The Minutes of the twenty first session of the HMEI General Assembly (GA-21) Thursday, 6 June 2019 Geneva, Switzerland 1. Opening by the HMEI Chairman 1.1 The twenty first session of the HMEI General Assembly (GA-21) was opened by the HMEI Council Chairman, Mr. Brian Day at 10:45 a.m. on 6 June 2019, at Geneva Palexpo, Hall 4, at the World Expo Conference Stage. It was mentioned in particular that with the kind support of UKi Media and Events, the HMEI website was now available in the six official UN languages: English, French, Chinese, Russian, Spanish and Arabic. 1.2 It was noted that the provisional agenda for the session circulated among all members prior to the GA-21 as HMEI GA-21/Doc.1.1. The session adopted the agenda without changes which is reproduced as Annex I to the Minutes. The list of participants is reproduced at the end of this report. 2. 1. Opening by the HMEI Chairman

1.1 The twenty first session of the HMEI General Assembly (GA-21) was opened by the HMEI Council

Chairman, Mr. Brian Day at 10:45 a.m. on 6 June 2019, at Geneva Palexpo, Hall 4, at the World Expo

Conference Stage. He welcomed all participants and introduced the panel and guests and wished all

HMEI members and guests attending GA-21 every success at this meeting. In particular, he thanked Mr

Graham Johnson from UKi Media for the many ways they support HMEI including at this event and in

hosting the HMEI website. It was mentioned in particular that with the kind support of UKi Media and

Events, the HMEI website was now available in the six official UN languages: English, French, Chinese,

Russian, Spanish and Arabic.

1.2 It was noted that the provisional agenda for the session circulated among all members prior to

the GA-21 as HMEI GA-21/Doc.1.1. The session adopted the agenda without changes which is reproduced

as Annex I to the Minutes. The list of participants is reproduced at the end of this report.

2. Addresses by Senior WMO officials

2.1 WMO Director of Observing and Information Systems Department, Mr. Fernando Belda

addressed the meeting on behalf of the WMO Secretary General.

Mr. Belda thanked HMEI for the opportunity to address the meeting. He recalled the important topic

being discussed at WMO Congress on Public Private Engagement between the different sectors

working within the Global Weather Enterprise. He commented on the value that WMO places on HMEI

and its vital importance in representing the private sector in these discussions.

He noted the contribution that HMEI representatives played in WMO Expert Teams and thanked these

representatives for their essential input.

Finally, he thanked HMEI for the invitation to participate and contribute at this important industry

meeting.

3. Acceptance of previous General Assembly minutes

3.1 The session was informed that the minutes of the twentieth session of HMEI General Assembly

(GA-20, Amsterdam, The Netherlands, 9 October 2018) was circulated among members and amended by

the Secretariat in the light of comments received on its first draft. Taking into account that there were

no additional comments received prior and during this session, the GA-21 approved the minutes of GA-

20 and authorized the HMEI Council Chair to ratify the document. The meeting agreed that the

Secretariat should keep posted the Minutes of GA-20 on the HMEI Website.

4. Chairman’s report

4.1 The session noted that the Chairman’s report has been circulated and posted on the Web prior

to GA-21 as HMEI GA-21/Doc.4 and members had an opportunity to review it and provide comments as

appropriate. The meeting noted the Chairman’s Report which is attached to the Minutes as Annex II.

5. HMEI Council Advisory Panel (CAP) Activities Report

5.1 The above report was also sent to HMEI membership and posted on the Web as HMEI GA-

21/Doc.5 prior to GA-21. The meeting noted the Report which is attached to the Minutes as Annex III.

6. Executive Secretary’s report

6.1 The session noted that that Executive Secretary’s report was posted on the HMEI website prior

to the GA-21 as HMEI GA-20/Doc.6. The report covered activities since the last HMEI General Assembly

meeting (GA-20, 9 October 2017). GA-21 noted the report and wished every success to the Secretariat

team in providing effective support to growing activities of the Association. The report is attached to

the Minutes as Annex IV.

7. Approval of the audited 2018 annual account

7.1 Councilor Andy McDonald, responsible for the HMEI Budget and OPEX oversight recalled that

Financial Statements and Auditor’s Report for the year ended 31 December 2018 were circulated among

Members prior to GA-21 as HMEI GA-21/Doc.7. He underlined that this document clearly states that the

HMEI annual financial statements comply with the law and the articles of Association. He informed the

meeting that the Association was in a healthy financial state but that the Secretariat and members

needed to remain vigilant in the on-time payment of membership dues. The session noted and

approved the audited 2018 Annual account which is attached to the Minutes as Annex V.

8. Draft Budget for Fiscal Year 2020

8.1 Councilor Andy McDonald, responsible for the HMEI Budget and OPEX oversight presented the

2019 finances and the proposed 2020 budget to the meeting. He summarized the implementation of the

budget in previous year and current year and gave explanations to major differences between the years

2019 and 2020. The meeting noted the proposed budget and requested that HMEI Council approve it in

accordance with Articles of Association. A copy of the presentation of the Budget for Fiscal Year 2020 is

attached to the Minutes as Annex VI.

9. Tender Specification Project-status of completion Phase I

9.1 The HMEI Chair gave a brief outline of the project to the meeting informing about the Tender

Specification documents that were developed by HMEI with funding from project partner, The World

Bank, and which had been transferred to WMO CIMO for the final review.

9.2 Councilor Foeke Kuik, responsible for CIMO Guide and Project documentation developer

presented a summary of the project status to date. He informed the meeting that the documentation

has been published on both the WMO and HMEI websites, but the testing by WMO members has,

unfortunately, been disappointingly slow. Recent events have, however, increased our confidence that

the project is now moving forward again with a number of countries agreeing to test the

documentation. In addition, WMO and the World Bank have committed to work together in testing the

documentation and it is anticipated it should receive approval by end October 2019. A copy of the

presentation Tender Specification Project – status of completion Phase 1 is attached to the Minutes as

Annex VII.

9.3 MétéoSuisse informed the meeting that they agree with the value of the project. They

anticipate to use the documentation next year for a tender and will certainly provide feedback to WMO.

10. HMEI engagement in the Global Weather Enterprise

10.1 Mr. Brian Day introduced the topic and gave a brief history of the Global Weather Enterprise

(GWE). He explained it is made up of three sectors – pubic, private and academic and involves rather

complex interactions between these sectors. Over the last five years HMEI, representing the private

sector, has been involved in numerous discussions trying to provide input to the GWE philosophy in the

area of data acquisition and transfer, standards, partnerships, etc. and continually representing the

interests of HMEI members.

10.2 The meeting noted that just as WMO operates in 6 official languages, the HMEI website is now

partially available in the same six languages. That should be considered as a practical input to further

improve collaboration between private and public sectors. Further to his introductory remarks, Mr.

Day, on behalf of all HMEI members, thanked again Mr Graham Johnson and the team at UKi Media for

making this possible.

10.3 The meeting noted that GWE Forum is a group that was formed just over a year ago to discuss

issues and barriers with the goal of formulating recommendations on how to proceed with practical

solutions that provide a way forward. How the Forum will proceed in the future is unknown at this

stage but wherever or whenever there are discussions involving the GWE, HMEI will participate to

adequately represent the interests of industry.

11. HMEI Council Elections results

11.1 HMEI Council Vice Chair, Mr. Bryce Ford thanked the Chair of Selection Board for their work and

informed the meeting on the results of HMEI Council Chair position voting carried out in May-June prior

to GA-21. He reminded that one nomination was received for the position:

Mr. James Anderson (Earth Networks)

According to the existing Rules and Procedures, with only one nomination for the vacant position of

HMEI Council Chairman, and with the nominee being eligible for the position, the seat of HMEI Council

Chairman was automatically filled by the nominated candidate without the need for a vote.

11.2 Regarding the vacant post of the HMEI Councilor responsible for oversight of HMEI

representation at WMO Expert Teams, the following 2 nominations were received:

· Mr. J. Campbell (Campbell Scientific Inc.)

· Ms. J. Hendricks (Collins Aerospace)

In view of the above, the HMEI Chairman, in accordance with the HMEI Basic Documents, decided to

conduct election of the HMEI Councilor responsible for oversight of HMEI representation at WMO

Expert Teams through correspondence by Google Poll. After the second ballot, the Selection Board

stated the following distribution of the votes cast:

• Joshua Campbell - 33 votes

• Jeannine Hendricks - 30 votes

Therefore, according to the HMEI Rules of Procedure Mr. Joshua Campbell, as the candidate who

obtained the highest number of votes is elected as HMEI Councilor responsible for oversight of HMEI

representation at WMO Expert Teams. Mr. Anderson and Mr. Campbell are cordially welcomed by the

session to their new capacities. As the incoming HMEI Council Chair Mr. Anderson extended special

thanks to Mr. Brian Day who excellently served as the HMEI Chairman during two terms. Mr. Anderson

looks forward to getting to know in more detail the HMEI membership, to understanding their priorities

and forwarding the work of the Association. Following the proposal by HMEI Chair the meeting adopted

Resolution 1 and Resolution 2 which are reproduced in Annex VIII and IX, respectively.

12. Presentation of HMEI Award for 2019

12.1 Mr. Day informed the meeting that every two years HMEI conducts a competition recognizing

the work of young experts in our industry. The award consists of a medal, certificate and cash prize of

CHF 3,000 (Swiss francs). Dr. Viktar Tatsiankou from Spectrafy Inc. was announced as the winner of

HMEI Award for 2019 for his work entitled Extensive validation of solar spectral irradiance meters at the

World Radiation Center. Mr. Day congratulated Viktar and wished him every success in his career1.

13. Other business

13.1 Resolution 3 – Addition of a new position to HMEI Council

A recommendation was proposed by Mr. Bryce Ford to add a new position to the HMEI Council

responsible for representation of HMEI member companies providing various forms of Services to the

Global Weather Enterprise, for the term of 4 years, beginning from the date the election is complete

and the results have been validated.

The meeting unanimously endorsed the proposal to add a new position to the composition of the HMEI

Council and approved Resolution 3 which is attached to the Minutes as Annex X.

13.2 Resolution 4 – Appointment of HMEI Council Chairman Emeritus

Mr. Bryce Ford informed the meeting on the proposal to consider a further resolution recognizing the

outstanding contribution that Mr. Brian Day, as outgoing HMEI Council Chair, has afforded the

Association over eight years of continuous service. Prior to his time as Council Chair since 2010 he has

been an active member of the Association since 2004.

The meeting unanimously places on record its deep appreciation and gratitude to Mr. Day for his service

to the Association;

And hereby accords to Mr. Brian Day, at the conclusion of his term as HMEI Council Chairman, the

honorary title of HMEI Council Chairman Emeritus. The Resolution is attached to the Minutes as Annex

XI.

Mr. Day gave thanks to the HMEI Members, the Secretariat and to current and past Council members

for their confidence and support.

There were no other items proposed for discussion.

14. Close of Meeting

Mr. Brian Day thanked all participants for their valuable input to GA-21 and especially UKi Media and

Events for their sponsorship and excellent support of all HMEI events during MTWE.

The session closed at 11:40 hours on Tuesday, 6 June 2019.

Annex II

Chairman’s Report (Summary of major HMEI activities since GA-20)

1. Introduction On behalf of the HMEI Secretariat, I would like to welcome our Members to the Meteorological Technology World Expo 2019 (MTWE 2019). It is my sincere hope that MTWE will be an excellent opportunity for you to meet with key decision makers from around the world who will be attending the WMO Congress-18. 2. HMEI Engagement in the Public, Private and Academic Sector Partnerships The discussion on Public, Private and Academic Sector Partnerships or Engagement is an area where HMEI has played a key role over the last 5 years. The topic of how the three sectors (Public, Private, Academic) can work more closely together has been a strong area of focus. During the past 12 months, HMEI has been very involved with the Global Weather Enterprise (GWE) which has been the most recent avenue on how to shape the future dynamic of the three sectors. The question I get asked most often is why is the GWEF important? The description below is from the Goals of the Forum: 2018 – 2028 document and describes best what the GWEF is striving towards.

Introduction:

The Global Weather Enterprise (GWE) has existed for more than 100 years as three distinct sectors (public, private and academic). From the early beginnings to today, the three sectors have worked together in order to provide high quality weather information that promotes public safety by mitigating global risks to life and property from weather events. The Enterprise has also striven to provide information that enables weather-sensitive activities to be carried out in a more effective and efficient way. Today, there is an increasing requirement for more accurate and reliable information to be made available to as many people as possible so that, for example, our ability to predict severe weather events, particularly as climate changes, ensures that global risks to life and property are diminished. To deliver this requirement, the three sectors need to collectively commit to increased co-operation thereby minimising constraints and limitations to open up unrealized opportunities for expansion and growth. If the GWE is to be successful in achieving its vision, it must focus attention on achieving some crucial goals.

Goals of the Global Weather Enterprise Forum: 2018 - 2028

To be successful in increasing the benefits of weather information for all, a 21st Century GWE must improve the quality and availability of short term through to seasonal weather information. To this end, the GWE Forum actively promotes:

1. Mutually beneficial engagement: arising from a strong relationship of trust and co-operation between the World Meteorological Organisation, National Meteorological and Hydrological Services, private industry, the academic sector, international funding institutions, and the society that they all support.

2. Long-term capacity building: stimulated by co-operation between the GWE and development partners leading to increased capabilities of the weather enterprise in low and middle-income countries. This will support sustainable development that will operate for decades and, for example, advance disaster reduction and recovery on a global scale.

3. Education and training of the next generation scientists and technologists: that leads to

increased research and development, operational expertise, and the implementation of innovations that support weather and disaster readiness globally.

4. Improved access and exchange of global weather information: of high quality capable of

appreciably improving the range and accuracy of weather forecasts and warnings. What Success Looks Like: 2018 - 2028

The critical societal benefits gained by the GWE implementing these goals will decrease the loss of life and the cost of the impacts due to severe weather through improved readiness and resilience. Commitment to these goals will enable more rapid growth of the global GDP, and create an environment for substantial growth of the Global Weather Enterprise.

If the three sectors cannot come closer together, we will not achieve the critical societal benefits or the rapid growth of our industry. As an Association, it is extremely important that HMEI be an equal partner in these discussions, every time they are held. The conversations within the GWEF are still in their infancy but the WMO has recognised the importance of this dialogue. One of the key debates at Cg- 18 is how to enhance the engagement of the Private Sector. WMO will be holding two 90-minute sessions titled “Open Consultative Platform for Partnership and Innovation for the Next Generation of Weather and Climate Intelligence” between 13:00 and 14:30 on June 5 and 6 at Palexpo. While the session has limited seating and by invitation only (current understanding), HMEI will forward the finalised report to our Members when it becomes available. 3. High Level Consultative Meeting No. 6 The Executive and Secretariat are busy preparing for the sixth session High-Level Consultative Meeting (HLCM-6) to be held on 4 June 2019 during the WMO Cg 18. WMO will be represented by the WMO President, Mr. David Grimes, Secretary General of WMO, Prof. Petteri Taalas, Assistant Secretary General, and other senior WMO staff. The HMEI team will be headed by Brian Day and Bryce Ford and assisted by the HMEI Secretariat. Representatives from the World Bank will also participate. A brief report of the main outcomes from HLCM-6 will be given verbally during HMEI GA-21 with a written report to follow. 4. Tender Specification Project The Tender Specifications Project is a matter of high priority for WMO, the World Bank and HMEI though progress has been very slow. It has been three years in September 2019 since HMEI released its work to WMO. Over the past year, WMO reached out to its membership to review and test the Tender Specification Documentation for suitability for use. Several National Meteorological Services are testing the Tender Specification documents and tools and HMEI should hear positive feedback on project from WMO during HLCM-6. 5. Solid Precipitation Intercomparison Experiment (SPICE) HMEI is pleased to let you know that the long-awaited SPICE Report has been released by WMO and may be downloaded or viewed using the web link below. The HMEI Council would like to thank all the

Members who participated in SPICE so that this important comparison could be completed. This project represented a significant cost both in time and finances and your support is appreciated by WMO. If you have any questions, concerns or comments about SPICE or if you have suggestions on how future intercomparison should be run, please forward them to the HMEI Secretariat.

HMEI Future Focus and Challenge As Chair of HMEI, I have completed the two terms of four years allowed by our Rules and Regulations. It has been a pleasure to serve in this capacity and I have enjoyed the opportunity to meet our Members during the past eight years. While HMEI has focused on our relationships with WMO, the World Bank and other significant entities in our industry, this work is far from done. HMEI has a significant role to play as the Global Weather Enterprise defines a new dynamic of how the Public, Private and Academic Sectors will need to work together so that we can better predict severe weather events that supports society’s needs. A tremendous amount of work has been done by some of our Members and especially those on the HMEI Council and our Secretariat over the past years and I would like to extend my sincere thanks to each. Without everyone’s dedication of representing the needs of our industry, HMEI would not have the prominence it does when discussing the issues and influencing policy. While I will not be acting as Chair, it is my intention to continue to be involved where I can be of service to our Association.

The HMEI CAP meets once per month using online meeting resources, and the agenda includes the most important issues of the current and long-term activities of the Association. CAP meetings are chaired by the Association Vice-Chairperson, with all members providing follow-up in their areas of responsibility throughout the month. The CAP welcomes all members to participate or to suggest agenda items for CAP meetings.

CAP Activities since GA-20 (October 2018 – June 2019)

• Budget and OPEX Oversight – Mr. Andy McDonald, as Councillor with Budget and OPEX oversight responsibility, has provided guidance in the planning and administering of the 2018-2019 budget and operating expenses, including a monthly review of expenditures and cashflow, and establishment of the recommended budget plan for 2020. HMEI operations has remained within our current budget for the year. The annual audit of HMEI accounts has been completed and details are available in the Auditors report.

• Membership & Recruitment – Mr. Ashish Raval, as Councillor with Membership & Recruitment oversight responsibility, coordinated activities in attracting new members, policing unpaid membership fees, coordinating with the Secretariat on the management by the membership data base, and pursuing growth in the organisation to enable the pursuit of our common objectives. The current HMEI membership includes 148 member companies, which is up 5% from the same time the previous year. The Association now has members from 31 countries, including at least one member from all six WMO Regions. Continued growth is important for a strong Association, and the Council thanks every member for their continued support in bringing new members into the HMEI family.

• CIMO Guide – Mr. Foeke Kuik, as Councilor with WMO CIMO Guide oversight responsibility, has undertaken collaboration with the new leadership of WMO CIMO, and is coordinating plans for HMEI contributions to the next update to the Guide and other related documentation.

• Exhibitions – Mr. Gerhard Pevny, as Councilor with Exhibition oversight responsibility, continues promotion of the Association and supported the Secretariat in coordinating the HMEI presence in major global exhibitions (Met Tech World Expo, InterMet Asia, HydroMet Africa, China High-Tech Expo on Meteorological Modernization, and others). Further collaborations with the Secretariat are working to encourage relevant exhibitions to offer similar discounts and other benefits to HMEI members, improving the value our members receive from such exhibitions.

• Website Development – Mr. Graham Johnson, as Councilor with Website Development oversight responsibility, together with member company UKi Media & Events, continue to ensure the smooth operation of the HMEI website. The team is nearing the completion of the first stage in adding Multi-Lingual support for the website, with the objective to include all WMO working languages. Since the website team cannot possibly be expected to address all languages with the expertise of our members that are native speakers, it is requested that feedback from the membership be provided to continually improve this service. Once this service begins to roll into operation, suggestions and recommended changes can be submitted to the HMEI Secretariat.

• Expert Teams – The Council position for oversight of HMEI member participation in WMO Expert Teams has been vacant for over a year, but steps have been taken to fill that position as of GA-21, Reference Document 11. Despite this issue, HMEI continues to be active in representing the private sector on various WMO Expert Teams and Task Teams. Currently 14 HMEI member companies participate in 8 Expert Teams, related to areas of interest to their company. Member companies that are interested in supporting such Expert Teams, may coordinate with the Secretariat and Council representative to determine what teams would be appropriate.

• Projects – Mr. Ruwin Pandithage, as Councilor with Projects oversight responsibility, has coordinated the reporting on various Special Projects.

1) Tender Specifications Project: Phase One of the Tender Specification Project has completed initial implementation and is now being actively tested and evaluated by WMO and various Member nations. The CAP has discussed making the related documents available from the HMEI website, to facilitate a more rapid and transparent utilization by the Global Weather Enterprise. The implementation of Phase Two of the project is awaiting further approval and funding from WMO and World Bank. For more information please consult Chairman’s Report.

2) Training Activities: No progress has been made in this project, other than training associated with the Tender Specifications Project tools.

• Miscellaneous HMEI Services and Benefits

1) TendersInfo: HMEI continues to Subscribe to the TendersInfo global tender database, with daily tender notices being emailed directly to members via the Secretariat. Further progress is being undertaken to ensure this service meets the needs of our Membership. The CAP expresses their appreciation to all members who have provided feedback and recommendations to improve this service. CAP will be evaluating all suggestions to determine what items can be implemented within the constraints of our existing budgets.

2) WMO Engagement: The sixth annual High Level Consultative Meeting (HLCM-6) between key members of the WMO and HMEI leadership will take place June 4, 2019 in Geneva during the WMO Cg-18. These meetings are intended to further increase our growing collaboration with

WMO, and representatives from global organizations such as World Bank. In addition, HMEI maintains a voice at the annual WMO Executive Council and WMO Congress meetings in Geneva. For more information please consult Chairman’s Report.

3) Global Weather Enterprise: The HMEI CAP and CEP have been active in representing HMEI and all Private sector interests within the Global Weather Enterprise (GWE) and other forms of Public Private Engagement. This includes ongoing dialogue with WMO and various Public sector NMHSs, Academic sector representatives, World Bank and its GFDRR, as well as dialogue with other Private sector companies within the GWE. HMEI member companies continue to participate in various GWE discussions as well as the Global Weather Enterprise Forum (GWEF). For more information please consult Chairman’s Report.

4) HMEI Logo: To improve our outreach and visibility to non-members, an alternate version of the HMEI logo is available with the text “Proud Member of HMEI”. This version can be used by members on their websites, social media, exhibitions, and other occasions that may help to attract new members. Thank you to the team at member Uki Media and Events for their support in developing this new graphic. Members wishing to use the new logo may contact the Secretariat to be directed to the new logo.

5) HMEI Award for Young Engineers: The CAP has coordinated this year’s competition for the Award for Young Engineers. Mr. Foeke Kuik volunteered to lead the review and selection committee. If a suitable candidate is found to meet the defined criteria, the award will be presented at the GA-21 meeting in Geneva.

• HMEI General Governance - The CAP has discussed several proposals on changes to support growth of our Association and to improve the efficiency of operations. Changes which have been agreed by Council to be in the best interest of the Association and are resulting in Resolutions proposed at GA-21, include the following:

1) After much discussion, the CAP has concluded it will be beneficial to the membership to add a Council position to represent Service Providers of all types within the Association. (Ref. Document 11.3/Resolution 3).The new position is in keeping with current trends in the industry as the private sector continues to increase the types of services provided, to better serve the needs of the Global Weather Enterprise. The draft Terms of Reference for this position have been provided in the proposed Resolution, and include such services as Communications and IT Services, HPC Services, Data Services, System Integration Services, Forecast Operations Services, Capacity Development Services, and other services as may become relevant to the membership. The CAP plans to seek nominations for the new position within three months after the Resolution is passed by the General Assembly. After nominations have been received, the goal of the CAP is to conduct elections via correspondence with the General Assembly, with results to be tabulated, validated, and announced by the end of 2019.

2) Having been 4 years since the previous review, the CAP plans to review and amend the HMEI Articles of Association and Rules of Procedure in 2019/2020, in accordance with Article 27 of the HMEI Articles of Association. Objectives for this update are to ensure general consistency and clarity of all Articles and Rules, gender neutrality, improved documentation of current operational processes, and other miscellaneous changes. A Special Project Committee will be formed to conduct this task. Members interested in serving on this Special Committee should notify the Secretariat.

EXECUTIVE SECRETARY’S REPORT

(October 2018– June 2019)

HMEI Secretariat3 follow up activities 1. During the reporting period the Secretariat continued to fulfil its responsibilities in accordance with HMEI Basic Documents, decisions and recommendation by the HMEI GA and Council, Working Agreement with WMO and Swiss regulations. GA and HMEI Council follow up 2. The Minutes of GA-20 (Amsterdam, 9 October 2018) drafted by the Secretariat were distributed amongst Members for review. The Minutes, amended in the light of comments received are submitted as GA-21/Doc.3 to the current General Assembly session for approval. The Minutes of Council-27 were prepared and distributed among Councilors. During the reporting period the Secretariat coordinated the follow up HMEI GA and Council resolutions and recommendations. 3. The Secretariat provided support to the work of HMEI Council Executive Panel (CEP) headed by Mr. Day and HMEI Council Advisory Panel (CAP) headed by Mr Ford, which have been convened on a regular basis via GoTo meetings. The agenda for each session was coordinated and the minutes of sessions drafted by the Secretariat. Over 7 CEP and CAP conferences were held during the reporting period. The outcomes of these meetings addressed major aspects of HMEI on-going activities and initiatives. The follow up has been accomplished by the Councilors concerned and the Secretariat as required. Information services and HMEI Website 4. Following recommendations and guidance given by the GA and Council, the Secretariat continued actions to improve information services for Members as a priority activity. It should be noted that since contracting the TendersInfo in 2013 over 3700 alerts have been sent to HMEI members. The maintenance of the HMEI Website also continues to be one of the priority activities. Since July 2018 our Website was modified and successfully operated by UKi at no cost to the HMEI budget. The growing visibility of the HMEI Website is confirmed by the fact that the new members first enquired about joining HMEI mostly via this important information facility. Moreover, thanks to the more recent UKi initiative, HMEI Website will have the possibility to provide its major content in 6 WMO working languages. However, a periodic audit of our members profile pages shows that many of them are still incomplete. Therefore, to further improve the HMEI website, Members are encouraged to complete and regularly update their individual pages.

5. The Secretariat continues to carry out its routine duties including various notifications and alerts, answering the general correspondence, issuing invoices and receipts of membership subscriptions and maintaining the accounts of the Association. Over 100 HMEI Circular (CM) and Information (INF) messages at the requests of Members, CAP, international agencies (WMO, ISO) and TendersInfo contactor were e-mailed during the reporting period. The Membership database continues to be

maintained and updated. However, as mentioned in paragraph 4 above, a periodic audit of our members profile pages shows that many of them are still incomplete. Therefore, to further improve the HMEI website, Members are encouraged to complete and regularly update their individual pages.

Council elections 2019 6. The Secretariat prepared all necessary documentation to proceed with Council elections 2019 for 2 vacant Councillor positions, including HMEI Council Chair. Elections were carried out through Google ballot and correspondence during March-May 2019. The results of elections will be announced at this session and eventually approved through a GA Resolution. HMEI Award for Young Engineers 2019 7. In accordance with the Guidelines for Granting HMEI Award for Young Engineers, the Secretariat initiated a campaign for the HMEI Award for Young Engineers 2019. The board of experts established by the CAP headed by Foeke Kuik, after studying all the documents submitted by the candidates, has selected XXX from XXX as the winner of the HMEI Young Engineer Award for 2019 for his work in XXX. The presentation of the Award will take place during this session of the HMEI General Assembly. It is the third Winner since the establishment of HMEI Award in 2014. Budget implementation 8. Budget 2018/2019 implementation during the reporting period is being accomplished in accordance with the guidance and recommendations given by GA-20 and Council-27. The financial performance of the Association is reported monthly by the Secretariat to the CAP meetings and is formally audited on an annual basis. The auditor report for the year 2018 is presented in the separate document HMEI GA-21/Doc.7 to this session. Monthly budget reports prepared by the Secretariat were coordinated with Mr. Andy McDonald, the HMEI Council Focal Point for the Budget and OPEX oversight. The use of HMEI electronic tracker by the Secretariat ensured to regularly update membership data, check payment details and other statistics and greatly facilitated coordination/communication with Members. However, it should be underlined that still much effort and time is being spent by the Secretariat chasing members who are tardy in paying their membership contributions. Members, therefore, are encouraged to timely accomplish membership payments in full compliance with HMEI Regulations. HMEI Budget for Fiscal Year 2020 will be presented to this session in HMEI GA-21/Doc. 8. Membership drive initiatives 9. At the time of writing this document the total number of HMEI membership was 148. It should be noted that this number as from 2017 is varying slightly from year to year being, however, very close to 150 members (reached in 2018). As a matter of priority, the opportunities provided by Meteorological Technology World Expo 2018 (9-11 October 2019, InterMET Asia 2019 (27-28 Mar 2019) and China high-tech Expo on Meteorological Modernization (10-12 April 2019) were intensively used by the Secretariat to promote among the participants the role of HMEI and its membership. These activities were coordinated by HMEI Vice Chair Mr. Bryce Ford and Mr. Ashish Raval, the HMEI Council Focal Point for Membership and Recruitment. The HMEI booklet “Information and Member Benefits” (Edition 5, September 2018) was widely used to facilitate and further advance HMEI membership and recruitment. HMEI posters and other promotional material regularly updated by the Secretariat were also used during talks and briefings. During the reporting period the following 9 companies (as compared with 14 companies during previous inter-session period) became HMEI members:

Membership fee issues 11. In compliance with HMEI Rules and Procedures, the prompt payment of the annual contribution is one of the major responsibilities of membership of the Association (see Rules of Procedure, Article 22). Accordingly, as in previous periods, the Secretariat issued the 2019 membership contribution invoices at the end of November 2018 with a due date of 1 January 2019. Two reminder notices (in February, March and May 2019) have been sent and efforts are continuing to encourage payment. It should be underlined that at the time of writing this document there are still 6 unpaid members (as compared with 5 members registered in October 2018):

12. The above members are urged to follow HMEI regulations to ensure timely annual fee payment. As in previous years, the Secretariat realizes that the start of the year has been busy for everyone, but requests immediate attention to this matter by all concerned so that HMEI can continue to provide all services the company entitled as HMEI member. Collaboration with WMO 13. In June 2018 HMEI status with WMO was promoted to a “Working Arrangement” at the seventieth session of WMO Executive Council (EC-70 Geneva), a step up from the original “Consultative” status. The Working Arrangement, inter alia, foresees consultation and collaboration, including development of standards and promotion of compliance, guidance on technical specifications and project design and Public-Private Partnership. During the reporting period the Secretariat in consultation with CAP provides organisational support to all WMO/HMEI joint activities within the frame of Working Arrangement.

14. During the reporting period the Secretariat in consultation with CAP facilitates open dialogue between WMO and HMEI on many matters of mutual interest. The Secretariat in consultation with CAP coordinated the nomination and participation of HMEI representatives in the work of the WMO technical commissions working bodies. These joint activities aimed toward the advancement of the technologies, products, services, systems, processes and procedures used within National Meteorological and Hydrological Services (NMHSs). At present, almost 50 HMEI experts are serving as associate members at the WMO’s CIMO, CBS and CHy Expert and Task teams. The reports by HMEI Representatives attending WMO and other meetings are published by the Secretariat on the HMEI website and in the Newsletter.

15. HMEI is following with great interest the upcoming discussions at Cg-18 the WMO reconstruction initiative aiming at the establishment for the next (eighteenth) financial period of a reduced number of WMO technical commissions and other bodies, introduction the Research Board and the Scientific Advisory Panel. Based on decisions by Cg-18 HMEI should consider new approaches to further improve joint activities. 16. As before, particular attention was given to the preparation of the WMO-HMEI High Level Consultative meetings (HLCM) and follow up the previous sessions. The major task of agreed follow up was to facilitate and monitor feedback on the testing of the Tender Specifications documentation. Unfortunately, the proposed timelines for completion of Tender Specification project Phase I have not been met. There was exchange of letters between HMEI Chair and WMO Higher management on this issue. It was agreed to discuss completion aspects of the project at the HLCM-6 which will be held as a side event of Cg-18 on 4 June 2019. HLCM-6 will be attended by the President and Secretary General of WMO, along with senior staff from the WMO Secretariat. The HMEI team will be led by Brian Day, assisted by Bryce Ford and the HMEI Secretariat. Representatives from the World Bank were also invited to participate. The HMEI Secretariat provides prior and in-session support to HLCM-6 including preparation of its final report.

17. During WMO EC-70 (Geneva, June 2018) the HMEI Chair made a statement on Public-Private Engagement. WMO and HMEI agreed to strive to collaboratively develop sustainable Public Private Partnership (PPPs) to meet the shared objectives of the Global Weather Enterprise (GWE). HMEI Chair, Vice Chair and Executive Secretary participated in a number of meetings of the PPE Policy Drafting Team which was tasked to develop a draft Declaration of the 18th World Meteorological Congress entitled “Building community for weather, climate and water actions” to be adopted by Cg-18. HLCM-6 will consider comments on the text of Declaration available prior to discussion at Cg-18.

18. The HMEI Secretariat provided organizational support to coordinate designation of HMEI representatives and their accreditation at the following sessions of WMO constituent bodies:

Reports of HMEI representatives attended the above meetings are published on the HMEI website as they became available. 19. Working meetings and contacts between WMO OBS Department (which is the focal point for coordination with the HMEI) and the HMEI Secretariat continued as required to ensure a steady exchange of views on the joint activities related to CIMO and CBS and follow up recommendations adopted by HLCM. The most recent meetings addressed the coordination of preparatory work for the

MTWE-2019, HMEI GA-21 and HLCM-6 (all in June 2019). The purpose of several meetings and contacts was to discuss the status of tests of Tender Specifications documentation for use in selected NMHSs and the possibility to support development of the Internet Tool for tender specifications application through WMO, HMEI, World Bank cooperation. 20. The HMEI Secretariat continues to enjoy administrative, technical and other facilities/opportunities provided by the WMO in accordance with the Agreement between the WMO and HMEI Secretariats. This Agreement was prolonged for a consecutive four-year term in March 2019. It should be reiterated that majority of these services, including provision by WMO the office for the HMEI Secretariat are provided at no cost to the HMEI budget. Other activities 21. The Secretariat with CAP support and guidance has taken the opportunities provided by MTWE and other exhibitions to meet with current members and promote the Association with a view to attracting new members. HMEI circular messages and other related timely alerts are sent to the membership in connection with exhibitions during the 17th session of WMO Regional Association I (Africa), MTWE 2019, InterMET Asia 2019, China high-tech Expo on Meteorological Modernization 2019, Korea Climate and Meteorological Industry Exhibition 2019 and International Forum & Exhibition WEATHER • CLIMATE • WATER / EARTH OBSERVATIONS / GREEN ECONOMY 2019. It should be noted that the above shows were successfully organized by the following 6 HMEI members:

22. The Secretariat will continue updating and publishing of the Information and Member Benefits booklet in the light of Cg-18 deliberations and changes in HMEI activities and also the HMEI posters to be exhibited at the HMEI booth at MTWE and other shows. Twenty first session of the HMEI General Assembly (GA-21, Geneva, Switzerland, 6 June 2019) 23. Taking into account a decision to hold MTWE in 2019 in Geneva in conjunction with WMO Eighteenth Congress (Cg-18), it was decided to convene the HMEI GA session during these major events. Accordingly, the GA-21 timing and all necessary material and financial arrangements was coordinated with WMO and UKi Media and Events. HMEI was offered a booth at MTWE and space to convene the HMEI GA and Council sessions at Palexpo in Geneva. HMEI membership was notified by email HMEI CM 2019-5 dated 25 April 2019 on the timing and venue for GA-21 and invited to attend the session. A Documentation plan and other supporting documents were drafted by the Secretariat and responsible members were encouraged to prepare appropriate inputs in accordance with the agenda and stated deadlines. Along with its traditional agenda items, GA-21 session will discuss the Tender Specification Project-status of completion Phase I, HMEI engagement in the Global Weather Enterprise, HMEI Council Elections results and Presentation of the HMEI Award for 2019. 24. All GA-21 pre-session arrangements were made in close coordination with HMEI CAP. WMO Higher management and WB representatives were invited to address GA-21. Special thanks should be extended to UKi Media & Events, our fellow member, for their support and excellent arrangements to hold GA-21, Council-28 and other events during MTWE-2019 and Cg-18.

Tender Specification Project - Status of completion Phase I The Tender Specification Project comprises of two parts: Part 1

• Development of requirement specifications for meteorological observation networks, by Industry.

• Specifications developed by HMEI with financial support from the WB and HMEI. • WMO arranged tests of documentation in selected NMHSs (details at WMO website

Overview of the project activities Jan 2016 World Bank (WB), WMO and HMEI begin the project Jun 2016 WMO encourages HMEI to work on the specification development solely. WMO will

review once HMEI completes the first version of the requirement specification documents.

Jul 2016 HMEI hires Foeke Kuik to start the preparation of the requirement specifications

document. HMEI also starts working on an internet-based tool to support the preparation of

requirement specifications documentation (Gerhard Pevny). Sep 2016 HMEI completes the requirement specification document. The documents are made

available to WMO and the WB validation. Oct 2016 HMEI show cases the prototype of the tender specification internet-based tool at

Meteorology Technology International show in Spain. May 2017 HMEI and World Bank (WB) express to WMO at the Executive Council their

disappointment in the delay by WMO to move on the project. July 2017 President of CIMO commits resources to work on the project in earnest with a completion

date of December 2017. Sep 2017 Doug Body seconded from BOM for 4 months to review the documentation. This ended

up in a rewrite. Mar 2018 Doug works for 1 week in Amsterdam with Foeke Kuik to complete the documentation.

May 2018 CIMO states at High-Level Consultative Meeting No. 5 (HLCM-5) that documents will be posted on WMO website for review by WMO Members. Completion of the project is planned for October 2018 at Meteorology Technology International show in Amsterdam.

Aug 2018 The Internet tool of Phase 2 requires more work and more resources. HMEI provides a

financial proposal to WB with a budget to complete the internet-based tool. Oct 2018 WB states it cannot financially support the internet-based tool development given the

project has not been vetted by WMO. CIMO holds town hall where WMO Members consistently state two things:

• The tender documentation in general, is found as appreciated and useful, but none of the respondents have had an opportunity to test the documentation in a real procurement project.

• Proposals for potential improvements include: extend the documentation to other applications (e.g. agriculture, aviation), other instruments (e.g. disdrometers, marine instrumentation, radiosondes, tidal gauges), observing systems (e.g. radars, wind profilers, RVR systems), and telecommunication devices (GPRS, radio, satellite);

The project has not been completed by WMO. Chair of HMEI writes to the WMO SG with a copy to the WMO President (summary below). Also provided was the financial proposal on cost to complete the internet-based tool.

1. The Tender Specification Project has been slow to reach fruition of its intended goals. Given the delays in the Tender Specification Project, the World Bank will not be providing funding for Phase 2, the Internet Tool Development since WMO has yet to make formal approval of the developed documentation. HMEI requests clarification as to WMO’s willingness and capacity to fund this phase.

2. WMO, the WB and HMEI should appoint a single Project Leader to lead and coordinate the combined WMO, WB, HMEI Project Team to get the project on track.

Dec 2018 Fernando Belda of WMO replies to SG email. The summary below lists the sentiments of WMO Members from the CIMO Meeting in Amsterdam:

• Replies that were received were overall supportive. That is very encouraging. Some replies included suggestions for improvements, or extension of the project. However, to date we have not received any feedback indicating that the documentation was used as template or base for a procurement process.

• WMO is of the firm opinion, that prior to investing significant additional human and financial resources in this project, we need to ensure that the material can be effectively used by developing countries.

• To ensure that donor and funding agencies be advised of the documentation and that procurement process is in accordance with major funding agencies policies, such as the World Bank Policies.

May 2019 News from WMO: it looks like there are at least two member countries using the current

forms as a test case. They are providing feedback so that will assist the decision regards the move to improve it. It has been a hard struggle to get someone to use it, but requesting CIMO MG coordinators to attend their regional association meeting as a direct link to CIMO has worked. Ideally the feedback will be with WMO in early June. Having it only in one language (English) is proving to be a stumbling block for some countries.

Project Summary of HMEI

1. Project is not just of value to developing countries as Mr. Belda states but also for the developed countries as well. This prototype project is considered by WMO, the World Bank and HMEI to be extremely important in supporting NMHSs (both in Developing and Developed Countries) desire for quality data fit for purpose that creates an environment for worldwide compatibility for worldwide comparability.

2. While the progress WMO reviewers have been able to make on the project has been very slow, there are recent signs that it is now being actively used in two test cases. The HMEI team will actively monitor this process, maintain the dialogue with WMO and World Bank, and make adjustments as necessary. Once the process has been refined for the AWS test case, additional infrastructure subsystems can be jointly implemented, including items such as Upper Air observations, Wx Radars, Satellite Receiving Systems, Software Applications, etc. We are confident this collaboration with WMO and World Bank will yield positive results for all WMO Members, Financial Institutions, and HMEI members alike, leading to a more sustainable infrastructure for Global Weather Enterprise.

3. Given the delays, the WB has withdrawn financial support from the project at this time.

However, this support may be available in the future depending on WMO’s conclusions at the end of the testing phase. HMEI will encourage the WMO to communicate and work closer together with the WB on this project.

4. The Tender Development Web-Tool is planned as an important innovative part of the project,

opening the full advantages to the user by interactively composing the specification text modules to complete tenders. To leave that tool out of the testing-phase will reduce significantly the impact of the whole project.

5. This is a topic of importance and will be discussed on June 2, 2019 between WMO, the World Bank and HMEI at the High-Level Consultative Meeting No. 6. HMEI will report verbally the outcome of HLCM-6 at the General Assembly (GA-21).

Resolution 1 (HMEI GA-21) – Appointment of a member of the HMEI Council THE GENERAL ASSEMBLY, NOTING: (1) Articles 6 and 12 of the HMEI Articles of Association; (2) The Terms of Reference for the Chair of the HMEI Council position; (3) The results of nominations for the Chair of the HMEI Council position via correspondence, as

collected and verified by the HMEI Secretariat in preparation for GA-21; (4) The receipt of one nomination of qualified candidate for this position with indication of the

nominee’s consent; (5) That with only one nomination for the vacant position, the seat of the Chair of the HMEI Council

will be automatically filled by the nominated candidate without the need for a vote.

DECIDES: To appoint Mr. Jim Anderson (Earth Networks) as the Chair of HMEI Council for the term of 4 years with Terms of Reference presented in the Annex to this Resolution.

Providers, as defined in the Annex to this Resolution, and as amended by the HMEI Council from time to time;

Resolution 4 (HMEI GA-21) - Appointment of HMEI Council Chairman Emeritus

THE HMEI GENERAL ASSEMBLY, NOTING: (1) That the second (final) term of HMEI Council Chairman, Mr. Brian Day, will terminate in June 2019

at GA-21, at which time he will have completed 8 years of continuous service in that office, (2) That prior to his appointment as HMEI Council Chairman, Mr. Day had served as member of the

HMEI Council since 2010, (3) That prior to his appointment to the HMEI Council, Mr. Day had been an active participant in the

Association activities since 2004; (4) That by the end of his term in June 2019 Mr. Day will have rendered dedicated service to the

Association for a total of 15 years, RECOGNIZING: (1) That Mr. Day has played an important and continuous role in the Association activities, (2) That he has, in particular, performed his duties as the HMEI Council Chairman at all times in a

manner which merits the highest praise and commendation, (3) That he has thereby rendered outstanding services to the Association and hence to the cause of

international cooperation, leading and promoting cooperation between WMO and its Member nations and HMEI and its member companies on many matters of mutual interest, toward the advancement of the standards, technologies, products, systems, services, processes, procedures and partnerships used within the Global Weather Enterprise,

(4) That his extensive knowledge and experience may on occasion be called upon by the Association for future advice and consultation.

PLACES on record its deep appreciation and gratitude to Mr. Day for his service to the Association; HEREBY ACCORDS to Mr. Brian Day, at the conclusion of his term as HMEI Council Chairman, the honorary title of HMEI Council Chairman Emeritus.
