FLOTILLA COMMANDER’S REPORT

It is now a new year & our goals start now! For the next twelve months we must shine above all the

other Flotillas. This will take complete cooperation from everyone to make this happen.

Our ABS classes are being run by Andrea Rutherford. She is doing a great job, but she could always use

an extra hand. Volunteers will be greatly appreciated.

Our VE Staff Officer, Duncan Ferguson is also doing a great job, but can not do this alone. Last year we

had 249 examines. Our goal for 2019 is to increase this number by 10%. He will need a helping hand to

do this.

Debbie Davis is our FSO-PV. She is doing a great job & she also needs volunteers to step up to the

plate to become a PV.

Mario Marino oversees our store. He is trying his best to move merchandise that we have in stock.

Please look at what’s there and see if there is something there you may need, then put in your request

with Mario.

Jane Sabbagh – Should be congratulated on the job she is doing teaching the classes. She too could use

an extra helping hand.

We are looking for some staff positions to be filled. We will discuss this at our next meeting.

Andrea Rutherford, our FSO PE, has gone above and beyond the call of duty. I want to say a special

thank you for all the hard work she puts in for our unit.

Rafael Baez – There are no words to describe his creative ability & his foresight into making this better

for all of us, especially for me. He has been filling in those areas I am weak in and never once has he

complained.

Past Commander, Mario Stagliano has been the biggest help with the transition to my command. I

appreciate all his efforts.

Lynn Sauerwein FSO-IS Officer is only responsible for inputting info from the 7029s that she gets but

she can not be responsible for the 7029’s if you don’t file the 7029 yourself each month. It is of the

utmost importance to get this done in a timely manner.

Dress of the day. It is important for our image representing the Coast Guard to be in proper uniforms for

meetings and functions. If you have a uniform, please wear it with pride. IF you do not have a uniform

& you come to a meeting, please come in slacks and a button-down shirt. Shorts, T-shirts, & flip flops

are not acceptable.

Tom Thayer & I are going to try to do the best job we can do. But we can not do it alone – This is a

team effort.

Here it is the February issue of the LOG. Time flies. Due to the partial Federal

Government hiatus, we missed the January however, that should not have affected us as

we now know. We could have been doing anything that is not reimbursable. Anyway, it is

on to February and getting back in the grove with Member Training, Public Education,

Vessels Exams, Marine Dealer Visits, Etc. All of things that Flotilla 3-6 does extremely well. Thanks to

the Flotilla Staff Officers and all the Instructors and participants.

I mentioned this in my January message, however, it bears repeating. We need to strengthen some of the

things that have slipped a little over the years. Things like membership, membership retention,

membership involvement, operations, etc.

The next Flotilla Meeting will be on Thursday, February 7, 2019 at 1930 (7:30 P.M.) at the base. Please

make an effort to attend and wear a uniform, if you have one. If you do not have one, we would

encourage you to take that step so that you can participate in Flotilla activities outside of our regular

Flotilla Meetings and Member Training Classes. The meetings are always fun, interesting and

educational. If you are not involved, seek out ways to get involved. Those that are involved have more

fun.

Government Shutdown

As I sit and write this on Tuesday 1/22 the Department of Homeland security is still without

a budget and is technically shutdown. Of course, many members of this department must

report for work in an unpaid status. Members of the Coast Guard fit this category. So, we

have a situation where many of our associates are without pay and are suffering financially.

Last week we put out a request for assistance. Many of you responded. A big “Thank You”

to everyone who contributed Publix gift certificates in support of Station Ft. Lauderdale. It

was very much appreciated.

Division Meeting

The Division meeting was help on Thursday Jan 17, 2019. We were the hosts for this month’s meeting.

Some of the highlights:

1. The 2018-year end financials were presented. Division 3 is in good shape

2. A 2019 budget was discussed and adopted

3. A committee was formed to review and make recommendations on the on the Division Standing

Rules. Flotilla’s are also required to review and update there standing rules as required.

4. A Fellowship committee was also formed to look into options for a combined Division 3

fellowship event. I’m chairing this committee and would be interested in receiving suggestions

from you. Email them to me at [email protected].

course that started on Jan. 7th

and will be completed on Jan. 31st.

BOAT CREW: Classes will begin on February 6th

and will meet on Wednesday nights in February,

March, and April.

UPCOMING TRAININGS: AUXWEA (Auxiliary Weather) will be offered starting March 11 and

AUXPAT (Auxiliary Patrol) will be offered starting Apr. 29th.

After the disappointment of cancelling our January ABS class, we are encouraged that

many of the prospective students are now signed up for February 2. I want to give a

big thank you to all the instructors, aids, public affairs staff, program visitors, vessel

examiners, and anyone who has referred students to the classes – it takes teamwork to

make our PE program successful. Please see me if you want to join our team of instructors. It’s a

fantastic way to reach the public and promote safe boating.

On Saturday, January 12, Florida Fish and Wildlife offered a boating education workshop in Ft.

Lauderdale. Statistics show that Florida is still number 1 in number of registered boaters, boating

accidents, and boating fatalities. Statistics also show that most accidents , including fatalities, involve

men, 35+ years old, with no boating education, on summer days (especially holidays like Memorial Day

and July 4th).

No change to this requirement: Anyone born on or after January 1, 1988 who operates a vessel powered

by 10 horsepower or more must pass an approved boater safety course and have in his/her possession

photographic identification and a boating safety education identification card issued by the Florida Fish

and Wildlife Conservation Commission. See the FWC site for exceptions.

These are some key legal changes that you can find on https://myfwc.com/boating (newly designed): A new Airboat Operators Course is required for Florida airboat operators carrying passengers for hire.

The first step of the certification is to complete a boating safety course, such as ABS. After that, operators

must complete an FWC-approved course - only two are available so far.

“Divers Down Warning Device” is the new terminology that covers all the allowable warnings devices

(flags, buoys, etc.) that divers display when in the water. Devices must still have the familiar symbol: red

background and white diagonal stripe.

“Careless [or reckless] operation of a vessel” is the new legal statute that covers activities affecting

another person or property outside the vessel. Hence, bow-riding, even for children, is no longer illegal.

We can still warn boaters of the danger of bow-riding.

FWC can now ticket “at risk vessels,” vessels that are close to be derelict. This change is intended to

encourage owners to remove or repair these vessels before they become derelict.

FWC safety decals are no longer “lifetime,” but annual. The inspection is similar to the VE stickers, but

FWC cannot ask to do a full inspection of a vessel with the FWC decal.

FWC now has “seated tasks” to determine BUI. These tasks can be conducted immediately on a vessel,

rather than after the vessel is towed or driven to shore.

Liveries can give renters a temporary certificate if they pass an online test

consisting of 25 questions. The temporary certificate is valid for one year.

Labels on life jackets are gradually changing from types (I, II, etc.) to more

understandable sizes and uses. They must still be USCG approved. Older life jackets may still be purchased/used as long as they are in serviceable condition

and USCG approved.

Thank you to Rafael Baez who created our Flotilla’s new Instagram site,

reduced fees for teens, as well as other Flotilla 36 activities. Rod Dillman has

also contributed to the site and will continue to promote the ABS classes in the

news media and social media.

The new 2019 Public Education brochure is printed with the dates of the ABS class – they are blue this

year. Pick some up in the office if you have places to distribute them.

Save the date: Boca Boating and Beach Bash

Sunday, March 10, 2019, 10 am -3 pm, Spanish

River Park. Please contact Andrea at [email protected] to volunteer, partial or full day.

Flotilla 36 will again provide line-handlers for the

11th annual event, working on the docks to assist

the volunteer boats giving rides to guests. We’ll

need plenty of volunteers for morning and

afternoon shifts. Civilian clothes. Lunch will be provided.

Our dues collection for 2019 began in August, and they are overdue after September 30. Please respond

quickly so that the staff doesn’t have to make additional phone calls or contact you by mail. We are not

Has your Auxiliary member ID card expired?

Once a year, check the expiration date on your member ID card. The card is valid for 5 years. When it’s time to get a new

card, you initiate the process. If it’s within a few months of expiration, or has already expired:

1. Tell the FC or VFC that you need a renewed ID card. They can help you get started.

2. Have your picture taken in the office (red background, uniform shirt). Zoom in so only your head with the red

background is showing.

3. In an email, send the picture to the FC. Also provide the current information on the back of your card: Height

(inches), weight, eye color, hair color, blood type, date of birth, and ID number.

The FC will submit your photo and information into the system. In a few weeks, the new card will be sent to the FC, who

will have it at meetings. Bring your old card to swap out for the new card.

Note: If you present an expired card at the gate of a military base, you will not be allowed entry and your card might even be

confiscated.
