    PN undertakes Strategy Execution Health CheckIn the advent of various

    environmental changes, the

    Philippine Navy has seen the

    need to review its roadmap

    and its system in managing itsstrategy. This realization

    spurred the PN to undertake a

    Strategy-Focused Organization

    (SFO) Health Check with the

    Palladium Group the global

    organization that owns the

    Balanced Scorecard, wherein

    Robert Kaplan sits as the Presi-dent and David Norton as the

    Chairperson.

    The objective is to assess

    the PN strategy and identify

    opportunities for improvement

    as well as the critical barriers

    and key issues in achieving

    successful outcomes. As part

    of the Health Check, a seriesof one-on-one interviews with

    key members of the PN Com-

    mand Team and selected PN

    officers was conducted on 21-

    23 February 2012 by consult-

    ants from Palladium, namely

    Mr. Vittorio Molinari, Mr. Mario

    Montino and Mr. JonathanJuan DC Moreno.

    A web-based diagnostic

    survey of selected PN person-

    nel was also performed to

    (BoA) held its board meeting

    last 23 February 2012 at Naval

    Base Cavite (NBC) Social Hall,Naval Base Heracleo Alano(NBHA) in Sangley Point,

    Cavite City. As the first meet-

    ing for CY 2012, the meeting

    focused on the PNs strategic

    thrusts and imperatives for the

    year 2012.

    Aboard PG378, the PN

    BoA members, together with

    the Flag Officer in Command,

    VADM Alexander P Pama, key

    officers and other guests were

    ferried to Cavite. Upon arrivalat CAPT Moya Boat Landing,

    NBC, they were apprised withfacts and history of the Naval

    Base aboard a PN bus which

    transported them from the

    wharf to the NBC Social Hall.The FOIC, PN, VADM

    Pama formally opened the

    meeting by congratulating thePN BoA Chairperson, Dr. JesusP. Estanislao for being one of

    the recipients of 2011 The Out-

    standing Filipino (TOFil) Award.

    VADM Pama then briefed

    the Board on the significant

    command accomplishments

    and updates such as the ISO

    9001 Certification of the Philip-

    pine Navy Finance Center;

    commissioning of PF15, AT296

    and BO105; initiatives concern-

    ing the West Philippine Sea,environmental advocacies,

    and disaster response; and thePN Sail Plan, among others.

    Some of the highlights of

    the meeting were the updates

    mittees (Maritime Coalition,

    Ways and Means, and Strate-

    gic Communications), PN Sail

    Plan priorities for 2012, Boni-

    facio Naval Station (BNS) Lot 1

    updates, and the Recto Bank

    briefing.

    The board had a com-

    prehensive discussion on

    the possible ways of im-

    proving the awareness ofthe Filipinos about the

    West Philippine Sea issue,

    other environmental

    concerns, and most es-

    pecially on the Philip-

    pines as a maritime na-

    tion.

    PN BoA Vice-Chairperson, Hon. Leticia

    Ramos-Shahani de-

    scribed the international

    political arena, rephras-

    ing Lord Palmerstons

    evaluate the PNs perform-

    ance using the principles and

    best practices of the SFO

    model. The Palladium also

    conducted document reviewand analysis of existing strat-

    egy-related PN documents.

    With the analysis of inter-

    view, survey and documents

    review, the Palladium will re-

    port its findings on the SFO

    Health Check and make some

    recommendations to the PNon what to do next.

    This undertaking marks the

    commitment of PN to

    strengthen its organization

    through the improvement of its

    capabilities, processes, and

    systems as it continues its jour-

    ney towards the attainment of

    our vision.The Health Check is also

    an opportunity for the PN to

    start assessing itself against

    global best practices as it pre-

    pares for the last stage of the

    Performance Governance

    System (PGS) pathway

    (Institutionalized Status) and forbeing inducted in the Bal-

    anced Scorecard (BSC) Hall of

    Fame of the Palladium Group.

    ted to serve the country, the national interest will always

    prevail in our discussions.Before the adjournment

    of the meeting, a video on the

    Disaster Response Operations

    of the Philippine Navy during

    the Typhoon Sendong was

    shown.

    After the meeting, the PN

    BoA members together withthe FOIC,PN and the rest of

    the Team Navy watched

    marching bands exhibition, a

    silent drill, capability display

    and a windshield tour pre-

    pared by the Philippine Fleet

    before travelling back to the

    Headquarters Philippine Navy

    Series held last 24 February

    2012 at the Headquarters Phil-

    ippine Navy Multi-Purpose Hall,

    Roxas Boulevard, Manila.Ms. Nia Terol-Zialcita,

    Executive Director of the Pipol

    Power Institute, graced the

    Forum as the guest speaker.

    She was joined by Ms. Myrna

    and Consultant, who opened

    the first part of the Forum. In

    her talk, Ms. Terol emphasized

    that change begins withinones selfby living out posi-

    tive values that can resonate

    in the community. Mr. Jean

    Paul Zialcita also joined them

    by rendering a creative per-

    formance using make-shift

    percussions out of water gal-

    lons and old garbage can .Ms. Zialcitas talk rede-

    fined our conventional view of

    People Power which is disrup-

    tive and revolutionary. She

    stressed that true People

    Power means people empow-erment and building institu-

    tions. It is about mobilizing the

    community to work with thegovernment in order to ad-

    dress the needs of our country.

    specifically the social media,

    The Philippine National

    Polices Center for Police

    Strategy Management (PNP

    CPSM), headed by Police

    Chief Superintendent REX

    MILTON A DOLINO, visited the

    Headquarters Philippine Navy

    last 07 February 2012 for a Best

    Practices Sharing Session withthe PNs Office of Strategy

    Management, the Center for

    Naval Leadership and Excel-

    lence (CNLE).

    The session focused on

    the systems and processes

    used by CNLE in monitoring

    and managing the implemen-tation of the PNs roadmap

    the PN Strategic Sail Plan

    2020. Reporting mechanisms

    in tracking the performance

    of the PN in its journey with the

    Sail Plan were imparted with

    the Members of the PNP

    CPSM.

    Alignment of the PNs

    budgeting process and the

    FOIC, PN Command Guid-

    ance with the Sail Plan were

    among the best practices

    identified in the session. ThePNs experience in setting up a

    Multi-sectoral Advisory Board

    or the PN Board of Advisers

    was also discussed.

    The Best Practices Sharing

    Session with the PNP is a testi-

    mony that the PN, through the

    Sail Plan, has set a new stan-dard in good governance not

    only within the Armed Forces

    but also among the other Na-

    tional Government Agencies

    The Master of National

    Security Administration (MNSA)

    Class 47, through Judge

    Marilou Runes-Tamang and

    Congresswoman Bai SandraSema, donated an amount of

    Php100,000 to the Support

    Your Navy Foundation (SYNF).

    The amount was officially

    turned over to the PN Board of

    Advisers, who serves as the

    Foundations Board of Trus-

    tees, last 23 February 2012 atthe Hall of Flags at Headquar-

    ters Philippine Navy.

    The members of Class 47

    who were able to attend the

    short presentation were im-

    pressed by the commitment of

    the PN to its Sail Plan. Because

    of this, Class President Congr.Sema suggested that MNSA

    Class 47 organize themselves

    and join the SYNF.

    This stronger partnership

    between the PN, through the

    SYNF, and the MNSA Class 47 is

    a new development indicat-

    ing that the PN is steadily gain-ing the support of its stake-

    holders, the Filipino people.
