NIMS compliance activities

• Phased-in approach to implementation; FY05 was a “ramp-up” year

• Letter from then-Sec. Ridge to governors –September 2004 – listed FY05 requirements

• States had to fax a signed self-certification checklist/letter by Sept. 30, 2005

• FY2006: achieve full compliance; self-certification checklist/letter will be required by Sept. 30, 2006

• Out years: improve, update, maintain

National Preparedness Goal and NIMS

• HSPD-5 called for NIMS and the National Response Plan; HSPD-8 called for National Preparedness Goal

• FEMA in charge of HSPD-5; ODP in charge of HSPD-8 – more coordination needed

• The Goal establishes readiness priorities, targets, and metrics

• Nexus: one of the Goal’s three Overarching Priorities is “Implement the NIMS and NRP”

• Draft Goal and guidance available at www.llis.gov(secure – need to register)

NIMS updates (continued)• New ICS training guidelines – October 2005• Suggesting changes/additions to resource typing

definitions• NIMS FY2005 compliance one-pager• IS-700 materials available for classroom (call EMI at

301-447-1256 for answer sheets)• Who exactly should take IS-700?• What is meant by “institutionalization of ICS”?• The difference between NIIMS and NIMS• All available on www.fema.gov/nims - bookmark it!

NIMS-Compliant ICS Training Guidelines

• Provides evaluation checklist to ensure course meets the “as taught by DHS” standard

• Provides model NIMS ICS curriculum for 100, 200, 300, and 400 (EMI, NFA, NWCG, USDA, EPA, and USCG already follow this model)

• Developed after group of providers met at EMI• Retraining not necessary if previous training

meets standards provided in guidelines• New (October 2005) draft of guidelines can be

found at www.fema.gov/nims

From the Sept. 2004 Sec. Ridge letter to governors:

State/tribes/locals should:

• Complete NIMS Awareness Course – IS 700

• Formally adopt NIMS principles and policies

• Establish a NIMS compliance baseline

• Develop a timeframe and strategy for full NIMS implementation

• Institutionalize use of the Incident Command System

States/territories must:

• Incorporate NIMS into existing training programs and exercises

• Ensure that federal preparedness funding supports state, local, and tribal NIMS implementation

• Incorporate NIMS into Emergency Operations Plans

• Promote intrastate mutual aid agreements

• Coordinate and provide NIMS technical assistance to local entities

• Institutionalize use of ICS

Steps taken in FY05 towards NIMS-compliance

IS-700: Who should take it?• Recommended in letter to governors for FY05;

Secretary intended to provide discretion to states, locals, etc. in determining who should take it

• Further guidance – one-pager available on NIMS website

• Suggests those at executive, managerial, and responder level take the course

• Is a requirement for FY06 – so are IS-800 (NRP), IS-100, and IS-200 (ICS) – further guidance available on NIMS website
