Develops, coordinates and publishes Navy transportation policy procedures, plans and programs through the publication of Navy directives and/or regulations for cargo movement via airlift, sealift, inland and passenger transportation. This Department is also responsible for strategy development and oversight involving the implementation and/or fielding of DOD transportation migration systems at Navy activities.

Develop and recommend transportation policies.

Develop and issue Navy cargo and passenger transportation operating procedures and provide field assistance, training, technical direction, and guidance to all Navy transportation offices.

Represent Navy on all Joint Service/Agency transportation working groups and committees concerning Navy cargo and passenger transportation.

Navy oversight (A/COR) for Joint/DoD Transportation Contracts Identify and provide Navy requirements for DTC/WWX/USC/GSA Small Package BPA/ Third Party Payment

Maintain liaison with other Navy organizations, Services, Defense and other government agencies, and the commercial carrier industry to represent Navy interests on Joint Service working groups and panels regarding Navy transportation issues.

N48.2 Roles and Responsibilities


Provide liaison and coordination with Systems Commands (SYSCOMS), Navy field installations and other DOD agencies and commands on matters involving Navy railroads essential to national defense during peacetime, contingency, mobilization, embargoes and abandonments.

Manage the Navy passenger movement program. Maintain Navy passenger transportation operating procedures and provide field assistance, training and guidance to 10 Navy Passenger Transportation Offices, 38 Commercial Travel Offices and 8 Navy-operated Air Mobility Command passenger gateways.

Interface and coordinate with the appropriate Fleet Commanders regarding inter/intra-theater transportation of passengers, mail and cargo, as required.

Interface and coordinate with the Bureau of Naval Personnel (BUPERS) regarding travel entitlements and passenger movement requirements related to peacetime, contingency and mobilization plans.

Represent Navy in contracting for official travel services and provide oversight of contractor performance.

Act as the Navy Container Control Officer responsible for coordinating the submission of container inventories held by Navy organizations to USTRANSCOM.

Act as the Navy Program Manager and Navy Contracting Officer Representative for the Defense Transportation Coordination (DTC) contract.

Act as Navy Contracting Officer Representative for all joint service transportation contracts, including the Air Mobility Command Worldwide Express (WWX), USTRANSCOM Universal Service Contract (USC), Defense Travel Area, and DoD TPPS contracts.

Represent Navy in all domestic and international customs issues. As required, provide guidance and training on customs processing and procedures to Navy shippers. Interface and liaise with US Customs and Border Protection and international customs authorities. Resolve customs issues by negotiation and/or representation before US and International Customs Tribunals and Authorities.

Act as the Navy program manager and Contracting Officer Representative (COR) for the Third Party Payment System (TPPS). Manage business rules and resolve issues. Provide Navy training and technical support for the Global Freight Management (GFM) Electronic Transportation Acquisition (ETA) shipping system and TPPS. Monitor timely payment of all Navy transportation bills in TPPS.

Represent Navy on the Joint Service Working Group to develop a standardized training course for all Transportation Officers.

Serve as Navy's focal point for the HMIRS (Hazardous Material Information Resource System) regarding transportation data.

Provide editorial and authorship services for Navy portions of the DTR Part V: Customs and Border Protection.

Member of the OSD Transportation Efficiencies Joint Service Team (TJEST) which studies various logistic efficiency alternatives that include processes outside of the current DTC contract and could be included in the follow-on contract in FY15 or a separate like-contract.

Serve as the Navy representative on the joint working group for Government Cargo Recovery Effort Program (GOCARE). Monitor compliance for Navy activities and provide reports to the working group.

Initiate, coordinate and distribute the Transportation Officer Report to Navy shipping activities to monitor efficiency and performance and ensure compliance with various DoD and federal transportation rules and regulations.

Maintain liaison with the USTRANSCOM regarding operational planning and procedural matters relating to the movement of Navy passengers, mail, and cargo.

Definition: Component Transportability Agent.

The office within each DoD Component that has primary responsibility for transportability and deployability matters.

Coordinate closely with the Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA) (the DoD Secretariat for the Engineering for Transportability and Deployability Program) on all transportability or deployability matters relating to more than one component.

Convene as warranted meetings of working groups within their component to exchange information, resolve problems, and recommend policy objectives when necessary. SDDCTEA will call for a meeting of the Transportability Agents, as needed, to discuss issues or problems facing the

DoD Engineering for Transportability and Deployability Program.

Component Transportability Agent’s (CTA) Responsibilities


Maintain liaison for their respective components with other DoD Components, with major commands of their respective components, and with other appropriate Government and non-government agencies in matters pertaining to transportability and deployability.

Coordinate with the other component transportability agents when their component requires changes in the design of DoD transport systems.

Coordinate with the other component transportability agents, and the Joint Staff, prior to formalizing and implementing modifications to portions of the defense transportation system that may affect its transportability characteristics.

This chapter provides general guidance on the handling of packaged material. This chapter also provides info on repackaging and handling.

DOD Instruction 4540.07 Operation of the DoD Engineering for Transportability and Deployability Program (Instruction .07 is in draft at this time)

This instruction implements policy, establishes procedures, and assigns responsibilities for operating the DOD Engineering for Transportability and Deployability Program.

NAVSUP's role in transportability is more of a clearing house directing the SYSCOM Transportation Representatives to Air Transportability Test Loading Activity (ATTLA), MSC or TEA.

5.6. The Secretary of the Navy shall:

OPNAVINST 4600.24D Management of Navy Transportation

This instruction utilizes different references (DTR, etc) to provide transportation management policy and establish organizational and funding responsibilities that apply to transportation and financial management of Navy passengers, personal property, cargo movements and mail.

.24D Tasks SYSCOM Transportation Representatives are required to provide technical assistance to program managers

regarding transportability.



OPNAVINST 4030.1A Navy Packaging Program

This instruction states the objectives of the Navy packaging program and delineates the major responsibilities within the Navy for attaining these objectives. The instruction references the DTR.
