Is it really so important?
We need it for several reasons:
To protect personal data

What can we do? Option 1: Nothing
Ignore and exclude protected

Allow point solutions to continue
to develop which leads to less

developments in the non-geo
world and isolate ourselves?

What can we do? Option 2: Something
Focus on the important things
Separate the issue into access and use.
Access management – lots of activity in the non-geo world. Tied into role and identity.
Use management – some activity but further off. Most relates to harmonising licences and rights expression languages – passive rights management.

level of activity at present.

What can we do? Option 2: Something
Move from talking and be-moaning to doing
In the UK we have set up a Business Interoperability Working Group and commissioned started work to look at the state of play and practical options
In other Member States, trials are in progress.. A forum needed where we can come together to share experience and knowledge and to determine our best way forward
At the Commission – survey of authentication and e-commerce – we are looking for action following this.
Get involved in related work e.g. current OGC/EuroSDR/AGILE call and build our knowledge base.

A call to action!
• Acceptance that this is an issue which will notgo away and needs solving if we are going tobenefit from INSPIRE
• This is only the start – it is going to get a lot worse with Download Services
• We need Leadership – Commission, INSPIRE Committee, Member States, Standards bodies
• Continue to harmonise licences where possible – lots ofinitiatives - not a pretty tune yet but some chords comingtogether
• Explore and decide how we want to manage access and ID and get on with it
• Watchwords: Standards - Not geo-specific – Flexible
