• A Customs solution or asset cannot be easily accepted unless it covers the core of Import and
Export functionality. Exceptions (like Transit or Excise) do exist but a Customs Modernization
usually starts with Import/Export
• National adaptations are frequently heavy, leading to inevitable reduced reusability of already
implemented vertical assets.
• Evolution changes in delivered projects and resulting solutions/assets tend to accumulate fast
leading to larger effort than the initial implementation itself
• Functional boundaries of the Customs backend systems continue evolving (growing) leading to
extensions or new asset needs
• Customers are looking (more and more) for higher control over changes
• There is an increasing need for daily tweaking of operational parameters
• Need for economically efficient frequent changes (need to avoid large budgets that cannot fit in
maintenance projects)
• Regional integration projects (like UCC in EU, ASW/ACTS in ASEAN, NSW integartion in
Africa) bring an avalanche of changes to Customs systems and vendors are asked to absorb risk
in fixed maintenance schemes.
• Any international level DPS system should avoid becoming too region specific
