Lt-Gen Tha Aye of Ministry of Defence oversees development of Tanai, Phakant townships NAY PYI TAW, 17 Jan — Lt-Gen Tha Aye of the Ministry of Defence, accompanied by Kachin State Peace and Development Council Chairman Northern Com- mand Commander Maj-Gen Soe Win and departmental officials, inspected the durability of Tanai Bridge in Tanai Township, Myitkyina District, Kachin State, on 14 Janu- ary morning. He called for carrying out maintenance tasks of the bridge and viewed the documentary photos on bridge construction. Lt-Gen Tha Aye visited the post office, telegraph office and digital auto exchange in Tanai and met with officers and other ranks and their families at the local battalion. Afterwards, Lt-Gen Tha Aye inspected construc- tion of Aung Moe San model village, five miles from the south to Tanai, reclamation of land in Nankhamyan field for summer paddy cultivation, digging of canal and flow of water, reclamation of land for crop cultivation of Tanai Township Yuzana multi-purpose agriculture and live- stock project and growing of tapioca and other crops. Next, Lt-Gen Tha Aye met local people and members of social organizations at Shaduzut village in Phakant Township, Mohnyin District. There he inspected progress in construction of the model village and greeted the local people. Lt-Gen Tha Aye oversaw tasks of Phakant Town- ship Yuzana multi-purpose agriculture and livestock project, building of factories and staff quarters, land reclamation and production of natural fertilizers. He next attended a summer paddy cultivation ceremony of camp No. 1 and spread paddy strains into the filed. Later, Lt-Gen Tha Aye met local people at Donban village, Phakant Township, encouraged the local women taking a tailoring course at the village domestic training school and cordially met the local people of Lawa village. Lt-Gen Tha Aye met with officers and other ranks and their families of the local battalion at Mogaung Station and presented gifts to them.—MNA Local farmers of Zigon and Gyobingauk townships in Bago Di- vision now have higher income as they can grow summer paddy in addi- tion to monsoon paddy every year. The local farmers can do so due to Bawbin Dam. Making better use of water from Bawbin dam, local farmers have been able to practice dou- ble and triple-cropping patterns. Bawbin Dam is lo- cated between Gyobingauk Township and Zigon Township. Construction of Bawbin dam began in 1999- 2000 and was com- pleted in 2003-2004. Staff Officer U Than Hla of Construction Group No. 2 of Irrigation Department said, “Bawbin dam is formed with a main dam and a supporting dam. The main dam is named Bawbin. 1 and the sup- porting dam Bawbin. 2. Bawbin. 2 has strong water inflow and Bawbin. 1 has enough water stor- age capacity. The dam benefits 30,000 acres of farmlands.” The earthen type facility is built by dam- ming Bawbin creek, 14 miles east of Zigon Township. With the concept that at the heart of thedrive for national development lies the indus-trial sector, the government is taking all neces-sary measures for ensuring proportionate devel-opment between the State-owned and the pri-vate-owned industries.

Thagara Industrial Region, established aspart of the goal, manufactures bulldozers andexcavators to contribute towards constructionprojects.

Today, heavy machinery is in high de-mand due to a great number of constructionprojects, and so the government is building aheavy machinery factory in Thagara IndustrialRegion to meet the demand.

The factory produces bulldozers, excava-tors and cranes. It is also gearing up to producemedium bulldozers and compactors. It can pro-duce 100 bulldozers and 100 excavators, alongwith sizeable number of three-ton cranes a year.

All the units of the heavy machinery thefactory has produced are in full operation atwork. Bulldozers produced in Heavy MachineryFactory (Thagara) are cheaper, but strongerthan existing ones in construction sites.

The 150-horsepower excavator weighing22 tones is effective because it can excavate onecubic meter of earth at one go. Excavators areproduced under quality control.

So far, the government has founded 18industrial zones for industrial development. Asa result, the number of State-owned factorieshas increased from 624 to 768, and that of pri-vate-owned factories, from 3500 to 118,000 be-tween 1988 and now.

Industrial zones are, indeed, a driving forcefor transforming the nation into an industrializedone. It is, therefore, required to encourage inno-vations and hard work to make sure that thefactories can run at full capacity and boost pro-duction of marketable quality products.

PBANRDA discusses road construction tasks

NAY PYI TAW, 17 Jan – Minister for Progress ofBorder Areas and National Races and DevelopmentAffairs Col Thein Nyunt addressed work coordina-tion meeting on construction of inter-district roads atthe ministry, here, on 15 January.

After hearing reports on work progress andfollow-up tasks for 2009-10 fiscal year, the ministerassigned duties.

District-to-district road No (1) that links Man-dalay and Yangon Divisions is 400 miles and onefurlong long, and 194 miles long tarred road and

gravel road have been constructed on it so far.Works are underway on construction of 146

miles and four furlongs long tarred road and 110 milesand six furlongs long gravel road along 507 miles andfour furlongs long district-to-district road No (2) thatlinks Mandalay Division and Mon State.

Arrangements are being made to build 65 milesand two furlongs long gravel road on 339 miles andseven furlong longs district-to-district road No (3) thatlinks Kachin State and Sagaing Division during 2009-10 fiscal year.— MNA

Airstrike kills four Taleban militants,wounds two in E Afghanistan

KHOST, 17 Jan — Airstrikes against Taleban militantsleft four militants dead and two others injured in east Af-ghanistan’s Paktika Province on Saturday, said a provincialadministration spokesman.

“A group of militants were busy planting roadside bombsin Urgon District this morning to target Afghan and foreignforces when war planes of international troops pounded thesite, killing four rebels on the spot,” Mukhlis Afghan, thespokesman, told Xinhua. Two more militants, who wereinjured, were also detained by the Afghan forces, he said.

Troops also seized a few assault rifles and explosive de-vices in the area, he added.

Taleban outfits have yet to make comments.Eastern and southern parts of the militancy-hit country

have been the scene of Taleban-led insurgency over the pastcouple of years.

Parts of the 37,000 additional US and NATO troops an-nounced by US President Barak Obama and allied coun-tries are expected to be deployed in eastern and southernregions to combat Taleban-led militancy there.—Xinhua

US soldier dies in AfghanistanKABUL, 17 Jan — An American soldier has died in

Afghanistan after being wounded while fighting Taleban-led militants, NATO said on Sunday.

In a brief statement, NATO’s International SecurityAssistance Force (ISAF) said the soldier had died onSaturday in eastern Afghanistan, an increasingly volatiletheatre of the war against the anti-government militants.

“An ISAF service member from the United Statesdied of wounds yesterday as a result of an engagementwith militants in eastern Afghanistan,” it said.

It gave no other details. Around 113,000 internationalservice men and women are deployed to Afghanistanunder US and NATO command for the fight against themilitants, now in its ninth year. BAGHDAD, 17 Jan — Iraqi security forces have cap-tured one of the top leaders of al-Qaeda in Iraq net-work, a military spokesman said on Saturday.

Major General Qassim Atta, spokesman of the Op-erations Command, told a televised Press conferencethat the Iraqi security forces captured Ali Hussein al-Azzawi, a senior leader of al-Qaeda groups across Iraq.

NATO soldier killedin Afghanistan

KABUL, 17 Jan — A sol-dier of NATO-led Interna-tional Security AssistanceForce (ISAF) was killed inthe militancy-hit Afghani-stan on Saturday, a Press re-lease of the alliance said.

“An ISAF servicemember was killed today inan IED (Improvised Explo-sive Device) strike insouthern Afghanistan,” thePress release said.

However, it did not dis-close the exact place of theincident.

MOSCOW, 17 Jan —Russia and the UnitedStates should ratify thenew strategic arms reduc-tion treaty (START) si-multaneously, PresidentDmitry Medvedev said onSaturday.

“I consider it ex-tremely important. Wemust synchronize the rati-fication procedures forthe relevant documents,”the Interfax news agencyquoted Medvedev as tell-ing parliamentary leaders.

“We cannot allow asituation which once hap-pened during the Sovietperiod when the Soviet

Union ratified these docu-ments and the US didnot,” he said. “I think thisis something our Ameri-can partners should knowabout.”

The president alsospoke positively of thecurrent negotiations be-tween the two countries.

“Negotiations willcontinue,” he said. “Theyare tough, but in generalwe have agreed on manypoints with the Ameri-cans. We have taken quiteserious steps forward andhave brought our posi-tions closer together to aconsiderable extent.”

Russia and the UnitedStates have exerted in-tense efforts trying toclinch a deal on a replace-ment document to theSTART-1 that expired 6Dec, 2009.

The talks are expectedto resume in the secondhalf of this month, For-eign Minister SergeiLavrov earlier said earlier.

Syria open to foreignbanking investors

DAMASCUS, 17 Jan—Syria is offering foreign inves-tors a majority stake in its private banks as the coun-try pushes ahead with efforts to boost economic re-forms and move away from its socialist legacy.

The move also comes as Syria steadily sheds itsimage as a radical in the political arena, with ties warm-ing up with former foes such as the United States,France and Saudi Arabia.

Central bank governor Adib Mayala told AFP onWednesday that under a 4 January banking law themaximum capital stake for foreign investors was be-ing raised to 60 percent from the current 49 percent.

“It is an important measure which will boost thecapacity of Syrian banks,” Mayala said.

SHENZHEN, 17 Jan—China’s top appliancemaker TCL on Saturdaystarted building a 8.5-gen-eration LCD productionline in the southern city ofShenzhen to meet the ris-ing demand for flat-screenTVs.

The plant, in whichTCL and Shenchao Tech-nology Investment Com-pany each hold a 50 per-cent stake, involves an in-vestment of 24.5 billion

yuan (3.6 billion US dol-lars). It covers an area of600,000 square meters.

The fund includes 10billion yuan from TCLand Shenchao, bank loansand also investment fromdomestic TV makers andoverseas LCD panel pro-

ducers, the two investorssaid.

The plant has a full ca-pacity of 14 million LCDpanels per year with an es-timated output value of16.9 billion yuan (2.48billion US dollars).

German government warns against usingMS Explorer

BERLIN, 17 Jan—The German government has warned web users to find analternative browser to Internet Explorer to protect security. The warning from theFederal Office for Information Security comes after Microsoft admitted IE wasthe weak link in recent attacks on Google’s systems. Microsoft rejected the warn-ing, saying that the risk to users was low and that the browsers’ increased securitysetting would prevent any serious risk.

However, German authorities say that even this would not make IE fully safe. Tho-mas Baumgaertner, a spokesman for Microsoft in Germany, said that while they wereaware of the warning, they did not agree with it, saying that the attacks on Googlewere by “highly motivated people with a very specific agenda”. “These were notattacks against general users or consumers,” said Mr Baumgaertner. “There is no threatto the general user, consequently we do not support this warning,” he added.—Internet

Nepal marks 12th NationalEarthquake Safety Day

KATHMANDU, 17 Jan—Nepali people observed the12th National Earthquake Safety Day (NESD) acrossthe country on Saturday.

The NESD is observed with the slogan “Let’s re-duce the earthquake risk, enhance the safety of com-munity, and build safer schools, hospitals and houses.”

In Lalitpur, 2.8 km east of Kathmandu, some peo-ple used an elephant with a red carpet and some modelbuildings on its back to raise people’s awareness onthe day and share knowledge and information aboutsafety measures. NESD has been observed in Nepalon 16 Jan every year since 1999 which coincides withthe 65th anniversary of the last deadly earthquakewhich rocked Nepal in 1934 and claimed the lives of8,500 people.—Xinhua

12 wounded in Philippinesbus ambush

ZAMBOANGA, 17 Jan—Gunmen ambushed a bus inthe southern Philippines, wounding 12 people in a sus-pected extortion attempt, the military said on Sunday.

The vehicle was attacked late Saturday on its regu-lar route to the city of Pagadian, said the regional mili-tary chief, Lieutenant-General Benjamin Dolorfino.

The driver, who was one of 12 people wounded,was listed in serious condition at a hospital in nearbyIpil town, the general told reporters.

The army dispatched a unit of infantry to seek atleast two suspects who were armed with an assaultrifle and a shotgun, he added. Dolorfino described thegunmen as “suspected extortionists”.—Internet

11 militants killedin S Afghanistan

KABUL, 17 Jan—Afghan and the NATO-led Inter-national Security Assistance Force (ISAF) eliminated11 militants in Helmand Province south of Afghani-stan on Friday night, a Press release of the alliancesaid Saturday.

“The ANSF (Afghan National Security Forces)partnered with ISAF forces to conduct an overnightoperation in Sistanay village, Nad Ali district, HelmandProvince,” the Press release added.

“The initial assessment of damage resulted in 11militants killed,” it stressed.

There are no initial reports of damage to buildingsor infrastructure.

No innocent Afghan civilians were hurt in theseoperations.

Zero-carbon pavilion gets power fromfood scraps

A pavilion for Shanghai Expo 2010 will become China’sfirst public building to have zero-carbon emissions, ChinaNational Radio reported.

The building complex will be powered by solar, wind andwater energy. Food scraps also will be used to produce elec-tricity through decomposition.

The complex, built by environmentally friendly materi-als, will house a lecture hall, a restaurant, an exhibition halland six model rooms.

Scots ‘drink 46 bottles of vodka’Adults in Scotland are drinking the

equivalent of 46 bottles of vodka eachin a year, a study has suggested. The re-search was based on industry sales dataanalysed by NHS Health Scotland. Itsaid sales for the year to September 2009averaged 12.2 litres of pure alcohol perperson over the age of 18. The Scottishgovernment said the figure, which hadremained static since 2005, was theequivalent of 537 pints or 130 bottles ofwine per person. The new figures comeas the Scottish government pushes for aminimum price for alcohol to tackle thecountry’s drink-related problems.

In total, 50.5 million litres of pure al-cohol were sold in Scotland last year,enough for every drinker over the age of18 to exceed the weekly consumptionguidelines. People in Scotland drank 25%more alcohol per head of population thanindividuals in England and Wales, thefigures suggested.

Portland high-rise to get250-foot-tall trellises

They haven’t figured out yet how toget the pruning done, but architects andfederal officials plan one of the world’smost extensive vertical gardens indowntown Portland — what amountsto a series of 250-foot-tall trellises de-signed to shade the west side of an 18-story office building.

It is not a new idea to use greeneryvertically as “living architecture,” run-ning plants up the sides of a building tokeep it cool.

But even in a city with a reputationfor rainfed greenery as well as for greenarchitecture, the wall of the EdithGreen-Wendell Wyatt Federal Buildingwould stand out.

XICHANG, 17 Jan—China successfullylaunched an orbiter intospace from the XichangSatellite Launch Centre insouthwestern SichuanProvince at about 0:12 amBeijing Time on Sunday.

It was the third orbiterthat China has launchedfor its independent satellitenavigation and positioningnetwork, also known asBeidou, or Compass sys-tem. The new satellite wasboosted by a Long-March-3III carrier rocket into ageostationary orbit.

It will join another twoalready in orbits to form anetwork which will even-tually have a total of 35 sat-ellites, capable of providingglobal navigation service tousers around the worldaround 2020.

According to plan, theBeidou system will providenavigation, time signal andshort message services inAsian and Pacificregionaround 2012.

The COMPASS systemwill provide both open andauthorized services, ac-cording to China’s satellitenavigation project centre.

Vietnam earns $10.2 b fromexports to US in Jan-Nov periodHANOI, 17 Jan — Vietnam’s exports to the United

States reached 10.21 billion US dollars in the first 11months of last year, down 5.81 percent year-on-year,said the information centre of the Vietnamese Minis-try of Industry and Trade on Friday.

Last November, Vietnam pocketed 929.1 millionUS dollars from exporting goods to the UnitedStates, a decrease of 14.62 percent from the previ-ous month.

Vietnam’s export turnover to the US market in thefirst 11 months of 2009 came mostly from the exportsof garment and textile, wood and wood products, foot-wear, seafood, and crude oil, said the centre.

Garment and textile topped the Vietnam’s exportitems to the United States during the same period withthe export turnover standing at 4.51 billion US dol-lars, accounting for 44.13 percent of the total exportturnover to this market.

Export turnover of wood and wood products, thesecond largest export item to the United States, reached979.46 million US dollars, a climb of 1.91 percentover the same period of a year earlier, said the centre.

Nestle to use heat-treatedflour in dough

DANVILLE, 17 Jan — Nestle says its refrigeratedcookie dough may be in short supply while it revampsproduction to avoid possible salmonella and E coli con-tamination.

The company will begin using heat-treated flour toenhance the safety of the product, spokeswoman LaurieMacDonald told USA Today on Friday.

To make the switch, production of chocolate chip,oatmeal raisin, sugar and specialty doughs have beensuspended at Nestle’s Danville, Va, plant, where mostof its refrigerated cookie dough is made.

MacDonald said two samples of cookie doughfrom the Danville plant recently tested positive forE coli, which can cause severe illness. All of thedough was destroyed before it could be shipped, shesaid.

Dough production is to resume the week of 25 Jan,with tubes of the new cookie dough appearing on storeshelves in early March.

The switch in production comes eight months after72 people in 30 states were infected with E. coli afterreportedly eating Nestle cookie dough raw.

NEW DELHI, 17 Jan—The high toxic levels ofplastic toys in Indian mar-kets, even the brandedones, cause asthma, lungproblems and reproductiveproblems in children, ac-cording to a research by theCentre for Science and En-vironment (CSE) on Satur-day. In its latest study re-leased on Saturday, CSE’spollution monitoring labo-ratory found high levels ofphthalates, a chemical usedto soften plastic, in all sam-ples of toys it tested. Over45 percent of the samplesexceeded the internation-ally accepted safety limitsfor phthalates.

“We randomly pur-chased 24 toys from differ-ent parts of Delhi, espe-cially those toys that chil-dren are more likely tochew and suck. Out of the24 toys, 15 were soft andnine others hard,” saidCSE Associate DirectorChandra Bhushan.

“The sample included

major brands likeFunskool and Mattel. Inour test, we detected oneor more phthalates in alltoys,” he said.” In total, 60percent of soft toys and 20percent of hard toys ex-ceeded the safe limits.”

Phthalates are organicchemicals commonly usedas plasticizers to makeplastic supple. It helps inmaking plastic productscheap and toxic. Thechemical can damage themale reproductive system,impair lungs and affect theduration of pregnancy.Laboratory tests on mam-mals have indicated that itcan also trigger asthma, al-lergies, poor semen qual-ity, genital defects, prema-ture breast developmentand skeletal defects.

SEOUL, 17 Jan—South Korea reportedon Saturday two more outbreaks of foot-and-mouth disease in local cattle farms,more than a week after the first outbreakin eight years, the government said. The two cattle farms, both located inPochen in Gyeonggi Province, about 45kilometers north of Seoul, are within a1-kilometre radius of the farm where thefirst outbreak was confirmed on 7 Janu-ary, South Korea’s Ministry of Food, Ag-riculture, Forestry and Fisheries said. The government decided to cull and

bury about 124 head of dairy cattle evenbefore detailed test results were received,and also plans to kill livestock within a500-metre radius of the two farms to pre-vent further spread of the highly infec-tious virus. The foot-and-mouth disease is ahighly contagious and sometimes fataldisease that can affect cloven-hoofedanimals including pigs, sheep and goats,while humans are hardly affected by thevirus.

Mancini won’t write off Robinhodespite latest flop

UN confirms death of Haitimission chief Annabi

UNITED NATIONS , 17Jan — The UN missionchief in Haiti, HediAnnabi, died inTuesday’s earthquakethat devastated thecountry’s capital, UNSecretary-General BanKi-moon announced onSaturday.Annabi, a Tunisian, wasbelieved to be 65. Hsipaw is 45 miles and five furlong from Lashio,and the road is all downhill, thus taking us nearly twohours to reach our destination. The views from along thefine road were absolutely breathtaking, making me feelrefreshed.

Due to the upgraded road near Gokhteik Viaduct,it was nice to view trucks moving along the uphill roadsnaking itself among the mountains.
