    Reduced fraudulent behaviours;

    Legal base: Regulation (EU) 2016/1842 amending Regulation (EC) 1235/2008

    • 19 October 2016: publication in OJEU – L 282

    • 19 April 2017: application – 6 months after the date of publication

    Transitional period: during 6 months:

    both paper and electronic certificates will coexist

    legal value is on 'paper' (stamped/signed), until e-signature in place

    • 19 October 2017: e-CoI will become compulsory

    TRACES – the only system used to issue and endorse certificates of inspection for imports of organic products

    amendments by Regulation (EU) 2016/1842 of 14/10/2016

    Addition of two new definitions in article 2 – "preserving" and "processing"

    the word "preserving" has been added in the text of Title II;

    Article 26 – amended because precision of regulation with these two definitions.

    amendments by Regulation (EU) 2016/1842 of 14/10/2016

    "preserving of products" means any action, different from farming and harvesting, that is

    carried out on products, but which does not qualify as processing as defined in ‘processing’,

    including all actions listed in point (n) of Art. 2(1) of Reg. 852/2004 on the hygiene of

    foodstuffs and excluding packaging or labeling of the product as unprocessed food:

    „(n): "unprocessed products" means foodstuffs that have not undergone processing, and

    includes products that have been divided, parted, severed, sliced, boned, minced, skinned,

    ground, cut, cleaned, trimmed, husked, milled, chilled, frozen, deep-frozen or thawed.

    "processing" means any action as defined in point (m) of Art. 2(1) of Reg. 852/2004 on the

    hygiene of foodstuffs, incl. the use of substances referred to in Art. 19(2) of Reg.

    834/2007…..:

    „(m): "processing" means any action that substantially alters the initial product, including

    heating, smoking, curing, maturing, drying, marinating, extraction, extrusion or a combination of

    those processes;“

    Different phases of the Certificate of Inspection

    • First step:

    Initiation of the certificate: importer OR control body or control authority of the exporter

    • Second step:

    Issuance of the certificate: control body OR control authority recognised as equivalent as per Annex III and Annex IV of Regulation (EC) No 1235/2008

    • Third step:

    Box 20 of the certificate of inspection SIGNED by the relevant Member State's authority verifying the consignments and endorsing the certificate of inspection

    Accessing TRACES NT for the first time?

    2. Click on "Sign up for TRACES NT".

    3. Make sure "External" is selected on ECAS.

    4. Complete the form, not forgetting to copy the security code and ticking the Privacy Statement.

    You are redirected to the European Commission Authentication Service (ECAS).

    5. Click "Create an account".

    6. Consult your email and click the provided link.

    7. On ECAS choose a password and click "Submit".

    Congratulations! Now you are able to login to TRACES.

    You'll receive an email allowing you to complete the registration process.

    How to request a role in TRACES NT?

    Search an existing certificate.√

    1. Open the TRACES NT page.

    Quick steps

    2. Click on "Login to TRACES NT".

    3. You can consult your personal information and/or change your password and update your information at ECAS.

    4. Select "Operator*/Authority*" as user profile, based on your organisation type. *Operator = organic importer or organic operator. *Authority = CAFOP, CAOC or CAOPL.

    5. Select your Country, optionally also a Role from the list, type your organisation's full name or part of it and click "Search".

    6. Pick your organisation(s) among the results by ticking the corresponding check box(es).

    8. In the pop-up you can enter a request message, a contact email and phone number.

    How can I start a new certificate?

    2. On the Homepage, click "Certificates" > "COI"

    3. Click the green button "Create new COI".

    4. Select one or more Commodity from the list and click "Done". If you are logged in as an Issuing body, you can only select a commodity that is compatible with your role.

    2. Type a part of the entire issuing authority/body name, address or city.

    4. Box 3 The Certificate reference number will be automatically generated after submitting/issuing the certificate.

    You can add one or more Seal and Container numbers or clear all.

    1. Box 12/13/14 Describe the product (free text).

    2. Box 12/13/14 Enter the Number of packages and provide its unit, in this case type of packaging.

    3. Box 12/13/14 Enter the Net weight of the Product, including its measure unit.

    4. Box 12/13/14 Choose the Producer and Issuing Authority or Body (Certified by), which will automatically fill in boxes 6 and 7.

    5. Enter the Seal and Container numbers. This is optional.

    6. Add a Means of Transport and its details: Type, Indentification and International transport document. Optional. For details, turn the page.

    7. Click "Submit Certificate". Only as an Importer. Your certificate has been created

    and can be signed!

    A success message is shown, confirming the creation of the new Means of Transport!

    Quick steps

    1. Click the button Add Means of Transport.

    2. Choose the type of transport from the list (road vehicle, plane or ship).

    3. Depending on the type of transport you have chosen, enter either the registration number, flight number or ship's name or part of it. The matching transport types that have already been inserted in the system are automatically shown. The remaining fields are automatically filled!

    4. Read the Declaration thoroughly and click "Sign Declaration as [CB or CA]" as per Regulation No 1235/2008.

    In the case that Physical checks have not been done, you will have to select if the Verification of declaration of the export-

    2. Specify the results of your Checks (Documentary Check and ID Check) as Acceptable, Not Acceptable or Not Done.

    3. Specify also as the results of the of the Physical Checks and Laboratory test as Acceptable/Satisfactory, Not Acceptable/Not Satisfactory or Not Done.

    4. Enter your Customs Declaration Reference or refer-ence number of simplified customs procedure.

    5. Box 17 When filling in the Verification of the consignment box, enter your Conclusion and state if the certificate is: Clearable, Clearable as conventional, Not clearable or Base for extract. For more details, please turn this card.

    6. If irregularities/infringements are detected, link to OFIS.

    If there is a Corresponding Health Certificate, its Reference can be found here.

    Clearable: product is released for free circulation as organic.

    Clearable as conventional: Consignment is re-leased for free circulation as NOT Organic but as conventional.

    Not clearable: consignment cannot be released for free circulation in the EU.

    Base for extract: select if consignment will be released in different batches. The First Consignee information field is then empty.

    Base for extract: consignment will be split into different batches, according to Regulation 1235/2008 Annex VI.

    The certificate must be marked as Clearable in the Verification. If that is not the case, the Relevant

    Authority will not be able to endorse the certificate.

    If the certificate was marked Base for Extract, the Importer can initiate a new extract certificate.

    Special considerations! Please read carefully.

    1. Click on the menu "Certificates > C.O.I." > "Advanced Search".

    2. Enter specific information on the certificate you wish to consult, and choose Base for Extract in the Certificate status field. Then, click the "Search" button.

    3. Open the original certificate and at the end of the page click "Initiate Extract".

    4. Box 10 Enter the Consignee of the batch obtained from splitting information for the extract to be released. Not mandatory.

    5. Enter the Net weight to be released in this extract as well as the Package count. Mandatory.

    6. Click "Submit for Endorsement as [Importer]".

    The systems checks for the quantity consistency with original certificate and

    previous extracts.

    How can I approve the reception of a new certificate?

    1. Box 18 Certify that the goods were received in accordance with the conditions specified in the regulation, by choosing between: Accept or Notify irregularity to control body or authority. A link to the OFIS system is shown.

    How do I create a new Operator?

    121. In the Welcome page, select "Operator*" as user profile, based on your organisation type. *Operator = importer, first consignee.

    2. If you cannot find your company via the search and advanced search options, click the button "Create Operator".

    1. On the horizontal menu, click "Organisations", and then "Operators".

    2. Enter your company's full name or part of it and click Search or use the Advance Search to narrow the listed results.

    3. If you cannot find your company via the search and advanced search options, click the green button + New Operator.

    3./4. Enter the Operator Details, such as Name, Nature, Country, City and Address. Please note that mandatory fields are marked with an asterisk *.

    4./5. Click the green button + Add Activity and select a Section and Activity from the drop-down lists.

    5./6. Click the blue button Create.

    The new Operator needs to be validated by an administrator and then is added to your roles.

  • Dear Madam, Dear Sir, The production AND Training websites of TRACES NT are now available. The certificate for the Certificate of Inspection for the products of organic origin can be found on the website. Before you can access it, you need to log in and register as a user. The registration process to connect to TRACES NT and use COI is twofold: 1) First you need to register yourself on the EU Login page This is a mandatory security layer. Please note: in case you already have an ECAS access, it is not necessary to redo the procedure, you can go directly to step 2. When you click on: https://webgate.ec.europa.eu/tracesnt/login (for the Production version) or https://webgate.training.ec.europa.eu/tracesnt (for the Training page) You access the TRACES welcome page:

    Please click on the link “sign up for TRACES”

    You now access the EU Login registration screen.

  • On the top right you can choose your language:

    Complete all form fields: Username, First name, Last name, E-mail (you need to repeat the e-mail address in the next field to confirm the address), E-mail language and Code For the E-mail Address: You are strongly advised to choose your individual professional email address which must be used to login to TNT-COI. After completing all the fields, click on the "Create an account" button. Once you have sent the request, an email will automatically be sent to you with a link to set your password. You have 90 min to click on the link (it will expire when the 90 minutes have passed). If you do not receive this automatic email, you can find help on this page: https://webgate.ec.europa.eu/cas/contact.html Please note that during the testing phase your request will not be automatically submitted to TRACES, you need to continue with the second step here below, once you have access to ECAS.

  • 2) Second step, register in TRACES NT: Please note: you need to follow step 2 on TRACES NT Production and on Training. When you request a role on one this is not automatically transferred to the other. Return to the homepage of TRACES NT Production or Training (see links above)

    Then click on the green button “Login into TRACES”, you will be redirected to the EU Login access. To log in you use the email address you selected when creating the EU Login Account:

    You are now redirected to the TRACES NT welcome page. Where you will find links to EU Login where you can change your EU Login credentials if need be or reset your password. But more importantly, you are invited to select a role in TRACES: Operator (Importer, first consignee), Organic Control Body (or Control Authority) or Authority (CAFOP or CAOPL):

  • For example, when you click on Operator: You can search by country, Section, Activity type, name of the operator, etc. Tick the box behind the operator and then the 'Request Authorisation' button to submit the request.

    When you are sure that you can't find the operator you work for, you have the possibility to create it by clicking on the 'Create new Operator' button.

  • Complete all the information circled in red in the screen shot below (instead of the phone number you can also choose a fax, email or website) the information not circled is not mandatory, but you can provide it if you have it:

    When all the information is complete, click on the 'create a new operator' button on top of the entry form:

    Automatically the request for creating the new operator and your request to be joined to this operator are registered in the system.

  • When you click on Authority: You can search by Country, role or name of the authority. Tick the box behind your Authority and click on the 'Request Authorisation' button to submit the request

    When you click the request button for any role, a window pops up:

    You can provide additional information, email and phone number. Please click on the “send authorisation request” A green message will appear briefly and your request will be seen in your profile:

    If need be, you can request additional new role(s).

  • On your profile page you can also set your preferences for time zone, notifications etc. Then you can log out by clicking on log out in the top right corner of your browser. If you are an operator or control body/authority, your National Authority or an Administrator inside your organization will manage (accept/reject) your request. If you are a National Authority, the Commission or an Administrator inside your organization will manage (accept/reject) your request.
