The history of JSV “Belzarubezhstroy“ started in the 50’s of the twentieth century, when the leading Belarusian construction companies — JSV “Gomelpromstroy“ (Gomel) and “Stroytrest“ No. 8 (Brest) — were founded. In May 2007 these organizations became equity holders of the newly formed JSV

“Belzarubezhstroy“, and formed the engineering core of the new company.

With a free-zone company Alm Investments FZE (UAE) and Reshenie Bank Joint-Stock Company (Minsk) becoming shareholders of the company, JSV “Belzarubezhstroy“ came to a totally new level of development through combining a significant engineering and construction, production and technical capacity with extensive financial and investment opportunities.

Currently the main activities of JSV “Belzarubezhstroy” are design and construction of residential, office and industrial buildings and structures, wholesale trading in cars, road and construction machinery, industrial equipment.

JSV “Belzarubezhstroy” delivers commercial 100 MWp photovoltaic power plants with the following technical characteristics:

• installed capacity — 100 MWp;• PV module mounting system — metal rack on metal supports driven into the ground;• grid connection voltage at least 10 kW;• optionally, the plant can be fitted with battery banks. Batteries capacity — up to 70 000 kWh (accumulation for compensation of short-term production drop due to weather conditions, or for provision of peak loads);

Photovoltaic power plant flow diagram

A photovoltaic power plant produces energy by directly converting solar energy into electrical energy with the help of photoviltaic (PV) modules. The PV modules are mounted on steel racks at an angle that allows to capture the maximum solar radiation and, consequently, to generate the maximum power.

PV power plant equipment consists of: combiner boxes, inverters and central inverter stations, a substation and a power output system.

If a central energy storage is required, it is connected to the substation switchgear. The storage consists of battery banks, charge controllers and a fire suppression system.

The proposed power output system is a system of high voltage lines or overhead power transmission lines connecting the substation with the grid at a specified point.

Optionally, PV power plants may be fitted with diesel generators to ensure uninterrupted power generation and performance at peak loads. PV power station may also be integrated into a single complex with a biofuel power plant, which allows to combine several sustainable sources for energy generation at any time of the day or night.

Scope of works performed by JSV “Belzarubezhstroy”:

• engineering and design, including feasibility study, site planning, selection of equipment and mounting systems, cable lines calculation and planning based on the criterion of the shortest length of cable lines and the minimum loss;

• construction works: site preparation, cable installation, construction of buildings of the power output system, substation and battery bank;

• installation works: installation of mounting systems, installation of PV modules, electrical connections, installation of automatic control, monitoring and safety system, installation of inverters, installation of power output system equipment, substation equipment and battery bank;

• commissioning works: adjustment of control system, power output system, and transfer of the facility to the customer.

Experience of JSV Belzarubezhstroy in energy projects

POWER PLANT SOLUTIONS

Location:

About 300 km east of Minsk, between the district centers of Cherikov and Krichev, near the village Blizhniaya Rechitsa.

Customer:

Solar Land LLC.

The area of the solar park:

220 hectares.

Total installed capacity of the electrical installation of the PV power plant:

109 MW AC and 130 MW DC.

Estimated annual generation:

137.79 thousand MWh.

Annual electricity consumption for own needs:

0.7 thousand MWh ( 0.7% of the annual generation).

Project setup:

The site on which the solar park will be located already has all the necessary network infrastructure which includes 20/110 kV Rechitsa substation and three 110 kV overhead lines with a total length of 12 km which connect the PV plant with the 330/110/10 kV Krichev-330 substation.

Solar energy in Belarus

According to the state program “Energy Saving”, it is planned to produce in the country not less than 250 MW by means of solar power plants by the year of 2020.

The annual electricity production of Cherikov photovoltaic station will be 133 thousand MW * hour.

As a comparison, the world’s largest photovoltaic station Topaz Solar Farm (California, USA) has a power of 550 MW.

Significance of the project on a national and regional scale

— development of environmentally friendly solar energy in the Republic of Belarus;

— diversification of electricity sources;

— saving of foreign currency resources of the Republic of Belarus by reducing the import of oil and gas;

— reduction of operating and transportation costs by providing electricity to nearby communities;— development of the infrastructure of the regional network of RUE “Mogilevenergo”;

— extension of the international experience in the implementation of similar projects in Europe to the territory of Belarus in general and Mogilev region in particular.

Mounting structures for solar power plant

In order to minimize self-shading of the photovoltaic modules that make up the power plant, they were arranged in the following pattern: two rows of photovoltaic modules, vertically aligned, spaced 4.1 meters from each other. And the mounting structure will be set at an angle of 25 ° facing south. Such an arrangement will not only maximize exposure of the modules to sunlight, but also facilitate installation and maintenance of the power plant.

Fixed mounting system was selected for the project. The supports of the mounting system are driven into the ground, depending on the specific soil conditions at the site and in accordance with static load calculations. Due to low installation costs, low maintenance requirements and high density of modules, a stationary mounting structure is preferable for large ground-based installation systems.

The layout of the panels in the southern and northern parts of the site will be different.

Belzarubezhstroy offers prefabricated containerized generator sets as well as custom made engine power plants running on gaseous (natural gas, biogas, landfill gas, by-product gas) and liquid (oil, HFO, diesel, biodiesel) fuel, and having up to 100 MWe + 98 MWth output, which can reach up to 500 MW in some cases.

Combined heat and power plants powered by engines manufactured by Wartsila, Mitsubishi, Perkins, MWM, MTU and TEDOM represent reliable power generation equipment for energy, utilities and industrial sector. Available for different types of loads (peak, base, emergency and standby loads) and various environmental conditions.

Outdoor equipment for engine power plants comes in containers, and indoor equipment for new and existing buildings can be supplied with or without soundproof enclosures.

Containerized GAS GENSET TYPE: HE-MTG1948-GZ

Containerized power plant for fast installation and easy moving of 2 MWe on a base of MTU gensets (as an example. Other capacity range is available) is a suitable solution for local power plants in projects with extremely short time of implementation or for temporary power generating facilities.

Power Control

Automatic control system. Microprocessor controller ensures full control over the engine and generator operation, with respect to output parameters and various emergency conditions. The system allows automatic in-sync operation to the industrial power grid or to another generator set.

Special steel container enclosure:

The container enables outdoor operations of the entire power generator unit (functions without a building). It is adapted to frequent transportation or moving. Soundproofing of 75 dB at a distance of 7m (standard) or lower, enables this type of structure to be used without any greater environmental restrictions.

The whole genset will be mounted in 40’ HC container enclosures – for easy transport. Coolers for gas and air mixture and engine jacket will be mounted in separate structure and placed on the roof on the basic container .

Container casing is equipped with:

reducing the noise level to the required level; • complete exhaust installation with necessary support structures and silencer; • internal electrical system (for own use); • lighting system; • fire extinguisher; • door enabling unrestricted access to unit’s elements and equipment – with lock and key.

Heat recovery system for genset (exhaust gas and water jacket heat recovery system) is available as an option.

For special applications requiring larger-sized units or using mainly heavy fuel oil, Belzarubezhstroy offers gas engine CHP plants manufactured by Wartsila (Finland) which can be supplied as pre-engineered modular power plants, or as tailor-made solutions.

Steam-turbine CHP plants can operate on different types of fuel – natural gas, heavy oil products, solid fuel, melting furnace gas, municipal waste, sewage sludge, biomass and biofuel.

Where there is high electrical and heat demand combined with the stringent requirements to reliability and quality, steam turbine and CHP plants are the best and proven solution.

Flexibility of steam turbines, high output per unit, long period of operation before maintenance, wide range of operating modes and power and heat loads, various power-to-heat ratios, proven automation solutions are the main advantages that determine high demand for steam-turbine CHP plants for more than 100 years.

A number of steam engine plant solutions are based on SIEMENS steam turbines:

In our projects we use economic and eco-friendly solutions – closed circuit or air cooling systems, advanced automated burning systems for multi-fuel plants, floor-mounted turbo generators, exhaust gas cleaners that meet the most rigorous environmental requirements.

For the projects with high power and heat demand with independent consumption schedules, for the projects running on “difficult” fuel types (brown lignite or municipal waste), steam-turbine power plants provide a solution for supplying consumers with all types of energy, while meeting all the stringent environmental requirements.

Combined cycle heat and power stations have proven to be safe, powerful and cost-efficient energy sources. When electric power generation is a priority then CCGT with the efficiency over 55% is the preferred solution – CCGT definitely have no match within this range.

CCGT are combined cycle plants which consist of gas turbines, heat recovery steam generators (boilers) and steam turbines. All the components work as an integrated unit and generate electrical power by using the energy of the fuel to the maximum extent. If needed, CCGT can be designed so as to generate both electrical and heat energy.

We offer to our clients construction of CCGT fitted with the primary equipment manufactured by the European and global producers such as SIEMENS, MAN, and with heat recovery steam generators (boilers) of various brands. There can be various options of boilers: with or without reheat, single-circuit or multiple-circuit, with heating up of delivery water and condensed water, vertical and horizontal types — in order to meet the requirements of any power station project. CCGT output ranges from 30 to 800MW.

We designed CCGT based on standard steam and gas turbines in different combinations for various heat-to-power ratios. The plants are suitable for a wide range of environmental conditions.

Services related to energy projects are one of the products we offer to our clients.

Construction of energy facilities is not a core business for the majority of our customers and general contractors. The requirement for such facilities may arise during new construction, business expansion or modernization. Therefore, the customers and general contractors usually do not have personnel with the sufficient experience in construction of power sources and energy infrastructure. Given the complexity and specific requirements that have to be observed during the construction of such facilities, qualified and experienced professionals are the key to successful execution of energy projects.

With this in mind, we offer project management and project supervision as standalone solutions.

Project management

Main issues with turnkey energy projects:

• Poor coordination and communication between the project members results in schedule delays and cost overrun.• Construction schedule delays resulting in penalties or receiving less profit.• Cost overrun is the reason for reduced economic efficiency of the projects.

Our project management services will help our customers to avoid these problems. The project will be assigned a project team consisting of experienced specialists who will be responsible for overall collaboration between the project members and project delivery supervision (schedule and budget management). The team will supervise execution and performance of the main contract and the contracts with subcontractors and suppliers. Project management team will supervise construction and procurement, monitor and report on project progress, assess performance in order to prevent critical delays during the next project stages which might result in disruption of construction deadline and project cost overruns.

Our project consulting team together with the general contractor (EPC contractor) or the employer provides the following services:

• Provide support during contract execution – advice, analysis and evaluation of the offers• Build communication and work breakdown structure• Develop schedules of deliveries and works, project critical path, payments and financing schedules • Optimization of resource usage• Supervision during design stage – assessment of compliance of the proposed design solutions with the project requirements• Support during procurement of the primary and auxiliary equipment and subcontracting services• Organization and management of deliveries, quality control of materials, works and equipment • Organization and management of logistics, interaction with customs authorities, providing advice to supervisors and assistance during site investigation at the design stage, providing training etc.

Our project management team provides comprehensive cost and schedule control and is responsible for delivering the end result of the project.

Belzarubezhstroy project management team consists of project managers, certified engineers and specialists in various fields (thermal generation system, power generation system, construction, engineering, automation, environment management, logistics, finances, etc.). Our specialists are able to handle energy projects from preliminary stage to handover of the fully operational facility to the customer.

Technical and financial supervision (employer’s representative)

High quality of construction works, equipment and materials is crucial for ensuring reliability and safety of energy facilities.

Our customers are usually power plant operators and owners, and not the construction companies. When new power facilities are built or when new processes are introduced, professional assistance in the form of site and installation supervision becomes absolutely indispensable. Unlike project management, supervision services are provided on behalf of the project owner. We supervise the quality of works, materials and equipment, as well as the actual amounts of work done and volumes of delivery. Our experts are ready to share their experience and to offer the following services to our customers:

1. Design supervision and quality control for design works. Audit of design documentation prepared by the general contractor, verification that the documents are sufficient for the performance of works, making sure that the customer is provided with a complete set of proper design documents.

2. Technical supervision of procurement and advice on the quality of the supplied materials and equipment. Our specialists provide receiving inspection of the project equipment and verification of its compliance with design solutions. Alternatively, we can provide technical advice to our customers, if they perform receiving quality inspection or acceptance of high-priced equipment and facilities on their own.

3. Technical site supervision and advice on the matters relating to site supervision.

We supervise and check:

• Subcontractor’s specialists (including qualification);• Construction programs and schedules of work and deliveries;• Proposals for works, services and equipment and optimization of such proposals;• Construction materials;• Construction methods and quality of the works done, inspection of their safety for health and environment;• Production and quality tests.

We perform inspection at each project phase from soil investigation to commissioning, at any facility starting from extra high voltage substations to gas engine power plants. We check the volumes of the work done for verification of its cost and carry out equipment manufacturing inspection. We also participate in the main tests of building structures and equipment in order to provide assurance to our customers of the successful project delivery.

Electrical and thermal energy supply

When our customers need electrical or thermal energy, but do not have a possibility to build a permanent energy source at their own expense, we offer a simple solution which is to build a power plant (based on reciprocating engines) at our expense when the customer has an obligation to purchase the energy generated by the plant. The equipment remains in our ownership, while customers are provided with reliable energy supply for their facilities.

This solution is especially relevant during large projects construction when an own energy source or connection to electrical network is unavailable, for supplying power to temporary consumers or to municipal users in the places where the construction of a power transmission line is problematic and a permanent energy source can’t be built due to various reasons.

Advantages for our customers:

• No need for initial investment in construction of an electric power plant.• Short period for startup and energy supply to consumers.• No expenditures on power plant maintenance and repairs, and on the training of qualified personnel.• Possibility to stop purchasing electricity in the future if consumers get connection to electrical network or if a permanent energy source has been constructed.

Our company undertakes to perform construction and maintenance of the power plant, as well as fuel supply while the customer has to indicate the location for construction of the plant and a supply terminal for consumers.

Container power plants with a capacity of 200 kW or more are available.
