K.Lalhmangaiha, MPRO VOLUME - II : ISSUE NO - 3 Dear Colleagues, I am extremely delighted to present this third issue of the Mizoram Police Newsletter, which will be extremely useful to members of the police as well as public. The geo-strategic significance of Mizoram cannot be over emphasized as it has a 512 Km long porous international border with Myanmar and a 318 Km long border with Bangladesh, which is often used by insurgent groups and smugglers to transport weapons, contraband goods and drugs across the state. Since these borders are sparsely patrolled by BSF and Assam Rifles, the onus falls upon Mizoram Police to supplement their efforts in controlling illicit movement of insurgents groups & smugglers by deployment of units of the Mizoram Armed Police and IR Battalion at strategic locations. The Police also plays a key role in issues of border land disputes and insurgent groups finding safe havens in the three bordering states of Assam, Manipur and Tripura. Mizoram Police has done extremely well in seizure of Drugs, Weapons, recovery of victims of kidnap and arrest of prominent leaders of insurgent groups. The most recent success story is the arrest by the CID (SB) and Aizawl Police of two cadres of HPC (D) who had conducted 5 blasts in Aizawl over a period of two years culminating in the blast at the residence of Parliamentary Secretary, Home. Disaster management is another key area on which Mizoram Police needs to focus and be prepared as the state lies in Zone V of seismic activity. I am optimistic that Mizoram police will respond to these challenges well and will endeavor to provide an efficient police administration in Mizoram and convey my best wishes to all members of Mizoram police. Last but not the least, I also congratulate the Editorial board for their effort in bringing out this new issue of the Mizoram Police Newsletter. Jai Hind! I am extremely delighted to present this

third issue of the Mizoram Police Newsletter, which will be extremely useful to members of the police as well as public.

Sh. Dharmendra Kumar, IPS ’84 Batch AGMUT Cadre joined as DGP

MIZORAM on 03.06.2014. He has held very important assignments in Delhi and other parts of AGMU Cadre before being posted as DGP Mizoram. Some of the posts held by him in the past are Spl Commissioner of Police Crime Delhi, Spl Commissioner of Police Law & Order Delhi, Jt. Commissioner of Police, New Delhi Range, IGP Andaman & Nicobar Island, IGP Arunachal Pradesh, FRRO Delhi, DCP South district Delhi, DCP New Delhi District and tenure in IB.

On 16.5.2014 about 30 officials of Forest Deptt. went to Selam village to enquire and take action against some villagers who had indulged in timber cutting inside the Lengteng Wildlife sanctuary. While the process of seizing the sawn timbers found on the road side was going on, some villagers of the village Selam attacked the Forest officials with sharp weapons on being instigated by others. They burnt down one departmental vehicle 709 Truck and obstructed officials of the department on duty. Hence, NOP PS C/No.9/2014 dt.19.5.2014 u/s 436/186/379/323/34 IPC r/w 33 of Indian Forest Act, 1927was registered. In this connection, operation was done by SP Champhai and CO 2nd IR Bn under the overall supervision of Pu C. Zorammuana, DIGP(NR). Due to the interference of police forces, the highly volatile and charged up situation between the forest officials and Selam villagers was kept under control.

Sh. Zorammawia, IPS ’95 batch AGMUT Cadre has been promoted to the rank of IGP Mizoram. He is a very soft spoken, efficient and helpful officer. Under his able guidance, the Mizoram Police is sure to achieve many laurels. The editorial board of Mizoram Police Newsletter wishes a very successful tenure to Sh. Zorammawia, IPS as IGP Mizoram.

OPERATION IN SELAM VILLAGE, CHAMPHAI DISTRICT

Sh. Amulya Patnaik, IPS ’85 Batch AGMUT Cadre has been transferred back to Delhi on completion of his tenure in Mizoram. He has had a very successful tenure in Mizoram as ADGP and has also held charge as DGP Mizoram. During his tenure Mizoram Police successfully conducted two back-to-back elections, viz. the Mizoram Assembly Elections 2013 and the Parliament Elections 2014. Many sensational cases of kidnapping for ransom of civilians by Bru insurgents assisted by NLFT were worked out during his tenure along with various other measures taken up for infrastructure development and welfare of the police force of Mizoram.

On the night of 25.1.2014 joint operation on deserted members of KLA (Kuki Liberation Army) was conducted in combination with 2nd Bn. MAP and District Police at Luangmual and Lunglawn Lunglei. The operation was successful with the arrest of 6 (six) members of KLA who had deserted from their designated Sinai camp located at Kamenglong forest of Manipur. They were handed over to Manipur Police on 30.1.2014 at Lunglei and escorted upto inter-State border of Vairengte with proper escort.

A team of CID(SB) worked day in and day out to rescue the abducted persons namely - Sanglianthanga (Taxi Driver) s/o VL Hmuaka of Mamit CharkawnVeng and Lalzamliana (207 Driver) s/o Buanga (L) of Kolasib and Deep Mandal (Telecom Network Service) s/o Nikhil Mandal of Indas Village, Bankura district, West Bengal who were abducted by a combined group of National Liberation Front of Tripura (NLFT) and Bru Democratic Front of Mizoram (BDFM) from Chikha Anti-Poaching Camp, Dampa Forest Area, Mamit District, Mizoram on 23.11.2013. The two abducted Mizos were safely rescued on 20.01.2014 and the third person, Deep Mandal was released by the abductors on 22.03.2014 after he was held captive inside Bangladesh for 119 days.

ARREST OF HPC(D) CADRES

Five cadres of HPC(D) along with arms and ammunition were arrested on 19.02.2014 by a joint operation team of Mizoram Police and 34th Assam Rifles at Parvachawm, Manipur. The arrested HPC(D) cadres were handed over to Manipur Police as they were arrested inside Manipur.

KIDNAPPING

FIR lodged by Lalrindiki w/o Rorelliana of Vairengte Chhim Veng that her husband Rorelliana came to Aizawl on 20.4.2014 and halted in Hotel Serow Bawngkawn for some business purposes, he was untraceable and subsequently on 21.4.2014 at 4 PM, he made a distress call on her mobile that he was being held hostage at some undisclosed location by one Moses of Champhai and his friends and they were demanding Rs.1,50,000/- as ransom for his release. Prompt action was taken by the Police which yielded in rescue of kidnapped person and arrest of all the involved accused persons. (Ref : BKN PS C/No.81/14 Dt.23.04.2014 u/s 364 ‘A’/34 IPC)

On 25.6.2014 one Purno Chandra (commonly known as Talia) was arrested by Bairabi Police who is a member of UDLFB (United Democratic Liberation Front of Bru) and one of the accused persons in the kidnapping of two ABCI contractors namely B.L. Jain and Prem Lal Dhiman from Meidum on 6.6.2011 in connection with Bairabi Police Station case No.7/2011 dt.6.6.2011 u/s 365/386/394/34 IPC r/w 25(1 B)(b) Arms Act.

5(five) gelatin blasts had taken place in Aizawl during initial months of 2014. A team of CID(SB) worked unrelentingly on these cases and put in tremendous efforts in tracking down and arresting the offenders namely HD Lalhmangaiha s/o Bawnga and Lalringthanga (Planter) s/o PT Kaia of Mualtlang, Diphuchera r/o Cachar District, Assam. This is the first time that the actual bomb planter was arrested and many cases got solved.

Recovery of gelatin sticks and detonators A team of Mizoram Police led by CID (Special Branch) arrested four persons on 01.03.2014 at the outskirt of Vaitin village and recovered explosives, i.e. Gelatin sticks-378 nos, Detonators - 90 nos. and Fuse wire - 6 coils from their possession. The seized explosive substances were to be handed over to a HPC (D) Commander in Manipur. In this regard, Sakawrdai Police Station Case No.03/2014, dt.01.03.2014, u/s 120(B)/121 (A) IPC r/w 5(a) Explosive Act was registered.

ACHIEVEMENTS OF TRAINING BRANCH, PHQ Training branch undertook several new initiatives from January 2014 to June 2014 to improve the skills and knowledge of the police force of Mizoram. Officers and men have been nominated to attend training courses at NEPA, NICFS Delhi, CBI Academy Ghaziabad and to various other training institutions. Training Branch prepared the annual in-service training calendar for all ranks i.e. from constables to Dy.SPs for the calendar year 2014. The following courses have been conducted during this period:

FREE BADMINTON COACHING FOR CIVILIANS BY MIZORAM POLICE

Initiative was taken up by Sh. C. Zorammuana, IPS, DIG (NR), to provide free Badminton coaching by Mizoram Police by sending good police players as coaches to the following districts: 1) Champhai District - Dt. 14.4.2014 to 05.5.2014 2) Kolasib District - Dt. 14.4.2014 to 26.4.2014 3) Lawngtlai District - Dt. 14.4.2014 to 26.4.2014 4) Saiha District - Dt. 14.4.2014 to 26.4.2014 5) Mamit District - Dt. 16.4.2014 to 26.4.2014 6) Lunglei District - Dt. 26.5.2014 to 06.6.2014

FLAG MARCH As a part of Battalion daily routine, 2nd Bn. MAP conducted a Route

March / Flag March with Battle Fatigue in Lunglei Town in the morning of 7.2.2014. All available staff of the Battalion posted to Lunglei excepting ministerial and IV Grades participated in the exercise. The programme was reportedly appreciated by Lunglei residents. This was organized to instill sense of security in the general public.
