    Philippine Navy joins Pangasinans Pistay Dayat,hosts Maritime Forum

    The Philippine Navyparticipated for thefirst time during the celebra-

    tion of Pistay Dayat, the an-

    nual Festival of the Sea of the

    Province of Pangasinan. This

    was through the initiative of

    the PN Board of Advisers Vice

    Chairperson and Head ofMaritime Coalition Committee,

    Hon. Leticia Ramos-Shahani,

    who is also a daughter of Pan-

    gasinan.

    As part of this, the Naval

    Forces Northern Luzon, led by

    its Commander, COMMOCeasar C Taccad, hosted the

    Maritime Forum with the Pro-

    vincial Government of Pan-

    gasinan headed by its gover-

    nor, Hon. Amado T. Espino Jr,

    last 27 April 2012 at Capitol

    Resort Hotel, Provincial Capitol

    Compound, Lingayen, Pan-gasinan.

    The Maritime Forum fea-

    tured a series of lectures

    about marine environment

    issues, disaster risk manage-

    ment and the concerned gov-

    ernment agencies and the

    policies and programs theyadopt to address these issues.

    The Forums main objective is

    to educate the participants in

    dealing with environmentalissues and challenges affect-

    ing the Lingayen Gulf, which is

    framed by many of the prov-

    inces municipalities and cities.It gathered participants from

    concerned agencies and

    bodies namely the Philippine

    Coast Guard, Philippine Na-tional Police Maritime Group,

    Department of Environment

    and Natural Resources, Bu-

    reau of Fisheries and AquaticResources, members of the

    fisherfolk community of the

    province and students from

    Pangasinan State University.One of the speakers was

    the Director, Center for Naval

    Leadership and Excellence,

    CAPT Opiniano M Jayme Jr,who presented the PN Stake-

    holders Briefing A Strong and

    Credible Navy that our Mari-

    time Nation Can be Proud of.The Briefing aimed at

    giving the participants a

    greater appreciation of the

    mandate and organization ofthe PN and its crucial role in

    the overall protection of our

    In its goal to further en-

    hance good governancevalues in the Philippine Navy

    and in line with the com-

    memoration of Araw ng Kagit-ingan, the Fourth Leg of the

    PN Governance Forum Series

    2012 focused on a broader

    definition of courage one

    which goes beyond a mere

    show of arms strength and

    brute force; one which calls

    for moral uprightness, transpar-

    ency, accountability and pub-

    lic responsibility.

    What better way to de-

    fine courage this way than to

    have Hon. Heidi L Mendoza,

    Commissioner II of the Com-

    mission on Audit, as the key-

    note speaker for this Forum.

    She gave a talk on the topic,

    Courage in Leadership last13 April 2012 at the Headquar-

    ters Philippine Navy, Roxas

    Boulevard, Manila.

    Hon. Mendoza, who was

    described as an embodiment

    of courage in public service,

    shared her personal experi-ence as a public servant

    when she was still an Auditor

    of the Commission on Audit.

    She began by comparing

    public service with cooking

    the more you practice, the

    better you get. Some people

    may not be satisfied with yourperformance or how your

    food tastes, but in the end,

    nothing beats the feeling that

    PMA Road Map

    Visioning ExerciseThe Philippine Navy, through

    the Center for Naval Leadership

    and Excellence, participated

    during the Philippine Military

    Academy (PMA) Road Map

    Visioning Exercise conducted

    last 10-13 April 2012 at the Philip-

    pine Military Academy, Fort del

    Pilar, Baguio City.

    The three-day activity aimed

    to review and re-attune the

    PMA Charter Statement PMA

    Vision, Mission, and Core Valuesto the emerging environmental

    changes and development. The

    PN was invited to represent one

    of the PMAs external stake-

    holders. (JMRDC)

    as a maritime nation. By showing

    them the realities and the chal-

    lenges being faced by the Navy, the

    briefing ultimately aims to elicit the

    support of the PNs stakeholders

    through the Support Your Navy

    Foundation.

    The Forum served as an avenue

    for discussion on pertinent marineenvironment issues affecting Lin-

    gayen Gulf, emphasizing that the

    Philippines is indeed a maritime na-

    tion. For the PN, it was an opportu-

    nity to get more involved on suchissues and to showcase itself to its

    stakeholders in the province.

    Through these kinds of initiatives, thePN can more effectively reach out

    to the Filipino people and involve

    them in its journey towards a strong

    and credible Navy that our maritime

    nation can be proud of. (MCC)

    and you have given yourheart to the food that you

    are cooking, which in reality,

    is public service. She re-

    marked, My job as an audi-

    tor does not end in issuing an

    audit report and filing the

    same with the Office of the

    Ombudsman. The citizen inme urged me to do more

    than what mere official func-

    tion dictates.

    She broadened the

    definition of courage, stating

    that it is not merely meas-

    ured on brute force andarms strength, but more im-

    portantly, courage requires

    every public servant to be

    morally upright and to per-

    form what his duty calls for.This is the challenge that she

    posed to the attendees of

    the forum. She reminded the

    audience that the challengeis not easy, because per-

    sonal sacrifices would have

    to be made. She reiterated

    that courage is a virtue that

    one may not be born with,

    but one acquires when the

    circumstances require.

    Quoting Michael Korda,

    Hon. Mendoza said that

    Success on any major scale

    requires one to accept re-

    sponsibility.The one quality

    that all successful people

    have is the ability to take on

    responsibility.She further underscored

    that corruption may be sys-

    temic but it doesnt mean

    that we cannot do some-

    thing about it. In order to

    have a more transparent

    government, each one is

    required to do his part. The

    culture of corruption is nour-ished by the culture of indif-

    ference. She reiterated that

    as public servants, we are all

    challenged to do more than

    what we are tasked to per-

    form, beyond an 8-5 hour

    job, even beyond the con-

    fines of a public office.

    In closing, Hon. Men-

    doza encouraged the mem-

    bers of the Armed Forces not

    to be wary of their auditors.

    She said that the auditors

    are willing to help them in

    the best possible way thatthey can. At the end of theday, she said, the Armed

    Forces as well as other gov-

    ernment agencies, and the

    Commission on Audit can

    cooperate towards a more

    transparent and account-

    in order to equip the PN

    Enlisted Personnel with princi-

    ples that can make thembetter individuals and better

    professionals in the armed

    service.

    Another roll-out will be

    conducted during the 2nd
