OVERVIEW OF THE CAEP

The CAEP gives clear and coherent signals that resources will be made available for developing countries that wish to raise the level of ambition in their updated NDCs.

It aims to assist countries in:

• Enhance NDCs, including by raising ambition, as part of the Paris Agreement’s NDC update process, allowing countries to submit updated NDCs to the UNFCCC by 2020

HOW IT DELIVERS

All members in the NDC Partnership are encouraged to commit support to requesting developing member countries.

Support will be delivered through:

• Existing and new resources and expertise from NDC Partnership members;

• A dedicated Technical Assistance Fund.

The Technical Assistance Fund is a pooled funding mechanism with contributions from multiple development partners which will allocate resources to institutional and associate members with the required expertise but without available resources to respond to requests.

COUNTRIES ARE SHOWING LEADERSHIP

• 50 COUNTRIES submitted proposals to raise ambition and enhance their NDCs and WILL RECEIVE SUPPORT from CAEP.

• Countries requested support for almost 900 INDIVIDUAL ACTIVITIES

Through CAEP, countries are empowered to: • Submit more ambitious NDCs in 2020

• Unlock higher ambition in both mitigation and adaptation

• Follow an integrated approach involving all relevant parts of government and society

• Link climate action and sustainable development

• Incorporate gender-responsive climate action

35+ PARTNERS ARE STEPPING UP

• More than 35 partners have stepped up by providing funding and technical assistance to countries in their efforts to enhance their NDCs and raise ambition

§ 31 member institutions and developed countries are committing to support countries’ requests

§ 6 developed countries are providing funding to the Technical Assistance Fund (TAF)

Unique Impact of CAEP:

• Bringing together member countries and partners, creating a collective impact through bold, collaborative efforts

• Through CAEP, members provide support to countries with their resources and programs, boosted with support from a new Technical Assistance Fund

COUNTRIES ARE RAMPING UP AMBITION WITH CAEP

• Updating targets. Governments are carrying out fuller economic and technical analysis to enable them to set bolder targets with confidence.

• Broadening scope by adding new sectors and responsibilities. Many NDCs included targets for just a few well-understood sectors. Countries are now looking for mitigation and adaptation opportunities in other sectors and activities.

• Using improved data and MRV systems. Governments are more ready to make informed decisions and take more effective action where they can measure and track progress.

• Engaging ministries in a whole-of-government approach. Involving all the relevant ministries and stakeholders for a whole-of-society approach takes time and resources but is vital to giving all a stake in successful implementation.

• Embedding the NDC in long-term strategies and plans. And using long term visions from sectoral plans or long-term climate scenarios in preparing new, more ambitious NDCs.

With the support provided under CAEP, countries are enhancing their NDCs and increasing ambition by:

WHO IS ELIGIBLE

20

Developing member countries committed to strong climate action with requests meeting the following:

CRITERIA FOR ROUND 2

• Applications must be submitted in English.

• Only one application can be submitted per country. Account details (username and password) have already been shared with focal points.

• Support will be prioritized for countries that did not apply in Round 1.

• Applications should be endorsed by your NDC Partnership Focal Point ministries.

• Requests for support are limited to activities for NDC enhancement.

• Countries to prioritize requests for support to a maximum of 7 activities, with a total cost not to exceed $250,000.

• Activities should be achievable within 6-9 months (to be complete no later than November 2020).
