the crews to adopt Lloyd's system.

    They might indeed make it a condition oftheir consent to allow the user of their boatsthat Lloyd's system should be adopted, butsuch a condition would be in their opiniondifficult to enforce, and opposed to the wishesof the majority of their crews.

    As a result of the first conference, the repre-sentatives of Lloyd's were good enough toundertake to furnish evidence in support oftheir contention that arbitration had provedto be cheaper than the procedure laid downby Sections 547 to 556 of [.the Merchant Ship-ping Act, 1894.

    On the other hand, the representatives of theBoyal National Life-boat Institution weregood enough to undertake to consult theircrews with reference to the suggestion thatarbitration should be substituted for the pro-cedure above mentioned.

    The Board of Trade received from Lloyd'sa schedule with regard to arbitration, and fromthe Boyal National Life-boat Institution adigest of the replies of their crews, copies ofeach of which documents are, for convenience, jappended hereto. j

    The Board, having carefully considered the |whole position, are of opinion—

    (1) That the Legislature has deliberatelyand carefully laid down the procedure indisputed cases of salvage, which is both com-prehensive and elastic; and that grave causeshould be shown before an attempt is madeto oust the discretion given by Parliament tothe parties concerned.

    (2) That even if the Boyal Life-boat In-stitution considered it desirable to do so, theywould find it impossible to force upon theircrews the adoption of the system desired byLloyd's.

    (b) That, more than this, even supposingthe crews could be induced as a rule topropose arbitration, there would be no meansof compelling owners or masters of vessels,and owners of cargoes concerned, to adopt it.

    (4) That there is no evidence to show thatarbitration, if conducted in a method whichthe Board of Trade could support, would be

    cheaper than the procedure provided by theAct. While the services of County CourtJudges and the expenses of the Courts inwhich they sit are not directly charged uponthe parties, in arbitration the fees for thearbitrator and the hire of the places in whichhe sits would be so charged, while otherexpenses would be equal.

    (5) That the number of instances in whichdisputes as to salvage coming before thecourts between owners and members of Life-boat crews is very small. In nearly all thecases others besides the Life-boat crews areconcerned in the salvage.Consequently, any rule or regulation as

    regards the method of determining salvagequestions applicable to Life-boat crews onlywould have no general effect.

    In these circumstances, the Board of Trade,with every desire to give effect to the views ofthe Select Committee, have come to the con-clusion that it would not be proper for them tomake any suggestion to the Boyal NationalLife-boat Institution.

    The final paragraph of this letter con-tains the verdict of the Conference, andindicates clearly and definitely that theregulations which have from the be-ginning been prescribed by the Committeeof Management of the Institution withreference to property salvage servicesrendered by their Life-boat crews arenot only fully justified, but are, indeed,having regard to the law of the land,the only just and proper regulationswhich, in the circumstances, could havebeen framed. The finding of this im-portant Conference on this subject is mostgratifying, and has given the greatestsatisfaction not only to the Committee ofManagement, but to the friends of theInstitution generally. As has beenalready pointed out, the question ofthe Institution's regulations as regardsProperty Salvage Services was the onlymatter on which the Parliamentary Com-mittee seemed to have any doubt, andeven in this it has now been conclusivelyshown that the Institution has acteddiscreetly and wisely.

    THE LIFE-BOAT SATUEDAY FUND.

    THE " season " of the Life-boat SaturdayCollections throughout the country openedthis year under very favourable auspices,and the Committees, greatly encouragedby the excellent certificate recentlygiven to the movement by the SelectCommittee of the House of Commons,entered upon their self-denying labourswith renewed enthusiasm and devotion.Eeports received from all parts show thatgood progress is being made, and there isevery reason to believe that the resultsobtained will be satisfactory. Such col-lections as have already been gathered in,including that of a portion of the LondonLife-boat Saturday Fund, show a markedincrease in the amounts of money raised,and it does not require the prescience of aprophet to venture the surmise thafrthehopes of the Central Committee, that theymay be able at the close of the year tohand over to the Committee of Manage-ment of the LIFE-BOAT INSTITUTION a

    sum very considerably in excess of lastyear's collection, will be fully realized.Everybody recognises the fact that thecause is a noble one, the object excellentand the need indispensable. It onlyremains therefore for the workers—moreparticularly those connected with theLadies' Auxiliaries—to bring the Fundunder the direct notice of the public tosecure a generous response to theirappeal. It is very gratifying to findthat before the first half of the currentyear had expired, arrangements • badbeen made for holding Life-boat SaturdayDemonstrations or for making specialcollections, in many more cities andtowns than had been similarly enlistedduring the whole of the preceding year.This fact alone speaks well for thepopularity of the movement, and shouldserve as an encouragement and animpetus to everybody connected withthe work.

    IN a dock of the Exhibition grounds atthe Fisheries Exhibition at Bergen—it isheld in the Nygaard Park, which runsdown to a river—there are four Life-boats. They are not to be known forLife-boats at a glance, being shaped andrigged in the manner of small pilot-boats.Eight others like them, and two steam-yachts, make up the fleet of the Nor-wegian National Life-boat Society. Craftof the English pattern would not bepracticable. In all Norway there is butone strand from which a land-housedboat could be launched. The cliffs areuniversal, and go down sheer into thesea; nor is it in the fiords that a Life-boat service is wanted, but out with thefishing fleets, on seas which are peculiarlytreacherous and wild. Still, there issomething to learn from the managementof this Norwegian Society. Like our ownLife-boat Institution, it is mainly sup-

    ported by subscriptions; and whileaccepting a small State subsidy of 5551.a year (10,000 kroners), it stands outagainst Governmental control, and hasrefused a larger grant Apart from this,it has an annual income of about 2,0002.,and it keeps a reserve fund of rathermore than double that amount. Theseresources are not large enough for theneeds of the case, but they are steadilygrowing. They are growing under asystem of collection which is quiteadmirable. Norway is divided for thepurpose into twelve districts, with acommittee and collectors for each; andthe aim of this organisation is to procure,not donations in the first place, but asubscription year by year from every headof a household. Subscribers of onekroner and upwards become members ofthe society. In this country, if such asystem were applied with any intention

    of enlisting a large part of the population,the difficulty would be to make peoplerealise their indebtedness to the mercan-tile marine, though that indebtedness isreal and great. In Norway, which hasan immense coast-line, much of thepopulation must be actually engaged infishing, and is itself a mercantile marine.But an English working-man can as wellafford to give away sixpence as the Norskefisker can spare a penny.

    The equipment of these Life-boats isworth describing. Each has a little oiltank in the forward saloon, with pipesrunning through to the stem. This isfound very useful, and called a wave-queller. The life-belts are stuffed, not

    with cork, but with reindeer hair, whichis preferred as less likely to stun a manif the belt, when thrown, should strikehim; and a belt of ordinary size willsupport 12J kilogrammes. In every boatthere is a rocket-gun, which can beinstantly mounted on a bollard. A foldingraft of reindeer-hair lies in little roomupon the deck; and for this, on certainservices in winter, an ice-raft and runnersmay be substituted. Finally the captain'smedicine-chest has a small stock of first-aid appliances; but they are not so goodas those of the St. John AmbulanceAssociation. The cost of such a boat,small enough to be manned by a crew offour, is from 670Z. to 780Z.

    ADDITIONAL STATIONS AND NEW LIFE-BOATS.

    NEWHAVKN, SUSSEX.—The Life-boatplaced on this station twenty years sinceby the Institution has recently beenreplaced by a new self-righting ' boat,37 ft. long, 9 ft. 3 in. wide, and rowingtwelve oars, double banked; she is pro-vided with two sliding keek and two water-ballast tanks. Like the boat she super-seded, she is named the Michael Henry,the cost of both boats having been raisedby Jewish scholars in memory of a Well-known Jewish gentleman who devotedhis untiring activity and great mentalendowments to the promotion of theinterests and happiness of Jewish chil-dren, the two Life-boat funds, raised for acommon object, thus constituting -a linkbetween two generations, the continuityof the movement having been secured bythe presence on the committee formed in1897 of many who, as Jewish scholars,took part in the original movement of1873. In raising the more recent fundthe opportunity was seized, as it was theDiamond Jubilee Year of her Majesty theQueen, to afford the Jewish boys and girlsamongst her loyal subjects an opportunityof presenting the new Life-boat as a tokenof their homage and gratitude. In a fewmonths the sum of £714 16s. Id. wascollected, with the cordial aid of manywilling helpers, this satisfactory resultbeing mainly due to the devoted laboursof the Honorary Secretaries, Messrs. J.LEON and H. M. HAEEIS, to the large

    collection of Mr. ALFEBD HBNET, and tothe success of a garden fete organised byMiss FLORENCE LEON in the grounds of" The Holm," Avenue Boad, kindly lentfor the occasion by Mr. and Mrs. HKEBKBTBBNTWICH.

    On the afternoon of Sunday, the 28thNovember, 1897, a public meeting washeld at the West Hampstead Town Hallfor the purpose of handing over to Mr.CHARLES DIBDIN, the Secretary of theROYAL NATIONAL LIFE-BOAT INSTITUTION,the net proceeds of the fund. The Hon.WALTEE ROTHSCHILD, President of theFund, who occupied the chair on thatoccasion, read the following letter whichthe Committee addressed to the Queen,and Her Majesty's reply:—To THE QUEEN'S MOST EXCELLENT MAJESTY.

    CADOTWITH, CORNWALL ; PLYMOUTH ;SALTBUEN - BY - THE - SEA, TOBKSHIBE ;

    CAMPBELTOWN AND IEVTNE, SCOTLAND.—The Life-boats on these stations haverecently been replaced by new self-righting boats of the latest type. Thefirst-named boat was provided from alegacy received by the Institution fromthe late Mr. JAMES MOON, of Birmingham,for a Life-boat to be named the MinnieMoon. The Plymouth boat is named theEliza Avins ; its cost was defrayed froma legacy bequeathed to the Institution bythe late Mr. John Avins, of Moseley,supplemented by a further contributionfrom the testator's widow, after whomthis boat is named. The new Life-boatfor Saltburn is named the Mary Batger,in accordance with the wishes of the lateMrs. MABT SCALES, of Armley, Leeds,whose bequest to the Institution was uti-lised on behalf of this Life-boat Station.The cost of the Campbeltown new boat wasmet from a portion of a legacy bequeathedto the Institution by the late Mr. JAMESSTEVEMS, of Birmingham, and the boat isnamed the James Stevens No. 2. Thelegacy bequeathed to the Institution bythe late Mr. GEOBGE PIKE NIOHOLLS, ofSouthgate, Middlesex, to enable it to placea Life-boat on the coast to be named theJane Anne in memory of his late mother,was appropriated to the provision of thenew boat for Irvine.

    SERVICES OF THE LIFE-BOATS OF THE BOYAL NATIONALLIFE-BOAT INSTITUTION.

    PALLING, NOBFOLK. — On the 6thJanuary, 1898, the coxswain of theLife-boat Hearts of Oak was informedthat flares had been shown in the direc-tion of the Middle Happisburgh Sand.The crew of the Life-boat were at oncesummoned, the boat was launched at 1.50A M., and on reaching the spot foiund thebrig Prince Consort, of Faversham, boundfor Cowes from the Tyne, with a cargo ofcoal, ashore and leaking badly. Themaster engaged the services of the Life-boat men to get the vessel afloat, and afterworking at the pumps for some time theysucceeded in getting her off and tookher into Yarmouth harbour at 6 P.M. Amoderate W.S.W. breeze was blowing atthe time these services were rendered,and there was a rough sea. The brig hada crew of eight men.

    A telephone message was received fromBacton reporting a barque -with signals ofdistress flying, on the 27th March. Awhole gale was blowing from N.E. by E.,the sea was very heavy and the •weathervery cold, with squalls of hail. The crewof the Life-boat Good Hope were sum-moned, the Life-boat was launched at11.50 P.M. at Waxham, whither she badbeen taken by road on her transportingcarriage. Several of the helpers wereswept away from the boat and carriage bythe heavy seas, and the launch altogetherwas a very difficult one. The Chief Officerof Coastguard passed two rocket lineswhich were fast to the vessel to the Life-boat men, and by means ef these the Boatwas got within a length and a half of thewreck, but a high bank lying between theship and the boat prevented the latter

    from getting alongside. Some of the crewgot out of the boat and succeeded in throw-ing the heaving cane and line on boardthe ship, with a veering line attached,and the bowman of the Life-boat boardedthe vessel. With the help of those onshoie four men were landed but fourothers were helpless from long exposure.The coxswain of the Life-boat, withassistance, then got on board, hauled inthe whip of the rocket apparatus and bymeans of this the men were safely landed,the last man reaching the shore at 2 A.M.

    • CAISTKE, NOBFOLK.—Signals havingbeen fired by the Cockle Light-vesselon the 16th January, the Life-boatBeauchamp was launched at 7.15 P.M.A light breeze was then blowing fromS.S.W., the sea was moderate and theweather thick. Having crossed theBarber Sand the Life-boat steered forthe Cockle, when flares were seen in aW. direction, shown by two vessels incollision, one lying across the bows of theother. As a strong ebb tide was running,the Life-boat dropped her anchor andveered down to the vessels, which provedto be the schooner Thomas of.Lowestoft,laden with coal, and the ketch Bluejacketof Blakeney, light. Some of the Life-boat men boarded them, and after aboutan hour's work succeeded in getting themclear of each other. The ketch wastowed to Yarmouth harbour by the tugMeteor, the Life-boat being towed astern.The Life-boat subsequently returned tothe other vessel and remained by heruntil 11 P.M., when she was able to sailfor Lowestoft, several of the Life-boatmen remaining on board to assist as shewas leaking considerably.

    On the morning of the 25th Februarysignals of distress were seen in the directionof the Mid Scroby Sand. A heavy seawas running at the time, and a strongwind was blowing from the N. The Life-boat Beauchamp was launched at about3 o'clock, and on arriving at the sandfound the schooner Hermann, of Boek-zetelerfehn, bound from Harburg forFoole with oil-cake, had just beaten overthe sand and was sinking; her crew offive men were in their boat, which washalf full of water and attached* to thevessel by about fifty fathoms of rope.The men were taken into the Life-boat,the vessel; shortly afterwards foundering

    in deep water. The Life-boat was towedback to Caister by a steam-tug and theshipwrecked men were conveyed to theSailors' Home at Great Yarmouth.

    APPLEDOEB, NOBTH DEVON.—Signals ofdistress having been observed, the Life-boat Jane Hannah MacDonald waslaunched at 8.20 P.M. on the 20thJanuary in a moderate S.W. wind, aheavy sea, and thick weather. Theschooner J. M. J., of Bideford, was foundstranded on Santon Sands, but the masterrefused to leave her. The Life-boat re-mained by the vessel about half an hour,and then returned to the shore, arrivingat 11 o'clock, and the coxswain reportedthe matter to two members of the LocalCommittee. It was decided that the Boatshould return to the vessel and rendersuch service as was possible. On her wayout the Life-boat met the ship's boatcontaining the master and crew. Thecaptain and one hand got into the Life-boat and returned to the vessel, the seabeing too heavy for their/ own boat toapproach he*. When the vessel floated,these two men and some of the Life-boatmen boarded her and got her anchors up.Two anchors were laid out by the Life-boat to help to haul her into deep water,the Life-boat men assisted at the pumps,as she was leaking, and the vessel wastaken into safety.

    KUNSWIOK. — The Life-boat Cape ofGood Hope was launched at 2 30 A.M. onthe 29th January, while a < moderate galewas blowing from N.N.W., accompaniedby a rough sea, in response to signals ofdistress shown by the brig John Piteairn,of London, which, while on a voyage fromSeabam to Foole, had stranded at Kettle-ness Point. The Life-boat was successfulin rescuing the vessel's crew consisting ofnine men.

    STAITHES, YOBKSHIEB.—On the 29thJanuary a gale from N.N.W. sprung up,accompanied by a rough sea, and thecobles which had gone out fishing re-turned home. One of the boats, however,had not come in, and as it was evidentshe would encounter considerable dangerin landing, the Life-boat John Slott waslaunched at 8.30 A.M., and stood by thecoble while she crossed the bar.

    On the 4th March the Life-boat was

    launched at 10.30 A.M., and was out until1 P.M., standing by the fishing fleet, asthe boats arrived, in a strong breeze, aheavy sea and showers of snow.

    GIBVAN.— On the 1st February a veryheavy sea was running outside the bar,and as the gale was freshening, the crewof the Life-boat were summoned, two ofthe fishing-boats, the Sophia and theBonny Loch Ryan, not having returnedfrom the fishing-grounds. The boats beingseen approaching the harbour, the Life-boat Sir Home Popham was launched at7.15 P.M., went outside the harbour, andstood by them while they crossed thebar, on which a very dangerous sea wasbreaking.

    CAMPBEI/TOWN.—On the 1st Februarythe wind, which had been blowing stronglyall day from W., increased to a stronggale towards the evening, at times blowingwith hurricane force. At about 9 P.M. thecoxswain of the Life-boat reported that afishing skiff, the Lydia, with four men onboard, had lost her sails in trying to enterthe bay, and as none of the gear was good,and they had no provisions on board, theywere in a helpless and dangerous position.The crew of the Life-boat Mary AdelaideHarrison were summoned, the boat waslaunched, and proceeding in search of theskiff, found her outside the island ofDavaar. The violence of the windrendered it utterly impossible for theLife-boat to return, so that she wascompelled to lay exposed to the storm atthe back of the island during the night.The men were wet through, and all theprovisions they had consisted of three two-pound loaves for the thirteen Life-boatmen and the skiff's crew of four men. Inthe morning the Honorary Secretaries,Mr. JAMBS DONALDSON and the Eev. C. T.WAKKHAM, tried to obtain the services ofa steamer, but were unable to do so untilthe afternoon, and then the Life-boat wastowed home, reachir ; the pier at 3.30 P.M.

    SWANSEA.—The ketch Crowpill, of andfrom Bridgwater, bound for Britonferry,in ballast, stranded on Britonferry bar ina heavy N.W. stale and a very heavy sea,on the 2nd February. The Life-boatWolverhampton was launched at 3.10 P.M.,and with considerable difficulty succeededin rescuing the vessel's crew of four men.

    Before the arrival of the Life-boat, twoineffectual attempts to rescue the menwere made by Neath steam-tugs. Theservice, which was very well performed,was witnessed by a large concourse of theinhabitants of Neath and Britonferry.

    WEXFOBD.— The yawl Gannet, ofWexford, showed signals of distress,having grounded close to the stones ofthe north embankment in a strong galefrom W. to W.N.W., with heavy squallsand a moderate sea, on the 3rd February.At 1.45 P.M. the Life-boat Andrew Pickardproceeded to her assistance and succeededin getting her into deep water, when shehoisted sail and made for Wexford. Itwas then found that a tug which hadgrounded in trying to get close to thefishing-boat was lying across the Life-boat's cable. With some difficulty, how-ever, it was got clear, and the Boatregained her station at 6 P.M.

    WALTON-ON-THE-NAZE. — A messagehaving been received by telephone fromthe Gunfleet light-house on the 7thFebruary, the crew of the Life-boatHonourable Artillery Company weresummoned, and at 3.45 A.M. the boat waslaunched. She proceeded through arough sea in the direction of the S.W.part of the Gunfleet Sand, but found itimpossible' to cross owing to a lack ofwater; she therefore had to run down fivemiles, succeeded in getting across, andwas picked up by a passing steamer whichtowed her opposite the stranded vesseLShe was the ketch Autumn, of Hull, boundfrom Sunderland for Shad well, with patentfuel, and had a crew of four men. TheLife-boat men were engaged by the captainto get the vessel afloat, and they suc-ceeded in doing so and proceeded towardsHarwich. A strong wind and tide wereencountered and on reaching the WestBocks H.M. torpedo-destroyer Desperate,kindly offered assistance; her offer wasgratefully accepted, and she towed thevessel, which was leaking, and the Life-boat to Harwich.

    WINTEBTON.—The Wold Light-vesselfired rockets and guns on the morning ofthe 7th February, in response to whichthe Life-boat Margaret put off at 4,25,went to the Middle Hasborough Sand,and searched the sand, but could not find

    any vessel. She then spoke the steam-tug Gleaner, which towed her to theLight-ship, and on arriving there it wasascertained that a shipwrecked crew wereon board. The four men were taken intothe Life-boat and safely landed. Theystated that the Life-boat had passed them,but having no light, they were unable toattract attention. The tug then towedthe Life-boat to Winter ton, which wasreached at 8.25 A.M. The wrecked vesselwas the ketch Robin Hood, of Plymouth,bound from Fowey for Dundee with chinaclay.

    STONEHAVEN, KINCABDINESHIBE.—Thesea rose very suddenly, the waves dashingover the piers, on the 21st February,while some of the fishing-boats were atsea. At 11.30 A.M. the Life-boat AlexanderSlack was launched, and made for theboats Silver Eagle and Vine. As it wasquite impossible for them to enter theharbour, the Life-boat stood by them forabout three hours, when their crews re-solved to cast their anchors and comeashore in the Life-boat. Each boat hada crew of five men. In crossing the barthe Life-boat was struck by two or threemountainous seas, but being splendidlyhandled, was brought into calm waterin fine style amid the cheers of a largecrowd of people. * *

    ST.ANDEEW'S, FIFESHIEB.—Two fishing-boats returning from fishing in the bayon the 21st February were placed in aperilous position by a strong N. galewhich sprung up, accompanied by a roughsea. One boat was driven on the beach,and the other, which was a mile from theharbour, showed signals of distress. At3.20 P.M. the Life-boat Louisa waslaunched, proceeded to the boat, andfound her leaky and in danger of founder-ing. Her crew of three men were rescuedby the Life-boat, and their boat was leftriding at anchor.

    WHITBT.—On the 21st February, atabout 5.30 P.M., while a gale was blowingfrom N.W.,with a rough sea, thick weatherand snow, four fishing-cobles which hadput into the bay on the previous eveningwere returning to the harbour. It wasseen that they would encounter greatdanger in crossing the bar, and thereforethe Life-boat Robert and Mary Ellis was

    launched and rowed to the bar to accom-pany the boats over. The first one suc-ceeded in getting across in a comparativelysmooth sea. On the second attempting todo so, she was caught by a tremendous sea,and for some few seconds it was feared shewas doomed; but with the prompt assist-ance of the Life-boat men and men on theEast Pier, she was eventually got intosafety. One of the crew was washedoverboard, but fortunately retained holdof the boat. The harbour master thenhailed the Life-boat, and instructed thecoxswain to warn the men in the othertwo boats not to attempt to enter theharbour, but to anchor their boats andcome ashore in the Life-boat. This theydid, but unfortunately the boats partedfrom their anchors in the night, drove onthe rocks, and became total wrecks. Theboat which the Life-boat men assisted tosave was the R. W. Jackson, with a crewof three men. The other two boats werethe Tranquil and Martha Dryden, theformer having a crew of three men, andthe other boat had two men on board.

    HOYLAKE, CHESHIBK.—At 6.50 P.M. onthe 21st February the Life-boat CoardWilliam Sguarey was launched in anasty sea, with a moderate N.N.E. breeze,and stood by the s.s. Le Blanc, whichhad stranded near the Bell Buoy. Athigh water the vessel was got off the bankwith the help of the Life-boat men.

    MONTBOSE.—The morning of the 25thFebruary was comparatively fine, with amoderate breeze blowing from S.S.W., andthe fishing-boats went to sea. At about10 o'clock the wind veered to S.S.E. andcommenced to blow very strongly, and aheavy sea began to rise. Some of theboats returned and their crews reportedthat the weather was very bad outsideand urged that the Life-boat should besent to the bar, as there were still abouttwenty-five boats to come in, and some ofthem, being small, would run great risk.The coxswain of the Life-boat telephonedto the lighthouse-keeper at Scurdyness asto the state of the bar, and having receiveda reply that the sea was becoming worseand that he considered it necessary thatthe Life-boat should go out, the RobertHenderson put off at 11 o'clock, proceededto the bar, and remained there until4 P.M., when the last boat got safely in.

    Many of the boats had narrow escapesthrough the heavy seas striking them,and one boat very nearly stranded on theAnnat Bank, the tack of her foresailhaving given way in taking the bar. TheLife-boat at once proceeded towards her,bnt her crew got sail again upon her andsucceeded in entering the harbour.

    FOKMBY.—On the morning of the 22ndFebruary the coxswain of the Life-boatreceived a message by cable stating thata vessel was aground on the Great BurboBank. The crew of the Life-boat Johnand Henrietta were at once summoned,and at 9.25 the boat was launched. Astrong breeze was blowing from theN.N.E., the sea was rough, and the weathervery cold. On reaching the vessel, whichproved to be the sloop Beehive, boundfrom Castletown for Liverpool, laden withturnips, it was found that she had driftedoff the sand, bnt was leaking badly. TheLife-boat accompanied her about fourmiles, when the master stating that herequired no farther assistance, she there-fore returned to her station, arriving at2 P.M.

    NEW BRIGHTON.—The coast-guard onduty having reported a signal of distressin the Crosby Channel at 10 P.M. on the25th February, the steam Life-boat Queenproceeded in the direction indicated andfound the schooner Robert and Elizabeth,of Lancaster, stranded on Crosby Beach.A moderate gale was blowing from W.N.W.,and there was a very heavy sea which waswashing over the vessel fore and aft.The crew of four men, who were in anexhausted condition, were taken into theLife-boat and landed at New" Brightonshortly after midnight.

    PENZANCE.—On the 25th February theschooner Mary James of Fenzance wasbeing taken into the floating dock whenthe W. gale caused her to part her warp,and being light she immediately driftedout of the harbour and towards the Cresserreef about four hundred fathomsMistant.The Life-boat Elizabeth and Blanche waslaunched at 7.25 P.M., and reached thevessel just as she had brought up to twoanchors about fifty fathoms from the reef.The crew of ten men decided to leave her,and were landed by the Life-boat at 8.15.About two hours later the wind shifted

    towards the N. and decreased in force,and the schooner was then taken back tothe harbour.

    On the 25th March the Life-boat waslaunched at 8.40 P.M., and proceeded tothe assistance of the brigantine HenryHarvey, of Hayle, bound from Euncornfor Lelant with coal, which while en-deavouring to make the harbour atFenzance in a strong N.E. gale and aheavy sea, missed stays. An anchor wasat once let go, but the cable parted andshe struck near the Battery Eocks, whereshe became a total wreck. She burntflares for help, and the Life-boat rescuedher crew of five men and a woman whowas on board, returning safaly ashorewith them at 10 P.M.

    SOABBOBOUGH.—Signals of distress wereshown on the 2nd March by the schoonerSpeculation, of and from Kragero forAnstruther, with ice. The Life-boatQueensbury was launched at 6.45 P.M.,and proceeded to the vessel, which hadlost some of her sails and was withoutprovisions. The master stated that whathe required was a tug, and the Life-boatremained at the entrance of the harbour,in readiness to render help if wanted,until a tug arrived.

    SHBBINGHAM.—The Life-boat WilliamBennett was launched at 3 P.M. on the7th March and proceeded to the aid ofthe fishing-boats, which had been over-taken by a moderate gale from. E.N.E. anda heavy sea. All the boats got safely inwith one exception, and in this instanceher crew of two men were taken into theLife-boat, and their boat was washedashore in the evening.

    WELLS, NOBPOLK.—A fishing-smackbeing observed with signals of distressflying, while a strong gale was blowingfrom N.N.E., accompanied by a veryheavy sea, on the 23rd March, the crewof the Life-boat Baltic were summoned,and at 5 P.M. the Boat was on her wayto the vessel. She was the F. T. B., ofBoston, and as it was feared she wouldfounder, her crew of four men left her,got into the Life-boat, and were broughtsafely to land at 8 o'clock.

    FISHGUABD, SOUTH WALKS.—On themorning of the 24th March, a whole gale

    blew from the N.E. with heavy squalls ofsleet, and the sea was very heavy. At9.55 signals of distress were shown by avessel at anchor in the bay, and the crewof the Life-boat Appin were thereuponsummoned. Three other vessels sub-sequently showed signals for assistance.At 10.5 the Life-boat was launched andproceeded first to the ketch Progress, ofAberystwyth, bound from Aberdovey forDover, with a cargo of slates; then to theketch John and Ann of Aberystwythbound from Newport, Mon., for Good wick,coal laden; afterwards, to the smackMartha Jane of Aberystwyth coal laden,from Cardiff for Aberayron; and finally,to the ketch Dolphin of and from Bide-ford which had discharged her cargo ofgravel at Goodwick. From each of thesefour vessels the master and crew of twomen were rescued by the Life-boat, whichthen ran for the beach at Goodwick,where all were safely landed. The Dolphinand Martha Jane afterwards parted theircables and drove on to the beach; theJohn and Ann parted her cables about anhour after her crew had been taken off,sunk in deep water, and became a totalwreck; and the Progress rode heavily ather anchors, apparently waterlogged, andeventually sunk.

    KIRKCUDBRIGHT.—The schooner MaryJane, of Barrow, which had left Maryportfor Port William with a cargo of coal onthe 22nd March, entered the river on the23rd March at 2.30 A.M., and lay in Bossroads awaiting suitable weather to enableher to proceed to Port William. On thefollowing morning the wind blew fromN.E. and increased to a gale. The vessel'sanchor dragged, her tiller broke, andshe commenced to leak. A message wasdespatched by telephone from Boss Islandto the coxswain of the Life-boat, and inresponse the Life-boat Hugh and Annwas launched at 12.40 P.M., proceeded tothe vessel, rescued her crew, consisting oftwo men, and landed them at BrighouseBay.

    SOUTHKND (ESSEX).—A telegram havingbeen received from Lloyd's Station at thepierhead stating that a schooner was ashoreon the Nore Sand with signals of distressflying, while a strong gale was blowingfrom N.N.E., accompanied by a very roughsea and snow, on the 21th March, the

    Life-boat Theodore and Herbert waslaunched at 5 P.M., and found the strandedvessel was the Hugh Miller of Inverness,laden with salt, from Middlesborough forLondon. She had driven over the NoreSand on to the Grain Spit, and had losther rudder. The Life-boat remained byher until the following morning at themaster's request, but as there was noprospect of getting her off, the crew ofsix men got into the Life-boat, which thenmade for Sheerness, arriving there at11 A.M. At 12 o'clock the schooner rolledover on her beam ends and became a totalwreck. In consequence of the severity ofthe gale, the Life-boat had to remain atSheerness until 6 o'clock on the followingmorning, when she was able to leave,arriving at Southend pier-head at 9 o'clock.

    ALDBBUEGH and HARWICH.—In responseto a message received by telephone, theLife-boat Aldeburgh was launched at 5.30A.M. in a whole gale from N.E. and aterrific sea, with very heavy rain and snowsqualls, and saved the crew of three menfrom the ketch Ludovicus, of and fromWest Hartlepool, bound for Orford withcoal. The Life-boat then made for Har-wich and landed the rescued men. Toreturn to her station would have entaileda dead beat to windward against a veryheavy gale, and as, moreover, there wastoo much sea on the shoals to allow of alanding at Aldeburgh, it was decided toremain at Harwich until the galemoderated. At 5.30 on the followingafternoon the Life-boatmen were sitting attea when the signal gun was heard, amessage by telephone having been receivedreporting a vessel on the Maplin Sands.The crew at once manned the Life-boat,proceeded to the sands, and found the s.s.Pampa, of and from Hamburg for San\Francisco, with a general cargo andtwenty-four persons on board. TheAldeburgh Life-boat reached her at 7.45P.M., and shortly afterwards the Institu-tion's Harwich steam Life-boat City ofGlasgow and the private Life-boat Trueto the Gore, of Walton-on-the-Naze, arrived.The Life-boatmen assisted to jettison thecargo in order to lighten the vessel, andwith the help of two tugs she was got offthe sand at 3.30 on the morning of the28th, and proceeded to Gravesend, someof the Life-boatmen accompanying her.The Aldeburgh then started for home and

    just after daylight observed a vesselapparently ashore. The 8 win Middlelight-vessel was spoken, and those onboard having stated that they thoughtthe vessel was stranded, and that theywere about to fire guns for a Life-boat,the Aldeburgh proceeded to her and foundshe was the barque Magdimeta, of Kisor,laden with ice from Christiania for London.She was lying on the Heape Sands, her

    back was broken and she was full of water.Her crew of ten men were saved by theLife-boat, which then resumed her journeyto Aldeburgh, falling in with the 8.8.Moness, of Hartlepool, which very kindlygave her a tow, and arriving at her stationat 1.45 P.M. The Aldeburgh Life-boat-men were thus engaged on service morethan a hundred hours, and contributed tothe saving of thirty-seven lives.

    Voted 21. each to the four survivors of thecrew of the Margate beachmen'g private surfboat Friend of all Nations, which was capsized,with the loss of nine of her crew, while on htrway to a distressed vessel on the 2nd Decemberlast.

    Also 51. to twenty men for rendering help tofont of the crew of the Martha Ellen, of Goole,which stranded at Blakeney, Norfolk, in awhole gale from N.W. and a very heavy sea onthe 29th November. The sum of 15». was alsogranted to the owner of a boat which wasdamaged on'the occasion.

    Also 41.15*. to the master and cie-w of thelugger Love Lane, of Wexford. for endeavour-ing to rescue those on board the Margaret, ofBeaumaris, which they had observed strandedon the Blackwater Bank, on the 3rd December.Finding they were unable to effect communica-tion with the wreck, they attracted theattention of those on shore, and a coastguardboat put off and rescued the shipwrecked men.

    Also 31.15s. to six men for rescuing four menfrom a boat belonging to the s.s. Heligoland, ofHamburg, which was unable to regain thevessel, in Carmarthen Bay, in a fresh S. galeand a very heavy sea on the 14th December.The men were greatly exhausted, and the boatwas half full of water and had lost her mast.

    Also 31. to six men for rendering assistanceto four of the crew of the Norwegian barqueFram, who had taken to one of their boats,the vessel having stranded near Auchmithie,Forfarshire, on the 26th December.

    Hilda, of Bridgwater, which had stranded andsunk close under the cliff at Dancannon Fort,Ireland, in a strong S.S.W. gale, a high sea,and thick -weather on the 27th December.The crew of the vessel had landed in their ownboat to obtain assistance, but were unable toreturn to their vessel.

    Also 31. 7s. Gd. to nine men for saving thefishing boats Mary and Ann Alexandrina, ofMontrose, and their crews of six men, whichwere in danger while returning to port in astrong S.S.W. gale and a very heavy sea, on the12th February.

    Also 21. 5s. to six men for rescuing threeother men from a boat which had been capsizedby a heavy sea near the entrance to Portrushharbour, co. Antrim, on the 8th February.

    Also 10s. to a man who rescued a boat, con-taining two men, which was helplessly driftingout to sea in Barnstaple Bay, in a fresh S.E.breeze and a moderate sea on the 13th January.

    The Annual General Meeting of theGovernors and friends of the Eoyal NationalLife-boat Institution took place this day atSt. Martin's Town Hall, Charing Cross Boad,His Grace the DUKE OF LEEDS in the chair.

    The Chairman having made some suitableobservations on the great and nationalcharacter of the operations of the Institution,the annual report (which will be found in theMay number of The Life-boat Journal) waspresented to the meeting.

    The meeting was also addressed by ColonelSAUNDEBSON, M.P.; the Right Hon. SirFRANCIS JEUNE, K.C.B. (President of theAdmiralty Division of the High Court ofJustice); Admiral the Bight Hon. Sir JOHN0. DALBYMPLE HAT, Bart., K.C.B.; the Hon.Mr. Justice BBUCE ; JAMES BOUND, Esq., M.P.;Sir EDWARD BIBKBECK, Bart., V.P., Chairmanof the Institution: and Colonel FITZBOYCLAYTON, V.P., Deputy-Chairman of theInstitution.

    The officers for the current year werechosen, and various resolutions were moved,seconded, and carried unanimously, pledgingthe meeting to renewed exertions on behalf ofthe benevolent and national objects of theInstitution, and expressing the fullest con-fidence in the management.
