What is a Real‐time Eligibility Request 270/271?

It is a request for Benefit Eligibility sent by a provider to a claims payer in which the 270 and 271 Transactions are used in tandem:

The 270 Transaction request is used to inquire about the  benefit eligibility status of a subscriber from a payer.

The 271 Transaction Response is returned in response to that inquiry.

Issue ‐ It’s a Government Mandate The Government mandate only requires generic “Health Benefit Plan Coverage “ as a minimum, often referred to as a SERVICE TYPE 30 Report. 

All payers will report with a Service Type 30, some will report more and some less, just the minimum.

Depending on the carrier your request may return the desired information you need.

If you want “Chiropractic” Benefits Eligibility, one carrier may return the desired report, another may not give your client the information they want, another too much.

Eligibility in Compulink Software How is Real‐Time Eligibility Benefit Inquiry and Response presented in Compulink software?

While in the Insurance Screen, select a carrier and click on Eligibility to start the process.

The software will prepare a 270 Eligibility Request and send it to Emdeon for processing.

The software will display the 271 Eligibility Response returned from Emdeon.

What can we do? We can try to deliver the best experience for our clients. Match 

their needs to available information.

We can try and match “Service Request Types” to the particular practice, so the best data is displayed.

Example: An Optometrist does not want to see OB/GYN benefits coverage.

Example: A Chiropractor does not want Eyeglass benefit information.

We want to do the best we can to obtain the best information to meet the clients needs.

Implementing Benefits Eligibility Determine what type of provider the client is before your appointment with the client.  Is it an Optometry Office, Chiropractic, Psychiatric , Physical Therapy, or are they Medical Doctors? 

Check who the Top Payers are. Focus on them. These are the Payers which will have the biggest impact on the client and we want the best reports displayed for them.

Match the Provider & Top Payers to determine which “Service Type Codes” the payer accepts, see:  “Service Type Codes for Payers” Excel Spreadsheet.

Edit the EMC.ini file Enter selected codes into EMC.ini file in this format:

[NEICANSI]FORCE SVCTYPES= 33,34

Save the file and run Eligibility on your Top Payers to check the results.

It may take a couple of iterations to get the desired results from a particular payer.  

Start with 1 or 2 SVCSTYPES, then add more if they improve the report.

More data is not always better. Too much data can be a problem.

Add or Remove SVCTYPES to improve the reports. (some SVCTYPES pull other types in)

Our Dilemma –Customers Declining Eligibility

Many payers provide very complete Benefits Eligibility on their Website  for their clients.

These same payers may provide very limited information using the Benefits Eligibility 270/271 process.

The client may ask why ?   We don’t know why.

It is the Payers decision, Compulink has no control over this and neither does Emdeon.

No Vendors can require that they provide more information than a TYPE 30 request,  “Health Benefit Plan Coverage”.

Going forward – other issues There are other issues beyond our control which may cause problems with this process such as:

Communications problems between Emdeon and the Payer (Lines down) may cause a loss of service.

Carrier may not be signed up with Emdeon (most are). Carrier system may be down or down for maintenance .

We will continue to work within the process to provide the best Benefit Eligibility experience for our clients.

Q. Can I send multiple request at one time?A. No, just 1 per workstation at a time. However, Multiple Workstations can make multiple requests at the same time.

Q. What happens when I get the message unable to respond?A. The payer cannot respond due to System problems or System Maintenance.
